The article deals with the problem of integration of scientific and technological progress, in particular information and communication technologies in human life, the emergence of an alternative level of dependence of the individual on information and technogenic factors in the psycholinguistic aspect. Analysis of theoretical and practical prerequisites of influence of scientific and technological sphere on a person, particularly information and communication technologies on its psycholinguistic potential, estimation of depth, and practical consequences of influence and further prospects. The general scientific methods of analysis and synthesis of the research problem were used, formalizing the results of domestic and foreign sources, systematization, and comparing existing estimates to identify significant and minor factors and their correlation, generalization of results, forecasting of prospects. Scientific and technological progress in changing man's world has adjusted his ability to choose information, analyze it critically, and formulate objective decisions. More and more people are given not information for analysis but conclusions. The existence of human dependence on information technology comes from the understanding that their creation is a projection of the inner world of man, his views and motives. Therefore, dependence is a downside to existing technological comfort, living conditions, and communication. At the same time, competition requires constant updating of people's knowledge of technology, which only exacerbates this dependency, personal energy costs, psychological fatigue, and problems of motivation. One of the conditions for effective human existence in the information and communication system is violated - synchronization of information processing processes, which negatively affects the psycholinguistic level. The level of human dependence on technology is unprecedented, and further expansion and self-interest will only worsen, in particular psycholinguistic perspectives. The improvement of the situation does not lie in the technological plane, as it increases the level of social morality, an ethos of man and community. The active use of information and communication technologies has led to changes in all spheres of human activity. However, this has also affected the emergence of new opportunities for criminal activity. Digital crime today is computer-related, it is committed against human life and health, against property, etc. This raises issues related to detecting, recording and researching digital crime traces of unlawful acts. Working with digital traces is very difficult for most practitioners, because there is no clear algorithm of actions and recommendations on the issue under consideration. Purpose: to analyze the current legislation in the field of digital technologies and develop tactical recommendations for detecting, seizing and recording digital traces. Methods: the authors use general scientific methods, comparative law method, as well as logical techniques such as analysis and synthesis. Results: the study allows us to develop tactical recommendations for detecting, seizing and recording digital traces of crime.

This article examines the specifics of distance and contact training with students of engineering, technical and legal specialties. In this regard, the distinctive features of modern students as representatives of the digital generation are revealed, the concept of professional universalism is considered, the relevance of the use of information and communication technologies in the educational process of the university is determined. The article aims to consider the types of competencies developed by the discipline «Foreign language of business and professional communication», as well as to define the main models of training students, taking into account the changing formats of education. The goal and objectives of this discipline are formulated. Methods: general scientific methods of observation, experiment and modeling, and special scientific methods: descriptive and structural are used. Results: the analysis of the discipline «Foreign language of business and professional communication» in non-linguistic universities reveals the relevance of new digital competencies of participants in the educational process in connection with the transition to distance education, as well as the need to change the approach to teaching this discipline.

The purpose of this article is to analyze the current state of application of the most common information and communication technologies in the educational process of institutions of general high school in Ukraine and in the world under the influence of information and the technological revolution to modernize. General scientific methods were used, such as analysis and synthesis, the theory of innovation by I. Schumpeter with additions by B. Twiss and M. Lapin, as well as the theory of social interaction by P. Sorokin. An empirical study was carried out on the advantages and disadvantages of the introduction of information and communication technologies in the educational process, research was carried out with 120 people, including 20 parents, 50 students and 50 teachers. As a result of the study, the basic trends of modern reform of general secondary education under the influence of information and communication technologies were investigated and the main positive and negative aspects of global information and communication trends were analyzed, as well as the consequences of incorporations as well. and delayed urgent reforms.

The article reveals the central role of information and communication technologies in the economy of the country, which have long become an important component of each person’s life and is a defining characteristic of digital transformation. The basis of digitalization is the digital presentation of data, which leads to better quality of life and economic efficiency of the individual country and the world as a whole. The article analyzes the specific features of digital economy and stipulates the consistency of creating the digital employment. It has been determined that the development of the digital economy and digital technologies leads to changes in all spheres of human life, predominantly in employment relations, manifested in the appearance of digital workplaces, workers with digital competencies, specific relations in the digital segment of labor market. The results of the work in the digital segment are the technologies, products, and services, some of which are analyzed in the article (eHealth, digital insurance, e-security, e-rights and e-technical passport, smart cities, SmartFactory – smart production, digital workplace, blockchain, “GAFAnomy”). In the digitalization process, the employment acquires the multivector flexibility, and has both positive and negative consequences. Taking these consequences into consideration is necessary for regulating the economic and social sphere.

This special issue approaches information and communication technologies (ICT) visions and their realisation/implementation at various levels, among different actors and from various perspectives. Conceptually, we distinguish three different dimensions, even though those overlap in the individual contributions as well as in empirical reality – namely ideational, instrumental, and relational. The different contributions address both visions formulated by the Chinese state and by individual actors such as entrepreneurs. Even though the conditions for the use of ICT in China are deeply affected by state governance, this governance is in no way tantamount to one single government. As this issue’s contributions show, state attempts at building a stable cyber-governance are in need of allies and, depending on the allies’ visions and other, competitive visions, the outcomes of these dynamics are seldom truthful realisations of one original grand masterplan.

Ways of disseminating(Verbreitungsmedien) information through different media have rapidly changed owing to technological progress, especially in the field of information and communication technologies. Reflecting the changes in terms of conditions of technological progress, communication methods, and abilities have also changed. On the Internet, contents with different expressions of difficulty are mixed even though they have almost the same contents. A user who intends to search for new things or unknown things may get confused and spend a lot of time in selecting contents that are understandable for them because there are large amounts of similar contents with different difficulties. Herein, The characteristics of relevant simplified corpora are critical for everybody. In this research, we propose a method to compare two types of documents with different difficulty, and select a characteristic related to simple of expression from various characteristics related to text. In our proposed method, thousands of text characteristics are compressed and converted by Non-negative Matrix Factorization(NMF), and a basis for characterizing the simplified document is selected. The proposed method combines the characteristics of the most conducted research using the characteristics of 32 types and 2,196 dimensions. We evaluated the text characteristics in the NMF Base of the results using a classifier. As a result of applying the proposed method to two kinds of environment white papers, it became clear that an effective basis can be selected. In Addtionally, We showed estimate of the causation relationships, Optimization of the parameter. Furthermore, We showed flexibility to other media.

Diffusion of information and communication technologies is a global phenomenon. In spite of rapid globalization there are considerable differences between nations in terms of the adoption and usage of new technologies. Several studies exploring causal factors including national cultures of information and communication technology adoption have been carried out. The focus of this chapter is slightly different from other studies in this area. Rather than concentrating on the individual information technology an overall e-Government readiness is the focus. This research conducted an analysis of the impact national culture has on e-Government readiness and its components for 62 countries. E-Government readiness assessment used in this study is based on the UN E-Government Survey 2008, while the national cultural dimensions were identified using Hofstede’s model of cultural differences. The research model and hypotheses were formed and tested using correlation and regression analysis. The findings indicate that worldwide e-Government readiness and its components are related to culture. The result has theoretical and practical implications.

The European Space of Higher Education (ESHE) is a new conceptual formulation of the organization of teaching at the university, largely involving the development of new training models based on the individual student’s work. In this context, the University of Granada has approved two plans of Educational Excellence to promote a culture of quality and stimulate excellence in teaching. The Area of Environmental Technology in the Department of Civil Engineering has developed an innovative project entitled Application of new Information and Communication Technologies (ICT) to the Area of Environmental Technology teaching to create a new communication channel consisting of a Web site that benefits teacher and student (“Environmental Studies Centre”: http://cem.ugr.es). Through this interactive page, teachers can conduct supervised teaching, and students will have the tools necessary for guiding their learning process, according to their capacities and possibilities. However, the material is designed to serve as a complement to the traditional method of attended teaching.
