The article examines the strategy development framework of dairy enterprises, which provide a gradual and consistent change in production activity principles in the direction of growth.It is proved that the development strategy can be effective only through the introduction of organizational and economic mechanism of interaction of the structural centers creating income, which provides a reproductive process within the business unit on the extended type. The feasibility of strategic development justification of dairy enterprises in conditions of uncertainty and strengthening of crisis phenomenon was highlighted, for the following reasons: the dairy industry is represented by a set of economic entities, the majority of which does not belong to large integrated structures; the sectoral specificity of milk production complicates the possibility of influencing on the determination of business priority parameters.It is argued that in agriculture the most acceptable is the strategy of differentiated growth at the individual economic entity level, which contributes to the fuller use of production and resource potential, reduces the risk of commercial losses, increases sustainability, etc.). It is proved that strategic management in dairy farms is a process of developing a promising model of the future organization’ condition, which allows to take into account the impact of environmental factors and includes a set of adaptation and growth strategies to neutralize and flexibly adapt to their negative impact.It is shown that the model of strategic management in dairy farming should focus on the intensive type of development on the basis of introduction of innovative technologies and includes six consistent stages. It is highlighted that the dairy farming development strategy in agricultural enterprises should be focused on maximizing the “return” of the incentive characteristics of the industry basing on the flexible use of all strategy elements.It is argued that one of the measures to mitigate the negative impact of environmental factors on the dairy farming development is to increase the internal potential of innovation in both production and marketing environments of agricultural enterprises. The impact of globalization has penetrated throughout the civilization of the nations of the world, running so fast. Especially very influential on changes in various lines of life. Related to this is the issue of increasing narcotics abuse and narcotics illicit trafficking which has created conditions that have hindered the development process and weakened civilization. Eradication of narcotics distribution is a national problem, because it has a negative impact that can damage and threaten the lives of the people, nation and state and can hamper the national development process. The rise of narcotics abuse does not only occur in big cities, but has reached small cities in all ten regions of the Republic of Indonesia, including East Aceh Regency. The increasingly diverse lifestyle of the people due to the influence of globalization also contributes to the increasing circulation of narcotics in East Aceh District. This certainly must receive serious attention, because if we look at what is happening in East Aceh District and several other regions in Indonesia, the crime of narcotics distribution from time to time always increases which in the end is increasingly unsettling the community, so before these things increase In East Aceh District, an effective solution must be found to eradicate it. Factors that cause a person to commit a narcotics crime in East Aceh Regency are due to economic factors where a person needs money to live and the difficulty of getting work, family environmental factors, social environmental factors and availability / lack of supervision factors. Efforts in tackling narcotics circulation in East Aceh district involve many parties, including: firstly, pre-emptive efforts by providing counseling in the community and schools about narcotics carried out by the police in tackling narcotics crime in East Aceh District. Second, preventive measures (prevention) by conducting raids and patrols routinely, providing oversight of the association and positive activities carried out by the police, prosecutors, religious leaders, community leaders and youth organizations. The third repressive effort (action) which aims to provide a deterrent effect on the perpetrators of drug trafficking crimes involving all law enforcement officials ranging from the Police, Attorney and District Courts and Detention Houses.Keywords: Crimonology, Narcotics Circulation.

China and its population are confronted with fundamental environmental challenges, as both, environmental degeneration and the impact of climate change, exhibit critical social, economic and political implications for their future development. Among the various environmental challenges China faces, pollution issues, soil erosion, acid rain, and sea-level rise are identified. This variety of environmental issues increases the underling complexity of how best to address these challenges, especially as China’s growth strategy has the potential to exacerbate the negative impact on the environment further. The strategic decision which development strategy China will follow – a ‘growth first and clean up later’ or ‘cleaning up while growing’ – carries serious implications not only for the environmental situation in China itself, but for the global community as well.

Recently, green innovation efficiency, which considers innovation and environmental factors, is gradually becoming important for the sustainable development of Chinese heavy polluting industries because of the increasing strictness in China’s environmental regulations. Previous studies ignore the impact of external environmental factors on the efficiency of green industry innovation and fail to explain the complex relationship between environmental and technical efficiency fully. Therefore, a non-radial directional distance function-data envelopment analysis (DDF-DEA) three-stage green innovation efficiency evaluation model was constructed to measure the green innovation efficiency of China’s heavy polluting industries objectively and explore the impact mechanism of external factors. Then, the aforementioned model was used to conduct an empirical test on China’s heavy polluting industries. Results indicate that the green innovation efficiency of heavy polluting industries is generally low in China, and the entire industry is in the transitional stage of “effective innovation but not green.” The uncertainty of the effect of the environmental regulation policy, the over-reliance on external technologies, and the scale diseconomies of industries, which are the key factors in improving the green innovation efficiency of China’s heavy polluting industries, have a significant negative impact on green innovation efficiency. The conclusions of this study can provide a useful reference for China and other emerging markets to formulate reasonable environmental regulations and green transition of heavy polluting industries.

Introduction. The health care system in modern educational institutions requires a comprehensive approach to analyzing and evaluating the impact of environmental factors on the health of students, which is of priority importance for the personnel potential of military specialists. The aim of study is to research the influence of environmental factors of a Military University on the health of the future personnel potential of specialists in the armored vehicle service. Materials and methods. The study involved 234 cadets in the dynamics of training from 1st to 5th year. Every year, a social survey of students was conducted, daily caloric and energy consumption, training load and performance, extensive and intensive indicators of morbidity were calculated. Results. Changes in environmental factors in the Military University and the deterioration of the quality of life of cadets are significant factors in the formation of negative trends in their health. There is an unevenness in the values of environmental factors in different training courses, as well as a tendency to increase the overall incidence. Conclusions. There is a need for additional measures aimed at reducing the negative impact of environmental factors on the health of cadets, which should be implemented comprehensively at all levels and stages of training.

Introduction. Due to the impact of the global financial crisis and the growth of competition in the international market, control in the enterprise management is becoming important. It provides feedback between the control and managed subsystems of the enterprise. The purpose of the research is to substantiate the effectiveness of the monitoring and control system in the agricultural enterprises management in an unstable economic environment. Results. It is established that the existing approaches to the agricultural enterprise management do not contribute to the effective implementation of monitoring and control. The number of problems in the process of agribusiness management were identified based on expert analysis. It is determined that the development of strategic management in the agricultural enterprises activities is hampered by the lack of use of appropriate monitoring and control tools. The guidelines of agrarian business entities are determined in accordance with the market concept of enterprise management. The coefficient analysis of capacity utilization and profitability of agricultural enterprises is carried out. The inconsistency of the existing approaches of agricultural enterprises management to the requirements of the market environment has been established. It is revealed that the imperfect organization of enterprise management contributes to the formation of an unstable information base of enterprise control. The operative orientation of control in the enterprise management of the agrarian sphere and neglect of strategic factors of success are determined. It is substantiated that the integration of economic monitoring and control tools in the management system contributes to the growth of enterprises economic efficiency. Conclusions. The formation of strategic goals of agricultural enterprises is based on the distorted implementation of the sustainable development concept. The presence of a significant number of factors is determined that inhibit the process of increasing the investment attractiveness level and economic efficiency of agricultural businesses. Nowadays the development of tourism in an area will bring a positive impact on the local society. However, if the community is not ready to accept development and is not ready to manage its property, it will have a negative impact. Various problems will arise with the existence of mass tourism which makes it difficult or even detrimental to the community. Therefore, this study will discuss the evaluation of the impact tourism development in Tebing Breksi using the concept of community-based tourism (CBT). CBT is a development strategy that uses tourism as a tool to strengthen local communities that are managed by, from, and for the community, as well as considering aspects of sustainability to improve people’s welfare. The research method used is qualitative using a case study approach. The data used is sourced from primary data and secondary data. Primary data obtained by interviewing speakers who are considered competent in their fields and following the research topic. Secondary data were obtained from previous studies, documentation, a note, and an activity report related to Tebing Breksi. Evaluation of CBT principles at Tebing Breksi is seen based on five aspects, that is (i) Economic principles (ii) Social principles (iii) Cultural principles (iv) Environmental principles (v) Political principles, along with indicators. The result of the analysis shows that the principles of CBT applied at Tebing Breksi as a whole have shown success even though some of the indicators of the CBT principle need to be optimized again, while the positive impact obtained by the community with the presence of this CBT is increased economic income, improved quality of life, concern for waste management and mutual respect between cultures. Also, the success of CBT cannot be separated from the active role of community and government support.

Relevance of research. Optimization of logistics solutions taking into account the competitiveness of agricultural enterprises actualizes the provision of strategic management of their development. The purpose of the study: to study the methodological approaches to the formation of effective strategies for managing the logistics activities of enterprises and to determine the relationship between the formation and evaluation of the effectiveness of the logistics development strategy as elements of competitive advantage. Methodology and scientific methods: dialectical, abstract-logical, factorial, economic-statistical, monographic methods are used. Research results: the article considers the essence of logistics management and the problems of ensuring strategic management of agricultural enterprises through the development of optimal logistics strategies. The expediency of using a logistical approach in the management of strategic development of enterprises, which allows you to clearly and quickly respond to the level of consumer demand and meet it with minimal costs and stocks. Therefore, it significantly depends on a certain set of factors. The factors on the application of which the efficiency of the implementation of the logistics management strategy depends are stated. It is proposed for agricultural enterprises to focus strategic logistics management on the strategy "Ensuring the competitive advantages of the enterprise" on the principles of the logistics strategy "Maximization of income and profits", which allows using a marketing approach to increase the competitiveness of the enterprise in the agricultural market. Strategies of logistics management as ways of systematization of logistics tasks within the limits of improvement of a logistic component of economic activity and strengthening of a strategic position of each enterprise, based on the corresponding concepts of logistics, construction of integrated structure of logistic systems and orientation of all links of logistic chains on final results. The results of the solution of the proposed logistics project allow to compare in the system of optimized and actual results of distribution of products through sales channels and to identify patterns in certain periods of entry of farms into the market of agricultural products. It is determined that the most promising and practically important direction of development of research of efficiency of strategic logistic management of the enterprise is the account in system of estimation not only of indicators of performance of logistic operations, but also indicators of efficiency of administrative logistic processes. Research framework / possibility of using the results: the proposed method of substantiation of the choice of logistics strategic alternatives depending on: ensuring the competitive advantages of the enterprise and maximizing income and profits allows using a marketing approach to increase the competitiveness of the enterprise in the agricultural market. Practical significance: the project of the logistic decision in the field of stimulation of sale and distribution policy for the agrarian enterprise is offered, the estimation of efficiency of strategic logistic management of the enterprise on indicators of logistic flows is carried out, conclusions concerning prospects of introduction of competitive strategies of management of logistic activity in agrarian sphere are made. Social consequences: the results of this assessment affect the adoption of optimal logistics decisions by the management of agricultural enterprises to ensure their own competitive advantages in the market.

Purpose. The aim of the article is construction of a conceptual approach to the assessment of anti-crisis management of regional development in crisis situations. Methodology of research. Empirical methods are used to establish and identify the components of anti-crisis management of regional development in the study. Their use has identified problems that have a negative impact on regional development, and generalized the formation of appropriate tools for assessing the impact on the social and economic status of the region and its businesses in order to overcome existing shortcomings. The study used the method of abstraction and generalization, which allowed the formulation of effective strategies for the development of the region in a crisis situation. Findings. A conceptual approach to anti-crisis management of regional development has been formed, which will make it possible to carry out adequate anti-crisis measures and assess the crisis situation in the region in order to select an effective regional development strategy. The components of anti-crisis management are determined and its mechanisms are identified, guided by which it is possible to solve problems and overcome crisis challenges. Originality. The concept of modernization of the anti-crisis management system of regional development with the identification of mechanisms and directions of anti-crisis policy, as well as the identification of relationships between them to ensure a full social and economic and creative direction of this system to overcome crisis phenomena and processes. The interpretation of the concepts of “challenge” and “regional challenge” has been further developed. Practical value. Comprehensive monitoring of the proposed components of crisis management of regional development will identify the crisis situation and choose an effective strategy for the development of the region in the long term. Due to the profound impact of e-commerce on organizations, e-channel development emerged as one of the most important challenges that managers face. Unfortunately, studies indicate that managers in most large companies are still unclear about an e-commerce strategy, and tend to lack adequate e-commerce development expertise. Poorly planned and developed e-commerce channels add little value to organizations. Furthermore, these poorly developed e-channels may even have negative impact on their organizations by confusing and disappointing customers who value a seamless cross-channel experience. To develop an e-channel that delivers higher utility to customers and generates sustainable long-term profits, managers need to analyze how an e-commerce channel affects the performance of existing channels and develop a company-wide e-channel development program. Based on a number of e-commerce case studies, we developed an e-channel development framework that consists of five step-by-step phases: (1) strategic analysis; (2) e-channel planning; (3) e-channel system design; (4) e-channel system development; and (5) performance evaluation and refinement. This framework helps managers evaluate the impact of e-commerce channels on organizational performance and determine the most appropriate channel design and integration mechanisms for the achievement of business strategies. This paper also discusses impact of e-channel structures on organizational performance.
