The main demands to the distance learning systems which are used for providing the needs of the studying process are defined and characterized in the article. There is also a list of free of charge systems for the management of the educational resources. A comparative analysis of the main systems has been done for determining the optimal distance learning platform for the development of the teachers’ subject-oriented competence in the postgraduate pedagogical education.

In recent years, with the rapid development of communication and network technologies, distance learning has been popularized and it became one of the most well-known teaching methods, due to its practicability. Over the Internet, learners are free to access new knowledge without restrictions on time or location. However, current distance learning systems still present restrictions, such as support to interconnection of learning systems available in scalable, open, dynamic, and heterogeneous environments. In this chapter, we introduce a distance learning platform based on grid technology to support learning in distributed environments, where open source and freely available learning systems can share and exchange their learning and training contents. We have envisioned such distance learning platform in heterogeneous environment using grid technology. A prototype is designed and implemented, to demonstrate its effectiveness and friendly interaction between learner and learner resources used.

In the article, the authors consider mobile learning as a form of resource-based learning of university students in the study of professionally-oriented disciplines. The advantages of mobile learning are revealed: using the latest technology in training; using lightweight, compact, portable devices in training; delivering blended, resource-oriented learning; providing a quality support for training in any format; teaching students with special needs; reducing the costs of educational support; using the new ways of educational content developing; providing the continuous targeted support for the educational process; creating a fun, exciting and comfortable learning experience. The conditions necessary for organization of mobile education in the educational environment of a modern university are described: availability of mobile devices for students and teachers; access to developed electronic educational resources (electronic textbooks and manuals, educational websites, distance learning courses); organization of feedback between the teacher and the student. On the example of the discipline "Fundamentals of Leadership" at the University of Ukoopspilks "Poltava University of Economics and Trade" (PUET), Ukraine, the authors propose ways of organizing mobile learning for distance students. The developed distance course (via distance learning platform Moodle) and the electronic manual on "Fundamentals of Leadership" for mobile devices (program Dr.Explain) are offered. The opportunities and benefits of Dr.Explain program, which allows you to create e-learning manuals for mobile learning, are demonstrated. The article states that Dr.Explain is a convenient and effective tool / aid for developing a variety of electronic educational resources, ranging from electronic lectures and manuals to complete electronic courseware package and educational Internet resources. The authors emphasize that for mobile learning, it is necessary to create electronic teaching aids in the formats supported by mobile devices.

The article is devoted to the current problem of distance learning. In the theoretical field, various aspects of the functioning of distance education are considered on the example of the analysis of the works of leading scientists in this field. The main aims of this research are: to analyze some of the best educational systems in the world (including distance learning) – systems of the USA and the UAE; to describe the main features of distance education in the USA and the UAE; to make some proposals, based on the experience of these countries, to optimize the system of distance education in Ukraine; to analyze the opportunities of their implementation and adaptation in Ukrainian education institutions. The theoretical basis of the study was open sources of information and educational portals of leading higher education institutions in the UAE and the United States. The methodology is the following. The theoretical framework of the study presents the leading experience of implementing distance learning of students in the context of state and educational policy of the represented countries. A comparative analysis of educational systems in the UAE and the United States is done within the framework of the introduction of distance learning. The study presents the research results, they are the proposals for optimizing the process of distance learning in Ukraine based on the experience of the UAE and the United States. The main ones are: development of criteria, requirements and recommendations for distance learning based on the following indicators: a) the amount of educational material; b) course duration; c) duration of the lesson d) technical requirements (e.g., the availability of a headset, a stable Internet connection, etc.); providing students and pedagogical staff with the necessary material and technical resources and checking the compliance of material and technical support with the educational requirements; establishment of centers for quality control of the distance learning process. The conclusions present the prospects of the study: developing of future comparative studies of distance learning systems; finding the most effective ways to make distance learning process better; elaborating and reasoning new approaches of teaching in the conditions of distance learning; setting up new platforms, applications, videos and so on in order to provide the process of distance learning; finding perspective directions of developing distance education and so on.

AbstractThis study concerns the development of autonomy in adult learners working on an online learning platform as part of a professional master's degree programme in “French as a Foreign Language”. Our goal was to identify the influence of reflective and collaborative dimensions on the construction of autonomy for online learners in this programme. The material used was 27 self-analysis papers in response to an assignment which asked students to review their distance learning experience (reflective dimension) and to highlight the role of others, if any, in their learning (collaborative dimension). In addition to these two major points, the analysis by category of the body of results shows principally that in qualitative terms, the factors of autonomisation for online learning are interconnected and include: the difficulties related to distance learning and the strategies that learners develop to face those difficulties, the importance of interpersonal relationships in social and emotional terms in overcoming those difficulties, the specific modes of sociability developed for distance learning and the related development of a new type of autonomy that is both individual and collective. The discussion examines the creation, over the course of time, of a new “distance learning culture” that is nonetheless never easy to create and share.

The article examines some educational and socio-pedagogical factors for finding supporting and developing gifted and talented students on the basis of a comparative analysis prepared after a survey in two schools in Veliko Tarnovo. The research raises questions related to the need for in- depth socio-pedagogical work, special educational design additional pedagogical qualification and educational resources for gifted children in the Bulgarian school.
