Relevance. The article is based on the report of the author at the specialized session “Intellectual Property and competitiveness of enterprises in attracting investment and production diversification: key performance indicators (industry and corporate level)” within the framework of the XII International Forum “Innovative Development through the Intellectual Property Market”, which was held in Moscow on 30.10.2020. Despite approved strategy documents in place for development of Russian aviation industry and governmental programs being implemented, the Russian intellectual property market formation has not been considered among top tier priorities. Methodology: the study analyzes the global aviation industry trends and the outcomes of governmental programs on development of Russian aviation industry. Results. Based on the analysis of the global trends in innovation activity of aerospace industry leaders and the status of development initiatives in the Russian aviation industry and specifically the United Aircraft Corporation, conclusions are made with regard to the quality of institutional environment for support of innovations, with a rationale for facilitation of efforts by industry enterprises in their identifying, protecting and commercializing the intellectual property. Discussion. The study addresses a major issue of how, in the situation of a dominant share of public investments in the aviation industry, to facilitate and promote a proper level of activity in commercialization of intellectual property results by state-owned/sponsored enterprises, and ensure a sustainable level of support for private sector enterprises in the creation of advanced technology products.

In the age of economy’s digitalization, the importance of intangible assets in the activity of enterprises increases, which is caused by the content of fundamental trends, according to which the behavior of economic entities and their way of functioning transform into a new operating model of companies, especially in banking and telecommunications sectors, aimed at increasing cost efficiency and identification of new opportunities in the market mainly on the basis of methods of analysis of large amounts of data to generate new knowledge and make effective management decisions. Accordingly, in the conditions of economy’s digitalization, intellectual property starts to play more and more significant role as a backbone asset of enterprises, causing development of the intellectual property market and the need to formalize its operation and create an efficient infrastructure for the market. This article discusses the issue of intellectual property objects’ turnover in the Russian economy in the conditions of digitalization with funds being invested into specific energy project.

Purpose: to reveal the characteristics of unfair competition in the intellectual property market in the Russian Federation and abroad and propose measures to combat such competition. Main results: Recommendations are presented for improving the methods for combating unfair competition in the intellectual property market. The authors propose methods which can be implemented by means of copyright protection both in the market as a whole and on the Internet, by combating trademark and service mark infringers. Besides, in order to curb unfair competition in the market, possible methods are proposed for changing the registration of domain names that allow protecting rights on the Internet. Main conclusions: In practice, there is a problem when declaring goods that contain intellectual property items). There is no registry making it possible to search for content, and search using graphic images is also difficult. In order to reduce unfair competition, it is proposed to improve the filling procedure by adding a column indicating the international registry, as well as to create a separate registry with a verbal description of images to facilitate the search. In accordance with this system, it is necessary to improve it regarding errors that are often made when filling out forms. At present, a single mistake can become a reason why the item is not selected. Solving these problems can increase control and effectiveness in terms of intellectual property protection. In most countries, unfair competition is prohibited at the legislative level. However, with the development of economic relations, the methods of unfair competition are continuously improving and becoming more and more subtle and sophisticated.

It is shown that active processes of digitalization and development of creative industries form new trends of the world economy development. Possession of the right to use IP, in particular the results of the latest scientific research and technological developments (especially in the field of artificial intelligence, the Internet of things, blockchain, processing large databases, quantum computing systems, cloud technologies, etc.) significantly expands the capabilities of the owner of IP rights in world economy, its participation in global value chains. Intellectual property is becoming not only the main instrument of socio-economic development, but also the center of global technological confrontation and a fierce struggle for the right to own it, a significant factor of success in geoeconomic competition. The main long-term trend in the development of world IP markets is the dynamic growth of the volume of commercial transactions with goods and services containing IP objects with a significant expansion of the range of the latter. The IP market is growing at a rate exceeding the rate of growth of “material” markets. The countryleader in the number of valid patents for a long period is the United States. The main competitor for the United States is China. Among the main technological trends, the development of the IP market in terms of assistive technologies should be highlighted, which allow producing products according to digital description anywhere in the world. A large share of the IP markets is occupied by trade in licenses. It is shown that for the further successful and effective development of IP markets, it is necessary to take into account the prospects for the functioning of IP markets and the movement of goods containing IP objects in a new technological order.

<p><em>New challenges arises for government institutions engaged in research and engineering to continuously innovate and develop technologies that have competitive advantages and provide income for the country through royalty from licensed technology. This research carried out to valuate the aeronautics and space technology. The objective of the study is to develop appropriate intellectual property valuation methods. This research is a case study utilizing sequential mix method which is the combination of quantitative and qualitative research. By using intellectual capital theory, this research-broaden the literatures on the technology valuation in the field of aeronautics and space. This study fills research gap on the existing technology valuation method that is still partially conducted by government research and development. </em></p><p><em>This study discusses the value of intangible assets and licenses from intellectual property that are calculated through three valuation approaches, such as cost-based approach, income-based approach, and market-based approach. Present day economy is based on knowledge and intellect, where the principle element of competitiveness is intellectual property. Availability of intellectual property market is an integral part of the innovation economy development, which determines the form and procedure of objects of intellectual property circulation. In industrialized countries intellectual property becomes a factor of production. The necessity to use objects of intellectual property in economic relations is stipulated also by globalization processes taking place in economy. It is impossible to realize the Strategy of Scientific and Technological Development of the Russian Federation without new technologies. At the same time the development, protection and introduction of new technologies are not feasible without new approaches and methods of using objects of intellectual property in the system of economic relations. One of these approaches is the use of intellectual property as a mortgage tool. The article analyzes a possibility of using objects of intellectual property as a mortgage. It studies practice and features of such deals in Russia and abroad. Legislative regulation of these relations is also investigated. Key conditions of the credit deal using object of intellectual property as a mortgage were formulated, the principle criterion of conducting this transaction is the use of the effective object of intellectual property, which can guarantee min risks both for the creditor and the borrower.

Выявлены противоречия в организации обучения лиц с ограниченными возможностями здоровья (ОВЗ) по слуху (методологические, социально-экономические, содержательно-процессуальные); сформулирована цель переподготовки и повышения квалификации преподавателей в области обучения лиц сОВЗ по слуху в техническом вузе, которая заключается в формировании готовности к развитию творческой самостоятельности обучающихся. Приведена совокупность основополагающих рекомендаций – принципов (гуманитаризации, динамичности, соответствия форм организации учебного процесса целям практической подготовки, индивидуализации и дифференциации), отражающих приоритеты в отборе и структурировании учебного материала в соответствии с заявленными задачами обучения преподавателей. Согласно концепции, предложенной авторами, готовность к инклюзивной деятельности преподавателя – это сформированность инклюзивного компонента его профессионально-педагогической деятельности, определяющего систему ключевых профессионально-педагогических компетенций в области подготовки студентов с ОВЗ. Представлена авторская программа подготовки преподавателей к работе со студентами с ОВЗ по слуху, обучающимся по техническим специальностям, которая может быть использована в других вузах. Каждый модуль программы нацелен на формирование соответствующей компетенции: 1) правовая компетенция в области образования инвалидов; 2) компетенция в области создания безбарьерной инклюзивной среды вуза, 3) компетенция в области социального и психологического сопровождения обучающихся с ОВЗ по слуху, 4) компетенция в области адаптации образовательных программ для студентов с ОВЗ по слуху, 5) компетенция в области вовлечения студентов с ОВЗ по слуху в развивающую среду вуза, в управление интеллектуальной собственностью (формирование творческой самостоятельности), 6) компетенция в области использования информационных технологий в образовании. Изложены особенности организации развивающей среды вуза, формирование которой является необходимым условием подготовки высококвалифицированных инженеров. Организация развивающей среды вуза создает условия для формирования готовности к управлению интеллектуальной собственностью и развития творческой самостоятельности и предполагает следующие шаги: создание административной поддержки; создание системы мотивации к управлению интеллектуальной собственностью; вовлечение студентов в научную деятельность; консультирование; установление связей с организациями, составляющими инфраструктуру рынка интеллектуальной собственности. Authors identified contradictions (methodological, socio-economic, content-process) in the organization of training people with hearing disabilities, formulated the goal of retraining and advanced training of teachers who work with hearing impaired students in a technical University, which is to form a readiness for the development of students’ creative independence. A set of fundamental recommendations – principles such as humanization, dynamism, correspondence of the forms of organization of the educational process to the goals of practical training, individualization and differentiation, reflecting the priorities in the selection and structuring of educational material in accordance with the stated objectives of training teachers is shown in the article. According to the concept proposed by authors, readiness for inclusive activity of teacher is the formation of the inclusive component of his professional and pedagogical activity, which determines the system of key professional and pedagogical competencies in the field of training students with disabilities. The author's training program for teachers to work with students with hearing disabilities of technical specialties is presented and suggested to implementation in other universities. Each module of the program is aimed at the developing of appropriate competence: 1) legal competence in the field of education of persons with disabilities; 2) competence in the field of creating a barrier-free inclusive environment of the university, 3) competence in the field of social and psychological support of students with hearing disabilities, 4) competence in the field of adaptation of educational programs for students with hearing disabilities, 5) competence in the field of involvement of students with hearing disabilities in the developing environment of university and the management of intellectual property to form a creative independence, 6) competence in the implementation of information technologies in education. Peculiarities in organization of the developing environment of university, formation of which is a necessary condition for the training of highly qualified engineers are stated. The organization of the developing environment of university creates conditions for the formation of readiness for intellectual property management and the development of creative independence and involves the following steps: creating administrative support; creating a motivation system for intellectual property management; involving students in scientific activities; consulting; establishing links with organizations that make up the infrastructure of the intellectual property market.
