The Mueller investigation into Russian interference in the US 2016 Presidential election has dogged the Trump administration, almost from the beginning of its time in office. The impact of the probe is widespread and affecting the United States in myriad ways both domestically and in foreign policy. We contend that, regarding US-European relations, the Mueller investigation is hastening two broad trends. Firstly, the continuing revelations are pushing the traditional US foreign policy establishment closer towards Europe. Secondly, and simultaneously, these revelations, as well as the continued actions of the President himself, are acting as a source of tension in US-European relations that are pushing European elites into awkward policy choices. The Mueller investigation has uncovered an ill-defined Russian strategy of sowing discord during the 2016 election cycle, matching other initiatives in Europe itself. In the rhetoric of prominent American politicians, it has succeeded. Donald Trump has been loath - unlike his verboseness towards the majority of the US's traditional allies - to criticise the Russian state. Meanwhile, the US Congress has tightened sanctions against Russia. While Trump has distanced himself from the European Union on issues such as the Paris Agreement on Climate Change and the Iranian Nuclear Deal, other parts of the US polity – from city to mayors to state governors and Congress itself – have sought to reinforce relationships with European countries. The forthcoming 2018 midterm Congressional elections are likely to result in an exacerbation of the process, particularly if there are further allegations of Russian cyber-attacks. The impact on European leaders is varied. Whereas the German government wants to push ahead with a new gas pipeline, which would increase reliance on Russian energy supplies, the EU has thus far held firm over sanctions and presented a united front denouncing the alleged Russian state-sponsored use of a nerve agent in Britain. This paper will aim to explore the impact of the Mueller investigation on these two trends and the effect on wider US-European relations.

The purpose of this article is to study the criminal liability of medical professionals in cases of suspension, in accordance with jurisprudence in Ukraine, the European Union and the United States of America (USA). He made the comparative method. According to the investigation, the number of criminal proceedings in Ukraine by the authority and misconduct of medical doctors is about 2% per population, my figure that rises to 30% in Europe and is the stable yes in the US and is 28%. 32%. The main objective of the article is often area identify specializations in the medical office occurs with the mayor based on Ukrainian jurisprudence (data from Ukraine’s only state judicial decision register from 2016 to 2019). In addition, the study analyses the impact of the main influences on the ability of medical professionals for their professional functions. From counting the results show that surgeons, gynecologists, paramedics, and anesthesiologists are the most prone to deviation and medical error. Key proposed criteria have been proposed as medical errors differ from medical writing.

The Euro-Atlantic relations after the end of the Cold war have been strongly influenced by the impact of three interrelated crises: the existential crisis of NATO, the world economic and financial crisis, and the crisis in the Russia-West relations. The end of bipolarity has changed the threat environment and revealed how different alliance members formulate their threat perception and foreign policy interests. Europe stopped to be the US foreign policy priority. The US pivot to Asia has raised European concerns about American commitments to collective defense. The removal of the threat of a global conflict resulted in the EU initiatives aimed at promoting integration in the field of common security and defense policy (CSDP). Even though the US has officially welcomed a stronger European pillar in NATO, it has become concerned about new approaches that could divide transatlantic partnership and take resources away from military cooperation. At the same time the unilateralist preferences of the Bush administration generated deep political divisions between the United States and the European Union. The world economic and financial crisis contributed to a dangerous gulf between American and European defense spending. The US has complained about the tendency of the alliance’s European members to skimp on defense spending and take advantage of America’s security shield to free ride. In the absence of a clear external threat NATO tried to draft new missions, which were found in NATO’s expansion to the post-Communist space and Alliance’s out of area operations. But these new missions could not answer the main question about NATO’s post-bipolar identity. Moreover, the Kosovo operation of NATO in 1999 fueled Russia’s concerns about NATO’s intentions in the post-Soviet space. The creeping crisis in the Russia-West relations resulted in the Caucasus and Ukrainian conflicts that provided kind of glue to transatlantic relations but did not return them to the old pattern. There can be several representing possible futures lying ahead. But under any scenario EU will be faced with a necessity to shoulder more of the burden of their own security.

Abstract Since the Philippines elected President Rodrigo Duterte in 2016, the country’s foreign policy seems to have become more uncertain. President Duterte’s mercurial personality and antagonistic tirades against the country’s traditional Western allies, including the United States (US) and the European Union (EU), and his statements of building closer ties with China and Russia, had changed the political and diplomatic tone of the Philippines overall. Certainly, the political relationship between the Philippines and the West has been changed by Duterte’s strong remarks against the US and EU. Has this change spilled over to the economy? The paper presents an international political economy framework in examining the impact of Duterte’s foreign policy pivot to the country’s foreign economic relations, focusing on trade and investment. The paper argues that Duterte’s foreign policy shift is mainly shaped by Duterte’s “politics of survival”. Not firmly anchored in any idea, norms, or interest that can clearly benefit the country, Duterte is unable to provide coherent guidance and leadership on the foreign policy pivot, particularly on the economy. Duterte’s lack of guidance provided the technocrats with the policy space to continue the policies from the previous administration and not to divert radically from previous economic policies. The stability of the economic institutions provided a refuge in the period of uncertainty. As a result, the foreign economic relations of the Philippines has not radically shifted. The trade and investment situation of the Philippines remained stable, and economic relations with traditional partners are maintained.

The pandemic of COVID-19 has influenced all sectors of social life, including the global economy and trade relations. The year of 2020 was marked with significant changes in internal and foreign economic policy of almost all nations. The purpose of the paper is to study the measures taken by the EU and the USA as the world's leading economies to regulate their foreign trade in the global crisis caused by the COVID-19 pandemic. The tasks of the study are to show the influence of the crisis on changes of global trade policy in front of the threat to national security. Methodology. The study is based on the results of statistical analysis of data provided the WTO and the UNCTAD. The authors show an analytical assessment of the foreign trade indicators of the EU and the USA. Methods of comparison and generalization were used to formulate conclusions on regulatory trends in foreign trade of the US and the EU. Results allowed identifying specific features and changes in the regulation of foreign trade of the EU and the US, assessing the impact of the pandemic on their foreign trade. It was found that both mentioned players of the world economy have actively introduced both deterrent and liberalization measures during 2020, which were aimed at providing the domestic market with scarce COVID-related goods. The study shows the transition from export restricting to import liberalizing measures in foreign trade policies from the start of pandemic to the late 2020. Practical implications. Understanding and predicting the possible actions of partners (the US and the EU in this case) in the field of foreign trade regulation is an important practical aspect, which has to be taken into account when developing Ukraine's foreign trade policy. Value/originality. The study of foreign trade policy of the world's leading countries allows us to understand the behavior of governments of the countries that are largely dependent on participation in international trade in their development, to draw conclusions about the most common instruments of foreign trade policy in the time of humanitarian and economic crises.

Relations between Germany, the US and NATO today are the core of transatlantic links. After the Cold War and the reunification of Germany, NATO has lost its former importance to Germany which was not a "frontline state" anymore. The EU acquired a greater importance for German politicians applying both for certain political independence and for establishing of a broad partnership with Russia and China. The task of the European Union Common Foreign and Security Policy (CFSP) development has been regarded by Berlin as a necessary component of the NATO's transformation into a “balanced Euro-American alliance”, and the realization of this project as the most important prerequisite for a more independent foreign policy. Germany’s refusal to support the US invasion of Iraq in 2003 led to the first serious crisis in US Germany relations. At the same time, there was no radical break of the deeply rooted Atlanticism tradition in German policy. It was Angela Merkel as a new head of the German government (2005) who managed to smooth largely disagreements in relations with the United States. Atlanticism remains one of the fundamental foreign policy elements for any German government, mostly because Berlin’s hope for deepening of the European integration and transition to the EU CFSP seems unrealistic in the foreseeable future. However, there is still a fundamental basis of disagreements emerged in the transatlantic relationship (reduction of a military threat weakening Berlin’s dependence from Washington, and the growing influence of Germany in the European Union). According to the federal government's opinion, Germany's contribution to the NATO military component should not be in increasing, but in optimizing of military expenses. However, taking into account the incipient signs of the crisis overcoming in the EU, and still a tough situation around Ukraine, it seems that in the medium-term perspective one should expect further enhancing of Germany’s participation in NATO military activities and, therefore, a growth in its military expenses. In Berlin, there is a wide support for the idea of the European army. However, most experts agree that it can be implemented only when the EU develops the Common Foreign and Defense Policy to a certain extent. The US Germany espionage scandals following one after another since 2013 have seriously undermined the traditional German trust to the United States as a reliable partner. However, under the impact of the Ukrainian conflict, the value of military-political dimension of Germany’s transatlantic relations and its dependence on the US and NATO security guarantees increased. At the same time, Washington expects from Berlin as a recognized European leader a more active policy toward Russia and in respect of some other international issues. In the current international political situation, the desire to expand political influence in the world and achieve a greater autonomy claimed by German leaders seems to Berlin only possible in the context of transatlantic relations strengthening and solidarity within the NATO the only military-political organization of the West which is able to ensure the collective defense for its members against the external threats. However, it is important to take into consideration that not only the value of the United States and NATO for Germany, but also the role of Germany in the North Atlantic Alliance as a “representative of European interests” has increased. The role of Germany as a mediator in establishing the West–Russia relations remains equally important.

AbstractThe American aggression in Iraq and the campaign in Afghanistan resulted from the 11 September 2001 attacks in the US. 9/11 has had a massive, catalysing effect on the American public, press, main political parties and official foreign policy makers. This article assesses the impact of 9/11 in changing US foreign policy and especially in creating a new foreign policy establishment by comparing it to the consequences of an historical military attack on the United States – Pearl Harbor, 7 December 1941. It concludes that there is adequate evidence to suggest that a new bipartisan foreign policy consensus/establishment has emerged.

This paper evaluates the effect of the Estonian cyber incident on Estonia, Russia, the United States, the European Union, and the North Atlantic Treaty Organization, also known as NATO. The paper employs the Valeriano and Maness criteria for evaluating a cyber incident critically. The article asks how did the Estonian cyber incident come to pass, what were the foreign policy and international relationship effects, what was the impact on Estonia, and how did Estonia react to the attack. The essay concludes that the Estonian cyber incident was a catalyst, prompting the nations listed herein to address the effects of cyber-attacks, and then search for acceptable solutions.

The article analyzes the regional policy of the European Union and the problems of regionalization through the prism of modern theoretical provisions about the region and identifying its place in the existing system of international relations; shows the EU's practical steps to assert its role as an independent actor in the world arena. Attention is focused on the impact of the coronavirus pandemic on the processes of globalization, on the key principles of which ‒ the free movement of people and goods ‒ were dealt a noticeable blow. The pandemic has intensified the processes of regionalization, the strengthening of which occurred as a natural response to the challenge. The author of the article analyzes the problems of regionalism through the prism of a collective monograph by well-known experts on regionalism and international relations E.B. Mikhailenko and V. I. Mikhailenko "European Union's Foreign Policy in the XXI century. European interregionalism", which became a continuation of the scientific research of the authors at the Ural Federal University. The article focuses on such vulnerabilities of the EU's regional policy as poorly formed EU foreign policy identity; dependence in the field of security on the United States; insufficient use of the tools of "hard power" to defend their interests and promote their values and ideals. The still insufficiently meaningful manifestations and consequences of the pandemic have given additional relevance to the monograph, clarifying the origins, difficulties, trends in the implementation of the EU's foreign regional policy, the achievement of interregionalism, its goals and limits

It is proven in the paper that the chosen topic is relevant due to the impact of China and the EU on the negotiations about the regulation of the Iranian nuclear program’s issue. In the article, it is done a comparative analysis of the policy of the EU and China regarding the regulation of the Iranian nuclear program’s problem. It is also mentioned in the paper that since the time of the US presidential administration of Donald Trump, the EU and China have been seen as valuable actors in resolving the Iranian nuclear program’s issue. For this reason, the main purpose of the work is a review of the influence that China’s and EU’s policies regarding the development of the nuclear program of the Islamic Republic of Iran (IRI) exert on European security. The history of China-Iran relations in the nuclear sphere and the important role of China in the development of the Iranian nuclear program is mentioned in the paper. It is also noted that the fact that the EU countries are partners or allies of the United States, which is the main rival of the IRI, has complicated the dialogue between the European Union and Iran. It is shown in the paper that during Mahmud Ahmadinejad’s presidency, the Iranian nuclear program was not controlled by the international community, and because of that China supported sanctions of the UN Security Council against Iran. As it is mentioned in the article, until the end of the 2000s, the EU, as well as the People’s Republic of China (PRC), did not support the US policy toward Iran. The Iranian-Chinese relations in the nuclear field were studied. It is mentioned that despite the fact that China is interested in exporting Iranian energy resources, Beijing will never accept Iran’s possession of nuclear weapons. It is assumed that the fact that China does not support the nuclear weapons status of Iran gives it the opportunity to cooperate with the EU in case Iran decides to acquire nuclear weapons. It is noticed that China had a major impact on the negotiations related to signing the Joint Comprehensive Plan of Action (JCPOA), i. e. the nuclear agreement with Iran. The further actions of the EU and the PRC after the dissolution of the JCPOA are mentioned in the paper. The scenarios of further development of the situation around the Iranian nuclear program were reviewed. As a result of the research, it is concluded that China and the EU have played a significant role in achieving the JCPOA and conducting diplomatic negotiations with Iran. The strengthening of Beijing’s role as a key partner of Teheran and the decrease of the EU’s impact on Iran’s foreign policy were mentioned in the paper.

AbstractThe aim of this chapter is to assess what, if anything, administrative law can demonstrate about multi-level administration in the European Union and the United States. The particular focus of the examination is not on the content of administrative law in each legal order, but rather on the impact of EU and US federal administrative law on the Member States and US States respectively. It will be seen that, while US federal administrative law has primarily only influential effect on US States, EU administrative law is often binding on Member States. This observation challenges presumptions often made, particularly in political science, as to the degrees of inter-penetration in administration in the EU and the US. It will be argued that the cause of divergence is largely derived from differing judicial attitudes as to the fundamental tenets of the co-operation between the different levels of administration, and indeed, more general understandings of federalism in the two jurisdictions. In this way, this study also provides a useful prism through which to consider integration in the EU and US more broadly.
