The safety of trains is the basis of the efficient operation of the railway transport system, the optimal organization of passengers and cargo transportation. All organizational and technical activities in railway transport must meet the requirements of safe and uninterrupted train traffic. Traffic safety is ensured by the maintenance of all facilities, railway tracks, rolling stock, equipment and mechanisms, technical devices and communications. In order to ensure a given level of train safety, it is essential that the technical facilities and personnel have the appropriate safety level. Comprehensive management of reliability, risks, cost of life cycle in railways is a technology that improves the quality of services. This technology is characterized by several components, namely, factors that affect the reliability and safety of railway facilities, as well as the means of achieving reliability and safety; risk and complete safety; cost of life cycle. As part of the security provision, the Russian Railways regularly upgrades its fixed assets. These are projects related to safety, which are based on life safety aimed at ensuring the technological sustainability of the production process, improving traffic safety and maintaining the existing throughput capacity of transport infrastructure. The assessment of the influence of technical failures and defects on the performance and economic criteria of rail transport will enable objective management decisions to be made in the area of fixed assets renewal in order to improve traffic safety and to introduce measures to reduce the share of non-productive expenditures of structural units.

Digital transformation in the railway industry is an important element in the development of railways and should benefit commuters, railway operators, infrastructure managers and rolling stock manufacturers. The process of digitization applies to two domains, i.e. customer service and railway companies’ operation. This paper aims to present previous eff orts regarding the use of digital technologies in customer relations and in the field of operations and maintenance, which translates into the quality of services provided. This paper highlights important concepts of this domain with respect to passenger and freight transport, infrastructure, railway rolling stock and railway traffic management. It is also argued that the process of digitization needs properly trained staff . Examples of innovative initiatives of Polish and European railway companies are covered. The article discusses the problems of existing methods of receiving automatic cab signalling on railway transport, an original method of receiving and processing data is proposed. The need to solve the problems is due to the requirement of a qualitative improvement in the reliability of receiving codes, and as a consequence, the capacity of existing lines. First of all, this refers to a significant increase in the quality of reception and processing of information flows from rail lines. Today it is difficult to imagine the organization of the movement of rolling stock without relying on automatic block systems with secondary sealing of tonal track circuits by frequency modulation signals or automatic cab signaling without the use of multivalued automatic cab signaling with phase-difference modulation. Taking into account the objective fact of noise emission from the operation of energy-intensive railway equipment and modern locomotives, the issues of reliability and noise immunity of receiving discrete information (including signals of traditional automatic cab signaling) are becoming more and more urgent. Analysis of the reasons for the decrease in the reliability and noise immunity of railway automation and telemechanics systems, and, consequently, traffic safety also comes to the fore.

The study seeks to investigate the awareness and adoption of modern technologies which are collectively called (IRTS) Intelligent Railway Transport Systems by the NRZ (National railways of Zimbabwe) of Zimbabwe. Adoption of these technologies are on an increasing trend in developed and developing countries, installation and implementation of a railway system called RailTracker in Tanzania has improved railway services in that country, in Uganda and Kenya the Rift Valley Railway (RVR) has introduced GPS technology to track trains. In India a system is used to detect defects in rolling stock while they are on the run. Where these systems have been implemented, they have significantly improved the efficiency, safety and quality of service of railway operations. In Zimbabwe the rail network is an important transport infrastructure enabling movement of goods and passengers. Primary research was carried out using questionnaires and semi structured interviews, data was collected from 67 participants comprising Engineers, Technicians, Train Drivers and Station Managers. 98% of the technical participants indicated that they were aware of IRTS however the adoption of the systems by the NRZ is at 0%. 100% of the Managers indicated that they were aware of IRTS and the company is willing to adopt them but currently no system has been installed Secondary research was conducted to identify and study similar projects elsewhere, their success as well as the difficulties encountered during their implementation. Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

The volumes of freight and passenger traffic on the railways of the Russian Federation are increasing every year. Along with the increase in the transportation work, the likelihood of occurrence of undesirable incidents in railway transport increases. The assessment of the level of comprehensive (integrated) safety is an important scientific and technical problem in the current conditions of the functioning of railway transport. The methods used to assess the level of safety do not always meet the requirements of complexity in view of comparison of various-scale violations of traffic safety (crash, accident, faulty operation). The paper proposes a mathematical method for assessing the level of integrated safety in railway transport and calculation of the safety index of train traffic. For the calculation, statistical data for a certain period are used. These data summarized in a specialized dictionary of traffic safety violations, the mathematical treatment of which provides information on the level of integrated safety in railway transport in the Russian Federation. The proposed index allows determining the effectiveness of management decisions in the field of train traffic safety, as well as assessing the effectiveness of implementing certain innovations in the field of traffic safety. It is possible to use data on integrated traffic safety to reduce insurance premiums for cargo insurance on railways.

The value of the life cycle of rolling stock wheels is determined by the frequency of maintenance, in the process of which the turning is carried out to restore the profiles of the rolling surfaces, or the replacement of completely worn wheels. Traffic safety depends on the technical condition of the wheels of locomotives and wagons. Maintenance and repair of wheelsets accounts for about 30% of all costs of Ukrzaliznytsia's rolling stock repair units. Wheel repair technologies are based on the complete restoration of wheel profiles by turning, using which, their life cycle is reduced, and costs increase by 20% or more. The railways of Ukraine use an outdated, unreasonable, inefficient system of control over the formation of rolling surfaces in operation. Therefore, there is a need to create a scientifically sound approach to methods of extending the life cycle of the wheels of locomotives and wagons while ensuring the safety of railway rolling stock. According to the proposed scientific approach, the wheel profile is restored to optimal parameters, which provides an extended life cycle of wheelsets. As a result of the developed scientific approach the life cycle of wheel pairs will increase by 15… 25% and the expenses of the railway for their repair will considerably decrease.

The countries of the European Union have a huge territory and a large number of objects of transport infrastructure and rolling stock. In these countries, various methods, complex systems and technologies are offered for the organization and management of the cargo transportation process and passengers with traffic safety. The acceptance and admission of rolling stock to operation is carried out in accordance with the requirements set out in document EN 14363. This document defines the main indicators of railway traffic safety, methods, means and conditions for conducting tests of rolling stock on the definition of its qualitative driving characteristics. In the author’s article, the following safety indicators were studied on the EU railways: the coefficient of stability from rolling the wheel flange of the wheel pair onto the rail head, the value of the turning of the trolley relative to the body of the rolling stock (index X), the indicator of the lateral action of the rolling stock on the rails. The stability of the rolling of the wheel of the wheel pair onto the rail head on the EU railways is investigated on the basis of the Nadal’s criterion. The value of the resistance of the trolley rotation relative to the body of the rolling stock is decisive for proving the safety condition against the derailment wheel pairs on the EU railways. With the help of the indicator of the lateral action of the rolling stock on the rails limited the size of the lateral forces to minimize the risk of shifts of rail-sleeper lattice. The article describes how a rolling stock test on EU railways is being conducted to determine the traffic safety indicators. The author notes that in order to determine the possibility of derailment of rolling stock under the norm EN 14363, it is necessary to have the value of the guiding force. However, determining the direction of the force is a complicated and time-consuming process, since it requires a large number of experimental studies. Background: The active development of commodity-transport ties makes the issues of the influence of the situation on commodity markets on the directions and structure of freight traffic particularly important. Scientific understanding of the prospects for the development of transport communications in order to increase the efficiency of goods distribution in accordance with the growing requirements of the economy for its speed, reliability and cost allows us to determine economic indicators for the development of transport infrastructure and the need for investment in fixed assets of transport companies. Aim: Development of methodological tools for assessing the impact of commodity markets on the processes of updating fixed assets of a transport company. Methods: The methodological basis of the study is the work of domestic and foreign scientists, which examined the formation of a system of economic indicators - indicators of the state of technical means and systems, the problems of the development of railway transport in the context of macroeconomic changes, as well as the features of innovative activity in railway transport. To solve the tasks, the method of system analysis, methods of statistical analysis, methods of technical and economic calculations, etc. were used. Results: A methodological approach to the determination of economic indicators reflecting the need for investment when updating the fixed assets of a transport company is proposed taking into account the dynamics of the transport market. Conclusion: The economically feasible renewal of fixed assets of railways not only plays an exceptional role in creating the conditions for the efficient use of their production resources and their development in general, but also helps to create conditions for satisfying solvent demand in the transport market.

The article explores the main technical parameters of modern electric locomotives in Russia. The renewal of the locomotive complex directly affects the quality of the transportation process. Due to the growing volume of cargo transportation, the intensity of passenger train traffic between large cities, the growth of transit container traffic, the existing dilapidated rolling stock needs updating to be ready for the annually increasing demand for rail transportation.
