The value of the life cycle of rolling stock wheels is determined by the frequency of maintenance, in the process of which the turning is carried out to restore the profiles of the rolling surfaces, or the replacement of completely worn wheels. Traffic safety depends on the technical condition of the wheels of locomotives and wagons. Maintenance and repair of wheelsets accounts for about 30% of all costs of Ukrzaliznytsia's rolling stock repair units. Wheel repair technologies are based on the complete restoration of wheel profiles by turning, using which, their life cycle is reduced, and costs increase by 20% or more. The railways of Ukraine use an outdated, unreasonable, inefficient system of control over the formation of rolling surfaces in operation. Therefore, there is a need to create a scientifically sound approach to methods of extending the life cycle of the wheels of locomotives and wagons while ensuring the safety of railway rolling stock. According to the proposed scientific approach, the wheel profile is restored to optimal parameters, which provides an extended life cycle of wheelsets. As a result of the developed scientific approach the life cycle of wheel pairs will increase by 15… 25% and the expenses of the railway for their repair will considerably decrease.

Purpose. Based on the research work of units and parts of rolling stock undercarriage in transient modes of emergency situations it is proposed to optimize the sequential placing of peripheral contactless devices for technical control of locomotives and cars on railway lines. Methodology. Investigation of transient processes of temperature increase of faulty axle bearings of locomotives and cars during remote technical diagnosing allows one to organize theory and hardware construction of the peripheral systems for testing the rolling stock on the move. Automatic control of the technical state of the rolling stock on the move – the last and in some cases the only possible process step, which allows revealing unacceptable defects in rolling units and thereby prevent emergencies in railway transport. Findings. Based on the research it was proposed a solution to the optimization problem of placing peripheral control devices of rolling stock when moving according to the criteria of the linear and exponential nature of heating defective axle boxes of wheelsets and other units of undercarriage. The risks of train stop on the railway line because of the erroneous classification of normally heated axle boxes as overheated, as well as the consequences of classification of overheated axle box as normally heated axle boxes were evaluated. Originality. Optimization model of placing peripheral control devices based on probabilistic criteria for evaluating the degree of permissible risk that, at a minimum, should not be exceeded during the transition to control technical means. A functional block diagram of test hardware diagnostics for the wheelsets when determining the gradations of digital indicators of defects was proposed. Practical value. The value of the results obtained lies in the improvement of a method of placing technical control peripheral devices and diagnosing rolling stock when determining the distance between the control stations in the same direction and organizing tracking modes for railcars with developing defects. From a technical point, reduced error probability is directly related to traffic safety and diagnostic algorithms.

The European Union directions pay a specific focus on traffic safety. Safety of railway transport traffic is among priority fields which has a direct effect on the quality of life of the population. It is most convenient to consider the number of breaks and accidents per year as the indicator of traffic safety. Reasons of traffic accidents can be very different. Most accidents occur due to poor technical condition of rolling‐stock and infrastructure, the human factor and the deficient organization of traffic. Stock Company “Lithuanian railways” can not assure safe traffic yet. The number of traffic incidents decreased in a few preserves only. Considering that, it is necessary to prepare a strategy for traffic safety and the program for its implementation. In 2002 specialists started preparing a study for safe traffic. The study is important for the preparation and implementation of the mentioned program. First results obtained from the research have already approved the importance of the influence of infrastructure, rolling‐stock and a human factor on traffic safety. The research carried out indicates positive changes in the situation of traffic safety of Lithuanian railways.

The safety of trains is the basis of the efficient operation of the railway transport system, the optimal organization of passengers and cargo transportation. All organizational and technical activities in railway transport must meet the requirements of safe and uninterrupted train traffic. Traffic safety is ensured by the maintenance of all facilities, railway tracks, rolling stock, equipment and mechanisms, technical devices and communications. In order to ensure a given level of train safety, it is essential that the technical facilities and personnel have the appropriate safety level. Comprehensive management of reliability, risks, cost of life cycle in railways is a technology that improves the quality of services. This technology is characterized by several components, namely, factors that affect the reliability and safety of railway facilities, as well as the means of achieving reliability and safety; risk and complete safety; cost of life cycle. As part of the security provision, the Russian Railways regularly upgrades its fixed assets. These are projects related to safety, which are based on life safety aimed at ensuring the technological sustainability of the production process, improving traffic safety and maintaining the existing throughput capacity of transport infrastructure. The assessment of the influence of technical failures and defects on the performance and economic criteria of rail transport will enable objective management decisions to be made in the area of fixed assets renewal in order to improve traffic safety and to introduce measures to reduce the share of non-productive expenditures of structural units.

The purpose of the work is to formulate the problem of technical diagnostics of tank cars. Research methods. Methods of formal logic were used methods of the theory of reliability and probability were used to describe the stages of solving the problem. Results. A study of a large array of data on the performance indicators of tank cars for the transportation of liquefied gases of the fleet of a chemical industry enterprise in Ukraine was carried out. The results of technical inspection of tank cars were obtained. A hypothesis has been formed about the possibility of increasing the resource of tank cars of an industrial park for their further operation. A proposal was put forward to consider the last stage of the life cycle as the stage "Life cycle renewal and recycling", which is not defined in Statement Standart. It should in an alternative form represent the stages of "utilization", "modernization", "modification" and "recycling", this will correspond to modern technologies on the scale of the global management of any resources. The research task was formulated, which determines the main task - the possibility of increasing the resource of tank cars of the operating fleet of an industrial enterprise using the methods of technical diagnostics. Practical significance. The solution to the task of determining the technical condition of tank cars will allow an industrial enterprise to reasonably operate the rolling stock during the forecast period.

The article considers the results of experimental studies of the rolling resistance of car wheels on a roller stand. Also, the dependence of the coefficient of total resistances during wheel rolling on the stand rollers on the speed was established. Monitoring and diagnosing the technical condition of the rolling stock of vehicles from the point of view of traffic safety is one of the most important problems. This control is especially important for systems whose technical condition affects traffic safety, first of all, brake systems, as well as the power unit in the traction test mode. Foreign and domestic experience testifies to the effectiveness of instrumental control. Its advantages lie in the reliability of the values of the checked parameters. The diagnostic equipment includes roller stands, on which you can check the braking and traction properties of cars. As shown by many studies, in particular, carried out at the Department of Technical Operation and Service of Automobiles, KhNADU (HADI), inertial stands provide more reliable information about the technical condition of the car. The inertial test method allows you to reproduce real speed and thermal modes of operation. To improve the accuracy of diagnosing a car on a roller stand, it is necessary to have an idea of the nature of the interaction of the car wheels with the stand rollers. Studies of wheel rolling on the stand rollers have been carried out by many authors since the 70s of the last century. However, all of these studies were conducted on old bias tires. Now, only radial tires are used on passenger cars, the rolling resistance of which on rollers has practically not been studied. Therefore, returning to the study of this issue is relevant. The rolling resistance of wheels on the rollers of the stand will significantly affect the nature of their interaction during long-term running tests (due to increased heating of contacting bodies, power losses, violation of similarity conditions, etc.). It was found that the value of the rolling resistance coefficient noticeably depends on the ratio of the radii of the roller and the wheel, as well as the contact load, that is, the radial force of pressing the wheel against the roller, and in addition, on the speed and duration of the mode. The obtained results of the experiment made it possible to improve the theory of the interaction of a car wheel with the rollers of an inertial diagnostic stand. Also, the results of the experiments can be extended to different types of tires and the ratio of the radii of the wheel and roller.
