The selection of the relevant criteria and indicators is made taking into account the specifics of implementation the teachers scientific and pedagogical functions with the use of information and communication technologies in relation to professional training of officer personnel in higher military education institutions, as well as research tasks set forth in our research. Taking into account the content and specifics of pedagogical activity in the system of military education, the peculiarities of teaching general-military and military-specific disciplines, five criteria are pointed out: value, motivational, cognitive, technological, functional and reflexive, which in full give the opportunity to cover the information and communication competence content and fully enough to diagnose both its formation and development. In particular, these criteria make possible to find out the values of scientific and pedagogical activity with the use of information and communication technologies and the motivation to develop the teacher’s information and communication competence who is as a subject of pedagogical being in the system of military education. Knowledge of the theory of information and communication technologies and methods of their application in the process of teaching specific educational disciplines in the system of military education; knowledge of theoretical foundations of analysis and decision making in military affairs; knowledge of technology for modeling processes, for example, organization and combat units and types of troops; knowledge of the theoretical positions of cybersecurity in the process of using information and communication technologies in the military sphere; knowledge of modern hardware and software; knowledge of software development tools; the ability of the teacher to systematically use information and communication technologies for solving various vocational and pedagogical tasks in accordance with the goals and methods of teaching specific general-military and military-special disciplines; the ability to develop and use modern hardware and software for the implementation of pedagogical functions and their verification for cybernetic vulnerability; the ability to develop information software for use in teaching specific general military and military-special disciplines; the ability to synthesize various software tools for improving the efficiency of scientific and pedagogical activities; ability to use ICT in scientific and pedagogical activity; scientific and pedagogical subjectivity and the ability to objective self-evaluation as a subject of the information society and pedagogical activity in the system of military education. The article is focused on the problem of training future tourism specialists using informational and communication technologies. The educational process of preparation requires changing the educational and methodological support in order to give the students the opportunities to master modern professional tools, technologies, methods of creating high quality tourist products. To solve this problem, the authors propose a model for the development of high quality training of tourism professionals through the use of computer 3D-tours. The development of this model took into account the theoretical and methodological basis regarding the professional training of future specialists in the field of tourism, the results of the analysis of educational programs, curricula for training students of the speciality “Tourism” and the data of the pilot experiment. It consists of the following main blocks. The conceptual-oriented block includes concepts, approaches, principles of participation, information and communication technologies. The content-technological block includes the content of the educational project of developing 3D-tours, levels of professional knowledge and skills, as well as types of familiriazation with ICT tools. The educational content of the model takes into account the practical mastery of the student’s professional skills in the development of various 3D-tours. During this process, the ICT tools are introduced gradually in a certain order. The organization-activity block of the model includes forms of organizing the study and technologies for studying. This model entails the involvement of classroom-based and remote, individual, and group forms of organization of the educational process, organization of project development for a detailed analysis of educational topics. The assessment-resultative block includes criteria, metrics and levels. During the development of the model, the results of the activity of thesubjects of the educational process were analyzed in accordance with two groups of criteria: the criterion of formation of professional theoretical knowledge, practical skills of 3D-tour development and the criterion of the level of using modern software and technical means in creative educational development. The developed model allows for increasing the quality of training of future tourism specialists. During the practical application of the proposed model, virtual 3D-tours were developed. Their development has shown the possibility of implementing the model of development of training of specialists in tourism by using computer 3D-tours with the use of modern ICT tools in the study of special disciplines and the attaining professional skills.

Today it is becoming the most important factor in the transformation of the world order in the structure «matter (people) — energy (finance) — information — a resource for development». This is how the state and legal policy and the realities of the interaction of the countries of the world with each other and, accordingly, the citizens with the government are built, forcing them to look for new ways of evolution of the economy, military affairs, public power, etc. Using new ICTs, the world’s leading countries are constantly updating their scientific and educational sphere, increasing the requirements for professional training of young people in their universities, trying to form an open society with a responsible attitude to social values, more fully define the responsibilities of public authorities, and it is in this direction that the problems of the formation of modern statehood are concentrated. Essential to states organizing and regulating civil-military relations, the author analyses the actual and potential role and tasks that the defence sector and armed forces can take up in national cybersecurity policy and strategy. After identifying competences and capabilities that the defence sector could employ for national cybersecurity, the chapter identifies generic roles, from being an independent actor to being another integrated stakeholder, for the defence sector and the armed forces. The author notices how inclusion of the defence sector into national cybersecurity updates the concerns of the ‘military-industrial complex’ influencing not only cybersecurity policy but also how information and communication technologies are to be used in a society. Therefore, the chapter ultimately encourages states to implement strong political control in order to avoid unnecessary securitization and militarization of information technology and cyber development policies, misuse of public mandate and funds, and, ultimately, abuses of power by any elite.

Virtually all modern organizations have embedded information and communication technologies into their core processes as a means to increase operational efficiency, improve decision quality, and reduce operational costs. However, this dependence can place the organizational mission at risk when an incident occurs that compromises a cyber resource critical to the success of the organizational mission. In this paper, the authors examine the challenges of developing and maintaining a mission-wide understanding of organizational mission risk within military environments. Specifically, they examine the concept of mission assurance, discuss various factors which must be taken into account when describing military missions, analyze the four primary types of representations used to capture mission-to-cyber relationships, and highlight the complexities of documenting cyber dependencies for the purpose of achieving mission assurance.
