In the article, the crisis state of agrarian sector of Russia, its reasons and crucial role in its overcoming of implementing consecutive intensification of agriculture are considered. The lag in scientific development of methodological and applied aspects of intensification is noted. Foreign experience in this area, practice of using factors of intensification during the Soviet and modern periods of development of agriculture are analyzed. A special role of the state in promoting intensification of agricultural production is shown. Measures for increasing the level and economic efficiency of intensification of Russian agriculture are grounded.

The article considers problems of innovative development in agricultural entrepreneurship. The presented comparative analysis of agriculture in the USA, European countries and Ukraine allows making conclusions on its anticipated innovativeness. The findings are based on the analysis of the following criteria: contribution of the agrarian sector to the GDP; focus on efficiency of agribusiness; value of export of agricultural products; types and rates of lending; tools for creating current assets; ways for supporting the agricultural sector. Special aspects of creating innovative models for agribusiness in Ukraine over the transition period are determined. It is stressed that American and European models cannot be implemented in their pure form in Ukraine. The point that Ukraine’s model of innovative development for agribusiness is oligarchic and corrupt is proven. The model is based on the mini- mum aid from the state. An innovative role of administering VAT is examined, which enables agricultural producers to accumulate 20 per cent of sold output on special accounts with the aim of buying new machinery, mechanization and technology. The special regime of taxation for agricultural producers, its advantages and disadvantages are considered. Further ways for improvement of administering VAT, aimed at maintaining its innovative essence are suggested.

the article analyzes some theoretical and practical aspects of the study of modern economic systems in Russia's agrarian production, the specifics of their development are revealed. The agro-industrial complex, as an ensemble of systems, has contours and properties that are deter-mined by the behavior of its constituent subsystems, which, in turn, determine the innovative devel-opment of the agrarian sector of the economy. In modern conditions, it is obvious that the system of agricultural management in Russia and its subsystems are developing dynamically. This gives grounds to assert that in the medium term (2018-2025) there are opportunities to provide the coun-try with clean food and expand its exports.

The article highlights the theoretical approaches to the definition of the concepts of small and medium-sized businesses. The relevance of the research is determined by the need to solve the problem of the development of small and medium-sized businesses in the agricultural sector in the context of digital transformation, the development and justification of directions for improving its development.
