The subject matter of the article is the results of department educational processes reengineering, which was conducted at the Department of Land Administration and Geographic Information Systems of O. M. Beketov National University of Urban Economy. The current article introduces the scientific community with the results of reengineering at the department, which made it possible to implement certain conceptual and fundamental provisions of the dual, digital, and cluster approaches in the development of education. The problem, which resolves the contradiction between the standardization of learning processes by traditional methods and innovative learning processes based on the use of intelligent information technologies, is devised. Based on the analysis of the tendencies in the development of pedagogy methodology, it was concluded that today the methodological paradigms in the science of teaching and the formation of a new methodological paradigm of educology were changed. Cybernetic pedagogy, which combines methods of traditional pedagogy and cybernetics, has had a significant impact on the formation of educalogy. This combination of methods created a support system for the educational processes of the department. The basic theoretical decisions of the department reengineering and results of experimental research conducted based on a support system of educational processes of the department are shown in the article. The results of two full-scale experiments are presented. The purpose of the first experiment was to evaluate the possibility of independent study of science-intensive educational material in the discipline "Mathematical processing of geodetic measurements," and for the second – to evaluate the possibility of creating an intellectual property exchange of scientific-pedagogical and pedagogical workers. Besides, the results of the experimental studies allowed to creation of innovative authoring training technology "Partnership," which provides for participating students in the formation of educational material (tutorials). From the above, it is possible to conclude about the effectiveness of reengineering procedures in the concept of dual and digital education.

The main goal of this article is to map and review real time video streaming collaborative softwares, in order to analyze platforms that are also able to edit films. Real time high resolution film transmission (4k, 8k or above) results in the excess of data generated and, consequently, in a high value for investment in editing, storage and content distribution features. The retrieval and storage of the data (content) becomes complex and expensive. This article aims to design a software review for the use of systems that are applicable to the needs directly related to the digital education field, considering that nowadays the video is an important tool to support teaching and learning processes and needs a better structuring from the educational managers of communication and information technologies.

La presente investigación, analiza los conceptos más importantes del pensamiento Crítico, así como su importancia y utilidad en los procesos de formación profesional a nivel de Posgrado. Se hace un análisis detallado de los conceptos más ampliamente aceptado y de los factores inmersos en el desarrollo y aplicación de este tipo de pensamiento. Finalmente se propone un modelo que engloba los conceptos y factores analizados y como se interrelacionan entre ellos; el objetivo final es brindar a los docentes y directivos de Instituciones de Educación Superior, una herramienta que posibilite la inclusión de este tipo de pensamiento en sus procesos enseñanza-aprendizaje con el fin último de mejorar la calidad de los procesos de formación. Palabras Clave: Pensamiento Crítico, Educación Superior, Educación ABSTRACT This research analyzes the most important concepts of critical thinking as well as their importance and usefulness for the educational processes at graduate level. A detailed analysis of the most widely accepted concepts and factors involved in the development and application of this kind of thinking has been made. Survey works on inland waterways can be contingently divided into two directions. The first ones are directed at maintaining the given dimensions of the waterway and are carried out with the use of technical fleet vessels, which includes the dredging fleet. At the same time the basis creation, the results verification and the control of the survey works implementation are carried out by the survey party. The main types of work here are surveying and trawling works, the implementation of which is carried out at the present time on the inland waterways of Russia using geo information technologies, which makes it possible to improve the quality and efficiency of their realization. Such an approach, firstly, has a positive effect on the implementation of the navigational hydrographic support system of navigators, including in the part of electronic cartography, and secondly, it allows to provide the survey works realization at the modern level. The most effective approaches and methods of modern geo information technologies application, implemented for the collection and processing of high-precision bathymetric information and positioning data to ensure the navigation safety on the inland waterways of the Russian Federation, are considered in the paper.

Background. Advances in genetic science and biotechnology accumulated huge knowledge of genes and various genetic tests and diagnostic tools for healthcare providers including nurses. Genetic counseling became important to assist patients making decisions about obtaining genetic testing or preventive measures. Method. This review was conducted to describe the counseling topics, various interventions adopted in genetic counseling, and their effectiveness. Experimental studies (N=39) published between 1999 and 2012 were synthesized. Results. The most frequently covered topic was benefits and limitations of genetic testing on breast cancer ovarian and colorectal cancers. Most of researchers focused on evaluating cognitive aspect and psychological well-being. Conclusion. No single intervention was consistently reported to be effective. Decision aids enhanced with information technologies have potential to improve the outcomes of genetic counseling by providing tailored information and facilitating active engagement of patients in information uptake. Clinical Implication. When nurses are familiar with topics and interventions of genetic counseling, they are well positioned to provide genetic/genomic information to the patient and families.

The current national and international context has determined teachers to evaluate teaching methods and utilise active student involvement strategies in the classroom during learning processes. This article presents the Flipped Classroom instructional model, analyses its application, and proposes stages to follow in order to create a successful flipped classroom. Even though the flipped classroom instructional model is not utilised in Romania, the authors aim to attract attention to it, presenting its advantages and disadvantages. A change is due in the current teaching paradigm and it is high time to promote an innovative learning framework using the flipped classroom instructional model.

The article reflects the aspects of digital education as a complex unstable system in the conditions of the transformation of educational processes. The image risks of a business model for the implementation of educational services based on online monitoring and analysis of the opinions of recipients of educational services in relation to the willingness to acquire educational services, the formation of adaptive and technological skills are disclosed. Identified systemic problems and risks in the activities of educational institutions associated with the lack of a clear procedure for the introduction of digital technologies, with a decrease in the academic and financial stability of the university, a narrowing of the target audience due to the loss of previous traditional and feedback. Priorities and improving factors for the technological positioning of the university during the transition to digital education are outlined. An attempt is made to reveal the elements of a business model, which includes: monitoring and expanding image perception, synchronization of IT and Edu-technologies, ensuring “transparency” of various schemes for the provision of educational services for the personalization of educational paths, targeting and adaptability to meet educational needs.There is no conflict of interests.

The complexity of Stone Age tool-making is assumed to have relied upon cultural transmission, but direct evidence is lacking. This paper reviews evidence bearing on this question provided through five related empirical perspectives. Controlled experimental studies offer special power in identifying and dissecting social learning into its diverse component forms, such as imitation and emulation. The first approach focuses on experimental studies that have discriminated social learning processes in nut-cracking by chimpanzees. Second come experiments that have identified and dissected the processes of cultural transmission involved in a variety of other force-based forms of chimpanzee tool use. A third perspective is provided by field studies that have revealed a range of forms of forceful, targeted tool use by chimpanzees, that set percussion in its broader cognitive context. Fourth are experimental studies of the development of flint knapping to make functional sharp flakes by bonobos, implicating and defining the social learning and innovation involved. Finally, new and substantial experiments compare what different social learning processes, from observational learning to teaching, afford good quality human flake and biface manufacture. Together these complementary approaches begin to delineate the social learning processes necessary to percussive technologies within the Pan – Homo clade.

Blockchain is an online decentralized and distributed ledger technology that has the ability to keep and track records in a safe, verifiable, and transparent manner. More significantly, it has an infrastructure that is compatible with Web 3.0, which offers great potential for lifelong learning. This chapter explains the different modalities of learning (formal, non-formal, informal), blockchain technology, and its current use in educational processes. Based on the findings, the authors suggest that blockchain technology can be used to connect and interlink different educational experiences that occur in different educational modalities, enabling us to evaluate educational processes holistically and thus promote lifelong learning through the use of cutting-edge technologies.
