Air Quality and the Senses in Early Modern Italy

Using printed and archival records, this article analyzes the sensory practices associated with air quality in sixteenth- and seventeenth-century Italy. Air pollution was a prime concern for early modern Italians, particularly in urban centres where industry, density, and frenetic sensescapes were thought to prompt chronically unhealthy airs. According to early modern experts, air quality was at the root of individual and public health. My analysis shows how Italians relied on a robust set of sonic and olfactory tools to cleanse the air and craft healthy environments. Simultaneously, a contrasting set of sounds and smells were thought to pollute the air. The sensory practices surrounding air quality reveal the highly localized and personalized nature of early modern environmental practice. This article argues that entwined social and environmental conceptions of purity and pollution shaped sensory, social, and environmental experience in the premodern city.

(1) Introduction: air pollution is considered to be one of the main risk factors for public health. According to the European Environment Agency (EEA), air pollution contributes to the premature deaths of approximately 500,000 citizens of the European Union (EU), including almost 5000 inhabitants of Poland every year. (2) Purpose: to assess the gender differences in the impact of air pollution on the mortality in the population of the city of Bialystok—the capital of the Green Lungs of Poland. (3) Materials and Methods: based on the data from the Central Statistical Office, the number—and causes of death—of Białystok residents in the period 2008–2017 were analyzed. The study utilized the data recorded by the Provincial Inspectorate for Environmental Protection station and the Institute of Meteorology and Water Management during the analysis period. Time series regression with Poisson distribution was used in statistical analysis. (4) Results: A total of 34,005 deaths had been recorded, in which women accounted for 47.5%. The proportion of cardiovascular-related deaths was 48% (n = 16,370). An increase of SO2 concentration by 1-µg/m3 (relative risk (RR) 1.07, 95% confidence interval (CI) 1.02–1.12; p = 0.005) and a 10 °C decrease of temperature (RR 1.03, 95% CI 1.01–1.05; p = 0.005) were related to an increase in the number of daily deaths. No gender differences in the impact of air pollution on mortality were observed. In the analysis of the subgroup of cardiovascular deaths, the main pollutant that was found to have an effect on daily mortality was particulate matter with a diameter of 2.5 μm or less (PM2.5); the RR for 10-µg/m3 increase of PM2.5 was 1.07 (95% CI 1.02–1.12; p = 0.01), and this effect was noted only in the male population. (5) Conclusions: air quality and atmospheric conditions had an impact on the mortality of Bialystok residents. The main air pollutant that influenced the mortality rate was SO2, and there were no gender differences in the impact of this pollutant. In the male population, an increased exposure to PM2.5 concentration was associated with significantly higher cardiovascular mortality. These findings suggest that improving air quality, in particular, even with lower SO2 levels than currently allowed by the World Health Organization (WHO) guidelines, may benefit public health. Further studies on this topic are needed, but our results bring questions whether the recommendations concerning acceptable concentrations of air pollutants should be stricter, or is there a safe concentration of SO2 in the air at all.

Michel Foucault argued famously that early modern European governors responded to plague by quarantining entire urban populations and placing citizens under minute surveillance. For Foucault, such sixteenth- and seventeenth-century policies were the first steps towards an authoritarian paradigm that would only emerge in full in the eighteenth century. The present article argues that Foucault’s model is too abstracted to function as a tool for the historical examination of specific emergencies, and it proposes an alternative analytical framework. Addressing itself to actual events in early modern Italy, the article reveals that when plague threatened, Florentine and Bolognese health officials projected themselves into a spatio-temporal dimension in which official actions and perceptions were determined solely by the spread of contagion. This dimension, “plague time,” was not a stage on the irresistible journey towards Foucault’s “utopia of the perfectly governed city.” A contingent response to a recurrent existential menace, plague time rose and fell in response to events, and may be understood as a season.

Abstract Issue/problem Increasing attention is being paid to air pollution as one of the greatest threats to public and urban health. The WHO’s Urban Health Initiative points out the importance of collecting data and mapping the present state of air quality in urban areas. For citizens, such engagement is enabled by the appearance of personal air quality measurement devices that use crowd-sourcing to make measurement results publicly accessible in real time. Description of the problem As a way of contributing to air pollution monitoring in their town, three PhD Public health students conducted over 40 measurements between the start of June and end of August 2018 on various locations in the city of Novi Sad, Serbia. Measurements were performed using AirBeam personal air quality monitoring devices and their results presented as μg/m3 of Particulate Matter 2.5 (PM2.5) and automatically uploaded to the internet using the Air-casting app. Results Measurements conducted in public transportation vehicles returned the rather high average value of 40 μg/m3, where coffee shops and restaurants scored an even higher value of 48,67 μg/m3. The lowest average air pollution levels were registered near the Danube river bank (5.67) and in the parks (6), while the sites near crossroads or in the street showed average air pollution of 8.33 μg/m3. Residential areas where smoking is present during the day reported 2.5 times higher PM2.5 values than those without smokers (33.8 and 12.78 μg/m3). Lessons Bearing in mind that the air quality is considered as a serious health risk in urban areas, results of this pilot investigation suggest potential health risk for citizens living in urban areas. The negative effects of combustion and smoking on air quality are strongly highlighted, as well as the positive impact of green areas and parks near residential areas. Key messages Air pollution exposure as a serious health risk in urban areas. Crowdsourcing as a way of air quality monitoring has great potential for contributing to public health.

Air is one of our most important natural resources; however, it is also in the front line for receiving environmental pollution. Air quality decreased markedly following the industrial revolution, but it was not until the great London Smog in 1952 that air quality made it onto the political agenda. The introduction of the Clean Air Act in 1956 led to dramatic decreases in black smoke and SO2 concentrations over the next two decades, as domestic and industrial coal-burning activities ceased. However, as these improvements progressed, a new threat to public health was being released into the air in ever-increasing quantities. Rapid motorisation of society from the 1960s onwards has led to the increased release of atmospheric pollutants such as tiny particles (particulate matter of &10 μm in aerodynamic diameter) and oxides of N, and the generation of the secondary pollutant O3. These primary and secondary traffic-related pollutants have all proved to be major risks factors to public health. Recently, oxidative stress has been identified as a unifying feature underlying the toxic actions of these pollutants. Fortunately, the surface of the lung is covered with a thin layer of fluid containing a range of antioxidants that appear to provide the first line of defence against oxidant pollutants. As diet is the only source of antioxidant micronutrients, a plausible link now exists between the sensitivity to air pollution and the quality of the food eaten. However, many questions remain unanswered in relation to inter-individual sensitivity to ambient air pollution, and extent to which this sensitivity is modified by airway antioxidant defences.

This article examines how artists have engaged with the issue of air pollution in Beijing, where poor air quality has become a serious public health matter. Artists have utilized various mediums including performance art, photography, and painting to represent smog. Through generating media and online attention this work has contributed to a relatively vibrant “green public sphere” (Yang and Calhoun, 2007) of air pollution discourse. In contrast to much resistance in China that relies upon making specific claims to government officials, artistic expression bypasses the authorities and appeals instead to public opinion. Artists utilize ambiguity to portray air pollution in novel ways that subtly question the structures that produce and sustain it. In this way, artists can challenge popular perceptions of smog and raise public awareness, thus intensifying support for policies that tackle smog. Yet art can also embody deep frustration at the powerlessness that artists, and the public more widely, experience when confronted by severe air pollution. Art therefore serves both as a form of activism and as an expression of curtailed agency in a politically restrictive environment.

Air pollution is a recent public health issue. In 2006, the World Health Organization (WHO) published updated air quality guidelines for a number of air pollutants (including PM10 and PM2.5), which recommended for particulate matter annual average concentration levels at half or less the limit values set by European legislation. In the European Union, around 80% of the European urban population is exposed to air pollution above the levels recommended by the WHO guidelines. Only in 2015 the WHO addressed for the first time the topic of the health impacts of air pollution in its general assembly, which adopted a resolution clearly defining air pollution as the world’s largest single environmental health risk factor. Nowadays, the WHO considers air pollution as a major public health threat, causing a 7% increase in overall mortality for each increase of 10 μg/m3 in annual average of PM2.5. This result has been achieved thanks to the outstanding efforts of the director of the WHO’s Environment and Public Health Department, Dr. Maria Neira, who has devoted her full commitment to highlighting the consequences that air pollution has on people’s health. More recently, at European level, the Air Quality Directive has been subject to a fitness check, published in 2019; the European Green Deal has since announced its aim to align EU air quality standards more closely with the WHO recommendations. Every year, the European Environment Agency (EEA) publishes its “Air Quality in Europe” Report to assess the figures on air pollution across Europe and related health impacts. However, environmental data provided by official regional or national agencies—used by decision makers to adopt preventive measures such as limitations on urban traffic or domestic heating—refer to legal thresholds established by the law (usually on the basis of values set at European level, at least for the EU). These legal thresholds, however, are not adequate to fully protect population against all impacts from air pollution as recommended by WHO and scientific evidence. Therefore, we point out the need for a medical reading of environmental monitoring data that should be performed both at national and regional or local level by health authorities, to foster population health protection against air pollution and guarantee the application of the precautionary principle. A stronger cooperation between environmental agencies and health authorities is needed to address the new challenges to human and planetary health arising from air pollution and climate change. Health authorities should integrate their medical staff with new professionals and researchers with adequate training in environmental sciences to foster population health protection against air pollution. For this purposes, multi-disciplinary research units or teams should be established by local health authorities on environmental health topics, working together with medical staff and environmental agencies for a mutual integration of competencies.

Air pollution has been a major challenge worldwide particularly in the developing world. Improper waste disposal and management may result in microbial air pollution. In advanced countries, landfill sites are far from neighborhoods; however, the opposite is observed for landfill sites in the developing world. In Accra, some landfill sites are 100 meters from neighborhoods. The aim of this study was to assess the microbial air quality and associated environmental health hazards of landfill sites in selected districts in the Greater Accra Region of Ghana. A random sampling method was employed to select sampling sites across the dry and wet seasons from landfills and their corresponding neighborhoods. Results obtained showed a higher total count (CFU/m3) of bacteria and fungi in the air at the landfill sites than neighborhoods. Statistically significant variation p<0.05 in bacterial and fungal concentrations over two seasons was found for both landfills and neighborhoods. However, bacterial concentrations were significantly higher than fungal concentrations p<0.05 across seasons for all locations. Staphylococcus epidermidis was the highest (15.6 %) occurring microbe at both landfill sites and neighborhoods. This was followed by Staphylococcus aureus (12.7%). Other bacteria and fungi of public health importance such as Pseudomonas aeruginosa, Escherichia coli, Aspergillus flavus, and Aspergillus niger were also isolated from the study sites, above the WHO recommended levels. In conclusion, the landfill waste disposal and its close proximity to neighborhoods as observed in this study pose a potential environmental health risk, with dire implications for public health and safety. The government must enact and implement policies to regulate waste management and to ensure public safety.

In seventeenth-century Italy, Christian relics and images were scattered through urban spaces, not only because the faithful were expected to acknowledge and touch them, but because their moving through city streets in processions celebratedcommunitas, the sense of belonging that was so much part of early modern civic existence.The Inquisitorial archive in Modena holds at least twelveprocessiagainst professing Jews (who lived for the most part in the city capital or in smaller Jewish communities scattered through the duchy) for the offence of desecrating Christian images during its most active period of prosecution between 1598 and 1640. Denunciations accused Jews of removing crucifixes from walls, stoning or tampering Christian statues and religious paintings, and failing to show the necessary respect to images carried through the streets. This paper explores the frequency of the image desecration charges against Jews in early modern Italy and in particular the duchy of Modena, the pivotal impact of internal Christian processes about their own images and whether these objects did in fact have inherent or stable meanings for Jews at this time.
