Indonesia as one of the countries that is included in the Indo-Pacific Region has an important role in creating security stability in the Region. As the center point of the Indo-Pacific, Indonesia certainly thinks about the right defense strategy to be able to play an active role in the region. Undoubtedly, this action will be related to Indonesia's free-and-active foreign policy. As a region that has strategic points, countries in the Indo-Pacific Region carry out an agenda to be able to solve problems in a peaceful way by increasing mutual trust. Naturally, it will make the Indo-Pacific Region as a central region in the future. Based on the findings, Indonesia's foreign policy takes part in an active role at the international level by promoting the concept of cooperation in the Indo-Pacific Region to increase mutual trust between countries. In addition, countries in the region participate in mutually beneficial openness in order to create security stability in the region. Indonesia's foreign policy is considered to be appropriate and useful in the midst of situations in competing for having influence in the region. Thus, Indonesia's role in the Indo-Pacific cannot be separated from the character of Indonesia's current foreign policy which emphasizes �middle power� and leadership in the region.

<p><strong>Abstrak</strong> – Kawasan Indo-Pasifik merupakan kawasan yang menjadi perhatian dunia saat ini, karena kekuatan di bidang politik, ekonomi dan militer dari negara-negara yang ada didalam kawasan tersebut. Permasalahan keamanan yang terjadi di kawasan tersebut menjadi perhatian dunia dan Indonesia merasa perlu berperan aktif dalam menciptakan perdamaian dan keamanan di kawasan. Oleh karena itu, melalui mantan Menteri Luar Negeri Marty Natalegawa, Indonesia mengajukan sebuah gagasan pembentukan Indo-Pacific Treaty of Friendship and Cooperation untuk menjaga keamanan kawasan. Artikel ini bermaksud mengetahui makna dan tujuan gagasan pembentukan traktat ini, serta prospek dan masalah dalam mewujudkannya. Di akhir penelitian ditemukan simpulan bahwa gagasan dan tujuan dari pembentukan Indo-Pacific Treaty ini adalah menciptakan mekanisme untuk mempromosikan cara damai dan saling percaya dengan tidak menggunakan cara pengerahan kekuatan militer dan tidak merugikan pihak-pihak lain di dalam kawasan. Walaupun untuk saat ini prospek mewujudkan gagasan ini masih kecil dikarenakan adanya sejumlah masalah yang menghadang, namun gagasan ini tetap dapat diwujudkan di masa depan dengan menggunakan strategi yang mendapat dukungan dari negara-negara lain di kawasan.</p><p><br /><strong>Kata Kunci</strong> : gagasan, indo-pacific treaty, prospek, masalah, keamanan kawasan, kerjasama keamanan</p><p><br /><em><strong>Abstract</strong></em> – Indo-Pacific region is an area of concern for the world today, because of the power in politics, economics and military of the countries that are in this region. Security problems that occur in this region become the attention of the world and Indonesia felt it necessary to play an active role in establishing peace and security in the region. Therefore, through the former Minister of Foreign Affairs Marty Natalegawa, Indonesia proposed the idea of establishment an Indo-Pacific Treaty of Friendship and Cooperation for maintaining regional security. This article intends to determine the meaning and purpose of the idea of this treaty, as well as the prospects and problems in realizing them. In conclusion, the idea and the purpose of the establishment of Indo-Pacific Treaty is to create mechanisms to promote peaceful means and mutual trust without deployment of military force and harming other parties in the region. Although for now the prospect of realizing this idea is still small due to a number of problems facing, but this idea can still be realized in the future by using a strategy that has the support of other countries in the region.</p><p><br /><em><strong>Keywords</strong></em>: idea, indo-pacific treaty, prospects, problems, regional security, security cooperation</p>

In this chapter we argue that, in the Indo-Pacific region since the ‘end’ of the ‘old’ Cold War, there has been a process of political and economic competition among regional great powers for influence over Indo-Pacific core middle powers. One of the essential aims of this process is to create a regional middle power coalition in opposition to either China or the US, one of the elements of the new Cold War. As a result, the foreign policies of US-co-opted states will exhibit a shift in emphasis towards support for the US pivot and an expression of a greater foreign policy interest than heretofore in the Indo-Pacific region, following the US. The result is that an Indo-Pacific self-identification and an ‘Indo-Pacific narrative’ become important components of the foreign policy rhetoric and debate of US-co-opted states.

Abstract Indonesia has taken a leadership role within the Association of Southeast Asian Nations (ASEAN) in drafting a common outlook on the Indo-Pacific concept. The widening of Indonesia's geostrategic canvas from the Asia–Pacific to the Indo-Pacific is in line with President Joko Widodo's intent to make Indonesia a Global Maritime Fulcrum (GMF). In view of the rivalry between the US and China and the emergence of various Indo-Pacific initiatives from other countries, Indonesia believes that ASEAN must try to maintain its centrality. The draft of Indonesia's perspective for an ASEAN outlook on the Indo-Pacific: towards a peaceful, prosperous, and inclusive region was submitted for considerations by ASEAN, and after 18 months of intensive lobbying by Indonesia the concept was finally adopted at the ASEAN Summit in June 2019. The ASEAN outlook promotes the principles of openness, inclusiveness, transparency, respect for international law and ASEAN centrality in the Indo-Pacific region. It proposes a building-block approach, seeking commonalities between existing regional initiatives in which ASEAN-led mechanisms will act as a fulcrum for both norm-setting and concrete cooperation. Rather than creating a new regional architecture, the East Asia Summit (EAS) is proposed as the platform for advancing the Indo-Pacific discourse and cooperation. Indonesia's ASEAN outlook on the Indo-Pacific marks its renewed foreign policy activism as a middle power and underlines the continuing importance that Indonesia places on ASEAN as the cornerstone of its foreign policy, emphasising ASEAN's centrality as the primary vehicle for managing relations with the major powers in the Indo-Pacific region.

The new foreign policy team is more professional and with an Asian focus than its older counterpart. Although still fragmented, it may have stronger leadership and better coordination. This is critically important because China is at a defining moment as to its international role. Xi Jinping's closer ties with the military and his hands-on style may encourage assertive nationalism and more active role of the military in foreign affairs.

While the Suga administration has managed Japan’s foreign policy towards ASEAN (Association of Southeast Asian Nations) relatively well on the basis of the “Free and Open Indo-Pacific” that former Prime Minister Abe had envisioned, the administration left a task for the next prime minister to creatively devise a foreign policy strategy to manage the three main challenges in the Indo-Pacific region concerning ASEAN Centrality, Indo-Pacific institutional arrangement and value-based diplomacy.

This article deals with the impact of various factors on the perception of Russia in different European countries. The focus is on the role of mass media, expert and political elites in forming of Russia's image, especially in the context of Ukrainian crisis. In this article, the reaction of different European counties to events in Ukraine, the polarization of European space is analyzed: some countries prefer to put a pressure on the Russian Federation, other – to find a way out of the critical situation and reach a compromise. Some political establishment representatives in France, Germany, Czech Republic support Russia and the reunification with Crimea, dispute sanctions against Russia. For such politicians, this support results from anti-American views and independent foreign policy aspirations. Other representatives of the European elite demand tougher approach and more pressure on Russia by any means whatsoever (including military ones). European business-communities reveal great interest in solving issues related to sanctions. Many entrepreneurs in Europe (in particular major corporations in France, UK, Germany, Italy), who profit from long and fruitful cooperation with Russia, are against anti-Russian sanctions. In view of the Ukrainian crisis, Russia has to face and solve various important issues. How can Russia implement a modernization project after burning all traditional bridges to the West and western friends and partners? What is the right way for Russian foreign policy to support and defend Russian-speaking people all over the world? Which European political forces can provide support to Russia? How can civil society affect and influence cooperation between Russia and Europe?

Indo-Pacific has emerged as a region of great movement, conflict and cooperation, contestations and coalition-building. The emergence of minilateral and multilateral cooperation by the middle powers is increasing in the region, with the regional countries enthusiastically mapping the region focussing on their centrality. History proves that the role of middle-power countries became more prominent during the moments of international transition. The two contrasting powers like India and Australia; one with a post-colonial identity in foreign policy-making, subtle emphasis on non-aligned movement (NAM) and emerging as an influential power, and, on the other, a traditional middle power with an alliance structure and regionalism akin to the Western model, have equal stakes in the region and it is inevitable for them to take a leadership position in building what is called a middle power communion in the Indo-Pacific. This article will explore the understanding of middle powers and how India and Australia, as middle powers; are strategically placed and, being great powers within their respective regions; take the responsibility of region-building and maintaining peace with great powers, and how the Indo-Pacific and Quad are emerging as discourses within their foreign policy-making.
