Recommendations For Improvement Of Organizational And Technological Preparation Of Overhaul Of Apartment Buildings

The article contains recommendations for improving the organizational and technological preparation of the capital repair of the housing stock. The analysis of the current legislative acts and regulatory documents in the sphere of major repairs of common property of apartment buildings is presented, as a result of which shortcomings and gaps in the regulatory legal framework are revealed. On the basis of the analysis, concrete recommendations are made to improve the normative legal framework regulating the preparation and carrying out of capital repairs of the housing stock which would allow to increase the volume of capital repair and improve the quality of repair and construction works. The article also contains practical recommendations on organizational and technological design and, in particular, on the development of construction master plans for the organization and carrying out of major repairs to the common property of apartment buildings. It is proposed to include in the requirements imposed by self-regulating organizations on their members when insuring liability, the obligation to comply with the provisions of normative and methodological documents in the field of capital repairs of common property of apartment buildings.

The article considers the possibility of applying the prioritization method to facilitate the choice between materials with equivalent or similar characteristics when carrying out major repairs in apartment buildings. The currently existing problems of the major repairs of MKD in St. Petersburg are analyzed. A scale of criteria for the selection of materials is given and a methodology for the selection of building materials for the overhaul of apartment buildings is proposed.

the main issue of the study is the problem of improving the efficiency of the housing sector. The current state system does not ensure the proper efficiency of the housing stock, which is increasingly manifested in the growing gap between the cost of operation of apartment buildings, aimed at ensuring the quality of their functioning and the real state of this quality. In recent years, numerous regulatory documents have been adopted to ensure the normal maintenance of buildings, but a comprehensive understanding of the relationship of various activities with technical and economic solutions, in most cases, has an empirical nature, not confirmed by a strict analytical justification. The purpose of the study is a systematic integrated approach to solving problems to improve the efficiency of maintenance of housing using the proposed mathematical apparatus, which allows you to objectively, fully and accurately assess the relationship of economic and technical indicators. All total socially significant economic indicators of operational measures can be the basis of legislative regulation in the industry. Conclusions: criteria for assessing the effective and safe operation of buildings, optimal for residents of apartment buildings and management companies serving these houses.

The leading concept of the research is to prepare, implement scientific and practical recommendations, proposals aimed at improving the quality of legal regulation of wage employment in Kazakhstan. The study has two interrelated end goals: the development of a scientific and legal basis for Kazakhstan's accession to the Organization for Economic Cooperation and Development (OECD, Organization) and the unification of the national Labour legislation with universally recognized standards for the implementation of Labour relations in OECD countries.The aim is to theoretically substantiate the concept and content of the legal framework for ensuring human rights in the OECD countries; to generalize and develop ideas for solving the issues of improving the quality of legal regulation of the social and Labour sphere in Kazakhstan; to investigate problems and suggest ways of transforming the standards of wage Labour recognized in OECD countries into the Kazakhstani system of law.As a result of the research, conclusions and proposals are formulated aimed at improving and modernizing the norms of the Labour legislation of the Republic of Kazakhstan in the context of the development of all spheres of public administration and regulation in accordance with OECD recommendations and standards.

The current state of the housing stock of the Russian Federation necessitates overhaul of the common property of apartment buildings. The basis of the state program (concept) for overhaul of apartment buildings is formed by regional programs and short-term plans for overhaul of the common property of apartment buildings. Therefore, the purpose of this article was to study the implementation of the regional program for the overhaul of apartment buildings and develop directions for its improvement. The subject of the research is the regional program for the overhaul of the common property of apartment buildings in the Volgograd region, which is a document that guarantees the overhaul within the time frame established in it. The analysis of the implementation of the program according to the data of the Fund For Overhaul of the Volgograd region is presented. The problems of the implementation of the regional program are identified and directions for their elimination are outlined, which will allow achieving the target indicators of the regional overhaul program.

The process of the housing stock aging is constant and continuous. Untimely repair of housing significantly increases the risk of accidents. The purpose of the management companies is to carry out a complex of repair works of apartment buildings according to the current quality requirements for the entire period of operation. The real estate, enterprises, organizations owners engaged in the operation and maintenance of housing, are extremely interested to increase the duration of the effective operation period for buildings and structures basing on the system of maintenance and repair of buildings. This system is equally important for each period of the life cycle of the property. In the field of housing and communal services, despite the ongoing reforms, the problem of timely financing of repair works aimed at ensuring comfortable and safe living conditions in accordance with the existing quality standards is acute. In this regard, the development of an effective system of housing maintenance is a priority. The current state and the main prospects of development of maintenance and maintenance of the housing stock during the planning and repair work in apartment buildings are considered. The proposed multilevel structure of the maintenance system and the methodology of evaluation of technical condition of residential properties taking into account the individual characteristics of the object. The method of planning of repair and construction works taking into account organizational and technological reliability is developed. The technique presented in the article allows to improve the quality of management decisions, which in turn ensure compliance with comfortable and safe living conditions and efficient use of financial resources.

The regional program of capital repair of the common property in multi-apartment buildings located on the territory of the Irkutsk region is analyzed in this paper. The drawbacks of the program are described. Particular attention has been paid to the identification of dependence of the residential buildings characteristics and the cost of capital repairs. Proposals have been made to improve the mechanism for financing capital repair of the common property in the apartment buildings.

Regional programs for major repairs of common property in apartment buildings have been implemented on a large scale for more than 5 years. For example, the regional program in the city of Moscow includes more than 28 thousand apartment buildings with a total area of more than 200 million m2. Improvement of housing conditions is the most important factor in improving the well-being of the population and should be considered not only as a combination of factors formed in the construction process (availability of residential premises, level of improvement), but also as a set of services provided in the field of operation. Currently, the use of energy-efficient building materials and technologies with extended service life is of particular importance for the safe and reliable operation of the facility.

The article considers the problem of physical deterioration of brick five-storied apartment buildings, when they are already close to the point, when they are not repairable. The aim is the reconstruction, which allows to improve the quality of habitation. Area of house and its illumination increases due to redevelopment. Narrow and elongated shape of spaces becomes more harmonious. Number of windows increases, more light passes through the glazed and unglazed balconies and loggias. This project has social significance for the housing stock of St. Petersburg.
