On intensification of Russian agriculture

In the article, the crisis state of agrarian sector of Russia, its reasons and crucial role in its overcoming of implementing consecutive intensification of agriculture are considered. The lag in scientific development of methodological and applied aspects of intensification is noted. Foreign experience in this area, practice of using factors of intensification during the Soviet and modern periods of development of agriculture are analyzed. A special role of the state in promoting intensification of agricultural production is shown. Measures for increasing the level and economic efficiency of intensification of Russian agriculture are grounded.

In difficult economic and socio-political conditions, there is an increase in the dominant importance of Russian agriculture, not only as a guarantor of social stability in terms of ensuring food security, but also as a driver of the country's economic development in the strategic future. During the period of the spread of the coronavirus threat, many industries suffered significant losses, resulting in an economic downturn in most countries of the world. In this situation, agriculture can become a catalyst for the development of economic processes in regions with agricultural specialization, as the demand for food, both in the Russian market and abroad, will continue to increase. The article considers the results of agricultural production in the Kursk region, according to which the conclusion is made about significant success in a number of agricultural production areas. Against the background of initially lower provision of our region with resources and other natural and economic conditions in comparison with the leading regions, there are noticeable rates of positive changes in the agricultural sector of the Kursk region, which allowed the region to enter the top 10 in terms of sugar beet yields, grain and meat production. The key indicator of the analysis is the share of agricultural production in the region relative to the all-Russian similar indicator, the assessment of which revealed a more dynamic development of the Kursk region on average in comparison with other regions in the country. The study argues that it is necessary to increase the role of the state as a guarantor of stability and investment attractiveness of domestic agriculture in order to maintain positive dynamics of production and economic processes in the context of accelerating recovery from the pandemic crisis.

Your President suggested to me that I speak about the organization of science in the Soviet Union. This is no easy task, because the organization of science cannot be considered apart from its development. Nor can one avoid making certain assessments of various scientific trends, and here there are always pitfalls. I must also ask you to excuse me in advance if I happen to lapse into some commonplace generalities about science and its significance, but so much has already been said on the subject that one can scarcely be original in dealing with it. Nevertheless, it is here that I shall begin. In our day we very often hear it said that in the twentieth century science has come to play a special role in the development of society and the role of the state in organizing science has been enhanced. For centuries science has been a motive force of progress, and in advanced countries governments have been at pains to found universities, which have been centres of learning. There is no doubt, however, that never before did the scope of research and the number of people occupied in it increase as rapidly as they are doing today. Man has realized that major technical advances nowadays depend on harnessing less and less conspicuous natural phenomena, hidden deeper and deeper from view.

The article shows the importance of corporate social responsibility (CSR) in ensuring sustainable development of the country. The types of CSR and its features in various states are considered. The author describes the economy of the Russian Federation and its impact on the system of corporate social responsibility in the country. The high profitability of resource-extractive industries and their use of the country’s national wealth defines their special role in CSR not only towards their employees through wages and the allocation of social benefits from profit, but also to the society. It is shown that the established country’s political system significantly influences the possibility of implementing a system of corporate social responsibility. The author characterizes the significant regulatory and stimulating role of the state in social development through taxation and the structure of government spending. When assessing the financial conditions of CSR, the author analyses the impact of capital outflow on its development. Corporate social responsibility also includes the responsibility of organizations to the environment. The author provides a rating assessment of Russian oil and gas, mining and metallurgical companies openness in terms of environmental responsibility.

The modern state policy of the Russian Federation in the field of information technology is gradually covering the sectors of the economy. Digitalization has become a trend, first of all, in the economic sphere and sectors of the economy. Since 2017, the state program «Digital Economy» has been implemented in Russia. One of the promising areas of the application of information and digital technologies in Russian agriculture and the implementation of the state program is the «Internet of Things». The role of agriculture will undoubtedly increase in the coming decades. The growing population of the planet will lead to the problem of an increase in the demand for food. It will be possible to solve it by enhancing the productivity of agricultural production.

The article considers the views of representatives of various scientific schools on the problems of taxation. The evolution of scientific views that determine the role of the state in tax matters is shown. The tendency of convergence of scientific theories, scientific and methodological approaches to the implementation of tax policy is noted. The assessment of measures taken in Uzbekistan to improve the tax sphere for their compliance with the criteria of scientific theories of taxation, as well as foreign experience, has been carried out. Based on the results of the study, recommendations were developed on improving the classification of taxes and mandatory payments, as well as improving existing tax instruments.

The article is devoted to the issues of building innovative potential that ensures the economic growth of the Republic of Uzbekistan. Based on statistical data, the article discusses the factors stimulating the introduction of effective mechanisms for managing innovative activities at the enterprises of the furniture industry of the republic. The author shows the difference between the regions in the process of introducing innovations, analyzes the dynamics of innovative changes from 2012 to 2018. Using the example of the FAYZ Holding company, it analyzes the effectiveness of innovation management, identifies the most effective mechanisms that ensure the growth of economic indicators. It is concluded that a special role in the development of the innovative potential of the enterprise is played by the attraction of investments and the use of new, more economical methods of production.
