<p><strong>Abstrak</strong> - Kawasan Indo-Pasifik merupakan kawasan yang menjadi perhatian dunia saat ini, karena kekuatan di bidang politik, ekonomi dan militer dari negara-negara yang ada didalam kawasan tersebut. Permasalahan keamanan yang terjadi di kawasan tersebut menjadi perhatian dunia dan Indonesia merasa perlu berperan aktif dalam menciptakan perdamaian dan keamanan di kawasan. Oleh karena itu, melalui mantan Menteri Luar Negeri Marty Natalegawa, Indonesia mengajukan sebuah gagasan pembentukan Indo-Pacific Treaty of Friendship and Cooperation untuk menjaga keamanan kawasan. Artikel ini bermaksud mengetahui makna dan tujuan gagasan pembentukan traktat ini, serta prospek dan masalah dalam mewujudkannya. Di akhir penelitian ditemukan simpulan bahwa gagasan dan tujuan dari pembentukan Indo-PacificTreaty ini adalah menciptakan mekanisme untuk mempromosikan cara damai dan saling percaya dengan tidak menggunakan cara pengerahan kekuatan militer dan tidak merugikan pihak-pihak lain di dalam kawasan. Walaupun untuk saat ini prospek mewujudkan gagasan ini masih kecil dikarenakan adanya sejumlah masalah yang menghadang, namun gagasan ini tetap dapat diwujudkan di masa depan dengan menggunakan strategi yang mendapat dukungan dari negara-negara lain di kawasan.</p><p><br /><strong>Kata kunci</strong>: gagasan, indo-pacific treaty, prospek, masalah, keamanan kawasan, kerjasama keamanan</p><p><br /><em><strong>Abstract</strong> - Indo-Pacific region is an area of concern for the world today, because of the power in politics, economics and military of the countries that are in this region. Security problems that occur in this region become the attention of the world and Indonesia felt it necessary to play an active role in establishing peace and security in the region. Therefore, through the former Minister of Foreign Affairs Marty Natalegawa, Indonesia proposed the idea of establishment an Indo-Pacific Treaty of Friendship and Cooperation for maintaining regional security. This article intends to determine the meaning and purpose of the idea of this treaty, as well as the prospects and problems in realizing them. In conclusion, the idea and the purpose of the establishment of Indo-Pacific Treaty is to create mechanisms to promote peaceful means and mutual trust without deployment of military force andharming other parties in the region. Although for now the prospect of realizing this idea is still small due to a number of problems facing, but this idea can still be realized in the future by using a strategy that has the support of other countries in the region.</em></p><p><em></em><br /><em><strong>Keywords:</strong> idea, indo-pacific treaty, prospects, problems, regional security, security cooperation</em></p>

The article describes the process which took place before establishment of Shanghai Cooperation Оrganization. Under analysis are negotiations between USSR and China on the issue of border delimitation which resulted in strengthening of mutual trust and creation of control mechanism in the sphere of armaments. The said cooperation in the sphere of regional security can be considered as a model for establishment of the similar mechanism of mutual trust between two shores of Taiwan strait. SCO is a proper model because China is a side of bilateral talks and takes real part in working out confidence-building measures as a foundation of security cooperation. The usage of these measures in the relations between Taiwan and China could become a model for development of intraregional cooperation in the East Asia (Asia-Pacific region)

After more than 50 years of existence and development, the Association of Southeast Asian Nations (ASEAN) has established itself as one of the significant players in the international community. This oldest as well as biggest international organization was believed to be the 5th most substantial economy in the world in 2020. Apart from contributing to the economic development of the region, ASEAN has also paid great attention to its political goals, one of which is to maintain and enhance peace, security and stability in the Southeast Asian region. With respect to this function, ASEAN has been excoriated for its ineffective performance and indolent reactions to regional precarious situations such as the Myanmar's Rohingya crisis and the chronic disputes in the East Sea. Hence, most criticisms called for a more compelling and active ASEAN in order to fulfill its role as a guardian of regional peace and security. Simon Chesterman, Dean of the Faculty of Law, National University of Singapore, posed a question: ``does ASEAN exist?'' In order to answer to such a broad question, this paper analyse the legal personality of ASEAN under the light of international law, which confirms the independence of ASEAN from member states as an actor of international system. Next, the paper examine the legal powers of ASEAN used to respond to regional security related issues. Finally, the paper establishes that ASEAN has legal obligation to settle any disputes that affect the peace and security of the region.

This chapter draws on the five chapters that follow—each of which describes the war powers in a single country—to identify and analyze some of the techniques for regulating this area of foreign affairs and then to reflect on the value of comparative research on it. Three basic techniques are: (1) to establish substantive standards on when the government may or may not use force, (2) to divide among different branches of government the authority to deploy the country’s armed forces, and (3) to subject such decisions to oversight or review. There is considerable variation, both across countries and over time within particular countries, in how and with what effect each technique is used. Given that variation, comparative war powers research might be of limited relevance to national officials who make use of force decisions or to analysts who seek to explain them. Rather, the principal benefit of such research might be to bring into stark relief each country’s own national ethos—to shed light on how it defines itself and conceives of its relationship with the rest of the world

Indonesia as one of the countries that is included in the Indo-Pacific Region has an important role in creating security stability in the Region. As the center point of the Indo-Pacific, Indonesia certainly thinks about the right defense strategy to be able to play an active role in the region. Undoubtedly, this action will be related to Indonesia's free-and-active foreign policy. As a region that has strategic points, countries in the Indo-Pacific Region carry out an agenda to be able to solve problems in a peaceful way by increasing mutual trust. Naturally, it will make the Indo-Pacific Region as a central region in the future. Based on the findings, Indonesia's foreign policy takes part in an active role at the international level by promoting the concept of cooperation in the Indo-Pacific Region to increase mutual trust between countries. In addition, countries in the region participate in mutually beneficial openness in order to create security stability in the region. Indonesia's foreign policy is considered to be appropriate and useful in the midst of situations in competing for having influence in the region. Thus, Indonesia's role in the Indo-Pacific cannot be separated from the character of Indonesia's current foreign policy which emphasizes �middle power� and leadership in the region.

This paper addresses Morocco's defence diplomacy through a consideration of two research matters. The first concerns the military and security cooperation of the country with the United States, the European countries, as well as the Arab and African ones. The second focuses on Morocco's participations in United Nations and North Atlantic Treaty Organization (NATO) peacekeeping operations. The objective of this study is essentially to show to what extent Morocco contributes to restoring regional peace and security across the world.

Abstract<br /><br /> This paper discusses Timur Lenk who is ambitious to dominate the world through the founding of the great Mongol Empire as a mission ever launched by the grandchildren of Genghis Khan and Hulagu Khan. Timur Lenk himself continued the tradition of the Mongolian invasion force that is not forcing religion or spiritual practices to a conquered nation; they even build the conquest countries with the principle of regionalism. Even, in the end, the King of Mongolia turned to Islam, including Timur Lenk himself at the end of the 13th century and early 14th century. Then Mongolism Ideology becomes a major platform in conquering the entire countries with the royal and military strength. There are two basic frameworks of the Mongolian nation in its military power expansion, as the one done by Timur Lenk: first, the geneolis theory: the world hegemony to perpetuate the Mongol Empire using military force and running the ancient absolutism politic believing that the greater authority of the ruler could result on achieving peace and security. Second, attack and defend theory: rebuilding a country that has been destroyed with luxurious infrastructures like an extraordinary magnificent palace, developing science, history, Sufism and then try to defend them.<br /><br />Keywords: Mongolia, Timur Lenk, Jenghiz Khan<br /><br />
