This study focuses on how civil militias in Banten and Lampung do their persistence in society. Civil militias play significant role in society not only as being intermediaries between civil societies themselves and the government, but also as a mediator between the different political levels of society: In addition, the existence of martial arts groups give contributions as initiation bases for the activist masses.  This study on civil militias also shows how political parallel networks compete for power, beyond the parties and political chairs.

Film tourism is quite a new concept, it is also referred to as film-induced or movie-induced tourism. It promotes the tourism advantage induced for any destination or country due to its exposure to public through the film media. This concept is at its nascent stage in the world. Many countries are found to work on this concept after realizing the benefits which can be reaped by their people, society and economy as a whole. Every theory, if advantageous, also tends to present some challenges. This mode of tourism promotion has its own benefits and challenges too for the administration, but, it depends on the government: local and central both, to make use of the concept in the manner befitting most for the locales and the economy. The international or worldwide famous films have been found to do wonders to the inflow of tourist for the country and shooting destinations in specific. Various governments have also started playing a significant role, and contributing by providing assistance to the film producers. In India we have had films promoting various destinations in the country itself through our own Bollywood, whereas some films under the international banner also have had some scenes or part of the film shot in the country. It would be of immense benefit to use this concept for the tourism industry of the country, but before that, it is essential to be prepared to deliver the required infrastructure and facilities. The study of this model is quite complex and requires an exhaustive research to understand the benefits (in exact measures) any country can reap for its economy. This paper aims to induce further research in the field and integrate the efforts and research in the field of tourism and management.

The aim of this study was to examine stakeholder perception of the contribution of vocational education (VE) to the economy of Botswana. A survey design was adopted. The sample included staff of the Ministry of Education, Vocational Colleges and Industry at the time of the study. A questionnaire was used to collect data from 61 respondents. The results confirmed that stakeholders believed that while VE was playing a significant role in fostering economic growth, it did not effectively translate into benefits to its recipients and it also failed to bring industrialisation to Botswana. For stakeholders to realise more benefits from VE, there is need to review the curriculum to become more relevant, ensure that unemployed graduates access finance to start businesses and for the government to attract investment in heavy industry to stimulate industrialisation.

The article acknowledges that Lesotho governance has been characterised by unstable democracy since its attainment of independence in 1966, which makes civil society and other democratic institutions unable to pursue their roles as expected. The proposed solution to overcome predicaments that Lesotho faces was to have active and vibrant democratic institutions such as civil societies, ombudsman, political parties, independent media, independent electoral commissions and the legislative, executive and judiciary. The article aims to bridge the gap by examining published literature and documentary review, which clearly elucidate how good governance can be achieved in a democratic country with the help of active democratic institutions. The article highlights the importance of active and vibrant civil society in governance and public policy. The article concludes by justifying that in deed the government of Lesotho should accept and allow participation of civil society so as to be able to realise its contribution and the important role played by it. Also, civil society in Lesotho must distance themselves from suspicions that they are political parties in disguise.

AbstractAlthough Ireland is often cited as part of the vanguard of countries adopting forms of judicial self-governance in the 1990s, this appearance can be misleading: the Irish judiciary are self-governing only in limited respects. The judge-led Court Service is in charge of court estate, non-judicial personnel and provision of information on the court system to the public. Many key matters – discipline, promotions and deployment – remain largely out of the control of the corporate judiciary. Judicial appointments are significantly at the discretion of the government. In the last decade, there have been significant moves towards a more corporate judiciary and these are reflected in the creation of a judges’ representative body, the Association of Judges of Ireland, and a shadow Judges Council. There are currently proposals to create a new independent mechanism for appointing judges and to create a Judicial Council with a significant role in disciplining the judiciary.The Irish experience highlights the importance of political and cultural factors in establishing and maintaining judicial independence and self-governance. Despite the significant role for the government in judicial appointments, and the presence of a culture of political patronage in these appointments, there is nonetheless a robust culture ofindividualjudicial independence once judges have been appointed. The creation of the Courts Service in 1999 was a significant transfer of administrative power to the judiciary but it was approved without demur by the political branches, who welcomed the depoliticization of controversial decisions about court estate. Conversely, reforms to judicial appointments have been weak because politicians saw value in maintaining a relatively harmless form of political patronage, and proposals for a Judicial Council that have agreed in outline for two decades have yet to be enacted, apparently because they lack sufficient political salience. The defence of judicial independence, and the creation of robust institutional mechanisms for defending it, ultimately requires the goodwill of politicians.

The main purpose of the article is to present the key elements of Chinese policy in Xinjiang. This western province represents 1/6 of China’s landmass and plays a significant role in Chinese security and economic policy. This study tries to show the complexity of challenges that Chinese have to face in their attitude to Xinjiang. For years, Xinjiang was known as a primary front in Chinese war on terrorism. That is why, a question whether the government uses the threat of terrorism as an excuse to violate minority rights is raised. Recently, China has been implementing a new policy, which is more concerned on economic development and improvement of living standards and could be a first step in a long way to stabilize the situation in the province.

The objective of this research is to examine the relationship between Realistic, Investigative, Artistic, Social, Enterprising, and Conventional (RIASEC), and Shapero’s Entrepreneurial Event Theory (SEET) on the youth’s intention to be involved in agropreneurship. The data were collected by the self-reported in-person and electronic questionnaires from 269 youth in Sabah, Malaysia. The results revealed that realistic, investigative, enterprising and SEET plays a significant role in agropreneurship intention. Research on agropreneurship is still lacking, and to date, only a few studies have been published. The findings of this study enrich the existing literature, especially in Malaysia’s context. At the same time, this study assists the government and its agencies to identify and strengthen youth participation in the agriculture sector.

AbstractThe voter turnout 3 last period (1999-2009) has decreased significantly. At 1999 92.6%choseen and 7.3% abstains, at 2004 84.1% choseen and 15.9% abstains, at 2009 70.9%choosen and 29.1% abstains. (www.merdeka.com). These conditions encourage KPURI toform Volunteer Democracy (VD) as an agent that helps the socialization of Election 2014.This study aims to comprehensively assess the role of VD as "Election Marketer" in PrincipalAgency Theory (PAT) perspective. This study uses qualitative research with case studyapproach. The results are (1) Relation between KPUD Pasuruan with VD is KPUDPasuruan (principal) provide delegates to VD (agent) (2). Contract model of VD in twoaspects, the type of contract that the contract model is short Term Contracts, and the type ofboth relationship are relation between government and civil society; (3) In carrying out itsrole as election marketer, VD fulfill four criteria in PAT perspective. Processing of melon plays a significant role in the livelihood of rural women as it serves as their major occupation. Despite its significant role, the women processors were faced with some challenges. This study, therefore, identified the challenges faced by women in melon processing in Enugu-Ezike Agricultural Zone of Enugu State, Nigeria. Primary data were collected from 80 respondents using a structured questionnaire coupled with an interview schedule and analysed using descriptive statistics. The results showed that the majority of the women processors were advanced in age, well experienced, do not belong to a cooperative society, and relied strictly on processing melon as their source of livelihood. They had an average income of N286,400 (USD 751.71) per annum. Low capital, poor credit facilities, high transportation cost, price fluctuation, rapid deterioration, low supply of melon, poor storage facilities, high cost of processing machine, and breakage of seed were the identified constraints facing them. The study recommended that the women processors should form a cooperative society which will help in financing and easy marketing of their products. Also, the government should provide financial assistance, good storage facilities, and subsidized melon processing machine to increase efficiency.

This study aims to describe the collaboration of stakeholder roles and analyzes the influence of government, Micro & Small businesses and workers to improve the performance of Occupational Health and Safety (OHS) officers in community health center. The study is a survey with a cross-sectional design to measure the influence of stakeholders' role on the performance of occupational health efforts. The study sample was 80 people, namely all OHS officers from the community health center (CHC) in the city of Medan. The independent variables in this study are the role of government (X1), the role of micro and small business (X2), the role of the workers (X3) and the performance of OHS officers is the dependent variable. Data collection is perfomed using a questionnaire that has been validated with interval scales 1 - 5. Hypothesis testing is based on using structural equation modeling path analysis and analysis is performed using PLS-SEM, Smart PLS 3.0. Direct test results show that the government has not played a significant role in Micro & Small Business and the role of workers. The government only plays a significant role in the performance of OHS officers. Micro & Small businesses significantly influence workers' role, but it has not significantly affected OHS officers' performance. The role of workers significantly influences the performance of OHS officers. Test results indirectly show the critical role of collaboration between stakeholders. Although it has not shown a significant effect, there is an increase in the significant value on the performance of officers. The finding confirms the need for seriousness and the importance of collaboration among stakeholders. The research needs to be expanded by involving all OHS officers up to sub-health centers, and other districts/cities with the same characteristics. The study has only investigated at community health center. Policy recommendations are given for managing an integrated occupational health service program in community health center involving all stakeholders in Medan.
