Distributed production under the pandemic shock: Vulnerability, resilience and the new stage of globalization

The paper draws attention to a new wave of public and academic debate on the future of globalization and on rationality of countries’ further participation in distributed production, i.e., their involvement in global value chains (GVCs) and value-added trade. Raised during the COVID-19 pandemic shock, this debate is the reaction of countries to the global diffusion of downfalls through transborder supplies. We analyze vulnerabilities of GVCs to sudden shocks, demonstrate the role of these risks in escalating the 2020 global recession and in shaping its unique features, as well as scrutinize the emerging post-pandemic strategies of leading MNEs for enhancing the GVC resilience. We argue that despite the collapse of the just-in-time supply system and the crucial dependency of many domestic industries on imports from China, the pandemic shock could neither undermine foundations of distributed production nor lead to mass reshoring. On the contrary, both analyzed practice and surveyed econometric literature confirm that benefits of countries’ participation in GVCs outweigh risks of their falling under potential rippling disruptions. Moreover, MNEs’ resilience strategies, which we classified into three interrelated lines of action (restructuring of GVCs’ supplier networks, production optimization, and GVCs’ digital transformation), give globalization a new impetus. We conclude with describing the changing features of distributed production under the ongoing GVCs’ restructuring and outline a number of promising export opportunities that objectively open up in the 2020s for developing economies, including Russia. In the course of our study, we examine key properties of resilient systems (robustness, flexibility, redundancy), some new notions (disruption risks, ripple effect, etc.), and new management approaches relevant for all types of economies and businesses under increased uncertainty.

In this paper, we seek to explain the fundamental vulnerability of global value chains (GVCs) to sudden shocks, as revealed by the COVID-19 pandemic crisis, and outline ways for enhancing their adaptability to the increased uncertainty at both conceptual and policy levels. We consider the concept and a typical multi-structural model of GVCs, highlighting the network complexity of the system of distributed production and trade in value added. Not only does this system bring competitive advantages to GVC partner countries, but also it entails risks of cascading production disruptions. We examine these risks by analysing the ripple effect of supply disruptions in GVCs when a sudden local shock can propagate globally through inter-firm supplier links, generating growing output losses across industries and economies. From this perspective, we describe the pandemic-induced breakdown in the global just-in-time supply system in spring 2020 and its role in the escalating global recession. In analysing the mechanisms of post-pandemic GVC adaptation to uncertainty, we look at the concept of economic resilience and properties of resilient systems (robustness, flexibility, redundancy, and dynamic sustainability). We scrutinise the supply chain resilience model used by leading MNEs (GVC organisers) in their disruption risk management at pre-disruption and post-disruption stages. We classify resilience strategies devised by MNEs after 2020 into three interrelated categories: namely, multi-structural GVC optimisation (diversification and relocation of suppliers), operational optimisation (building redundancy and production flexibility), and GVC digitalisation. We conclude by outlining windows of opportunity to improve international specialisation and growth patterns, which may open in the 2020s for developing economies, including Russia, due to the ongoing restructuring of GVCs and their global supplier networks.

AimsElimination of non-value added testing without compromising high-quality clinical care is an important mandate for laboratories in a value-based reimbursement system. The goal of this study was to determine the optimal combination of flow cytometric markers for a screening approach that balances efficiency and accuracy.MethodsAn audit over 9 months of flow cytometric testing was performed, including rereview of all dot plots from positive cases.ResultsOf the 807 cases in which leukaemia/lymphoma testing was performed, 23 were non-diagnostic and 189 represented bronchoalveolar lavage specimens. Of the remaining 595 cases, 137 (23%) were positive for an abnormal haematolymphoid population. Review of the positive cases identified minimum requirements for a screening tube as well as analysis strategies to overcome the diagnostic pitfalls noted. It is estimated that 38% fewer antibodies would be used in a screening approach, representing an opportunity for significant cost savings.ConclusionsWe provide a framework for developing an evidence-based screening combination for cost-effective characterisation of haematolymphoid malignancies, promoting adoption of ‘just-in-time’ testing systems that tailor the evaluation to the diagnostic need.

Research background: In 2020, all the world's economies faced a new, special phenomenon – the coronacrisis caused by the pandemic, and with the fall of most economic indicators. In the current conditions, it is extremely important to build a competent monetary policy in order to soften the "blows" caused by the global recession for national economies. Purpose of the article: The main purpose of the presented article is the analysis of measures to stimulate the economy using monetary policy instruments in the conditions of the coronacrisis. Methods: To conduct the study, we used official statistics data, on the basis of which an econometric model was built, which allowed us to determine the forecast values for inflation, taking into account the impact of monetary and non-monetary factors. Findings & Value added: The econometric analysis show the high importance of non-monetary factors of inflation. This makes it difficult to assess the monetary policy, since Central banks are able to influence non-monetary factors only indirectly. The paper notes the influence of the refinancing rate on loans to the real sector of the economy, since the stabilization monetary policy should be primarily aimed at maintaining economic growth. The correlation field of the relationship between the index of rigidity of restrictions developed by the University of Oxford and loans to small and medium-sized businesses is constructed. It is noted that with the reduction of administrative restrictions, the volume of loans granted to small and medium-sized businesses increases.

Abstract This paper situates center-periphery issues at two levels. At the broadest level (world system), it looks at the spectrum of selected dependency theories and the position of George Klay Kieh Jr’s ideas in this spectrum. In this discussion, I will pay especial attention to small states, powers and economies and explain the justifications in the section below. At the intermediate level (compradorial category) of the world system, I examined some area-specific writings on this subject, in particular those related to Asia and Africa but also classical studies of compradorial economies in South America. In reviewing these theories, I identified three major issues for study. First, are dependency theories and the idea of an intermediate compradorial economy in the world system still relevant or important to the study of developing economies? Second, are regional economic bodies in the intermediate space of the world system challenging the dichotomous binary of only center and periphery? Third, if resource supply and primary processing are the comparative advantages of smaller or peripheral states, can regional cooperation help to upgrade the value-added-ness of their economic activities?

Emerging market and developing economies (EMDEs) weathered the 2009 global recession relatively well. However, the impact of the global recession varied across economies. EMDEs with stronger pre-crisis fundamentals — such as large foreign exchange reserves, sound fiscal positions, and low inflation — suffered milder growth slowdowns, in part due to their greater capacity to engage in monetary and fiscal stimulus. Low-income countries were also resilient, as foreign aid and inflows of remittances remained relatively stable. In contrast, EMDEs that were heavily dependent on short-term capital flows — such as portfolio investment and cross-border bank lending — fared less well, especially those in Europe and Central Asia. A key lesson for EMDEs is the need to strengthen macroeconomic frameworks and create policy space to prepare for future global downturns.

The goal of this article is to provide a deeper insight to the overall contribution of the export of food products to the Croatian economy and to estimate the direct and indirect impact of the international competitiveness of food producers on other domestic sectors. The authors measure the importance of the food sector by employing both the constant market share (CMS) and the input-output analysis. The results indicate that a loss in competitiveness in the Croatian food industry was the most important factor that determined the decreasing share of national companies in the period from 2009, when the global recession started, up to 2013, when Croatia joined the EU. EU membership strongly and positively influenced the performance of Croatian food exports. The negative trend regarding the share of the international food market was reversed. Besides having a direct impact on the export performance of the food industry, the international competitiveness of food producers indirectly affects other domestic companies whose products are used as intermediate inputs in the food industry. The study also presents a benchmark of results with previous research for EU countries, which rarely included Croatia before the accession in 2013. As far as output and value added are concerned, multipliers for the food industry are relatively significant and higher than the national average, and the food industry could be assessed as one of the key Croatian economic sectors.

Abstract Since the Oklahoma Mesonet (the state’s automated mesoscale weather station network) was established in 1994, it has served a number of diverse groups and provided public services to foster weather preparedness, education, and public safety, while also supporting decision-making in agricultural production and wildland fire management. With 121 monitoring stations across the state, the Oklahoma Mesonet has developed an array of technologies to observe a variety of atmospheric and soil variables in 5- to 30-min intervals. These consistent observations have been especially critical for predicting and preparing for extreme weather events like droughts, floods, ice storms, and severe convective storms as well as for development of value-added tools. The tools, outreach programs, and mesoscale data have been widely utilized by the general public, state decision-makers, public safety officials, K–12 community, agricultural sector, and researchers, thus generating wide societal and economic benefits to many groups. Based on practical application examples of weather information provided by the Oklahoma Mesonet, this paper analyzes both benefits generated by Oklahoma Mesonet information to the public and decision-makers and ripple effects (spreading amplified outcomes/implications) of those benefits in the short and long term. The paper further details ongoing and anticipated Oklahoma Mesonet innovations as a response to changing needs for weather-related information over time, especially as a result of technological developments and weather variability.

Research background: The company intellectual capital is increasingly becoming a global topic. Modern countries building their development on knowledge are aware that intellectual capital, and therefore human capital, can become and becomes global capital not only in international companies. It will be also crucial for the concept Industry 4.0. Purpose of the article: The aim is to find out how the company management approaches the skills and knowledge of its employees thus the intellectual capital, which is becoming a global topic and contributes to the company international business development. Methods: The methodology begins with defining a research problem. Research questions are formulated, a questionnaire is created, the basic sample of respondents is identified and a pilot study and a semi-structured interview verifying some of the questionnaire questions are conducted. Subsequently, a questionnaire survey is realized. The data obtained are filled in the Excel software and the results are presented by figures and verbal description. By answering the research questions, the methodology is fulfilled. Findings & Value added: The research revealed a great discrepancy between the assumed and declared state in the field of work with intellectual capital and employee’s education. It shows the weaknesses being relevant to our country as well as abroad. The results show random employees training, minimal identification of employees´ potential, low importance of services and products quality as well as insufficient interest in turning tacit knowledge into explicit, etc. Research conclusions and recommendations will become very actual even in the period after COVID-19.
