Abstract: Along with advances in information technology that is increasingly changing and encouraging various efforts to change, where the Sei Harapan Sekupang community is still unfamiliar with information and communication technology, many people, especially school children and adolescents who still do not understand the application of information technology in the field of blogging and also still lack of understanding of the application of ICT, especially applications that are on the computer, therefore the purpose of this coaching is to invite the Sei Harapan community to find out the use of information technology in the field of Blogging. This blogging coaching is also to find out the latest technology and information that is currently growing rapidly including blogging and know the benefits of information technology development in the field of blogging so that the public can be motivated to evaluate and learn information technology in the field of blogging as a basis for learning and to support various activities in daily life are included in online sales activities using blogs, and are accustomed to using information technology tools appropriately and optimally to obtain and process information in learning, working and other activities so that the community is able to be creative, develop imaginative attitudes, develop independent exploration capabilities , and easy to adapt to new developments in the environment.            Keywords: Coaching, Training, Applications, Blogging  Abstrak: Seiring dengan kemajuan teknologi informasi yang semakin mengalami perubahan dan mendorong berbagai usaha perubahan, dimana masyarakat Sei Harapan Sekupang masih awam tentang teknologi informasi dan komunikasi, banyaknya masyarakat khususnya anak-anak sekolah dan remaja yang masih belum paham akan penerapan teknologi informasi dibidang blogging dan juga masih kurang paham akan penerapan TIK khususnya aplikasi yang ada di komputer, maka dari itu tujuan pembinaan ini mengajak masyarakat Sei Harapan untuk mengetahui pemanfaatan teknologi  informasi dibidang Blogging. Pembinaan blogging ini juga untuk mengetahui teknologi dan informasi terbaru yang saat ini berkembang dengan pesat termasuk blogging dan mengetahui manfaat perkembangan teknologi informasi dibidang blogging sehingga masyarakat dapat termotivasi untuk mengevaluasi dan mempelajari teknologi informasi dibidang blogging sebagai dasar untuk belajar dan untuk mendukung berbagai aktifitas dalam kehidupan sehari-hari termasuk dalam hal aktivitas penjualan secara online dengan menggunakan blog, dan terbiasa menggunakan perangkat teknologi informasi secara tepat dan optimal untuk mendapatkan dan memproses informasi dalam kegiatan belajar, bekerja, dan aktifitas lainnya sehingga masyarakat mampu berkreasi, mengembangkan sikap imaginatif, mengembangkan kemampuan eksplorasi mandiri, dan mudah beradaptasi dengan perkembangan baru di lingkungannya. Kata kunci: Pembinaan, Pelatihan, Aplikasi, Blogging

The adoption of Information and Communication Technology (ICT) to organize, integrate, coordinate and manage various activities has become the catalyst for organizational change. The impact of these changes in the public sector have been to change the type of work being performed, demand new levels of productivity and efficiency from those performing the work, and call for a fundamental restructuring of the public sector to reflect the value systems of an information age. The literature on the organizational impacts of Information and Communication Technology have pointed to mixed findings about the success of information technology enabled organizational change, suggesting that the success of such change efforts depends on the combination of technical and social influences. Despite any potential for organizational change in the private sector, information technologies have not been associated with organizational transformation in the public sector. It is suggested that for the public sector to begin reaping the benefits of Information and Communication Technology, public sector managers are going to need to become change agents and manage the change process by managing the technology. <BR>

<p>Library as a source of information is expected to become a life-long learning for<br />pemustakanya. Currently, the library has adopted a variety of information technology development in order to provide various services to the pemustakanya. Therefore, the image of the library should be built in order to thrive in this era of globalization. A good library can be seen and measured on their success in meeting the needs of the user and can serve with the capabilities to society user. By building a positive image of the library, where the library will bring and develop the image of the institution, both within and outside of their parent institutions. In meeting the needs of improving<br />the image of the college library, then the library must have a strategy three (3) pillars of the main image. First, build an image library (image building), both improve the image of the librarian (librarian image), and the three libraries based on information and communication technology or Information and Communication Technology (ICT based). With developed a library based on information and communication technology. or Information and Communication Technology (ICT), both in the management information system of the library and digital library, then the library can provide services to the maximum, comfort, convenience to library users, convenience to the librarian staffs, good in service and processing as well in implementing strategies for, library development. The development of information and communication technology has not only changed the way people communicate, but also trading methods. The public has begun to get used to making transactions with information technology. This can be seen with the growth of online stores that offer a variety of products. As SMEs, the change in people's paradigm in transactions must be followed by offers or transactions with information technology. This opportunity must be anticipated by the SMEs. Efforts to support the use of the internet as a promotional medium are to use the MSME information system. This MSME information system is designed to promote MSME principals especially those in Bantul district. In order for the use of this MSME information system to work properly, there needs to be training and assistance in using the system. Mentoring activities have been carried out, especially for community groups incorporated in the Bantul district community information group.

The research aims to determine the effect of information and communication technology in raising the level of efficiency of workers in the public authority for the maintenance of irrigation and drainage projects, which require research and study to improve the level of life performance. By answering the following question: Is there a role for information and communication technology on the level of staff competence? In order to achieve the objectives of the research, data were collected using a questionnaire distributed to a selected sample from different departments, different age groups and academic achievement, whose number reached (100). To test the research hypotheses and determine the effect relationship, the statistical method (multiple linear regression) was used with a significant level (0.05,0.01).The results of the research proved the acceptance of most of the hypotheses, and the research was concluded with a set of conclusions and recommendations indicating the existence of a significant impact on the morale of information and communication technology in raising the level of efficiency of workers. The research presented a set of recommendations, the most important of employees which are (the necessity of using information and communication technology in developing control departments and accounts and raising the efficiency and effectiveness of the working in them in order to keep abreast of recent developments in the fields of information technology by holding workshops and specialized courses) Key Words: Information Technology, Communication, Personnel (Human Resources)

The purpose of this article is to present the results of a research on the impact of focusing of managers on human capital with support of information and communication technology on an effectiveness of Polish hospital activities. A survey questionnaire addressed to the managers of Polish hospitals was used in order to collect research data. A statistical method - structural equation modeling (SEM) was applied to analyze the gathered data. A research model proposed in the study was properly matched to the data and presented a positive and causal relationship between the level of information technology development and focusing managers on the building of human capital on operational efficiency of Polish hospitals activities.

The financial system is one of the primary users of information technology, which in recent decades has experienced phenomenal progress. This chapter discusses how information and communication technology has changed the financial system, and what policy challenges arise from the interactions of information technology progress and financial innovation. I focus on the asset management and banking industries. In the case of asset management, progress in information technology has partially transformed the industry, and potentially made it more efficient. In the case of banking, the industry has been changed profoundly, has grown significantly, but at the same time it has become more fragile. The chapter discusses the implications of these phenomena for policymaking.

The Information and Communication Technology Master Plan—ICTMP—is an important tool for the achievement of the strategic business objectives of public and private organizations. In the public sector, these objectives are closely related to the provision of benefits to society. Information and Communication Technology (ICT) actions are present in all organizational processes and involves size-able budgets. The risks inherent in the planning of ICT actions need to be considered for ICT to add value to the business and to maximize the return on investment to the population. In this context, this work intends to examine the use of risk management processes in the development of ICTMPs in the Brazilian public sector.

Computer-based information and communication technologies continue to transform the delivery of health care and the conception and scientific understanding of the human body and the diseases that afflict it. While information technology has the potential to improve the quality and efficiency of patient care, it also raises important ethical and social issues. This IRIE theme issue seeks to provide a forum to identify, analyse and discuss the ethical and social issues raised by various applications of information and communication technology in medicine and health care. The contributions give a flavour of the extraordinarily broad landscape shaped by the intersection of medicine, computing and ethics. In fact, their diversity suggests that much more work is needed to clarify issues and approaches, and to provide practical tools for clinicians.
