The article presents the generalization of the experience of using simulator technologies in forming the competence to future navigators regarding the use of radar equipment and global maritime communication system in case of disasters and to ensure safety.It has been found that the amendments made by the International Maritime Organization to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers have expanded the role of simulators in assessing the relevant competencies of maritime professionals. At the same time, it should be noted that logistical support of maritime higher educational institutions lags behind the requirements of modern shipping industry, the requirements of the seafarers’ labor market, and so on. It is a systemic problem that encompasses all levels of training and skills upgrading for shipping industry professionals. To solve the problem of improving the quality of professional training it has been proposed to carry out this process taking into account the principles of contextual approach, providing for the use of modern equipment and simulators, which departments and laboratories of maritime higher education institutions are equipped with. Training on simulators occupies a special place in the training of navigators, because it allows to exercise modeling of situations, which reproduce the conditions as close as possible to the real world. It is also important to include into the content of academic disciplines some components of simulator training on the formation and development of skills to work with electronic mapping systems, radio and electro-navigation equipment of ships, as well as skills associated with maritime safety (operation of fire-fighting equipment, rescue equipment, first aid on board ship, cargo operations with heavy cargo and containers, etc.). Each of these courses is taught in specialized laboratories equipped with the necessary simulation equipment in accordance with international requirements for training maritime professionals and the requirements of employers.

Abstract With the development of digital instrument and control technology for nuclear power plants in recent decades, communication networks have become an important part of safety digital control systems, which takes charge in data exchange between the various sub-systems, and extremely impact on the reliability and safety of the entire I&C system. Traditional communication systems where some special features, such as reliability, safety, real-time, certainty, and independence are not strictly required are various illustrated. However, how to implement a communication system in a safety I&C system is rarely stated in current research. In this research, a reliable safety communication system applied in nuclear power plants is designed and analyzed. The five key characteristics of nuclear safety communication networks are explained, followed by explanation of how to achieve these characteristics. The analysis and verification of the designed system are also stated in this paper, which contributes to proving that the designed nuclear safety communication system could applied in the nuclear power plants.

This article analyzes the actions of drivers and their impact on the occurrence of emergency road traffic situations. The model of the stages of professional training of candidates for drivers is presented, the method of determining the optimal time of simulator training is considered, the qualitative assessment of the level of driver training is determined, taking into account the ranking of the main parameters that affect road safety. The optimal time of training in the training center is established, taking into account the personal qualities of candidates for drivers.

The enhanced automation of the shipping industry has increased the demand of real data exchange. The ship-owners are looking more and more to optimize the operational cost of ship, to monitor remotely the cargo and to ensure a satisfactory level of safety and security, in compliance with the international maritime organization requirements. As per international convention for the safety of life at sea requirements, a conventional ship must carry a global maritime distress safety system, depending on the sea areas where it is operating. We assume that assuring a reliable communication service in the shipping industry is a challenging issue, in an era of internet of things and the need for a ship to be continuously connected to its ecosystem. This connectivity should be with a high data rate transmission. However, the future implementation of autonomous ship beside the existing conventional ship as an alternative for a sustainable maritime industry, requires the implementation of a reliable and cost-effective communication carrier, capable to transfer operational data on live basis from ship-to-ship and from ship-to-shore without interruption with a very low latency. To achieve this goal, we propose in this work, the implementation of 5G network as a maritime communication carrier, using unmanned aerial vehicle base stations, which are placed at optimum positions. This placement results in a maximization of uplink and downlink communication data rate, low latency and efficient optimization of transmission power. These make of 5G a potential maritime communication service carrier, capable to support the safe operation of deep-sea conventional vessels and the future deployment of autonomous ships.

In current conditions, without the ability to think outside the box, without the formed artistic-design competency that identifies the ability to create a design idea based on conceptual and creative approaches to solve the design problem, a specialist cannot be in demand, competitive in the professional field. The content of education in the field of professional training of designers should provide graduates with opportunities for freely promotion along with various professional ways (Koveshnikova & Koveshnikova, 2012). The urgent task of the modern professional training of designers in higher education has been and remains the development of creative project thinking of future specialists. It can be developed in various ways, one of which is the use in the training of bachelors-designers, the integration of photographics and academic disciplines, the aim of which is to teach students the basics of graphic design. The article reveals the essence of project thinking and the role of Photographics in developing project thinking among designers in the process of their art-project activities. Particular attention is focused on the specifics of project thinking as a priority during the training process in the field of design. Photographics is interpreted in this study as a modern form of visual art, capable of developing components of project thinking in integration with graphic design.

Ship handling Simulator system was dominated by computer technology, combined with disciplines such as ship hydrodynamics, to emulate a variety of sea and sea conditions, various types of ships and its control system, achieve the purpose of simulation training. At present, the ship manoeuvring Simulator in navigational teaching and training not only from the international shipping industry is generally acceptable, but also highly valued by the International Maritime Organization. Therefore, growing on ship manoeuvring Simulator in navigational teaching research on the application and training of the crew, ship maneuvering simulator training more rational, more realistic, more standardized.

The article identifies and analyzes the paradigm of educational information environment formation in the technical higher educational institutions. The authors presented the paradigm based on the humanitarization of higher education, which aims to provide valuable guidance and motivation to establish criteria for creating conditions for self-development and personal fulfillment of future engineers. The article argues that revealing of the integrity of education and regulating scientific, research and practical innovation of training activities and educational paradigm should be considered in conjunction. The pedagogical paradigms of professional training of future engineers in the educational and information environment of a technical university enable determining the content of academic disciplines. In general, the analysis of the dynamics of formation and development of the paradigm helps to preserve the principles of learning and a genetic nucleus of the national pedagogical science and practice.

In the article the authors consider modern approaches to the formation of the content of training of engineering specialists on the example of modelling the syllabi of academic disciplines. A comparative analysis of current trends in the content of professional training of engineering personnel in institutions of higher technical education in Ukraine, Western Europe and China. It is noted that one of the main shortcomings of domestic higher education is still its inconsistency with the requirements of the labour market and the lag of technical training from scientific and technological progress. The latter encourages the revision of another strategic involvement of training – the formation of professional competencies of future professionals, and hence the formation of a new content of training for future engineers. An example of such attempts is the introduction of syllabuses in the educational process of higher education. The creation of information and educational networks has globalized this problem and led to the need to realize it at a new innovative level. The article focuses on the definitive analysis of the researched problem and on the basic principles of syllabus construction, which are based on the competence approach. It is noted that the main task of this analysis is to study the substantive nuances between the syllabi of academic disciplines and their work programs, why and for whom this document is prepared and whether it is right at all. Emphasis is placed on the basic principles of construction of syllabi of academic disciplines, according to which they can be distinguished from work programs. As a fundamental principle, access to learning outcomes is highlighted, which should be expressed through the levels of competencies of graduates. Thus, through educational activities, the opportunity to design the future professional activity of the student is realized, and as a result to consider the competence acquired in the learning process. The structural components of syllabuses of academic disciplines are considered. The structure of the syllabus of the discipline in terms of components and a specific example of its modelling have been provided.
