We consider the requirement of the standard EN 9100: 2018 to analyze the enterprise context, which allows realizing the opportunities arising from the context and anticipate possible risks, taking into account the strengths and weaknesses of the enterprise quality management system. The criteria for identifying influencing factors are their relationship with the goals of the enterprise and relationships with stakeholders. As an effective mechanism for monitoring the current state of the business environment (context) of an enterprise, a SWOT analysis can be used that provides the necessary information about the opportunities and sources of improvement, the degree of probable threats, and possible consequences of alternative development strategies. As an example, we consider the components of the internal environment of an aviation engineering company as sources of strengths or weaknesses of the quality management system, and as sources of opportunities or threats (risks). The strengths and weaknesses of environmental factors are analyzed. An indicator of the degree of influence of each factor is determined. The significance of each factor is assessed from the standpoint of the opportunities or threats (risks) present in it, and the probability of occurrence of events associated with each of the factors that provide opportunities or carry threats is also assessed. The mutual influence of the considered factors is presented in the form of a directed graph. The results of the analysis of the strengths and weaknesses of the enterprise, based on the degree of their influence on each other. The analysis of opportunities and threats. An assessment of their significance and the likelihood of occurrence of events associated with them. In order to visually determine how the strengths and weaknesses of the internal environment affect the realization of opportunities and the neutralization of threats, a vector of the development direction of the organization associated with the current state of the internal environment is constructed in the coordinates of the SWOT analysis matrix. It is concluded that SWOT analysis can be an effective mechanism for monitoring the current state of the business environment (context) of an enterprise. The SWOT analysis provides the necessary information about the opportunities and sources of improvement, the degree of probable threats, and possible consequences of alternative development strategies.

The article describes an approach to the development of a model of human resources management in the quality management system (QMS) of the organization on the basis of their dual nature and process approach in the interpretation of international standards ISO 9000:2015.The analysis of scientific views on the specifics of human resources. The ambiguity of the nature of human resources and in this regard the heterogeneity of personnel processes. The expediency of design of personnel processes on the basis of integration of such tools as methodology IDEF0, functional cost analysis (FSA), PDCA cycle is proved. In the context of risk-based thinking, an algorithm of personnel risk management based on SWOT analysis and statistical justification of the results is proposed. The application of the proposed approach will ensure the correct modeling of human resources management processes in the QMS.

The article presents results of the current state studies of the wine industry in the Sevastopol region. It has been established that the problem of the viticulture development and winemaking in this region is not so much in the wine production technological aspects, but in the quality of raw materials for the production of wine products and the yield of grape plantations, as well as in ensuring that the price and wine products quality are consistent with the population purchasing power. Based on the results of the study, the feasibility of using innovative quality control technologies in the Sevastopol agro-industrial cluster was substantiated, ways of integrating the “precision viticulture” project into the organizational and economic structure of the Sevastopol agro-industrial cluster were developed. The structure of investment costs for the project of the meteorological platform “Demetra” implementation has been determined and the organizational structure of the “Digital Quality Center” has been developed. The possibility of using various financing options for a joint project of cluster participants to create a quality management system for the wine industry in the Sevastopol was considered.

In the context of high competition in railway transportation market, quality management is becoming an important prerequisite for attracting customers and meeting their needs, gaining and retaining market share and increasing work efficiency. The current quality management system at the locomotive repair shops has a number of drawbacks that result in long-term idle time of the rolling stock for maintenance or repair and significant expenses. The article deals with the problems of defining the concepts “quality management” and “quality improvement” for locomotive repair shops. The authors analyze the current QMS in the locomotive repair shops of the Trans-Baikal Railway, make a SWOT-analysis, and develop a number of measures and management decisions for improving the quality. An objectives tree for QMS and Ishikawa's Cause-and-Effect-Diagram of inconsistencies are used to determine problems in the locomotive repair shops and propose ways of eliminating inconsistencies in each element of QMS.

Introduction. During implementation of medical activity an uncertainty and increased risk are present. to manage these two conditions a single system of management is needed capable preventing negative risks even during period of planning. The article presents experience of medical organization of transition to risk-oriented model of quality management system in concordance to ISO 9001:2015. Material and methods. The study was carried out in quarter IV 2016-quarter I 2017 in the research institute of complex problems of cardio-vascular diseases (hereinafter referred to as the organization). In the capacity of study techniques audit, SWOT analysis and logical analysis were applied. Results. According to step-by-step transition to risk-oriented model of quality management system training of administrators and owners of processes was organized. The genuine methodology of risk evaluation was developed. The implemented audit established 11 risks through 14 processes and directions of activity of medical organization. Among causes of risks internal causes were mentioned in 90%, including human factor (half of cases) i.e. the personnel of organization. With purpose of management, all established risks were separated to critical and non-critical ones in functioning of institution. The percentage of risks of critical character made up to 26%. The application of SWOT analysis permitted to establish 80 factors of internal and external environment of the organization. The results of implemented activities concerning transition to the new risk-oriented model of quality management system permitted to revise the strategic map of achievement of targets of the management system of the organization subject to evaluation of risks and factors of internal and external environment of the organization. The outcome of implemented activity became a positive assessment of quality management system of the institution during external certification audit according requirements of standard ISO 9001:2015. Conclusion. The application of methodology of step-by-step transition to risk-oriented model of quality management system of medical organization made it possible to implement an in-depth analysis of strong and weak aspects, to identify risks, threats and possibilities oriented to achievement of strategic targets of organization.

The article discusses the need to implement effective risk management tools in the quality management system of an educational organization, due to the increasing requirements of the external environment, increasing competition, and the globalization of the educational space. The main focus is on SWOT analysis as one of the reliable and effective tools for qualitative analysis of the organization’s strengths and weaknesses, opportunities and threats. The article highlights the features of using SWOT analysis in the process of risk management of an educational organization.

Annotation: The article discusses the current state of quality management systems in universities of Kyrgyzstan, their main characteristics, and also offers some recommendations for improving the quality management of education based on the QMS. Special emphasis is placed on the premises of the formation of a quality management system in the conditions of development of the higher education system of the Kyrgyz Republic. It is noted that until now there are no regulatory documents regulating the choice of one of the models of the quality management system in higher education. Educational institutions have the right to choose a model for the formation of a quality management system. The authorselected the main problems of the current state of education quality management in higher educational institutions of the Kyrgyz Republic. Based on the analysis, were proposed specific ways and directions of work in order to improve the quality of education based on quality management. It is emphasized that in modern conditions the introduction of a quality management system guarantees the quality of education and increases the competitiveness of universities.

The purpose of this research is to examine the relative effect of contingencies such as organizational characteristics and business environment on the implementation of quality management system in business. The predictor variables affect the adoption of quality management system at different levels. Nonetheless, these influential levels have not been assessed and compared amongst the predictor variables. This research uses the analytic hierarchy procedure to evaluate and rank the comparative importance that the predictor variables play in implementing quality management system in business. Then for the robustness of the findings from the analytic hierarchy procedure, this research also employs mean-test procedures to re-assesses the relative importance levels. The findings are robust across the two methods. Organizational characteristics are more important than business environment in explaining the implementation of quality management system. Of the twelve elements of organizational characteristics and environmental uncertainty, decentralization is the most imperative; whereas technology is the least essential. This research has some implications on how business executives should adopt quality management system facing different types of organizational characteristics and business environment.

The paper deals with the principles of improving the management of human resources in the quality management system (QMS) of the enterprise, based on the concept of human resources management and process approach in accordance with the requirements of international standards ISO 9000:2015. There is a dual nature of human resources identified, where the staff is considered, on the one hand, as the most important, specific resource determining the competitiveness of the enterprise, and, on the other hand, as an internal consumer of the rewarding mechanism offered to employees for quality work. The procedure to design personnel processes of QMS of the enterprise is considered. The expediency of integrating IDEF0 model and the methodology of functional cost analysis (FCA) into the enterprise’s QMS. There is no formal approach to analysis and assessment of personnel risks in the management of processes. The application of SWOT analysis adapted to the personnel management of the enterprise is justified in order to use it for controlling QMS personnel risks. There are criteria given to apply this approach to ensure the quality of personnel processes in QMS of the enterprise.

Abstract Knowledge management has became vital in organizations in today's business environment as the implementation of knowledge management tends to provide benefits such as an enhanced way to organize existing corporate knowledge; making individuals more effective at sharing explicit knowledge; and providing new ways to expose tacit knowledge, and in turn this will lead to competitive advantage. It has been argued that the role of quality professional can contribute greatly to knowledge management to include raising strategic awareness, improving the knowledge management process, cost minimization through the usage of one model to blend knowledge management and quality verification and leading the way, and in turn achieving organizational competitiveness. Due to the contribution of quality professional to the enhancement of the knowledge management process, it is suggested that a quality management system that supports all the quality management dimensions and knowledge creation processes will be more effective than one that does not. Therefore, the purpose of this paper is to establish a knowledge management system where quality professional will be a key player in capturing the knowledge needed for the needs of small and medium sized organizations in Saudi Arabia.

The aim of this paper is to consider the role of Quality Management System (QMS) in achieving the competitiveness of business organizations in the modern business environment. For the development of domestic economy, it is important to improve the way of doing business of domestic companies, following the example of the best world practices. The paper presents the experiences of international experts in the field of Quality Management Systems and the application of ISO Quality Management Standards, with the purpose of improving business performance and competitiveness of companies in the international market. The success of companies for doing business in the global market, due to everyday technological,economic and social changes, is basically based on a Quality Management System and ISO standards. The ISO 9001:2015 standard has brought improvements in the direction of Risk Management. Achieving competitiveness is achieved through adequate change management in the organization, Quality Management, innovative thinking and action, and standardized products of the highest quality.
