The article is devoted to the study of the constituent factors of the environment of business entities in the dairy industry and to identify the vector of their impact on the efficiency of economic activity. It is substantiated that the urgency of the study of the environment of business entities in the dairy industry is due to the possibility of developing effective development strategies. The significant influence of political and legal environment on the sustainability of the dairy industry, especially state support tools. It is argued that the economic conditions for the functioning of dairy farming are mainly threats, the manifestation of new opportunities will occur under the condition of increasing the average per capita income, improving the raw material base. The duality of the influence of social factors on the development of dairy farming, with a predominance of positive, and strategic priorities of social policy should be - improvement of rural areas, changing the declining population and the outflow of highly qualified professionals, attractive employment for young professionals. It was revealed that the level of technical and technological support of the dairy industry is insufficient, which increases the negative impact on the effective development of economic entities. The factors that hinder the effective development of agricultural producers for milk production are systematized: low efficiency and lack of systematic state support - 74% of respondents; manifestation of price disparity - 50.1%; critical condition of material and technical base - 48.3%; low opportunities for expansion of agricultural lands - 46.7%; lack of qualified personnel - 45.9. The measures to be taken by the management of agricultural enterprises to eliminate the negative impact of adverse factors have been identified: 53.2% of respondents plan to take measures to improve product quality; 42.3 - to improve the technological process of production (milking, feeding, maintenance); 26.5% - increase the number of cows and improve the breed composition; 16.9% - to modernize farm buildings; 14.2% to improve working conditions. The competitive environment of functioning of agricultural enterprises on milk production on the basis of use of model 5 of forces of competition is investigated and the level of competition among commodity producers is defined, influence of force of suppliers and buyers, threat of emergence of new competitors, presence of milk substitutes is defined. The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

Topicality. The task of improving the efficiency of the dairy market, as one of the strategic markets of Ukraine, necessitates solving many problems of its development, in particular, reducing the raw material base, unbalancing relations between entities, reducing the quality of dairy products, increasing imports and more. The main direction of solving the problems is to ensure equal conditions for the participation of small and medium producers in the reproduction process by creating multifunctional dairy cooperatives with a complete cycle of dairy products. Aim and tasks. The purpose of the article is to substantiate the components of the organizational and economic mechanism of formation of reproduction logistics of the dairy market, focused on ensuring equal conditions for the movement of dairy products between small, medium and large market participants on the basis of priority state support for multifunctional dairy cooperatives with the completed reproduction cycle of product traffic. During the research the following methods were used: dialectical, theoretical generalization and comparison, graphical, structural-logical method. Research results. Ensuring equal conditions for the participation of small and medium-sized producers in the reproduction process of the market is possible only through the in-depth transformation of existing mechanisms and organizational and legal forms of milk production on the basis of their priority state support. The proposed structural model of multifunctional dairy cooperatives compared to the traditional structure of existing cooperatives provides for the presence of its own raw material base for milk production, its own processing facilities, its own distribution channels and sales of finished dairy products through the cooperative retail network. Conclusion. The introduction of the proposed number of levers and tools for the formation of multifunctional dairy cooperatives involves improving the institutional support of this process. This necessitates the priority development of relevant laws and regulations that will help improve the efficiency of small and medium-sized dairy markets. The scientific novelty of the study lies in the theoretical substantiation of the organizational and economic mechanism of formation of reproduction logistics of the dairy market of Ukraine, the development of a differentiated approach to supporting the raw materials of the dairy market depending on the level of dairy farming in the regional dimension. The applied significance of the obtained results is determined by the possibility of their use by different institutions in the process of substantiation of measures and tools of dairy market regulation at the national, regional and local levels.

The article considers the issues of increasing the efficiency of dairy production in agricultural enterprises and households. The main stages and their features in dairy farming development of the country and their impact on the efficiency of milk production in agricultural enterprises and households were highlighted. The reasons which cause decrease of cow livestock in both agricultural enterprises and households were identified. The inhibitory factors in the development of dairy cattle breeding were identified and the directions of its revival were outlined. It was substantiated that considering the current state and trends of dairy farming in Ukraine, its efficiency, government support measures should be aimed at increasing production mainly in farms of the corporate sector of the agricultural economy, which in the nearest future will become major producers of raw milk. It was determined that without the introduction of an effective system of government support for milk producers, which firstly will include the restoration of the special VAT regime, financing of dairy breeding revival at the state and regional level, it is impossible to have positive changes in increasing cows amount and increasing production efficiency, in addition the population of cows will continue to fall in the households. It is proved that today the system of breeding service, which was previously in Ukraine and allowed to conduct breeding at the appropriate level, is destroyed and does not work. It was concluded that further productivity growth and reproduction of animal’s livestock is extremely problematic due to the lack of a modern selection system in animal husbandry. It was established that the current level of profitability allows to ensure only simple reproduction in independent agricultural enterprises, mostly small and medium.It is true that in this situation, most farms in the corporate sector of the agricultural economy are trying to become part of vertically integrated structures of preserving and expanding their production activities on a qualitatively new material and technical base in the future.It was proved that the innovative type of dairy cattle breeding development will ensure the profitability of production and, accordingly, the growth of the income level of rural residents who are the employees of an agricultural enterprise. Measures of state and regional support of milk production in Ukraine were offered. Key words: dairy cattle breeding, agricultural enterprises, households, government support, milk processing plant.

One of main industry of livestock in Ukraine there is the dairy farming on the cost of gross value products, development of which status substantially influences on food security providing and AIC export potential forming. However much the about two third of industry gross value products made by households, which are characterized with the low level of efficiency and marketability. In the article the conducted researches are in relation to development dairy cattle breeding in Ukraine by creation of farms, including family type, on the base of households. Achievement of the put purpose, in our viewpoint, possible at forming of economic interest to work in dairy farming at the active rural population. As a result of research certainly basic economic criteria of farms development taking into account the maximum scales of production activity, cost of sales, and also necessary level of technological and economic efficiency, which will be instrumental in the successful functioning of such economic agent. The economic framework of dairy production is developed in the family farms of three types, which differ on the quantity of cows and sales prices for milk. Certainly, that the cost of the advanced capital which is needed for milk production organization in family farms will differ from 25 to 60 thousand euro taking into account state support indemnifications on the purchase of the fixed assets, scales of production and present material and technical resources of households, which creation is offered on the base of. Creation of farms with a herd not less than 20 cows at the farm gate wholesale milk price  and also farms with a herd not less than 9 cows, in a that number the already existent households created on a base subject to condition organization sales of total mine-out products on prices which are close to the retail, with the purpose of average monthly sufficient sum of cash flow achievement which will be instrumental in forming economic and investment interest, among the capable of working habitants in rural areas to produce milk is offered. Recoupment of such farms depending on the scales of production, milk sale prices and level of state support, will make from 3 to 6 years. The important condition of rapid family farms recoupment is a state support level, cows productivity and milk prices. Also certainly basic indexes of economic efficiency and investment attractiveness of milk production in the offered three types of farms. Conducted economic analysis of main indexes of efficiency, on the basis of which the best possible option dairy family farm is justify. The scientifically substantiated that family dairy farms development on the base of households in rural areas will be instrumental in the increase of economic potential of the dairy farming in Ukraine.

Экономическая устойчивость рассматривается как экономическая категория, выражающая сбалансированное состояние экономических ресурсов (или возможностей) и экономических результатов их использования. Авторы доказывают, что достижение экономической устойчивости возможно при оптимальном сочетании группы факторов экономических, социальных и экологических, функционирование которых осуществляется под воздействием законов рынка и аграрной политики государства. Отмечено, что условием экономической устойчивости субъектов хозяйствования является система критериев, отражающих устойчивость разных сторон их деятельности: производственнохозяйственной, ресурсного обеспечения, сбыта продукции, внедрения инноваций, обеспеченности финансовыми средствами. Предложена схема элементов комплексной оценки экономической устойчивости развития предприятий, включающая экономический, социальный, экологический, институциональный компоненты, и разработана методика расчёта интегрального показателя экономической устойчивости с использованием метода многомерного сравнения. Показано применение предлагаемой методики на примере комплекса показателей экономического, социального, экологического и институциональных индикаторов по сельскохозяйственным предприятиям Ярославской области за 20132017 годы. Лишь в 20152017 годы развитие сельскохозяйственных предприятий региона являлось близким к устойчивому. Причины низкой их экономической устойчивости слабая ресурсообеспеченность техникой, кормами, минеральными удобрениями низкая доходность и рентабельность производственной деятельности. Резервы повышения уровня экономической устойчивости, по мнению авторов, связаны с усилением государственной поддержки аграриев в правовом и экономическом отношении: госрегулирование цен на сельхозпродукцию восстановление паритетности отношений в межотраслевом обмене продукции повышение господдержки инноваций и капитальных вложений социальное переустройство сельских населённых пунктов при плановом размещении производственных мощностей по территории региона.Economic stability is considered as an economic category expressing a balanced state of economic resources (or opportunities) and economic results of their use. The authors argue that the achievement of economic stability is possible with the optimal combination of a group of factors economic, social and environmental which function under the influence of the laws of the market and the agrarian policy of the state. It is noted that the condition of economic stability of business entities is a system of criteria reflecting the sustainability of different aspects of their activities: business and operations, resource allocation, production distribution, innovation, financial means capacity. A scheme of elements of a full assessment of the economic stability of enterprises development including economic, social, environmental and institutional components is proposed, and a methodology for calculating the integral indicator of economic stability is developed using the method of multiple comparison. The application of the proposed methodology is shown on the example of a set of indicators of economic, social, environmental and institutional indicators for agricultural enterprises of the Yaroslavl region for 20132017. Only in 20152017 the development of agricultural enterprises in the region was close to sustainable. The reasons for their low economic sustainability are poor resource availability of equipment, feeds, and mineral fertilizers, low economic viability and profitability of production activities. The reserves of increasing the level of economic stability in the authors opinion are connected with the strengthening of state support for farmers in legal and economic terms: state regulation of prices for agricultural products, restoration of equality in the interindustry product refunds, increasing state support for innovation and capital investments, social restructuring of rural settlements with planned allocation of production capacities in the region.

The article considers the institutional and legal instruments of state support for competition in the market of medical services in the Krasnodar region. The assessment of the state of the competitive environment in the market of medical services of the region by business entities in order to identify administrative and economic barriers that limit healthy competition in the market of medical services, offers to eliminate restrictions. The purpose of the study is to assess the state of the competitive environment in the market of medical services of the Krasnodar region by business entities in order to identify administrative and economic barriers that limit healthy competition in the market of medical services, to present proposals for their elimination of restrictions. To achieve this goal it is necessary to solve the following tasks: • to consider the institutional mechanisms that stimulate the development of competition in the market of medical services in the Krasnodar region; • to assess the state of the competitive environment in the market of medical services in the region based on the results of surveys of business entities; • identify administrative and economic barriers that limit healthy competition in the market of medical services in the region; • submit proposals to eliminate restrictions on the market of medical services in the Krasnodar region. When compiling a review of literature sources on the research topic, the method of content analysis was used. Analytical results of monitoring the state of the competitive environment in the market of medical services in the Krasnodar region were obtained using statistical and sociological research methods-a survey and survey of entrepreneurs. The results obtained during the research will be useful in the development of strategic documents and initiatives in the field of state support for competition in the market of medical services in the Krasnodar region.

The article examines the strategy development framework of dairy enterprises, which provide a gradual and consistent change in production activity principles in the direction of growth.It is proved that the development strategy can be effective only through the introduction of organizational and economic mechanism of interaction of the structural centers creating income, which provides a reproductive process within the business unit on the extended type. The feasibility of strategic development justification of dairy enterprises in conditions of uncertainty and strengthening of crisis phenomenon was highlighted, for the following reasons: the dairy industry is represented by a set of economic entities, the majority of which does not belong to large integrated structures; the sectoral specificity of milk production complicates the possibility of influencing on the determination of business priority parameters.It is argued that in agriculture the most acceptable is the strategy of differentiated growth at the individual economic entity level, which contributes to the fuller use of production and resource potential, reduces the risk of commercial losses, increases sustainability, etc.). It is proved that strategic management in dairy farms is a process of developing a promising model of the future organization’ condition, which allows to take into account the impact of environmental factors and includes a set of adaptation and growth strategies to neutralize and flexibly adapt to their negative impact.It is shown that the model of strategic management in dairy farming should focus on the intensive type of development on the basis of introduction of innovative technologies and includes six consistent stages. It is highlighted that the dairy farming development strategy in agricultural enterprises should be focused on maximizing the “return” of the incentive characteristics of the industry basing on the flexible use of all strategy elements.It is argued that one of the measures to mitigate the negative impact of environmental factors on the dairy farming development is to increase the internal potential of innovation in both production and marketing environments of agricultural enterprises. The article is devoted to the strategies of innovation-oriented development of agricultural enterprises for milk production taking into account the variability of the external and internal environment of their operation. It is proved that the definition of prospects for the development of dairy farming should be based on a strategic approach that allows the most adequate way to respond to the challenges of a dynamic changing environment. It is established that the development of dairy farming can be attributed to the fourth technological way, which provides full mechanization of production processes, but due to its specificity it develops on the basis of a combination of different technological ways: intensive-technocratic, natural-innovative and natural. The results of the analysis of the development of dairy farming are contradictory, because, on the one hand - the natural indicators of production efficiency are increasing, and on the other - the prerequisites for the creation of internal reserves of expanded reproduction are absent. It is calculated that despite the existing positive trends (growth of cow productivity, milk sales prices), the dynamics of the increase in production costs, which occur against the background of declining cattle, including cows, offsets positive changes in economic performance of the industry and agricultural producers. It is argued that the effective development of agricultural enterprises for milk production in the near strategic perspective is possible only if the negative trends are overcome. The constituent elements of the strategy of innovation-oriented development of dairy farming have been developed, which provides for technical and technological renewal of the production potential of agricultural enterprises and the introduction of IT technologies in the management system. Strategic models of dairy cattle breeding development are substantiated: preservation of existing development tendencies, which will be dominated by milk and beef production in private farms with preservation of extensive type of management; priority of milk farms development; priority is the development of large innovation-oriented agricultural enterprises with simultaneous state stimulation of the cooperative form of milk production by farmers and private farms. The components of the innovation-oriented strategy of dairy farming development are systematized, which envisages strengthening the fodder base, increasing the level of animal feeding, introducing complex mechanization and automation of production processes and transferring the industry to the latest technologies, using high-yielding, specialized livestock breeds. wages. The purpose of the article is: to assess organizational and economic state of the Ukrainian dairy industry production and to identify the causal links of transformational changes that have taken place and are taking place in Ukraine and have led to undesirable consequences; to determine reasons for existing natural milk production in Ukraine even in the XXI century; to offer a step-by-step solution of organizational and economic problems of dairy industry development in order to provide the domestic market with the required quantity and quality of dairy products and export potential, considering modern Ukrainian realities and experience of the leading countries of the world. Research methods. Theoretical and methodological basis of the study was the systematic approach to determining economic processes based on the dialectical method of cognition, as well as using scientific developments of domestic and foreign scientists on the efficiency of milk production and processing, laws and regulations of state authorities of Ukraine on dairy farming and milk processing during formation of the relevant market. Monographic and abstract and logical methods were used to substantiate the research methodology and theoretical generalizations in determining the essence of organizational and economic principles of development of the dairy subcomplex and justifying the typicality concept. When working with analytics and empirical knowledge of phenomena and processes, such methods of economic research were used: comparative analysis, economic and statistical, graphic. To analyse the economic efficiency of milk production depending on various influencing factors and select groups for identifying typical dairy farms, the method of statistical groupings was used. Determining the directions of development and improving efficiency of milk production and processing in the relevant consumer market required the use of calculation and design, balance, extrapolation and other research methods. Research results. The role and place of personal peasant farms and agricultural enterprises through their volumes and structure in the general problem of providing products of the population of Ukraine were considered. Taking into account modern Ukrainian realities and experience of the world's leading countries, a step-by-step solution of organizational and economic problems of dairy industry development was proposed in order to provide the domestic market with the required quantity and quality of dairy products and increase export potential. Scientific novelty. For the first time, the causal links in the historical process between households and agricultural enterprises and their role in shaping the volume and quality of milk are considered. The reasons that led to the undesirable consequences were identified and suggestions for their elimination were given. It is substantiated that the quality of milk produced in households for own consumption is of high quality. Practical significance. Necessary ways of liquidation of impersonal transfer of milk from the household before it gets into the receiving tank of the procurer were offered. It should be achieved in our conditions only by increasing the number of livestock kept in a separate household: from 1-2 cows to at least 15-20 animals, i.e. the creation of dairy family farms, as it have been done in Poland, France etc. In this case, a milk producer is fully responsible for its quality. The article reveals the possibility of improving the efficiency of agro-industrial enterprises through the formation and use of intellectual capital. It is established that the functioning of business entities in modern economic systems, characterized by a gradual approach to the depletion of material and natural resources, the difficulty of attracting additional financial resources, increasing competition and the need to create products with high added value, necessitates analysis a new order of functioning of economic systems based on the concept of information and knowledge as the main resources and source of wealth. It was found that the basis of the new economic paradigm is the concept of intellectual capital as a new economic category, which reflects the still little-studied sphere of economic formations - intangible. The existence of a strong relationship between the processes of intellectual capital formation and innovation has been proven. It is established that the formed and accumulated intellectual capital is the basis for innovation. It is determined that the assessment and management of the level of intellectual capital of the enterprise can increase the efficiency of intangible assets management, identify factors and reserves of development, increase innovation activity. It is established that R&D expenditures and their intensity are two key indicators used to monitor resources in the formation of intellectual capital. The analysis of the dynamics of research and development expenditures and their share in the structure of Ukraine's GDP is carried out. It is established that in comparison with other countries the volume of expenses for research and development in Ukraine is extremely low. The problems that small and medium-sized agricultural enterprises often face in the formation of their own intellectual capital are identified. The effectiveness of adaptive strategy as a tool for leveling the negative impact of changes in the environment of the enterprise in the management of intellectual capital is proved.
