The soaring housing prices in Malaysia is not a recent issue. It is a global phenomenon especially in developing and developed countries, driven by factors including land price, location, construction materials cost, demand, and speculation. This issue demands immediate attention as it affects the younger generation, most of whom could not afford to buy their own house. The government has taken many initiatives and introduced regulations to ensure that housing prices are within the affordable range. This article aims to introduce a housing price control element from the Shariah perspective, as an alternative solution for all parties involved in this issue. It adopts content analysis methodology on policy from Shariah approved sources.

This paper investigates how intergovernmental dialogue forums addressing climate change outside of the UNFCCC are linked with the UNFCCC regarding their statements on adaptation. The discussed forums are the Major Economies Forum, G8, and G20. Three analytical points of comparison concerning the UNFCCC are established, namely: the UNFCCC gives adaptation the same priority as mitigation; there is increasing attention for the role of transnational actors in adaptation; and there is a clear distinction between the roles of developing and developed countries. A qualitative content analysis of forums’ documents was conducted to investigate the nature of the linkages between statements related to adaptation. The key conclusion is that there is much overlap regarding adaptation statements between the dialogue forums and the UNFCCC, but there could be complementarity as regards certain adaptation subjects about which the forums made statements prior to the UNFCCC.

This study aims at testing the causal relationship between human capital via the government spending share on education and economic growth using cross-country evidence and investigating the relationship pattern between such human capital – growth and the level of economic development based on 30 country data. The study employs a standard approach through uniting root test and Granger causality test. The data is annually collected during the periods 1983 – 2012, totaling to 30 observations. The finding indicates that for both developing and developed countries, education human capital cannot explain much the economic growth and vice versa. In addition, from the relationship pattern between human capital – growth and the economic development level neutrality is the most commonly found pattern for both developing and developed countries. However, we see somewhat difference between them in terms of causation running from growth to human capital. That is, the number of developed countries is almost double as compared to the developing ones. This gives rise to a policy implication for developed countries in that it should put more emphasis on the government education spending share to GDP since it can help boost human capital in the long run.

The government of Rwanda recently passed housing development regulations and funding schemes which aim at promoting access to affordable houses for the low- and middle-income Kigali city inhabitants. The existing studies on housing affordability in this city did not yet discuss whether this government-supported programme is likely to promote access to housing for these target beneficiaries. This study applies the price-to-income ratio (PIR) approach and the 30-percent of household income standard through the bank loan to assess whether housing units developed in the framework of affordable housing schemes are, for the target recipients, affordable at all. It relies mainly on housing prices schemes held by real estate developers, data on households’ incomes collected through the household survey and a review of the existing studies and socio-economic censuses reports. Findings reveal that the developed housing units are seriously and severely unaffordable for most of the target beneficiaries, especially the lowest-income urban dwellers, due to the high costs of housing development, combined with the high profits expected by real estate developers. The study suggests policy and practical options for promoting inclusive urban (re)development and housing affordability for various categories of Kigali city inhabitants. These options include upgrading the existing informal settlements, combined with their conversion into shared apartments through the collaboration between property owners and real estate developers, the development of affordable rental housing for the low-income tenants, tax exemption on construction materials, progressive housing ownership through a rent-to-own approach, and incremental self-help housing development using the low-cost local materials.

In many developing and developed countries, privatization through transfer of ownership from public to the private hands is considered as a cure for most of the problems faced by the public sector enterprises (PSEs.) However, policy makers tend to forget that both the systems – private and public – are imperfect. If market failure necessitates the need for government intervention, then failures associated with the government require more market friendly policies. This implies that at any point of time both systems will coexist i.e. privatization will go hand in hand. The present article attempts to discuss the modalities of privatization options and public regulation adopted by India.

By selecting the relevant factors affect the real estate price, with the qualitative analysis method to analyze the housing prices changes of Xi'an, and then establish ARMA regression model of the housing price index, found that the factors exist long-run co-integration. In order to better reflect the actual, the government policy as a dummy variable is introduced into the model to make regression results more significantly, showing that government policies play an important role in the control of the impact on real estate prices.

Housing is by far the most important asset in Chinese households’ balance sheets. However, despite forceful and frequent government interventions, the rise in Chinese housing prices has not been contained as much as intended, a trend that has not been reversed by the COVID-19 shock. In this paper, we first provide some stylized facts and then a DSGE model (encompassing both demand and supply channels) to highlight the impact of a “slow-moving” structural vulnerability—financial market incompleteness—on China’s housing prices. The model implies that to eradicate the root causes of the rising housing price, policymakers need to go beyond the housing market itself; instead, it would be desirable to deepen financial markets because these markets would help channel financial resources to productive sectors rather than to housing speculation. This is particularly important in the COVID era because without addressing this structural vulnerability, the higher household savings and the government stimulus may fuel the housing bubble and sow seeds for a future crisis. The paper can also shed light on the housing markets in other economies that face similar vulnerabilities.

In recent decade years, the real-estate industry in China has achieved unprecedented development. Correspondingly, the rapid rise in house prices has led the government to introduce a series of macro-control policies. Based on the main regulatory mechanism of the purchase restriction policy, we take Haikou as an example to analysis the probable influence on housing price. We first select indicators from three aspects: supply, demand, and macroeconomic environment, and then establish a gray correlation model to extract the key factors of strong correlation, that is, real- estate investment, CPI, residential housing construction area, residential housing completion area. Moreover, we establish a multiple linear regression model based on GM (1, n) to obtain the multi-function relationship between commercial housing prices and these four key indicators. After that, we establish a population- purchases demand function model to predict the price of commercial housing in the coming year after introducing the purchase restriction policy. More significantly, we conclude that the purchase restriction policy can effectively regulate housing prices in the short term, but the long-term effect is limit.

Every year, thousands of Malaysian veterans are discharged honorably. Various training schemes have been introduced to prep up the veterans with skills and knowledge. The aim of those schemes is to allow them to earn decent incomes once they leave the service. In developed countries, military veteran initiatives have been introduced by many franchisors as efforts to help them restart their civilian life. This paper presents a proposed franchise framework on recruiting military veterans as franchisees in Malaysia. Over 600 franchise systems of United States franchisor companies have incorporated the veterans initiatives for franchise opportunity. A content analysis of 50 top best franchisors companies with veterans initiatives generates three core structures of veterans initiatives including financial incentives, corporate support and training. A descriptive analysis is also reported to characterize the dataset. Further, the findings recommend an inclusion of policy relating to veterans initiatives by the government to encourage the franchise players to participate in extending assistance to the veterans. The practical implication of this study provides a fundamental guideline for the franchise industry in Malaysia to design their own veterans initiatives frameworks.  Keywords: Franchise Frameworks; Military Veterans Initiatives; Content Analysis; Malaysia

In countries throughout the world, there are increasing pressures to reduce the government share of costs for goods and services with high payoffs to individuals so that the limited available public funds can be used for other needs. This paper suggests several strategies for reducing government expenditures on higher education, including direct cost recovery, grants from and contracts with external agencies, income-producing enterprises, private contributions, and expansion of the private sector. Policy implications and examples (e.g., student access and financial aid, tax status of revenues from enterprises, deferred cost recovery) are presented for both developing and developed countries.

Huge monetary investments are made towards private-public partnerships (PPPs) in an effort to develop South Africa. These PPPs are based on emulations from international benchmarks. Many developed countries benefit from skillful use of PPPs. The paper is based on concerns that, in South Africa, many PPP projects do not reach finalization. Others only reach finalization from additional funding after exhausting initial invested funds. Some causes of barriers of success of these PPPs are reported. Respondents are 39 past PPP participants. A self-administered unstructured questionnaire was used to collect qualitative data. Thematic content analysis was used to analyze the data. The results show negligence and wrong deployment as main causes of the failures in which the government side is a grave wrongdoer. Recommendations found to be necessary for improving PPP performance are suggested
