The article identifies and analyzes the paradigm of educational information environment formation in the technical higher educational institutions. The authors presented the paradigm based on the humanitarization of higher education, which aims to provide valuable guidance and motivation to establish criteria for creating conditions for self-development and personal fulfillment of future engineers. The article argues that revealing of the integrity of education and regulating scientific, research and practical innovation of training activities and educational paradigm should be considered in conjunction. The pedagogical paradigms of professional training of future engineers in the educational and information environment of a technical university enable determining the content of academic disciplines. In general, the analysis of the dynamics of formation and development of the paradigm helps to preserve the principles of learning and a genetic nucleus of the national pedagogical science and practice.

The study presents the results of exploring the training of future engineering specialists in the conditions of educational and information environment of a technical university, as well as methodological recommendations formulated on the basis of the results obtained. The research assumes that the educational and information environment of a technical university should be designed as an open dynamic and synergetic system, in which future engineers should be given a possibility to design an individual educational trajectory based on the use of educational and information resources and considering the individual psychological capabilities of students. The functioning of the educational and information environment of a technical university provides for a cyclical type of management of professional training of future specialists and adhering to the principle of feedback in student training. The results of the study, in particular a comparison of the levels of competence formation of future engineers in the control and experimental groups at the beginning and end of the study, confirmed the correctness of the hypothesis put forward.

Modern schools continue to emphasize the nurturing of a socially oriented student, which should contribute to social maturity. As a consequence, there is a need to focus education on the development of a specific personality of the student, coordinated with the needs of society, the environment. The aim of the article is to develop and substantiate social competencies in education, which are a prerequisite for the successful socialization of students. The description of social competencies of a student’s personality is based on the analysis, systematization, and generalization of scientific experience on the research problem. The article introduces the concept of socialization, presents social competencies, characterizes them, and shows specificity and behavioral indicators of social competencies. The author substantiates the relevance of using new social competencies, shows their features, which are formed not only in the interests of the student, his personal meanings but also in the interests of social development, which results in self-development, personal fulfillment in life, taking into account the features of society functioning at a certain period of its development. The educational environment provides motivation for learning and working activities, the ability to adapt to new socio-economic conditions. The author identifies social competencies that contribute to the successful socialization of students in the learning process, which can be used in the practical activities of educational institutions under the conditions of educational transformation.

The article presents an analysis of the attitude of teachers and students, colleges and universities to distance learning during the 2020 in Ukraine. The factors of the success of online learning were analyzed. The main stress factors were identified. Analysis of the results of the dynamics of opinions led to some conclusions and recommendations: for teachers regarding self-development; for school administrations regarding technical, organizational, and moral support for all participants in the educational process; for universities that provide professional training for future teachers.

The article deals with topical issues of professional training of future teachers. The essence of the concepts of «self-development» and «self-improvement» was revealed, the significance of pedagogical practice as a factor of professional self-development and self-improvement of the future teacher was substantiated. It was revealed that effective preparation of participants in the educational process in educational institutions is possible due to the strengthening of the practical orientation of students' training. That is, pedagogical practice is the initial stage in the system of professional training, the first part of the practical mastering of the pedagogical profession. It promotes the deepening and systematization of knowledge gained by students in the process of studying specialized disciplines, as well as the development of information competence of future professionals. Pedagogical practice provides a combination of theoretical training of students with their practical pedagogical activity in the conditions of educational institutions of different types and promotes the formation of a creative attitude towards future professional activities, deepening and systematization of the knowledge gained by students in the process of theoretical training; self-development and self-improvement of future teachers. In this period, the foundations of professional activity of future specialists are laid, professional qualities are formed, the ability to self-development, self-realization and interest in the future profession are revealed.It is established that proper organization of pedagogical practice contributes to professional growth of the future teachers, development of abilities, allows to create external and internal conditions for self-development of the student. Purpose: A teacher of a vocational school should rationally use such teaching methods that would ensure the training of qualified personnel competitive in the labor market. Methodology: Educational institutions to meet the requirements of the market economy in the provision of educational services should be guided by a generalized model of a competitive specialist. The technology of development of the model includes the formation of components of professional activity (analysis of professional activity, identification of basic labor functions and professional skills) and training. Result: The assessment of theoretical professional training of students was carried out by testing with the use of PC in the main academic disciplines in two specialties. The assessment of theoretical professional training of students was based on the methodology proposed by A. A. Leonovich. Based on the assessment of knowledge in the five main academic disciplines, a generalized coefficient of theoretical training was calculated. Personal and business qualities necessary for a modern person in the conditions of market relations were evaluated by a number of psychological tests. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of the use of simulation methods of vocational education is presented in a comprehensive and complete manner.

The article clarifies the essence of the concepts of «сompetence» and «professional competence», determines the components of teacher’s professional competence: motivational (interest and motivation for future professional activity), cognitive (formed knowledge), operational (acquired skills and abilities) and personal-reflexive (ability to self-esteem, self-development and self- improvement). The author, on the basis of comparative analysis, shows the experience of forming the future teacher’s professional competence in leading countries such as: Germany, Denmark, Great Britain, France and others. The article outlines the peculiarities of the formation of the future teacher’s professional competence in determined countries. The interesting aspect in the formation of the future teacher’s professional competence in Germany is its information component, whose high level of evaluation is facilitated by the introduction of modern multimedia technologies in the educational process. The peculiarity of the Danish system of the future teachers’ professional competence formation is the availability of an additional vocational guidance level. So while forming the professional competence of a future teacher in the UK, considerable attention is paid to student’s research activities built on the humanization and democratization of the educational process in this country. The specificity of the future teachers’ professional competence formation in universities of France is that its most important component is the information and communication component. On the basis of the conducted analysis, the positive experience of the future teachers’ professional competence formation abroad is generalized; the recommendations on its introduction into the system of professional training in higher education institutions of Ukraine are worked out. The conclusion is made that the formation of the future teacher’s professional competence abroad will contribute to: the introduction of professional selection of applicants for teaching professions; exploiting the potential of non-formal education; an increase in the duration of teaching practice and the introduction of a mentoring system; inclusion of academic disciplines, that provide inclusive education, into the educational process; providing benefits to active teaching methods based on an interdisciplinary and problem-based approach; creating conditions for the exchange of experience of higher educational institutions with foreign educational institutions.

On the example of foreign language training of a graduate of a technical university, the causes of the problem of intensity of the educational environment are considered. Attention is focused on the need to reassess the role of the student in the educational process and the educational environment of a technical college, an attempt is made to analyze the problem from the standpoint of psychodidactics of educational systems. In interaction of the participants of the educational process the student's subjectness is crucial and its key feature is to change when in contact with the educational environment and other participants in the educational process. One of the main objectives of the university in the light of the competence-based educational paradigm implemented in Russia is the formation, strengthening and development of students' subjectivity. Sustainable student subjectivity, the ability to build and implement the trajectory of self-development on the basis of the principles of education throughout life, is one of the prerequisites for the success and effectiveness of foreign language training of a student in a technical college. Options are offered to regulate the intensity of the educational environment of a technical university, including the preparation of a competence syllabus that acts as a «roadmap» of a future graduate to build an individual educational trajectory along with other participants in the educational process.

The article examines the historical aspects of the professional training of civil servants in Russia. It is shown that the effectiveness of the functioning of the civil service institution largely depends on the quality of vocational training of civil servants. The historiography of vocational training of civil servants in Russia from the 9th to the 19th century is given. The study used the narrative and systemic methods. The article dwells upon the educational institutions that trained civil servants, the studied academic disciplines, and the examinations that students and graduates had to pass. It is noted that the application and reinterpretation of the pedagogical practices of the past, taking into account modern developments, can be instrumental in building an educational system for professional training of civil servants.

The article presents the results of research on the problem of training future masters of humanities for research activity under the conditions of the information environment. The authors reviewed scientific literature, determined the mainstreams of the future masters’ training for research activities, and the dynamics of their readiness for these activities, studied the influence of the information environment of higher educational institutions on the level of the development for research activities. They also developed the provisions for methodological recommendations. The information environment is understood as the possibility to obtain the necessary data, evidence, hypotheses, theories, etc. Much attention is paid to ensuring the quality of professional training through the introduction of stagewise higher education, the formation of the future masters’ professional mobility under the labour market conditions. Based on the review of psychological and pedagogical literature, we determined the pedagogical conditions for the development of future masters' readiness for research activities: ensuring the future masters’ training within the modern information environment; formation of the future masters’ motivation for research activities in the information environment; introduction of a competent approach into the future masters of humanities training; ensuring the integration of academic subjects in the future masters’ training for research activity. Based on the results of the study, we determined the main tasks of further research. The authors confirmed the reliability of the research results by the Student’s t-test and Fisher’s F-test.

Использование встроенных программных продуктов для решения задач автоматизации значительно облегчит их внедрение в сферу образования. Разработка современных методов информатизации процедур управления способно значительно улучшить качество управления и снизить его трудоемкость. В статье описываются технологические процессы проектирования и разработки ЭИОС вуза с использованием Интернеттехнологий, а также комплексы сервисов по формированию отчетов по учебнометодической деятельности кафедр, учета контингента, успеваемости и другие. Представлены перспективы развития информационной среды с целью повышения эффективности деятельности по направлениям деятельности вуза. In recent years, the education system, being in the conditions of modernization, forms a different educational paradigm, which is based on the largescale use of information technology. Automation of the educational process is one of the important tasks of modern education. The use of builtin software products for solving automation problems will greatly facilitate their implementation in the field of education. The development of modern methods of informatization of control procedures can significantly improve the quality of management and reduce its complexity. The article describes the technological processes of design and development of EIOS University using Internet technologies, as well as complex services for the formation of reports on educational and methodical activities of departments, accounting contingent, academic performance and others. The prospects of development of the information environment in order to improve the efficiency of activities in the areas of the University are presented.
