The active use of information and communication technologies has led to changes in all spheres of human activity. However, this has also affected the emergence of new opportunities for criminal activity. Digital crime today is computer-related, it is committed against human life and health, against property, etc. This raises issues related to detecting, recording and researching digital crime traces of unlawful acts. Working with digital traces is very difficult for most practitioners, because there is no clear algorithm of actions and recommendations on the issue under consideration. Purpose: to analyze the current legislation in the field of digital technologies and develop tactical recommendations for detecting, seizing and recording digital traces. Methods: the authors use general scientific methods, comparative law method, as well as logical techniques such as analysis and synthesis. Results: the study allows us to develop tactical recommendations for detecting, seizing and recording digital traces of crime.

The article deals with the problem of integration of scientific and technological progress, in particular information and communication technologies in human life, the emergence of an alternative level of dependence of the individual on information and technogenic factors in the psycholinguistic aspect. Analysis of theoretical and practical prerequisites of influence of scientific and technological sphere on a person, particularly information and communication technologies on its psycholinguistic potential, estimation of depth, and practical consequences of influence and further prospects. The general scientific methods of analysis and synthesis of the research problem were used, formalizing the results of domestic and foreign sources, systematization, and comparing existing estimates to identify significant and minor factors and their correlation, generalization of results, forecasting of prospects. Scientific and technological progress in changing man's world has adjusted his ability to choose information, analyze it critically, and formulate objective decisions. More and more people are given not information for analysis but conclusions. The existence of human dependence on information technology comes from the understanding that their creation is a projection of the inner world of man, his views and motives. Therefore, dependence is a downside to existing technological comfort, living conditions, and communication. At the same time, competition requires constant updating of people's knowledge of technology, which only exacerbates this dependency, personal energy costs, psychological fatigue, and problems of motivation. One of the conditions for effective human existence in the information and communication system is violated - synchronization of information processing processes, which negatively affects the psycholinguistic level. The level of human dependence on technology is unprecedented, and further expansion and self-interest will only worsen, in particular psycholinguistic perspectives. The improvement of the situation does not lie in the technological plane, as it increases the level of social morality, an ethos of man and community. An analysis of problems occurring during the application of civil liability in legal relationships using information and communication technologies is being conducted in this scientific research. Apart from the absence of legal norms, there are conflict-of-laws rules, contradictions in which are to be resolved. The research of the turnover using digital technologies takes a big part in the legal doctrine. It must be noted that several fundamental works have appeared that make it possible to create a harmonious and non-contradictory system of legal regulation. However, there are still some unresolved questions left; for instance, ones concerning the mechanism of legal regulation of civil liability of subjects that have entered relations using digital technologies. The analysis of the civil law doctrine, the propositions of current Russian and international legislations, and legal practice have revealed a complex of problems connected to the civil liability of subjects entering legal relations using information and communication technologies. It became possible to systemize them depending on the subject and their role in the initiation or termination of the relation. A range of methods (general, general scientific and legal) has made it possible to make conclusions about the reasons why legal regulation is imperfect and why conflicts exist (to prevent them from happening in the future), formulate a legal regime of liability of subjects of the main or supporting group, suggest alterations to the current Russian legislation, aimed at bringing the owner of the information system to account.

At the present stage of rapid formation of the digital space, the problems of e-commerce development are becoming relevant. The article aims at generalizing and systematizing the existing scientific approaches to the interpretation of the "e-commerce" concept, and substantiating the author’s approach to defining the essence and content of this term. To achieve this goal, methods of analysis and synthesis, comparison, structural and logical generalization, and classification are used. It has been found out that most researchers identify e-commerce with such concepts as e-business, Internet business, IT business, e-marketing, e-trading, digital marketing, Internet-marketing, Internet-trading, Internet-commerce, e-retail, virtual trading, distance trading, electronic trading. Scientific approaches to formulating the term "e-commerce" can be systematized according to classification groups: part of e-business; type of economic activity; economic activity; commercial activity; type of electronic commercial activity; type of entrepreneurship; specific type of trade; marketing strategy; type of business process; electronic interaction of economic entities; type of trade through information and communication technologies; electronic commercial agreement; type of public relations for the sale of goods; a set of rules for the implementation of electronic relations for the purchase and sale of goods. Summing up the results of scientific research on the conceptual framework, the author interprets the term "e-commerce" as a component of e-business, the essence of which is to strengthen partnerships in buying and selling products using digital technologies and information systems; as an effective form of organizing logistics activities of enterprises by using information and communication technologies and systems; as a tool for promoting products in the market using digital technologies.

This article examines the specifics of distance and contact training with students of engineering, technical and legal specialties. In this regard, the distinctive features of modern students as representatives of the digital generation are revealed, the concept of professional universalism is considered, the relevance of the use of information and communication technologies in the educational process of the university is determined. The article aims to consider the types of competencies developed by the discipline «Foreign language of business and professional communication», as well as to define the main models of training students, taking into account the changing formats of education. The goal and objectives of this discipline are formulated. Methods: general scientific methods of observation, experiment and modeling, and special scientific methods: descriptive and structural are used. Results: the analysis of the discipline «Foreign language of business and professional communication» in non-linguistic universities reveals the relevance of new digital competencies of participants in the educational process in connection with the transition to distance education, as well as the need to change the approach to teaching this discipline.

The purpose of this article is to analyze the current state of application of the most common information and communication technologies in the educational process of institutions of general high school in Ukraine and in the world under the influence of information and the technological revolution to modernize. General scientific methods were used, such as analysis and synthesis, the theory of innovation by I. Schumpeter with additions by B. Twiss and M. Lapin, as well as the theory of social interaction by P. Sorokin. An empirical study was carried out on the advantages and disadvantages of the introduction of information and communication technologies in the educational process, research was carried out with 120 people, including 20 parents, 50 students and 50 teachers. As a result of the study, the basic trends of modern reform of general secondary education under the influence of information and communication technologies were investigated and the main positive and negative aspects of global information and communication trends were analyzed, as well as the consequences of incorporations as well. and delayed urgent reforms.

RESUMO: Pesquisar a inserção das tecnologias digitais da informação e comunicação nos contextos formativos envolve problematizar as percepções, apropriações e significações de professores e alunos sobre a questão. Este texto buscou identificar as produções científicas brasileiras (teses e dissertações) a respeito do letramento digital na formação de professores, realizadas entre os anos de 2010 a 2018. Utilizamos a revisão sistemática como procedimento metodológico, com o auxílio do software Parsifal. Pontuamos as seguintes equações para verificar nos trabalhos: quais objetivos de pesquisa essas produções revelam? Que perspectivas de letramento digital e quais procedimentos e instrumentos metodológicos os pesquisadores adotaram? Quais resultados dos processos de letramento digital trabalhados na formação de professores foram revelados? Como resultados, validamos 37 trabalhos, que apontam as configurações das propostas de formação com usos das tecnologias digitais que procuram responder às novas dinâmicas sociais para as quais os alunos-professores precisam estar aptos. De acordo com as pesquisas encontradas, os cursos de formação inicial ou continuada têm inserido as tecnologias digitais em suas práticas, mas as possibilidades de usos ainda são muitas. PALAVRAS-CHAVE: letramento digital; formação de professores; revisão sistemática.   ABSTRACT: Researching the insertion of digital information and communication technologies in the formative contexts involves problematizing teachers and students’ perceptions, appropriations and meanings about the issue. This text sought to identify the Brazilian scientific productions (theses and dissertations) regarding digital literacy in teacher education, between the years 2010 to 2018. We used the systematic review as a methodological procedure, with the help of the Parsifal software. We scored the following equations to verify the work: which research objectives do these productions reveal? What perspectives of digital literacy and what procedures and methodological instruments did the researchers adopt? What results of the digital literacy processes worked on in the training of teachers were revealed? As results, we validated 37 works, which point out the settings of training proposals with uses of digital technologies that seek to respond to the new social dynamics that student-teachers need to be able to. According to the research works found, the initial or continued training courses have lent themselves to insert the digital technologies, but the possibilities of uses are still many. The introduction of information and communication technologies into the educational process began more than twenty years ago, along with the rapid spreading of computers around the world. However, not all educational institutions have supported the inclusion of information and communication technologies into the educational process for the above-mentioned quite a long period of time. Most likely, this was due to insufficient financial investments in modernization. In addition, insufficient attention was initially paid to training of teachers for working with digital technologies. At present, when information and communication competence has already been included into all international standards for teachers, it turned out that neither graduates from teacher training institutes nor teachers who have been working for already a long period of time have sufficient competencies for using digital technologies in practice. A comparative analysis of Russian and European professional standards for teachers is carried out, and the competencies they should possess are considered. Various versions of the information literacy definitions are given, which have undergone changes in the technological development process. Special attention is paid to the requirements for competencies of foreign language teachers in the field of digital technologies. The list of the currently available digital tools, including mobile devices, is discussed. The students actively use such technologies to learn languages, but to yield a really positive effect, digital tools should be integrated directly into the educational process in a professional manner. The experience of work with digital technologies gained by the teachers of the NRU MPEI Department of Foreign Languages is considered. A conclusion has been drawn, according to which a high level of information literacy enables teachers not only to change their own pedagogical methods, but also to open new horizons for their students, who, in turn, gain access to high quality education.

The paper analyzes up-to-date distance learning technologies used in European education system for ensuring overall organization of the educational process during the COVID-19 pandemic. Quarantine conditions have become a catalyst for development and practical testing of virtual learning tools and innovative pedagogical technologies, and application of the experience with them is a necessity of today and a strategy for the future. The article is focused on distance learning technologies in higher education. Institutions of England, Germany and France are chosen for the study due to their banner quality of educational service, like the University of Oxford, for example. The basis for successful conduct of all types of classes is employment of universities’ own specialized learning platforms. The learning model remains more similar to the traditional one. The main role continues to belong to communication between qualified teachers and students through various interactive web applications, while digital technologies create space for such interaction, filling it with learning materials. Students get access to all educational services using a single password to the university network. At the same time, some learning materials are available with open access, video lectures and podcasts are popular. Unlike other countries, education in Germany is governed by strict principles of information and data protection. In the contrary, in France many courses have been made available on network, and the education system has instantly adapted to work in virtual mode through the developed system of national distance learning platforms and the massive open online courses. The result of effective distance learning organization in Europe during the pandemic is that the introduction of digital technologies and transition to more flexible learning models become the education strategy at the state level, while pedagogy becomes an area of advanced development of information and communication technologies. This analyzes how Information and Communication Technologies (ICT) can be used by governments to involve all citizens in society life through increased access to education, employment, public services, as well as participating in decision-making. Given the risks of deeper social exclusion associated with the lack of digital competences or capabilities, targeted measures to encourage ICT engagement may strategically be implemented to provide equal opportunities. Furthermore, digital technologies open up new communication channels that governments can use to deliver valuable citizen-oriented public services and foster social and political involvement. In order to reach inclusiveness and participation objectives, technology is obviously not enough. Some commitment to openness and transparency, as well as an effective assessment of policy outcomes range among the pillars of a successful approach to digital governance.

Developments in information and communication technologies have raised the issue of the intergenerational digital divide that can take place between “digital natives” and “digital immigrants”. Despite emphatic claims concerning how educational systems must take into account the specific characteristics of “digital natives”, sound empirical research on these topics is lacking, especially for Europe. This paper presents the results of research performed during the course of 2008, studying how university students in Italy use digital technologies. The research is based on a survey of 1086 undergraduate students at the University of Milan-Bicocca, complemented by focus groups and in-depth interviews. The results of our research show that, even if university students are familiar with digital technologies, the general possession of high level skills in accessing and using the Internet should not be taken for granted.
