During the pre-war and war [WWII] years, the libraries took part in accomplishing military and defense tasks: promoted knowledge on air and chemical defense, sanitation, etc. The libraries participated in universal military training of population. They cooperated closely with Osoaviakhim (Society for the Promotion of Aviation and Chemical Defense) that was publishing a number of specialized publications intensively used by the libraries in their popularization work. The libraries contributed to the country’s defensive power both theoretically and practically. They conformed to the decrees of the Council of People’s Commissars and The State Defense Committee (in the first war days). The author specifies the main vectors of the libraries’ interaction with the Red Army divisions, training of new recruitees, front support. The promotion of military defense knowledge by the libraries all over the country including the capital libraries and the libraries in Soviet republics is also discussed. The article is based on archival materials listed in the bibliography attached.

The article is sanctified important aspect in eradicating illiteracy in the years of Soviet power - training soldiers and youth of premilitary age. From the state of literacy of the population category to a large extent dependent on the fighting capacity of the Red Army. Having analyzed the historical scientific literature on the subject, the conclusion is made that the topic under consideration was studied to date is not enough. It is noted that in its entirety the problem of improving the combat training of the Red Army stood in 1923, when she moved to a peacetime footing. At the same time it developed a decree the Central Executive Committee and the CPC to bring to mandatory classes in literacy of youth of premilitary age during the passage of pre-conscription military training. The paper revealed that in the late 1920s - early 1930s. work on training soldiers and youth of premilitary age continued during the cultural campaign. It is indicated that the organization of training, considerable attention was paid to the content of educational material related to the political education of soldiers. The peculiarities, difficulties and shortcomings in the organization of work with the staff of the Red Army in Orenburg: low attendance of paragraph literacy, large dropout of them. The article concludes that the system of eradication of illiteracy in the difficult war years, has proven to be extremely vital importance and necessity in the case of direct protection, strengthening and building of the state. This was an important factor in the victory of the Great Patriotic War.

The article is devoted to the study of the actions of the Soviet state on agitation and propaganda protection of state interests in the Ivanovo region in 1941. It reflects the measures of the Soviet government and the state defense Committee of the USSR to prevent uncontrolled forms of dissemination of information that arouses alarm among the population and measures of responsibility for these actions. Important attention is paid to such official means of countering German propaganda in the Ivanovo region as radio broadcasting, periodicals and film production. It shows the specifics of their activities in the most difficult conditions of the initial period of the great Patriotic war, the degree of perception of the population of the region of the information they bring. The article is based on the materials of the Russian state archive of socio-political history, the state archive of the Ivanovo region and the local periodical press. The results of this research may be of interest to specialists in the history of the great Patriotic war, students of higher educational institutions, as well as the General public.

This archaeographic publication is devoted to the study of the history of one of the many defensive battles that took place on the territory of Belarus at the end of June 1941. The article introduces into scientific circulation two documents previously unknown to researchers of the Soviet special services on the state of the 47th Rifle Corps. The commentary, based on the use of little-known documentary information, reveals the content of the traditional and new historiographic narratives about the defensive battles of the Red Army in the context of solving local problems of keeping one of the defensive lines on the Berezina River near the Belarusian city of Bobruisk by Soviet troops. The work is intended for specialists in the history of the Great Patriotic War

The review is dedicated to the collection “Buryatia in the days of the Great Patriotic War: 1941–45,” compiled from documents stored in the fonds of the State Archive of the Republic of Buryatia (GARB). The publication includes over 400 documents revealing various aspects of the republic inhabitants’ activities in the wartime. Documents are grouped into two sections. The first section mostly contains previously unpublished record keeping materials: decisions of local bodies of Soviet power at various levels, extracts from meetings of party committees, resolutions of rallies, reports on fulfillment and overfulfillment of state plan for supplying industrial and agricultural products, as well as appeals of workers and collective farmers to the Central Committee of the CPSU (B) and to J. V. Stalin personally. Some documents reveal the scale of uncompensated assistance provided by the residents of Buryatia, who gave money, livestock, and personal belongings to the state Defense Fund. Of interest is published correspondence with the command of partisan detachments, formed in part from residents of the republic, reports on trips to the front with labour gifts, and other documents. The second section contains sources of personal provenance: diaries and correspondence of military personnel called to the front from the republic and letters from the inhabitants of Buryatia to the army. Among the documents in this section there are excerpts from the diary of the Hero of the Soviet Union V. B. Borsoev, which is being published for the first time in this volume. The author describes the first period of World War II, the difficulties in supplying the warring army, the inability of the Red Army to fight and that of the commanders to control the troops. Front-line letters from soldiers and officers to their relatives and friends tell of the exploits and everyday life of the warring army, of the desire to defeat the enemy as quickly as possible and to return to peaceful life in the republic. The letters of the Kozulin brothers – Ivan, Alexei and Alexander, tankers who died in 1941–42, will undoubtedly attract the readers’ attention. The documents of the collection create a holistic picture of life and production activities of the population of Buryatia in the days of the war, reflect the complex and dramatic process of the regional economy restructuring for the needs of the country's defense, convey the labour heroism of industrial and agricultural workers and creative intelligentsia of the republic. The materials of the book recreate a true picture of those events, greatly enrich our knowledge on the life of the population of Buryatia in 1941–45, and, undoubtedly, serve as a valuable source for historians and for those interested in the topic.

The current situation in the world draws public attention to the problems of building the armed forces and keeping their readiness to provide defense and security of the country. Rigid centralization of military construction in such collective bodies as the State Defense Committee, the General Headquarters of the Supreme Commander, determination and meticulous work of folk commissioners and the General Staff to identify areas of building and resource mobilization for the implementation of decisions taken can serve as a guide for solving similar problems in our days. Balanced development of the armed forces, technical equipment of modern weapons, timely replacement of losses, creation and transfer of reserves, training in a rigid time limit - it is not a complete list of the problems of military development, which made the success and victory in the war possible. On the eve of the 70th anniversary of the Soviet victory in this war it is not only important not to forget about the titanic work done, dedication and heroism of the older generation of our compatriots, the generation of victors, but also to reflect on the acute problems of the present, in order to be worthy of the glory of our ancestors and preserve their honor to future generations of Russians.

The article reveals the essence and specificity of culture as an important component of the spiritual factor of victory. Special attention is paid to the characteristics of fiction. The article substantiates the moral and aesthetic impact on the consciousness of defenders of the Motherland, such works of art as“They fought for the Motherland”,“Leningrad poem”,“Russian character”,“Invasion”, etc. The article describes the significant role of theatrical art, which reveals the moral values of the people and Soviet soldiers. This is reflected in such plays as: “the Front”; “the Guy from our city”; “Once upon a time”, etc. The article substantiates the important role of the spiritual influence of cinema on Soviet people. This influence was realized through artistic images of selfless service to the Motherland, loyalty to military duty. Among these films: “Two fighters”, “Wait for me”, “Front-line friends”. During the war, as the article emphasizes, an important component of the spiritual factor of victory was the musical art. Activities in this area of culture famous musicians:B. Astafiev, S. Prokofiev, D. Shostakovich, A. Alexandrov, V. Soloviev-Sedoy, and others, was implemented in operas, symphonies, cantatas and songs, which by their nature emotional expression differed Patriotic and epic strength. The purpose of the research : to reveal the axiological components, culture of the Russian world, as important components, spiritual factor during the great Patriotic war. Conclusions : the culture of the Russian world at various stages of the great Patriotic War, through a variety of means and forms, actively mobilized all Soviet people to defend the Motherland and defeat Nazi Germany. The spiritual culture of our country and its types, in the course of functioning, during the war, clearly and expressively revealed the idea of patriotism, courage, bravery and heroism, and encouraged the Soviet people, the soldiers of the red Army, to achieve a great Victory.

The main focus is on the years of the great Patriotic war, during which Mikhail Yakovlevich led the state sanitary Inspection of Leningrad. The memoirs of contemporaries about M. ya. The article analyzes the results of the state policy implementation withing the formation and development of the Soviet judicial system on the example of Smolensk Governoral Court. The authors set the goal, based on the analysis of sources not introduced into a wide scientific circulation, primarily stored at the State Archive of the Smolensk Region to restore the history of the creation and operation of justice institutions in the Smolensk region in the 1918s–1923s. The source base of the study was composed of documents stored at Smolensk State Regional Archive, materials on the history of the judiciary, statistical materials of the period under the study, documents on the history of the party-state bodies of the Smolensk region. The article studies current office documentation of both the higher and regional state bodies (Workers 'and Peasants' Government, People's Commissariat of Justice, Smolensk Governoral Executive Committee) and local authorities (Smolensk Council of Working People's Deputies, Executive Committee of Smolensk Governoral Council of Workers, Peasants' and Red Army Deputies), as well as Smolensk Governoral Court. The authors analyze the Soviet experience in the formation and development of judicial bodies under specific historical conditions; they consider transformations in the judicial system of the Smolensk Governorate in the 1917s–1922s, as well as the formation of Smolensk Governoral Court. The article studies legal foundations of the Soviet judicial system formation, characterizes processes of creating a judicial apparatus in the first years of Soviet power and analyzes activities of Smolensk Governoral Court during its formation. The authors reveal the essence, degree of efficiency, concrete results, political and socio-economic consequences, positive and negative lessons from the Soviet judicial system existed in Russia. The authors assume that the development of new legislation system in the 1920s was caused by the need to reform legal sources as the main means of socialism building. The authors conclude that the transformation of the Soviet judicial system completed the transition from the principle of «revolutionary expediency» to the principle of «revolutionary legality».
