Foreign aid forms an important part of a state’s identity within the international system. The established dichotomy saw developed countries giving aid, while developing countries were receiving it. Nevertheless, China’s ‘rise’, along with that of other ‘emerging economies’, changed such a dualist view; or at least undermined the traditional concept of aid giving. China is becoming a world power, it is the second largest economy, yet it is still within the group of developing countries. However, it provides a considerable amount of foreign aid worldwide. This is destabilizing the established understandings of aid regimes, as set by the Development Assistance Committee (DAC) donors since the 1950s. In particular, the rise of China in Timor-Leste as an important aid contributor, but working outside the leading aid regime, is affecting the most prominent donor in the country, Australia. Moreover, the rapidly growing presence of China in Timor-Leste seems well received by the local government, although criticism arose amongst the population. Thus, this paper attempts to analyse the issue from different levels. Firstly, it will analyse how China managed to “break” the monopoly of Australian aid by accessing Timor-Leste. It will then explicate the principles and the practices of Chinese aid, and will attempt to establish whether Chinese aid has produced a positive economic impact on Timor-Leste and its people. Finally, this paper suggests that Chinese aid is not challenging, neither threatening the Australian aid assistance in Timor-Leste; rather Chinese aid offers an alternative way of giving aid, and which can also convey to Australia with the possibilities of establishing mutual benefits and effective partnerships with the recipient countries.

Foreign economic aid is at the cross-roads. There is an atmosphere of gloom and disenchantment surrounding international aid in both the developed and developing countries — more so in the former than in the latter. Doubts have grown in the developed countries, especially among the conservatives in these countries, as to the effectiveness of aid in promoting economic development, the wastes and inefficiency involved in the use of aid, the adequacy of self-help on the part of the recipient countries in husbanding and mobilising their own resources for development and the dangers of getting involved, through ex¬tensive foreign-aid operations, in military or diplomatic conflicts. The waning of confidence on the part of the donors in the rationale of foreign aid has been accentuated by an increasing concern with their domestic problems as well as by the occurrence of armed conflicts among the poor, aid-recipient countries strengthened by substantial defence expenditure that diverts resources away from development. The disenchantment on the part of the recipient countries is, on the other hand, associated with the inadequacy of aid, the stop-go nature of its flow in many cases, and the intrusion of noneconomic considerations governing the allocation of aid amongst the recipient countries. There is a reaction in the developing countries against the dependence, political and eco¬nomic, which heavy reliance on foreign aid generates. The threat of the in¬creasing burden of debt-service charge haunts the developing world and brings them back to the donors for renewed assistance and/or debt rescheduling.

In this article, the rise of China is discussed in the light of economic and military data, and what the challenge from China means for the global leadership of the U.S. is analyzed. Changes in the indicators of the U.S. and China’s economic and military power over the last 30-40 years are examined and an answer is sought for the following question: What will the consequences of China’s rise be in terms of the international political system? To answer this question, similar ‘rise and challenge’ precedents are discussed to contextualize and analyze and the present challenge China poses. This article concludes that while improving its global status, China has been taking the previous cases’ failed challenges into consideration. China, which does not want to repeat the mistakes made by Germany and the Soviet Union, is hesitant to pursue an aggressive military policy and tries to limit its rivalry with the U.S. in the economic area. While Chinese policy of avoiding direct conflict and focusing on economic development has made it the biggest economic rival of the U.S, the rise of China initiates the discussions about the end of the U.S. and West-led international system.

The article analyzes the US’ containment strategy against China at international system level, including the reason, main actions, and impact of this strategy on the US-China relations. The article supposes the main reason for making the strategy is the US’ desire to preserve her hegemony over the rise of China. The strategy consists of five main moves: economic restraint, technology restraint, restraint of territorial sovereignty ambition, assault on soft power, military deterrence, and prevention of coalition alliances. These moves will make the US-China relationship increasingly tense. However, except for the excess of the limit of restraining territorial sovereignty ambition, especially related to Taiwan, the other moves may make the US-China relations tense, but will not drive these two countries to war.

Singapore has one of the fastest economic development pace throughout South East Asia. Despite the fact that by land mass, it is not the biggest or the most fertile country. By demographic factor, it is not the most populated nor the most culturally diverse country. It also didn’t have the natural resources that its neighboring countries boasted as their main commodity. Yet, Singapore is a country with one of the most efficient implementation of living space, land usage, and education programme in the world. Because of its greatness, Singapore can be put in the same class with the others developed countries in the world. This is despite all the handicap that this country has, through the thick and thin of its history. The author believes that these successes can be atributted mostly to the efficient leadership of Singapore as a nation state in the international system, and that these successes can be adapted throughout Asia, and the world as a whole. This essay was made exactly to achieve this successful impact on ASEAN’s countries economics. In this writing, the author will examine what makes Singapore such a great economic titan, and how it can turn its unlikely position into a flourishing market economy and becoming a model for other developing countries to replicate, with institutional leadership. All of these, for the purpose of learning, and in the bid of rejuvenating economic vigor that most Asian countries and developing countries needed to keep up and even compete with more prominent countries in the international political system of the world.

Compressed-development influences increasingly flow from developing to developed countries. Reversing our lens to look at the United States and Japan, we observe that the technological and organizational changes that have spurred compressed development in recent developers are also responsible for changes in industry structure, rising inequality, and employment duality in developed economies. A ‘Red Queen’ effect sees developed countries running faster and undertaking parallel socioeconomic changes to stay in the same privileged place. In some ways ‘we are all compressed developers now’. Looking ahead, and returning to our dyadic pairs, the chapter further considers how the ‘digital economy’ may affect developing–developed country interrelations, and whether we are finally entering an age of ‘great convergence’ with the rise of China and a more multipolar economic and geopolitical structure.

In the past few decades, Kenya has benefitted considerably from its improved relations with China. Chinese investments in infrastructure, education, and ICT have opened up greater opportunities for development. Moreover, the availability of diverse and affordable goods has enabled many Kenyans to engage in more commercial activities. This economics-driven diplomacy has been shaped by Kenyan and Chinese political leaders, shifts in the structure of the international system after the Cold War, and the evolving interests of both countries. However, Kenya’s diplomacy is based on a weak knowledge base, as few Kenyan policy makers speak Mandarin and understand China’s diplomatic history. Moreover, China’s investment patterns, which differ from those of Kenya’s traditional Western partners, could negatively impact on Kenya’s commercial domination of eastern Africa. Thus, while Kenya–China relations have promoted some of Kenya’s policy objectives, they also contain the potential to undermine some of Kenya’s other long-range goals.

“China is a sleeping giant. Let her sleep, for when she wakes, she will shake the world” - Napoleon Bonaparte. The rise of China is a phenomenon in the 21st century. The rise of China is one of the most significant contributions to the restructuring of the world order as well as the Asian Pacific order. Although the United States remains one of the most powerful countries in the world, its regional and global hegemony has been considerably challenged by China. This paper contains three main objectives: (1) to present an overview on the miraculous growth of Chinese economy; (2) to identify the challenges from China’s rise posing on the regional and international system; and (3) to make an analysis on the case of the South China Sea disputes in order to clarify the reaction of the system towards the China’s rise.
