Energy sovereignty in Indonesia is experiencing problems with a decline in national energy security. Indonesia's energy system is currently facing serious challenges. The imbalance in the condition of energy supplies with national energy needs, especially the oil and gas sector and efforts to fulfill national energy needs in a sustainable manner are the main problems of this nation in the energy sector. It is absolutely necessary to have strategic efforts in the field of creating new and renewable energy. Although the government has issued various policies to catch up, but to realize national energy security, it is necessary to urgently regulate the development of renewable energy as a form of supporting national energy security. As for the formulation of the problems raised in this study are: support national energy security in Indonesia? 2) what is the urgency of regulating the development of renewable energy as a form of supporting national energy security? This research will use normative juridical research and supported by empirical juridical research so that it will be able to see the conditions of developing renewable energy as a form of supporting national energy security in Indonesia. To realize this, it is necessary to urgently regulate the development of renewable energy as a form of supporting national energy security.

AbstractThis study aims to determine the implementation of new energy and renewable energy policies in the context of national energy security. The research method used is legal research that uses a regulatory approach. The results of the study show that the implementation of new energy and renewable energy policies in the context of national energy security has proceeded as it should. This can be seen from the role of the government in making policies (beleid) and management actions (bestuursdaad), arrangements (regelendaad), management (beheersdaad) and supervision (toezichthoudensdaad) for the purpose of maximizing the people's prosperity. Abstract Interest in offshore investment is growing: the oil and gas sector has been developing offshore reserves for some time; more recently, the renewable energy sector has also been investing offshore. In that context, this paper considers the legal uncertainties that overlapping sovereign claims in offshore areas create for investments. It then canvasses the commitments that States can accord to address these legal uncertainties, whether unilaterally or through inter-State authorities that jointly regulate areas subject to overlapping claims. This paper is then principally devoted to considering the role of bilateral investment treaties in enforcing such commitments, and otherwise addressing the legal uncertainties generated by overlapping maritime claims. By way of conclusion, this paper considers analogies to other situations where investments are subject to the sovereign rights of more than one State.

The utilization of conventional sources of energy releases harmful pollutants to the environment causing global warming and acid rain. For that reason, it becomes necessary to use a non-depletable, sustainable and eco-friendly renewable energy as a mean of producing electricity. Malaysia is tropical country rich in resources beneficial in electricity generation as it is in equatorial region therefore it has an abundance of solar irradiance of average annually. In addition, Malaysia’s demand in electricity is increasing to 124,677 GWh by 2020. Therefore, the electricity generation from renewable sources in Malaysia is anticipated to grow in the future alongside the government endorsement due to its clean, eco-friendly and free source of energy which can highly reduce the dependency on oil and gas that emits harmful pollutants to the environment. This paper gives a comprehensive review on the renewable projects and researches in Malaysia, challenges that affect popularity of renewable energy in Malaysia and available and successful renewable energy system in Malaysia.


Significance As in 2020 and 2021, this projected growth will be driven by the ongoing expansion of the oil and gas sector, and related investment and state revenues. These rising revenues will support the government’s ambitious national development plans, which include both increased social and infrastructure spending. Impacts The government will prioritise enhancing the oil and gas investment framework. Investment into joint oil and gas infrastructure with Suriname will benefit the growing oil industry in both countries. The expansionary fiscal policy may lead to a rise in inflation, leading to further calls for wage increases. In the medium term, strong growth in the oil and gas sector could lead to increased climate change activism in the country.

This study aims to discuss new and renewable energy policies as an effort to build national energy security. Research methods use legal research that searches from various perspectives. The implementation of analysis, using the method of regulatory and focus on energy, generally has many impacts. First, the policy on the use of new and renewable energy aims to prepare the carrying capacity of national energy security. Implementation this policy has not been fully implemented because there are still many obstacles faced. Second, the use of new energy and renewable energy as an effort to build national energy security in Indonesia is still not optimal. Even though Indonesia is blessed with abundant natural and energy resources in all its regions and the need for new and renewable energy as the future fate of energy security in the unitary state of the Republic of Indonesia for people's welfare as a step to reduce the increase in consumption of fossil-based energy.

Taxes are an important component for the government in carrying out state activities in Indonesia, since the financing of routine expenditures as well as government development is largely derived from the tax sector. as it is known that tax revenue plays a vital role since the revenue from the oil and gas sector has decreased. The government in this case the Directorate General of Tax (DJP) always wanted to perform the task in terms of collecting tax revenue so that the nation's survival is maintained. Therefore, the Directorate General of Tax (DJP) is trying to get the tax collection in Indonesia on target by always trying to improve the service by updating the rules of tax collection that meet the requirements of justice, juridical, economic, financial and simple. This study aims to analyze the calculation and withholding of Article 21 Income Tax on the salary of PT. Telaga Bakti Persada Ternate whether it is in compliance with the provisions of the Taxation Law. No. 36 of 2008 Income Tax Income. This research uses Descriptive Research Method. The results of the research can be concluded that the calculation and withholding of income tax article 21 Income Tax on permanent employees of PT. Abstract: Tourism sector in the country is one of the mainstay of foreign exchange earners for the country, especially in the non oil and gas sector, all efforts to attract tourists both archipelago and overseas continue to be done. One of the government's efforts to increase the flow of domestic and foreign tourists is to make improvements and arrangement of tourist attractions. In addition, by promoting. Therefore required a system that can facilitate the management of tourism in data processing, and facilitate members or tourists in obtaining information. Technological developments are increasing, then from the problems proposed a change in the old system into a new system with computer-based website technology. The method used in the development of this software uses Model Waterfall. Data collection methods that the authors use to collect the data needed in the writing of this research are: observation, interview method, and literature method. Through a computer connected to the internet network users can search and get various information, anywhere and anytime by accessing the website. Metode yang digunakan pada pengembangan perangkat lunak ini menggunakan Model Waterfall. Metode pengumpulan data yang digunakan untuk mengumpulkan data-data yang diperlukan dalam penelitian ini yaitu: observasi, metode wawancara, dan metode pustaka. Melalui komputer yang terkoneksi dengan jaringan internet user dapat mencari dan mendapatkan berbagai informasi, dimana saja dan kapan saja dengan mengakses website. Introduction. The topic of renewable energy today is one of the most relevant and requires consideration from the point of view of all components of this process, namely economic, financial, environmental, technological, and others. The transition to renewable energy is already irreversible today since natural resources are depleted, fuel prices are the subject to significant fluctuations, and the stable growth of the national economy is ensured by energy security. The purpose. The purpose of the article is to analyze the volume of global energy consumption, to analyze the impact of the introduction of renewable energy sources on the development of the national economy, to ensure energy security with the depletion of hydrocarbon resources and a slight diversification of their suppliers. Results. Today the Ukrainian economy is the most energy-intensive. Unstable energy prices are a threat both to the global economy and to each country separately. Therefore, in the event of a decrease in the supply of traditional energy resources, the importing countries experience the greatest difficulties. The existing tendency in Ukraine to increase the consumption of traditional energy sources, combined with the absence of a targeted policy aimed at reducing the volume of environmental pollution, will lead to an increase in negative economic consequences. The advantage of renewable energy sources is their equal distribution throughout the country (with the exception of water resources). This feature leads to the formation of one of the main characteristics of power systems based on renewable energy sources, namely, their decentralization. It should be borne in mind that the world energy market is made up of state and non-state participants. Non-state participants are showing an upward trend. However, the state should have the greatest influence on the national energy sector. Renewable energy is an area that, in the Ukrainian context, depends on state support, namely economic and administrative incentives. The dynamics of the development of renewable energy should be combined with the balanced development of the fuel and energy sector in Ukraine. Conclusions. The process of development and transition to renewable energy needs a systematic approach. Both qualitative and quantitative approaches are needed to assess the transition to renewable energy. An effective strategy for the transition to the introduction of renewable energy technologies should be justified by economic feasibility. The transition from traditional energy to renewable sources should lead to energy security, which contributes to stable economic growth, political independence, and improving the quality of the environmental component.

Government policies in natural resource management, especially in the oil and gas sector face a lot of problems. However, the government also has a responsibility to improve the life of people affected from oil and gas exploration and production activities. This research was aimed at investigating how the implementation of policies run by the central and local government toward the oil and gas management and community empowerment, especially the community located closely  to oil and gas exploration and production activity in Madura, East Java. This research method is phenomenological research using descriptive qualitative approach. Therefore, this study is conducted through direct observation on the object during the research time. The data collection is done through observation and interview. The results of this study revealed that it is needed an integrated step done by the government, vertically, whether central, provincial, district, and village to synchronize oil and gas management and community empowerment programs. By doing so, the ideas and desires to improve the welfare and increase the state income will be realized, especially in focusing corporate and government programs improving citizen’ economic and education, whose area becomes the location of oil and gas production.

For more than 15 years, a significant part of the budget revenues of the Russian Federation have been tax revenues from the sale of hydrocarbons, in particular oil and natural gas. Despite the desire of our government to minimize its dependence on oil and gas revenues, the government continues to implement measures to encourage both small and large companies by providing some tax-related benefits, thereby encouraging the fields to further develop and expand.
