Rubber is the leading commodity in South Sumatra which provides the largest income in the non-oil and gas sector. South Sumatra itself is an area that has the largest rubber production and plantations in Indonesia and can even compete with other rubber-producing countries in the international market. However, in its development, South Sumatra's rubber commodity faces various obstacles to compete in international trade. The purpose of this study was to examine how the competitiveness of South Sumatra's natural rubber commodities in international trade. The concept of competitiveness and the theory of competitive advantage is used to describe the research results. The method used in this study is descriptive explanatory, data collection was obtained by interviewing the South Sumatra Province Plantation Service and GAPKINDO of South Sumatra, as well as through the results of a literature study. The findings of this study are seen through 4 determinants of competitive advantage, factor conditions, demand condition, related and supporting Industries, then firm strategy, structure, and rivalry. As well as additional factors,  governance. Production of rubber plantations in South Sumatra has decreased. Rubber demand also declined based on data on the volume of rubber exports. South Sumatra's downstream industry has not yet developed. Then the strategy applied is less than optimal and the role of the Government of South Sumatra is lacking. So it can be concluded that the competitiveness of South Sumatran rubber commodities in international trade is low.

<p>Radicalism has become a real threat faced by all countries in the world, including Indonesia. This condition occurs because radicalism is the origin ideology of terrorism which has been confirmed as an extraordinary crime for the world. So, the Indonesian government needs to pay special attention to counter the radicalism issue which is now growing rapidly in Indonesia. This article was written to analyze the Government, the Indonesian National Armed Forces (TNI), and the Indonesian National Police (Polri) roles in countering radicalism issues in Indonesia through good governance concept. This article is written based on the result of phenomenology research used literature study approach of various literature that is relevant to the research topic. Based on the study, the results show that the countering process of radicalism issues conducted by the government of the Republic of Indonesia has not been well managed, because there is no strong legal basis concerning radicalism in Indonesia. Additionally, the weak synergy between the TNI and the Polri, which is tasked to countering radicalism issues, is also become an obstacle for eradicate radicalism issues in Indonesia. Therefore, optimizing the role of the Government, TNI, and Polri are needed by prevention, mapping, detention, and contra radicalism actions. On the other hand, those three parties must strengthen their synergy and cooperative in performed their roles in maintaining public security and national security from the dangers of radicalism.</p>

AbstractThe Covid-19 pandemic is a shared problem so it must also be resolved collectively. In the context of crisis, the role of the government must remain dominant, but also by opening the door to collaborative governance. Therefore it is vital to understand the dynamics of the collaborative governance process in dealing with the Covid-19 pandemic which of course is full of challenges and obstacles in the midst of uncertainty. Researchers use the literature study method to track various conditions in an effort to resolve a pandemic that involves inter-sectoral efforts, but researchers find important points that must be corrected so that the handling of the pandemic does not experience deficiencies in collaborative governance. So far, real action is needed in improving the responsiveness of policies, quality of regulations, data management, monitoring systems and coordination among sectors. Keywords: collaborative governance; covid-19; pandemic AbstrakPandemi Covid-19 merupakan persoalan bersama sehingga juga harus diselesaikan secara bersama-sama pula. Dalam konteks krisis pun sebenarnya peran pemerintah harus tetap dominan akan tetapi juga dengan membuka pintu kolaborasi bersama dengan antar sektor (collaborative governance). Oleh karena itu penting untuk mengetahui dinamika proses collaborative governance dalam menangani pandemi Covid-19 yang tentu saja penuh dengan tantangan, kendala dan hambatan di tengah ketidakpastian. Peneliti menggunakan metode studi kepustakaan untuk melacak berbagai kondisi dalam usaha menyelesaikan pandemi yang melibatkan usaha antar sektor akan tetapi peneliti menemukan poin-poin penting yang harus diperbaiki agar penanganan pandemi tidak mengalami defisiensi dalam collaborative governance. Identical collaborative governance is used in government and must handle COVID-19 to create fast, precise, focused, integrated and synergistic steps between ministries/agencies, local governments, and other stakeholders. This research describes collaborative governance in efforts to deal with COVID-19 in Riau Province, especially Pekanbaru City, considering that the city recorded a relatively high initial increase in cases compared to other areas in Riau Province as well as the implementation of collaborative management. The research method is qualitative, with the type of research used is the exploratory type and literature study. This article analyses several aspects of collaborative governance, namely the initial role of the government, non-state actors, joint decision making, formal organizing, gaining consensus, and the existence of problems to collaborate both on public policies and services.

<em>This study aims to analyze the condition of capture fisheries in Indonesia, the role of government in the management of capture fisheries, as well as the Islamic view of capture management in Indonesia. <em>The method used is descriptive analysis with a literature study approach with variables consisting of capture fisheries, government policies, management, sustainable development, and Islamic perspectives. </em><em>The results of this study are that the capture fisheries environment in Indonesia is in critical condition, but the potential of Indonesian fisheries is still quite large. The role of the government in fishing management is to crack down on fisheries IUU (Illegal, Unreported, and Unregulated), prohibiting the use of fishing gear that damage the environment, and setting limits on catch size for certain marine species. In an Islamic perspective, the government in managing fisheries resources is in accordance with Islamic teachings, due to the prohibition of exploitative actions, damaging the environment, and managing the environment so that it is renewable and sustainable.</em></em>

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

This paper examines the tension between centralizing and decentralizing forces in systems of land use planning. Its thesis, drawn from the LaHaye Report, is that the degree of centralization of the system is directly proportional to the breadth of jurisdiction of the planning authority. While Quebec's system of land use planning is reputed to be decentralized and political, the author questions whether this assessment is correct. The role of the government under the Land Use Planning and Development Act and other specialized legislation is more in accordance with the centralized and technocratic systems advocated in earlier Quebec proposals for land use planning. This conclusion is reinforced by a consideration of the suggestions put forward in Le Choix des régions and their present-day application.

Rice commodity is one of the main commodities being cultivated by farmers in Kadugenep Village. .various kinds of agricultural activities carried out by rice farmers in Kadugenep Village, in carrying out agricultural activities not only on production activities or cultivation of plants, but how to market agricultural productsin order to generate profits that can prosper farmers in terms of the economy.the assessment activities have been carried out from March 1 to June 30, 2020, with a total sample of 32 people. Data mining is done by interviews, questionnaires that have been tested for validity and reliability, as well as direct observation. .farmer empowerment levels were analyzed descriptively, factors related to empowerment were analyzed using the Spearmean Rank Correlation, and counseling strategies were analyzed using Kendal's Wbased on the results obtained from interviews and questionnaires given to respondents, showed that 5 people (15.6%) of respondents stated helpless, while 27 people (84.4%) respondents stated helpless. factors related to the role of the government (X2.1) of 0,000 and the role of advisors (X2.2) of 0.001 have a significant relationship to the empowerment of rice farmers in marketing rice packaging. strategies that can be done in increasing the empowerment of rice farmers in marketing rice from the results of the Kendall W analysis, namely by providing counseling about the function of cooperatives as a place for marketing products and functionspackaging with lecture, discussion and demonstration methods as well as extension media used, namely the provision of videos and folders.

This chapter assesses China’s science and technology (S&T) progress through the lens of the patenting literature in the context of China. In particular, after presenting an overview of China’s patent production over the past twenty-five years, it investigates the following questions: What accounts for China’s patent surge? What are the implications of the surge for patent quality? Does the nature of the patenting reveal China’s S&T direction and comparative advantage? How has the international sector affected China’s patent production? What has been the role of the government—the central, provincial, and local governments—in shaping patent production? And finally, how heterogeneous is China’s regional patent production; are patenting capabilities diffusing across China?


Significance As in 2020 and 2021, this projected growth will be driven by the ongoing expansion of the oil and gas sector, and related investment and state revenues. These rising revenues will support the government’s ambitious national development plans, which include both increased social and infrastructure spending. Impacts The government will prioritise enhancing the oil and gas investment framework. Investment into joint oil and gas infrastructure with Suriname will benefit the growing oil industry in both countries. The expansionary fiscal policy may lead to a rise in inflation, leading to further calls for wage increases. In the medium term, strong growth in the oil and gas sector could lead to increased climate change activism in the country.
