To explore the relationship between China's higher education and the level of regional economic development, the coupling coordination degree of panel data from China's Sichuan province across 2011-2018 is analyzed based on self-constructed evaluation index system and with a integration of various methods including entropy value method, coupling coordination degree model and grey forecasting model. The results show that the coupling coordination degree between higher education and economic development in five Sichuan districts is not high, among which Chengdu Plain Economic Zone is much higher than the other four: southern Sichuan Economic Zone, northeast Sichuan Economic Zone, Panxi Economic Zone and northwest Sichuan Ecological Demonstration Zone. The study also predicts that in the five years, the coupling coordination degree of the five districts in Sichuan will be still not high, and none of them will broke through the incoordinate stage and entered the coordination stage. Moreover, the difference between the prefecture-level cities in Chengdu Plain Economic Zone is the largest.

Innovation-driven development of the Russian economy requires a consistent national policy aimed at boosting scientific and innovative activity in the regions, which would facilitate the development of entrepreneurship and technology. It also plays an important role in ensuring the socio-economic progress of the regions and efficiency of income distribution.Aim. The presented study aims to examine the potential directions for optimizing scientific and innovative activity in regional socio-economic development and to identify factors that facilitate the intensification of innovative activity in the regions.Tasks. The authors conduct a correlation analysis between scientific and economic development of the regions with allowance for such factors as the level of education of the population and the number of researchers engaged in research and development (R&D). They also assess the current state of scientific and innovative activity and the national policy on the formation of the scientific and innovative potential of the regions.Methods. The methodological basis of the study of the scientific and innovative aspects of regional economic development includes correlation-regression analysis and abstract logical methods.Results. This study substantiates the role of scientific and innovative activity in regional economic development; determines a positive correlation between regional economic growth and the number of researchers; establishes an inverse correlation between scientific and economic development based on the dependence of innovative activity in the regions on the accumulated scientific potential; empirically assesses the impact of innovative factors on regional economic growth and proposes directions for improving the efficiency of the regional system of science and innovation.Conclusions. Concentrations of knowledge are analyzed as agglomerations of expenses on research and development, science and technology. This leads to an increase in the number of scientists, engineers, scientific and technological personnel of innovative enterprises in various Russian regions. A correlation analysis between scientific and economic regional development shows that per-capita GRP growth rate by the number of researchers is statistically significant, which means there are several factors affecting this dependence: geographical accessibility of higher education, university expenses on infrastructure and services, job creation, additional revenue from students from other countries and regions. It is established that efficient regional higher education systems and innovative development have a positive effect on regional economic development. The conducted analysis shows that a policy on the innovative development of resource regions should be based on government support that would facilitate the creation of innovations and strengthening of scientific potential.

Currently there is a large gap in the level of socio-economic development across regions in Taiwan and inter-regional economic disequilibrium prevails. 23 cities (counties) in Taiwan were taken for example to analyze and evaluate the difference in the level of regional economic development. Firstly, based on the principle in selection of indicators for the level of regional economic development, combined with the actual situation of Taiwan's regional economic development and cities (counties) as the evaluation unit, indicators for evaluation were selected in a scientific and reasonable manner and the weight of each evaulation indicator was determined by Delphi method, thus to establish an evaluation indicator system for the level of economic development in Taiwan’s 23 cities (counties). Secondy, the multi-index comprehensive measurement was used to calculate the composite index of the level of economic development of each evaluation unit, and after horizontal, vertical comparison and analytical investigation of the cities (counties), the reasons for the difference in economic development were analyzed (H • H • Nekrasov, "Regional Economics: Theory • Problem • Methods" 1978). Finally, measures were proposed to coordinate the regional development.

Taking Wuhu City of Anhui Province as an example, this paper constructs two evaluation index systems of tourism industry and regional economic development respectively, and studies the coupling coordination situation and influencing factors of Wuhu City from 2015 to 2019 by using the coupling coordination degree model. The research shows that the comprehensive development level of Wuhu tourism industry and regional economy system has been steadily improved year by year in the past five years. Coupling degree C showed an up-down trend, but was generally at a high level. The comprehensive development level T of the two systems is also in an increasing trend. By 2019, the coupling coordination degree of the tourism-industry system in Wuhu has been upgraded from good coordination to high quality coordination. In the future development process, Wuhu City should continue to promote GDP growth on the basis of the current good development situation, and realize the win-win situation between tourism and regional economic development.

Based on the principle of coupled cooperation, the article identifies indicators from the perspective of industrial clusters, uses the principal component analysis to extract the effective coupling indicators of military-and-civilian integration industry and regional economic development and builds a model for the coupling coordination between the two. Taking the aerospace manufacturing industry in Shaanxi Province as an example, the article finds that the coupling degree between the aerospace manufacturing industry in Shaanxi Province and the regional economy has been increasing year by year, gradually shifting from disordered development to orderly evolution. Finally, based on empirical conclusions, relevant recommendations are given.
