Russia today is a dynamically developing state that, despite external pressure, continues to strengthen its positions in the world arena, timely preventing external and internal threats to economic security. Social stability is a fundamental prerequisite for the dynamic development of the state. In this regard, the state's task is to prevent destructive processes in social and economic development, using a set of measures and management procedures. The state of the social sphere, trends and forecasts of its formation have always been in the focus of the interests of the leadership of our country, government organizations and the scientific community. This is because the social sphere is of primary importance for the development of society in particular and the state as a whole. In recent years, large-scale changes have begun to take place in the Russian Federation, including the development of new public legislation, the implementation of targeted projects, the formation of a new concept of public protection of the population, and many actions have been taken to provide a decent level of well-being and increase the quality of life of the Russian people. Despite the fact that the Russian government has made great efforts to reduce the scale of unemployment and poverty, improving the quality of life, the social problem remains quite acute. The main factor was the sudden change in the international situation in the last few years, the introduction of financial and restrictive sanctions, the implementation of hostile political activities by certain foreign states against Russia, and as a result, the complication of the social and financial situation within our state. However, successful social and financial development remains the highest value for the Russian state in the near future. The purpose of this activity is to identify the relevance and complexity of problems of economic security and assess indicators that determine threats to security in the public sphere. Observation and diagnosis of the degree of threats to the national interests of the state on the basis of indicators of socio-economic development indicators in the public domain is a priority task in the existing realities of our life. Modeling the threats to economic security, ie, obtaining specific values of economic security indicators depending on their belonging to a particular risk class (level), it is possible to develop an appropriate plan of measures to improve economic security in the social sphere on the basis of the proposed classification. Monitoring and diagnosing the level of threats to the national interests of the country on the basis of indicators of social and economic development in the social sphere is a paramount task in the existing realities of our life. At the same time, the results obtained serve as a good basis for developing development strategies for the future with the preservation of social stability. The aim of the study is to formulate methodological provisions for the development of the theory of economic security based on the definition of threats to the economic security of the social sphere, using the proposed model of the relationship between the key factors that affect the level of security in this area. The research uses a set of general scientific approaches (abstract-logical, deductive, complex and systemic). The realization of the research process was carried out with the help of the dialectical method of cognition, which predetermines the study of economic phenomena in their interconnection and development. To solve individual problems, economic-statistical methods, comparison methods, absolute, relative and average values, graphical and tabular data representation, correlation-regression analysis, Ward clustering were used.

The mobility rights of migrants have been presented as universal and non-discriminatory in United Nation declarations, protocols and conventions. These inherent rights are often placed in opposition to states’ sovereign right to control their borders. The international refugee regime has faced challenges to the defence and advocacy of human rights. The right to seek asylum has faced questions of security, and terrorism. Politicians have successfully re-framed asylum seekers as active ‘threats’ to the social, cultural and economic security of the state and campaign to enforce the protection of the state. By de-linking the border from the territorial boundaries of the state, Canadian officials have excluded, deterred and halted the movement of asylum seekers seeking refuge in Canada, adding to the surmountable geographic barriers the state holds to resettlement.

Regional social policy often acts as the activity of the subject in the person of federal authorities and public organizations. The main goal of such a policy is to achieve equal living conditions, developed infrastructure and social structures of the region. And the general coordination of state, regional and local interests is actually implemented with great difficulty and is very often replaced by centralized management. Since regions and subjects become targeted objects of federal authorities, regions are not always able to realize their own interests. To avoid this situation, the regions need to establish their independence in solving social problems. Currently, the social and economic development of the state directly depends on the level of development of the regions. The concept of "economic security" and "social security" are closely related to each other, since the economic security of both the country and the regions mainly consists of socio-economic indicators. In other words, the economic security of the state and its subjects depends on the level of their social security. As a result of the conducted research, threats to the economic (including social) security of the region were identified. The assessment of the level of social security of the regions that are part of the Central Black Earth Economic Region was carried out using the methodology of Gaifullin A. Yu.and Gaifullina M.M. (Institute of Socio-Economic Research), which showed a fairly high level of social security of the object under study – the Voronezh Region. Determined the effectiveness of regional social policy and the ways and measures to improve the social policy of the region, in particular, it is recommended to pay attention to demographic component of the social security, living standards of the population, education and culture, and strengthen the rule of law.

This article examines the role of the Muhammadiyah as the largest civil Islam movement in Indonesia in promoting moderation in the Muslim community. This study focuses on the Muhammadiyah’s efforts to establish its social ideals within the framework of civil society and the ummah. The findings of this study state that the social ideals of the Muhammadiyah to establish “Masyarakat Islam yang Sebenar-benarnya” (the Truly Islamic Society [MIYS]) have been implemented by playing its role in three domains. First, in the political domain the movement has utilized the public sphere and public opinion to democratize the state through collective deliberation and checks and balances on the state and public institutions, enforcing moderation and civility in diversity, and influencing the direction of state policy. Second, in the economic domain, the Muhammadiyah has attempted to build self-reliance, justice, and economic welfare through the development of religious-social philanthropy; to represent itself as the articulator and advocator of the interests of the marginalized people; and to build a healthy business for the social welfare. Third, in the cultural domain, it portrays itself as an intellectual and moral strength to enlighten the nation’s reason and conscience, to build consensus with the pillars of the state, as well as to enforce contestation and alternatives to the state.

The paper summarizes the arguments for a scientific discussion on solving the problem of improving the efficiency of the enterprise in the context of social and economic security of the state. The main purpose of the study is to evaluate the effectiveness of the enterprise and on its basis to identify innovative measures and methods, effective marketing tools to improve it. The systematization of literary sources and scientific approaches showed that, based on a comprehensive assessment of the activity of the enterprise, there remained several unsolved problems regarding the improvement of the social and economic security of the state. The urgency of solving this scientific problem lies in ensuring social and economic security that is an extremely important problem in the current conditions of the country’s development. Methodical tools of the study are such methods as a logical generalization, systematic, comparison, mathematical calculations, graphical, method of expert assessments. The study period is 2014-2018. The object of the study is the sanatorium and resort enterprise since the social and economic security of the state on the micro-level is formed based on the activity of such enterprises. The research of the identified problem in the paper is carried out in the following logical sequence. The significance of the activity of enterprises as an integral part in shaping the country's economy in market conditions is outlined. The important role of domestic enterprises in ensuring the employment of the country's population, the formation of social relations and support of social stability, the social and economic security of the state at the micro-level is noted. The problems of provision of enterprises economic development as a component of socioeconomic security of the state in need of research are highlighted. The list of risks, which domestic enterprises are subjected to in daily activity, is described. It is noted that the economic development of enterprises is one of the components of securing social and economic security of the country at the micro-level. In this context, the theoretical basis for the formation of economic security of enterprises is investigated based on the evaluation of the efficiency of the activity on the example of sanatorium and resort institutions. An evaluation of the efficiency of activity of sanatorium-resort enterprises from the standpoint of the economic entity efficiency based on the calculation of integral index and directly by consumers with the help of an expert method is conducted. Based on the estimation of the integral coefficient of efficiency of the sanatorium and resort services provision on the example of the past five years, the unevenness of the fluctuations of the main economic indicators of activity, reduction of the coefficient of financial and economic activity efficiency has been proved. Based on surveys of consumers, the average mark of the effectiveness for the provided sanatorium services was set at 3.7 points, which at the five-point scale proves the need for improving the activity of sanatorium and resort facilities under present conditions and developing special events using effective instruments stimulating the development of such enterprises. To significantly improve the efficiency of sanatorium and resort enterprises and the impact on the improvement of social and economic security in the country, a set of actions and marketing tools based on the innovative technologies at the enterprise, regional and state level. The results of the conducted research can be used by sanatorium and resort establishments in practical activity and public authorities, local self-government bodies at the level of regions and territorial communities in developing projects of development of territories and taking measures to ensure social and economic security in the country. Целью статьи является формулирование дополнительных аргументов необходимости повышения эффективности институционализации процессов устойчивого развития экономической системы страны и обеспечения социально-экономической безопасности государства и общества. Методологически предъявляемая авторская позиция базируется на сочетании позитивного и нормативного принципов, использовании инструментов статистического и функционально-стоимостного анализа. Новизной результатов проведённого исследования является обоснование предложений по реорганизации функций экономического блока управления государственным развитием, дополняющих идеи академика РАН С.Ю. Глазьева. Приращением научного знания декларируется развитие теории экономической безопасности на основании формулирования тезисов об общественном контроле процессов обеспечения социально-экономической безопасности общества и государства. The purpose of the article is to formulate additional arguments on the need to increase the effectiveness of institutionalizing the processes of sustainable development of the country's economic system and ensuring the socio-economic security of the state and society. The methodologically presented author's position is based on a combination of positive and normative principles, the use of statistical and functional-cost analysis tools. The novelty of the results of the study is the justification of proposals for the reorganization of the functions of the economic block of state development management, supplementing the ideas of academician of the Russian Academy of Sciences S.Yu. Glazyev. An increase in scientific knowledge declares the development of the theory of economic security on the basis of the formulation of theses on public control of the processes of ensuring the socio-economic security of society and the state.

Economic security constitutes one of the main areas of research carried out by representatives of security studies. Its level is conditioned by many factors of economic, political, law or cultural character. The article points out the conditions connected with the process of climate warming and their meaning for shaping the economic security. As a hypothesis it has been assumed that it is crucial to make a significant change in the scope of shaping the consumption model and the role of the state in shaping the processes of development. It serves the creation of economic force with a simultaneous balanced approach to the use of natural resources. The article has a review character, it's aim is to indicate the necessity of a change into the more active role of the state in shaping the security and economic order. In this context, the use of works developed by the Swedish school of economy and Scandinavian studies over peace (including mainly the peace economics) can become the basis to create the development model which uses the approach that connects the economic, natural and institutional interests. The creation of economic security bases of a state must, in a pragmatic and responsible way, include the limitation of natural resources and at the same time take into account the social aims connected with the quality of people’s lives.

1. In the circumstances of the overgrowth signs the scientific-technical revolution the following events in essential way are influencing the activities of public administration : 1° the establishing, under thepressure of the technical progress and specialization, of the big economic units ; 2° the acceleration of the processus of urbanization ; 3° the increasing threat of the biological environment and the appearance of newpossibilities for its protection; and 4° the leveling of differences between the living standards of the population in town and in countryside. In that situation the socialist state has first of all to develop its organizationalfunctions.2. The organizational functions of the socialist state are implemenied above all by the supreme and local representative organs of the state authority and by the subordinated to them organs of the state administration. In the result of this organizational activity the scope of civic rights is extending. The state apparatus therefore is responsible for calling into being and for activities of the public institutions and facilities being used by the citizens at their choice. The regulating role (dirigism) of the state has hence respect more to these public institutions and facilities, and it is addressed more seldom directly to the citizens. That takes place especially in the sphere of the administration of national economy, the organization of technical public services as well as the services rendering administration.3. The social and economic assumptions of the socialist system are putting into effect by the organizational activities of the state apparatus.  One of the fundamental features of this system is to gain the conscioussupport of the overwhelming majority of the society for actions of the socialist state and to consolidate this support. Such support is possible to reach only by the development of the democratic principles of thestate activities. The democratic institutions are established by the law, and the law is one of instruments of the realization of the political tasks of the socialist society being organized into the state. The state apparatus' function is to embody in action the tasks established by the law. And this therefore makes the role of the state apparatus very important as welt as provides to the necessity of permanent improvement of this apparatus.4. The social and economic plans create the substantial basis for the state administration activities. In the both national and local plans, voted by representative organs of the state authority, there are determined theeconomic and social tasks as welt as the aims concerning in advancement of the living standards of the population. In the state enterprises plans are voted by the organs of the workers' self-government. The principles of socialist democracy and democratic centralism are reflected in the procedure of planning.5. The processus of the administration in the contemporary state becomes more and more complicated. This processus demands an improvement of th social nature, but not of the technocratic one. And that improvement, realized in conformity with the social necessities, is safeguarded by the fact that the state machinery in the socialist country is inspired and vivified by the political leadership of the working class' party.
