The role of the service sector in the economy is increasing in the process of socio-economic development. This tendency has been confirmed and explained by the three-sector theory formulated by A.G.B. Fisher, C. Clark, and J. Fourastie. The main goal of the paper is to show development tendencies in service sectors in Poland and the EU countries and assess them in view of the three-sector theory. The share of the service sector in the total employment and in the total gross value added in the years 2005-2013/2014 will be analysed together with two sub-sectors including market and non-market services. The research shows that the share of the service sector in total employment and total gross value added has been recently increasing in Poland as well as in other EU countries, but there is a gap in this process between Poland and the most developed EU countries. Moreover, in Poland, the role of market services has been recently increasing much faster than the role of non-market services.

The purpose of this analysis is to illustrate sources of dynamics of labour productivity factor performance based on the analytical approach adopted. The dynamics of gross value added and employment in agriculture were shaped to the dynamics of labor productivity changes. Derived analytical approach to the sources of dynamics of changes in labour productivity has been illustrated empirically. The empirical analysis was based on EU ROSTAT data. Economic Accounts for Agriculture and Statistics of Agricultural Labor Inputs. The positive impact of both sources of labor productivity growth and gross value added a tendency towards greater stability for the EU -15 countries has been demonstrated, the neutral nature of direct payments for changes in labor productivity was found.

In 2015, the United States transitioned to the ICD-10-CM/PCS, a comprehensive updated coding system for medical reimbursement. This transition was part of a larger move toward value-based reimbursement in U.S. health care and required nearly 2 decades of planning. As an unfunded mandate from Congress, it created a substantial financial burden for many groups within the health sector. This article traces the ICD-10 transition using the concept of the corporate governance of health care, attending to the role the state plays in mediating intercapitalist maneuvers. The ICD-10 was not a simple top-down declaration originating in a neutral state. Rather, it was produced and modified through lobbying efforts on the part of various stakeholders who, along with their competitors, would be affected by the transition in differential ways. The health information technology industry, in particular, stood to gain the most from this transition, at the expense of other capitalist players. An examination of the intercapitalist maneuevers behind the ICD-10 transition demonstrates that even when corporate powers govern U.S. health care, the role of the state should not be written off as inconsequential but rather interrogated and analyzed in relation to the corporate interests with which it is entangled.

The aim of the work has been the investigation of the viewpoint of health care supervisors on the role of Russian Federal Service for Oversight of Consumer Protection and Welfare in intersectoral cooperation on the problems of health protection of the population within the subject of the Russian Federation. Material and methods. There has been carried out an anonymous questioning of 405 health care supervisors, including 126 experts. Besides, there have been analyzed the materials of annual national reports of the Administration of the Federal Service for Oversight of Consumer Protection and Welfare in the Saratov region “On the state of sanitary-epidemiological well-being of the population in the Russian Federation”. Results. There has been determined a list of 23 sectors engaged in health care of the population at the regional level - 13 relatively more significant (basic) and 10 relatively less significant sectors. Federal Service for Oversight of Consumer Protection and Welfare Russian is one of the basic sectors. There has been established the significance of cooperation of the sector “Federal Service for Oversight of Consumer Protection and Welfare Russian” with other engaged structures. A wide spectrum of 37 health determinants has been detected. There have been obtained the data which make it possible to determine two directions of health care optimization at the regional level. The first direction is associated with purposeful influence of the engaged sectors on health determinants. To achieve this aim there has been established the possible influence of each sector, Russian “Federal Service for Oversight of Consumer Protection and Welfare” in particular, on each of the considered health determinants. This will make the formation of prophylactic programs significantly easier due to transformation of this process into a purposeful and structured process. The second direction is conditioned by the fact that optimization of any process is possible on the basis of evaluation of the initial state of the process, and evaluation is based on corresponding informative indices. These 38 indices of the effectiveness of intersectoral cooperation on the problems of health protection of the population have been established, and the significance of Russian Federal Service for Oversight of Consumer Protection and Welfare’s influence on each of these indices has been determined. At establishment of an insufficient level of corresponding indices, the sector “Russian Federal Service for Oversight of Consumer Protection and Welfare’s has been brought to optimization. Conclusion. The results of mentioned investigation may be realized in activities for health protection of the population within the subject of the Russian Federation, and in professional training of authorized employees of the engaged sectors.

The issue of industrial policy and industrial problems is one of the most controversial in the European academic community. Even today, we see a lack of theoretical basis for decision-making on industrial policy issues. The main purpose of the publication is to assess the contribution of industry to the socio-economic development of the EU and its member states, as well as to the dynamic structural changes that took place during 2000-2019. To achieve the article's goal, the author uses such indicators as the share of the industrial sector in the generation of gross value added, employment, labor productivity, and exports/imports. The article reveals a general trend to increase in the share of the services sector in the generation of gross value added for the EU-28 and to decrease in the share of the industrial sector. It is established that industry remains an important sector for the EU economy, and for the EU-28, it provides almost 20% of gross value added and more than 70% of total exports, and accounts for about 15% of the employed population. For each of the EU countries, the socio-economic contribution of industry is different - for Central and Eastern Europe, it is more important in the generation of gross value added and employment than for the EU founder countries of the euro area (the EU-15 group). It is found that labor productivity in the EU-15 is higher than in other countries. Growing labor productivity is typical for Denmark, the Netherlands, Ireland, Sweden, and Great Britain, while lower productivity - for such CEE countries as Bulgaria, Romania, Lithuania, and Latvia. At the same time, growth rates of all industrial indicators in the latter countries is much higher than in the EU-15. The author considers the new EU industrial policy and various problems of the industrial sector in the EU. The study was carried out on the statistical basis of the European Commission using the methodology of Polish scientists of the Warsaw School of Economics to study the new industrial policy (Krzysztof Falkowski, Adam A. Ambroziak 2015).
