The analysis of the state and prospects of recycling construction waste in the Republic of Belarus has been carried out. Abstract: With the increase in population, the state of sanitation is declining. The abundance of garbage in public places creates a climate of impurity. It can cause several serious illnesses in the immediate vicinity. It also reduces the area rating. To avoid this and to improve sanitation, a 'smart waste management system' is proposed for this project. In the proposed system, the level of debris in dust bins is detected with the help of a Sensor, and transferred to a control room authorized by the GSM system. Microcontroller is used to communicate with the sensor system and the GSM / GPRS system. The Amazon application is built to monitor the information you want related to the waste of various selected sites. This will help to manage your waste collection more efficiently. Abstract Waste accumulation leads to pollution of atmospheric air, soil, surface water and groundwater. Russian waste management practice is storage in landfills and dumps, and incineration in specialised plants. Today the percentage of recycling is low. In this article we analyse foreign experience of Asian countries on separate waste collection (China). Introduction of information technologies and encouragement of citizens for separate waste collection - a basis of system of the waste management in the People’s Republic of China. The current situation and identified problems in the Republic of Buryatia show the necessity of separate waste collection. We proposed the ways of reorganization of the waste management system, its development directions and also highlighted its socio-economic and environmental effects.

For the last couple of years the Republic of Serbia adopted the basic postulates of waste management compliant with EU experiences. Waste management system involves a set of measures and activities aimed at waste quantities reduction, its reuse, appropriate waste handling and hygienic disposal of the remaining waste. All the mentioned processes, within the waste management system, have been defined by strategic and planning documents adopted at the state level. The strategic and planning documents come from primary legislation and from a series of by-laws adopted in the last three to four years. This paper provides a strategic approach to waste management planning by way of the analysis of documents and policies and the analysis of the current situation of municipal waste and special waste streams management. Specific guidelines have been recommended i.e. the prospects of waste management have been analyzed taking into account the current level of development, on the one side, and the necessity of regarding the standards and principles of sustainable waste management in accordance with EU experiences, on the other side.

The article presents the first steps to create a waste management system taken By the government of the Republic of Tatarstan, as well as an analysis of the work and activities aimed at the need for separate collection of waste, including an assessment of the significance of the involvement of the population by the end of 2019. After evaluating the results of the activities carried out in 2019, it should be concluded that the practice of separate waste collection has significantly advanced among the population and that the Republic's manufacturing enterprises are interested in creating eco-packaging materials.

The article deals with the state of public-private partnership in the field of waste management. The concept of waste was given, and the importance of managing the waste management system was justified, taking into account the resource orientation of many regions of the country. Legislative changes forming a new system of waste management are reflected. The author presents the dynamics of growth of waste generation, as well as their utilization and disposal in Russia. The main areas of expenditure related to the implementation of projects in the field of waste management were Identified. The problems of implementing these costs in the implementation of projects are highlighted, first of all, the lack of sources of funding for both the state and private business. The concepts of public-private partnership and the mechanism of its implementation, given by different authors, are considered. It was found that cooperation between the state and the private sector in this area has not yet been sufficiently developed, and only in the field of solid waste management. Projects in the field of production are not implemented. It is noted that the main initiator of the projects is the state, private business is not sufficiently interested in implementing projects in the field of waste management in the form of public-private partnership. The main forms of implementation of PPP projects, stages of implementation of projects and their degree of development in the Federal districts of the Russian Federation are considered. It was revealed that the projects do not use debt financing, which indicates a weak interest of banks in this sector of the economy in view of significant investments, long payback period of projects and the risks of their implementation.
