The phenomenon of changing the function of agricultural land in Namlea District becomes a problem when the amount of productive land decreases and has an impact on the availability of land for agricultural production and affects the supply chain of agricultural products to the community. The research was conducted to describe the conversion of agricultural land and its utilization in the Namlea subdistrict. The research site focuses on Namlea District Buru Regency with consideration of the availability of the number of agricultural lands that are less than other districts in the Buru Regency. The number of informants interviewed as many as 40 people consisting of landowners, farmers, business owners, and village apparatus. Analytical techniques used to follow the concept of Miles and Huberman where activities in the analysis of qualitative data are conducted interactively and continuously to find saturation in the data processing. The results showed that the reduction of farmland in Namlea district was due to the conversion of land for various activities including housing and development of the Trade Center. Besides, the use of converted land is caused by the system of personal ownership that is secured by the Government through the right to building or proprietary rights but has not fully set the long-term oriented land utilization pattern.

<p><strong>English</strong><br />The objective of this paper is to provide a comprehensive information on performance development and problems associated with land resource utilisation and its future management perspective. The coverage of discussion to identify such objectives could be divided as follows: (1) perception and concept of land resource, (2) the development of land resource, (3) the importance of land resource, (4) land resource and agricultural production stability, and (5) discussion on policy alternatives to overcome land resource problems. Some important findings could be described as follows: (1) various concepts and ideas on land resource have led to a thought that land resource has social, economic, political values, and a symbol at a certain level as a production factor in agricultural sector, (2) land resource development has changed land resource institutions, land fragmentation, land transfer to other non-agricultural utilization, land value improvement, and polarization and absentee practices, (3) various development activities has reflected the importance of land resource and the highly competitiveness of land utilization in line to the importance of each activity and each sector, (4) acting as a stabilizer in agricultural production, the land resource has faced many problems both in current time or in the future especially those associated with agricultural land degradation reducing land fertileness that ended in marginal land accumulation, in the mean time, food-self sufficiency should be continuously maintained, (5) although all problems on land affairs have been arranged in the UUPA since September 1960; Keppres No. 53/1989 or Keppres No. 33/1990, the problems continually appeared. In this regard, governor, based on Permendagri No. 15/1975, as an officer authorized to issue land utility permit, should launched policies which are very much expected to harmonize the central and local requests, the government and the people, agricultural and nonagricultural sectors, or individual/group requests and the society's needs on land resource.</p><p> </p><p><strong>Indonesian</strong><br />Tulisan ini bertujuan untuk memberikan informasi tentang perkembangan keragaan dan permasalahan pemanfaatan sumberdaya lahan serta perspektif penanganannya di masa datang. Identifikasi ke arah tersebut dilakukan melalui beberapa subpokok bahasan yang meliputi : (1) persepsi dan konsepsi terhadap sumberdaya lahan, (2) perkembangan sumberdaya lahan berdasarkan waktu, (3) kepentingan terhadap sumberdaya lahan, (4) sumberdaya lahan dan stabilitas produksi pertanian, dan (5) pemikiran terhadap kebijaksanaan dalam mengatasi permasalahan sumberdaya lahan. Beberapa temuan penting yang perlu dikemukakan adalah : (1) beragamnya konsep serta pandangan sumberdaya lahan dalam arti luas memberikan gambaran bahwa sumberdaya lahan mempunyai fungsi sosial ekonomi, politik, serta simbol status tertentu selain sebagai faktor produksi di sektor pertanian, (2) perkembangan sumberdaya lahan berdasarkan waktu telah membawa perubahan terhadap kelembagaan sumberdaya lahan dengan adanya kegiatan fragmentasi lahan, alih fungsi lahan pertanian ke nonpertanian, peningkatan nilai lahan, terjadinya polarisasi ataupun praktek-praktek absentee, (3) adanya berbagai kegiatan pembangunan menjadikan sumber daya lahan sebagai asset yang cukup penting, sehingga terjadi persaingan penggunaan yang cukup meningkat sesuai dengan kepentingan antar aktivitas maupun antar sektoral, (4) sebagai stabilisator bagi produksi pertanian, sumberdaya lahan dihadapkan pada persoalan yang cukup berat baik saat ini dan juga di masa yang akan datang terutama dengan meningkatnya degradasi lahan pertanian, penyusutan lahan produktif yang digantikan dengan lahan marjinal, sementara kebutuhan akan swasembada pangan tetap harus dipertahankan, (5) walaupun secara yuridis permasalahan pertanahan telah diatur dalam UUPA sejak September 1960, Keppres No.53/1989 ataupun Keppres No.33/1990, persoalan mengenai lahan tetap meningkat. Untuk itu kebijaksanaan dari gubernur sebagai pejabat yang berwenang dalam pemberian izin penggunaan lahan sesuai dengan keputusan Permendagri No.15 Tahun 1975 sangat diharapkan sekaligus mampu menselaraskan perbedaan kepentingan antara pusat dengan daerah, penguasa dengan rakyat, sektor pertanian dengan nonpertanian, ataupun kepentingan individu/golongan dengan masyarakat luas terhadap kebutuhan sumberdaya lahan.</p>

In light of the growing interest in the problem of food import substitution in the EEU member countries the topic of the formation of the system of agricultural land in conditions of radioactive contamination is particularly topical. The paper presents a systematic approach to look at agricultural land utilization. The impact of radioactive contamination on changing the territorial land utilization system is analysed.


In this chapter, a fuzzy stochastic multi-objective programming model is presented for planning proper allocation of agricultural lands in hybrid uncertain environment so that optimal production of several seasonal crops in a planning year can be achieved. In India, demands of various seasonal crops are gradually increasing due to rapid growth of population, whereas agricultural lands are gradually decreasing due to urbanization. Therefore, it is a huge challenge to the planners to balance this situation by proper planning for the utilization of agricultural lands and resources. From that viewpoint, the methodology is developed in this chapter. To make the model more realistic, the resource parameters incorporated with the problem are considered either in the form of fuzzy numbers (FNs) or random variables having fuzzy parameters. The two main objectives of this agricultural land allocation model are considered as maximizing the production of seasonal agricultural crops and minimizing the total expenditure by utilizing total cultivable lands in a planning period. These objectives are optimized based on the constraints: land utilization, machine-hours, man-days, fertilizer requirements, water supply, etc. As the parameters associated with the constraints are imprecise and uncertain in nature, the constraints are represented using either FN or fuzzy random variables (FRVs). The reasons behind the consideration of fuzzy constraints or fuzzy chance constraints (i.e., the reason for considering the parameters associated with the constraints as FNs or FRVs in the model) are clarified in detail. As a study region, the District Nadia, West Bengal, India is taken into account for allocation of land. To illustrate the potential use of the approach, the model solutions are compared with the existing land allocation of the district.

The scale of agricultural land management was scientifically measured to provide a theoretical reference for improving the efficiency of agricultural land utilization, optimizing the industrial structure, and effectively solving the “three rural problems”. Based on 368 microfarmers’ agricultural land management questionnaire responses, the Cobb–Douglas production function was used to measure the average household size in different zones of Shawan City, Xinjiang, and then to calculate the total scale of moderate management in the region, and to divide the supplementary and reduced zones of arable land. The proposed countermeasures and suggestions for achieving the scale of moderate management from the perspectives of both people and land are presented. The results show the following: (1) the average suitable operating scales of households in the hilly area, the agricultural area in the oasis plain, and the oasis–desert interlace area were 5.15, 9.28, and 7.74 ha, respectively. (2) The moderate total scales of operation in the low hilly area, the middle oasis plain agricultural area, and the lower oasis–desert ecotone were 60,380, 112,510, and 115,500 ha, respectively. (3) Two areas, the low mountainous and hilly areas and the oasis plain farming areas, are supplementary areas of arable land, which should be supplemented by improving the management capacity of farmers, cultivating two new agricultural business entities, increasing land transfers, developing modern agriculture, and reducing the degree of fragmentation of arable land. The oasis–desert staggered area is the area where the scale of arable land is reduced. We should vigorously implement the work of retreating land and reducing water, and guide farmers to engage in secondary and tertiary industries so as to reduce the scale of arable land.

The study examined the relationship between agricultural land use and population growth rates from 1961 to 2018 in Nigeria. Secondary data were obtained from Food and Agricultural Organization and the World Bank. Descriptive statistics, trend equation and correlation analyses were used. Findings revealed that agricultural and arable land utilization grew at the rate of 0.62% and 0.72%, respectively per annum; while the total population growth rate stood at 2.57%. Also, urban and rural population grew at a rate of 4.75% and 1.67% respectively. In addition, the agricultural and arable land utilization rates had significant positive correlations with the total population, urban and rural population. Besides, the findings revealed that, agricultural land (to total land ratio) has continued to increase and currently averaged at 68.78% indicating massive land expansion put under agricultural used. Findings revealed that, most arable crop outputs increase majorly from land expansion rather than land productivity, a situation that cannot assure sustainable agricultural land use food security in a near future. Hence, the country needs agricultural land sparing policies and technologies to slow the current agricultural land expansion drive. Besides, the country’s agricultural land policies should focus on achieving land productivity and sustainable land-sharing strategies among major land users in the country. Again, the rural population growth rate is lower than the urban growth rate, implying that, the rural population is deteriorating with its probable negative effect on farm labour. This needs to be addressed urgently if the sustainable agricultural system is to be achieved in the near future in Nigeria.

Soil salinization is one of the foremost factors affecting global agricultural productivity. More than half billion hectares of agricultural land are unutilized due to excess saline condition. Hence, there is a great urge in exploring scientific interventions in restoring the saline affected areas and promote high productive and effective land utilization in order to respond to today's global concerns of food security. While a sound drainage system is required as a permanent solution to the soil salinity problem in order to regulate the water table, this option cannot be used in larger area with high energy and cost-intensity.Phytoremediation, a plant – based approach is one of the promising technology in enhanced dissolution of Ca levels along with sodium removal through cultivating suitable halophytes.During the process, the proliferation of roots, aggregate stability, hydraulic conductivity and nutrient availability increases. These improvement in soil quality enables the growth of less tolerant crops, enhances the overall ecosystem and climatic conditions by increasing carbon sequestration. In this perspective, the chapter focuses on halophytes, its kinds, the effects of salinity on soil physical, chemical, biological health, the influence of halophytes in stress management and on the function of halophytes in carbon sequestration.
