The article reveals the possibility of improving the efficiency of agro-industrial enterprises through the formation and use of intellectual capital. It is established that the functioning of business entities in modern economic systems, characterized by a gradual approach to the depletion of material and natural resources, the difficulty of attracting additional financial resources, increasing competition and the need to create products with high added value, necessitates analysis a new order of functioning of economic systems based on the concept of information and knowledge as the main resources and source of wealth. It was found that the basis of the new economic paradigm is the concept of intellectual capital as a new economic category, which reflects the still little-studied sphere of economic formations - intangible. The existence of a strong relationship between the processes of intellectual capital formation and innovation has been proven. It is established that the formed and accumulated intellectual capital is the basis for innovation. It is determined that the assessment and management of the level of intellectual capital of the enterprise can increase the efficiency of intangible assets management, identify factors and reserves of development, increase innovation activity. It is established that R&D expenditures and their intensity are two key indicators used to monitor resources in the formation of intellectual capital. The analysis of the dynamics of research and development expenditures and their share in the structure of Ukraine's GDP is carried out. It is established that in comparison with other countries the volume of expenses for research and development in Ukraine is extremely low. The problems that small and medium-sized agricultural enterprises often face in the formation of their own intellectual capital are identified. The effectiveness of adaptive strategy as a tool for leveling the negative impact of changes in the environment of the enterprise in the management of intellectual capital is proved.

Industrial enterprises and other business entities whose activities involve direct or indirect impact on environmental components must comply with legal requirements in the field of environmental protection. Over the past 5 years, there have been significant changes in environmental legislation. All objects that have a negative impact on the environment are subject to state registration. When registering an enterprise, it is subject to assignment to one of four categories of objects of negative impact, depending on the industry affiliation, production capacity, chemical composition of emissions, discharges, and other criteria. Currently, legislative innovations are aimed at business development and reducing the administrative burden on business entities, but this creates a threat to the safe operation of industrial facilities. There are more than 340 thousand objects of negative impact on the territory of Russia, of which one third is subject to Federal supervision. According to 2019 data, less than 4% of enterprises had their operational safety audits performed. The detection of violations of the requirements of legislation in the field of environmental protection, as well as failure to eliminate the identified violations, indicates the formation of potential threats to environmental safety. Taking into account the current economic crisis, in which solving environmental problems will not be a priority for business structures, the protection of the population and the natural environment is fully transferred to the state level.


The article is devoted to the model of modernization of agricultural enterprises on the basis of innovation providing. The level of innovative development of domestic agro-industrial enterprises is analyzed and the main problems that put backthe introduction of innovations in the agro-industrial sector of Ukraine under the current conditions are determined; the introduction of such a model of innovation development, which provided a balance between the modernization of production and the introduction of the results of scientific research, new products and production technologies is proposed; the vector of innovative development in the agricultural sector of Ukraine is investigated and the main trends in the development and implementation of innovations in the activities of enterprises engaged in agricultural production is identified; the model of modernization of domestic agroindustrial enterprises on the basis of innovation provision is developed, which is a set of intellectual (agrarian science), industrial (business environment of agroindustrial complex) and consumer (innovative products, innovative technology, innovation process) areas of innovation activity. The transition between these areas of the model of innovation provisioning is carried out with the help of progressive innovation (it helps ensure the interaction of the business environment of the agro-industrial complex with the scientific environment), innovation consulting (guarantees information and advice on innovative products and facilitates communication with business structures) and innovation-venture business (the main task is to promote the development of developed innovative products), a set of measures that must precede the implementation of the proposed model under the current conditions is defined. The role of the state in the process of innovation in agro-industrial enterprises at all three stages of the implementation of the innovation process, from the origin of the idea to the commercialization of innovation is defined. In particular, the functions assigned to the state are allocated for ensuring efficient financing of innovative activity of the agro-industrial complex.

Transition economies require finding and implementing new elements to stimulate their development, especially with regard to the economic systems of the former Soviet countries (Ukraine and Belarus). Under these conditions, it is important to use the experience of other transition economies, which includes the use of foreign currency refinancing. Purpose. Substantiation of the introduction of foreign currency refinancing as a new element of stimulating the economic development of transition economies through assessment of the development of the mentioned economies in Belarus and Ukraine. Design/methodology/approach. The study employed a quantitative analysis of statistical data to assess the development of transit economies in Ukraine and Belarus over the 21-year period. Correlation and regression analysis was also involved to identify key areas of impact of foreign currency refinancing on transitive economic systems. In this case, it was proposed to use five regression functions (linear; exponential; polynomial; logarithmic; power). It was separately proposed to determine the correlation ratio between the key areas of impact of foreign currency refinancing on the transition economy and the volume of foreign exchange refinancing using three methods: the determination factor; checking the correlation coefficient on the Chaddock’s scale; comparison of the correlation coefficient with the critical correlation coefficient. Findings. The article analyses the development of the transition economies of Ukraine and Belarus over the 21-year period (from 1999 to 2019) and emphasises that since 2008 the development of economic systems of the countries selected for the study has almost stopped despite activities (tools) used to stimulate the growth of national economies. The authors prove the importance of finding and using new elements to stimulate the economic development of the economies of Belarus and Ukraine. The use of foreign currency refinancing as a new element of stimulating the development of economic systems of Ukraine and Belarus is justified. The mechanism, beneficial and negative impacts of the use of foreign currency refinancing for transition economies selected for the study are identified. The key areas of influence of foreign currency refinancing on the economic systems of Belarus and Ukraine are identified, where the size of lending; revenues of budgets of different levels, business entities, households are the main ones. At the same time, the authors managed to refute the possibility of a significant negative impact of currency refinancing on the growth of the monetary base, inflation and devaluation processes in the countries selected for the study. Practical implications: the conducted research is important for ensuring the long-term development of transition economies, primarily in Ukraine and Belarus. Originality/value: the study will allow to identify key areas of impact of foreign currency refinancing on transitive economic systems, and revealing its beneficial and negative impacts for economies of this type on the example of Ukraine and Belarus.

The article deals with the dependence of the competitiveness of industrial enterprises on the level of innovation activity. The essence and main characteristics of the competitive advantages of the enterprise from the point of view of innovative activity in the course of innovative activity are highlighted. One of the factors that can increase the competitiveness of business is the active use of innovative production technologies, which will ensure a continuous improvement of scientific, technical, industrial, financial and social activities in the context of changes in the institutional environment. The results of analytical research of priority sectors of Ukrainian economy from the point of view of innovative activity are presented. With the transition of the economy to the next technological institution, it is worth talking about the change of priority industries in the structure of industry - from low-processing with low added value to innovative high-tech and high-margin. As the first Ukrainian Business Innovation Index showed, only some companies are ready to invest in innovation and have a strategic vision. According to research, most companies are still not ready and do not plan to make fundamental changes in their business models in the near future. Innovation is limited to the introduction of new production technologies, automation of tasks, training of staff new skills, changing approach to marketing and communications. The necessity of systematic support of innovative activity is substantiated, the basic directions of optimization of structure of economy of Ukraine are allocated. The European vector of Ukraine gives a good chance to digitize the processes. In particular, for state-owned companies in areas such as energy and oil and gas, the prospect of digitalization has become the prospect of entering the European Union. However, without major changes to the regulatory system, government priorities, and extensive government-business cooperation, no real major changes can be expected. The issue is not only in the tax field or subsidization, but also in education, digital skills of the population. The necessity of updating the issue of development of high-tech sectors of the economy has been proved, which will increase the competitiveness of industrial enterprises. Given the trends identified, it is appropriate to emphasize the need to take concrete actions to change the structure of the economy, to increase exports of high-tech products, the creation of export-credit agencies, industrial parks.

The authors proved that contrary to the global trends of development of science-intensive neo-industrial economy in Ukraine there is deindustrialization of the economy associated with outpacing growth of production and export of raw materials with a low level of technological processing and added value. The article examines the main factors of the deindustrialization of Ukraine’s economy, in particular, a significant degree of depreciation of fixed assets of industrial enterprises and production infrastructure, insufficient volume and unsatisfactory structure of capital investment to restore worn-out fixed capital, negative dynamics of foreign direct investment in the spheres of national economy such as innovations, etc. The authors also highlighted and analyzed the institutional factors influencing the industrial development of Ukraine, namely: the “presence” of the state in the economy, corruption and the shadow economy. The negative impact of the institutional environment on the innovative modernization of the national industrial sector was confirmed with the help of economic and mathematical modelling. The main directions of intensification of the state ‘s activity to overcome the institutional dysfunctions and traps formed during the period of market reform of the national economy are substantiated.

Urgency of the research. In modern conditions of management it is important for enterprises to form of the necessary amount of intellectual capital. Target setting. Most domestic enterprises do not pay enough attention to this issue. That is why it is very important to determine the directions of its growth. Actual scientific researches and issues analysis. The issue of intellectual capital management, its influence on innovation activity has been considered in the works of L. Antonyuk, S. V. Zakharinko, A. Kendiukhov, G. R. Natroshvili, V. Tsipurindy, L. Fedulova. The issues of crowdsourcing were considered in the works of Paul Whitla, Howe J., Maistrenko O. V., Khymych I. Uninvestigated parts of general matters defining. The issue of evaluating the intellectual component of energy saving policy, in particular, with the help of the apparatus of hybrid neural networks, remains poorly developed. The research objective. It is important to assess the factors influencing the intellectual capital of industrial enterprises, to determine the possibility of increasing the efficiency of using intellectual capital with the help of crowdsourcing. The statement of basic materials. The components of intellectual capital have been investigated. The indexes of knowledge economy of Ukraine and developed countries have analyzed. The essence of crowdsourcing and its components have been defined; the modern examples of its application in the world and in Ukraine have been researched. It has been determined that this tool is used mainly in the social sphere in Ukraine. The importance of its use in raising the intellectual component of innovation activity of domestic enterprises has been substantiated. Conclusions. It has been established that active involvement of students in the activity of the enterprise can be very promising for domestic enterprises. Recommendations for industrial enterprises to increase attention to crowdsourcing as an important source of intellectual capital growth were developed.

Introduction. Investment and innovation activities can provide not only the functioning and growth, but also the development of business entities that are in line with the Strategy of Ukraine 2020 and adopted for implementation of the innovation and investment model of economic development. Management decisions as for the increase of the rate of investment and innovation activity are indicated in the program document "Ukraine 2030.doctrine of balanced development". It is advisable to make such decisions on the basis of a timely and reliable assessment of the state and results. Purpose. The article aims to identify the main trends and peculiarities of the course of investment and innovation activity in the external and internal environment of industrial enterprises. Method (methodology). The investment and innovation activity of industrial enterprises depends on a large number of factors, both internal and external. Factors of the external environment are such that practically do not depend on the enterprise and its influence on them is minimal. The factors of the internal environment directly depend on the activity, organizational structure of the enterprise, etc. In the economic literature you can find a significant number of classifications of factors that affect the investment and innovation activities of the enterprise. It has been carried out the analysis of sources of financing of innovations, the share of financing of capital investments at the expense of own funds of the enterprise in the total amount of sources of financing and at the expense of depreciation deductions of the enterprise; indicators of product updates. The specific weight of investments in innovation in total capital, in equity, has been determined; the share of research and development expenditures in the total amount of expenses for innovation, expenses for machinery, equipment and software, connected with the introduction of innovations in the total amount of expenses for innovation; the share of own and budgetary investments in technological innovations in the total amount of expenses for innovation; the share of investments of domestic and foreign investors in the total amount of expenses for innovation. Results. The main tendencies and features of the course of investment and innovation activity in the internal environment of industrial enterprises have been revealed. The obtained values of the indicators reflecting the peculiarities of the course of investment and innovation activity of enterprises have proven that the general tendency of investment and innovation activity for all analysed enterprises emphasizes the insufficient attention to the results of investment and innovation activities that impede their development and competitive opportunities. SWOT-analysis of investment and innovation activity of regional industrial enterprises at the microeconomic level has been conducted. The main disadvantages have been determined. They are the out-dated fixed assets, lack of certainty of the company regarding long-term benchmarks and strategies for its development, lack of own funds required for innovation-oriented investment projects at enterprises, low level of solvency of enterprises, lack of competence of specialists for successful investment and innovation activities.

A comparison of the main financial and economic indicators of agro-industrial enterprises engaged in the cultivation of oilseeds in Ukraine and the current trends in their development are determined.The analysis of investment attractiveness of domestic agro-industrial enterprises in cultivating oilseeds and the most investment-attractive domestic agro-industrial enterprises according to the results of the use of the method of graphic integration were engaged. Four variants of the integral indicator were calculated, provided that the investor's advantage is given to the market position and competitiveness of the company on the market, the profitability of the enterprise's activity, financial stability and independence, as well as the innovative potential of the investigated enterprise;the problems that cause the most negative impact on the level of their investment attractiveness were revealed and analyzed;a set of indicators that determine the investment attractiveness of the enterprise by the method of graphical integration were calculated; agricultural companies in three groups are analyzed: with high investment attractiveness, with average investment attractiveness and low investment attractiveness;the following general trends for all enterprises are highlighted:most of the indicators are in the middle and low attractiveness zone; the investment attractiveness graphs are approximately the same on a market position, mainly due to the influence of the external factor - the prevailing market demand; high profitability of sales due to the market situation; there is a potential very low innovation activity, almost no own development, using mostly borrowed innovation; high rates of financial sustainability, most enterprises carry out economic activities through self-financing, however, on the other hand, this indicates the problems related to the attraction of financing sources and lack of adequate support of the agro-industrial complex from the state the rating of investment attractiveness of domestic agro-industrial enterprises in cultivating oilseeds is constructed, in relation to different investor's goals, accordingly with the obtained values of the general integral coefficients were engaged.

The article is devoted to the study of the constituent factors of the environment of business entities in the dairy industry and to identify the vector of their impact on the efficiency of economic activity. It is substantiated that the urgency of the study of the environment of business entities in the dairy industry is due to the possibility of developing effective development strategies. The significant influence of political and legal environment on the sustainability of the dairy industry, especially state support tools. It is argued that the economic conditions for the functioning of dairy farming are mainly threats, the manifestation of new opportunities will occur under the condition of increasing the average per capita income, improving the raw material base. The duality of the influence of social factors on the development of dairy farming, with a predominance of positive, and strategic priorities of social policy should be - improvement of rural areas, changing the declining population and the outflow of highly qualified professionals, attractive employment for young professionals. It was revealed that the level of technical and technological support of the dairy industry is insufficient, which increases the negative impact on the effective development of economic entities. The factors that hinder the effective development of agricultural producers for milk production are systematized: low efficiency and lack of systematic state support - 74% of respondents; manifestation of price disparity - 50.1%; critical condition of material and technical base - 48.3%; low opportunities for expansion of agricultural lands - 46.7%; lack of qualified personnel - 45.9. The measures to be taken by the management of agricultural enterprises to eliminate the negative impact of adverse factors have been identified: 53.2% of respondents plan to take measures to improve product quality; 42.3 - to improve the technological process of production (milking, feeding, maintenance); 26.5% - increase the number of cows and improve the breed composition; 16.9% - to modernize farm buildings; 14.2% to improve working conditions. The competitive environment of functioning of agricultural enterprises on milk production on the basis of use of model 5 of forces of competition is investigated and the level of competition among commodity producers is defined, influence of force of suppliers and buyers, threat of emergence of new competitors, presence of milk substitutes is defined. Introduction. The wider application of the benefits of project management in the organization of innovation is seen as an effective tool for revitalizing the innovation activities of modern enterprises. Innovative project is a modern form of organization of innovation processes, which allows to generate intellectual added value to increase innovation and competitiveness of enterprises. The expediency of improving the management of innovative projects on the basis of increasing their intelligence to increase the innovation and competitiveness of enterprises is substantiated.Purpose is to substantiate the directions of improving the management of innovative projects to revive the innovative activity of Ukrainian enterprises.Methods. In the process of research a set of general scientific and special methods was used. In particular, historical and logical methods were to study theoretical foundations of project management approaches in the organization of innovation; analysis and synthesis - to compare the main approaches to the interpretation of concepts and methods of calculating the rate of intelligence of an innovative project; correlation-regression analysis - to build predictive models of changes in innovation activity of industrial enterprises and sales of innovative products; graphic method - for visual presentation of the results of analytical research; abstract-logical - for theoretical generalization and formulation of conclusions.Results. Research proves that innovative projects are a modern form of organizing innovative activities in the context of increasing crisis, rapid digitalization and globalization of economic processes, which can provide a constant increase in innovation and competitiveness of enterprises. The implementation of an innovative model of doing business requires the search for progressive ways to improve the management of innovative projects of enterprises. The concept of “management of innovative projects as an impact on groups of people in order to organize and coordinate their activities aimed at strengthening the intellectual capacity of the project, which provides intellectual added value, increasing innovation and competitiveness of the enterprise” has been clarified. The forecast models of changes of innovatively-active industrial enterprises of Ukraine and dynamics of realization of innovative production of the enterprises for an estimation of efficiency of the organization of innovative activity at micro level are constructed. The necessity of reviving the processes of development and implementation of innovative projects as an important factor in increasing the innovative activity of enterprises is proved. The factors that have a negative impact on the interest of enterprises in the implementation of innovative projects, which exacerbates the decline in innovation activity in the Ukrainian business sector, have been systematized. The directions for improvement of innovative projects management aimed at strengthening the intellectual capacity of the project, generating intellectual added value, which allows to intellectualize production and commercial processes, revive innovation activity and increase the innovation of the enterprise are substantiated.Discussion. Transformation of economic systems, increasing the number and scale of today’s challenges will require further strengthening of enterprise innovation, due to the need to form competitive advantages, increase the environmental and social component of business as a result of innovative projects. The expediency of project management development in the organization of innovative activity of Ukrainian enterprises is actualized. The directions for improvement of innovative projects management in order to increase their intellectual and science-intensiveness for the decision of problems of revival of innovative activity of the enterprises are substantiated.
