System analysis in transport infrastructure

The article deals with the system of training of analysts and proposes the analytical structure of the transport and road complex with the corresponding analytical centers in each of the regions of the country, which have the principal novelty of research on rational forms and methods of information and analytical activity for improving the infrastructure projects and programs management and it is the perspective of creation of industry analytical elite. The object of the research - it is a system for the training of analysts majoring in “System analysis in transport infrastructure” for the transport and road complex of the country. The purpose of work – it is to identify the main program goals of applied system analysis in the transport infrastructure and strategic ways for the creation of analytical elite of the transport and road complex of the country. Method of research - it is a systemic, conceptual and software approaches. Suggested industry analytical structure has principled novelty toward the training of systemic analysts, providing with them the transport and road complex of the country, the continuous monitoring of the state and expert evaluation of the important decisions, the development of alternative infrastructure projects and programs in related fields of transport and road industry, that allow qualitatively to improve decision-making at strategic, tactful and operational levels of the management toward infrastructure projects. The support from the side of interested parties (Stakeholders) of the Ministry of Infrastructure and Ministry of Education concerning guaranteed annual state order of stated specialty “System analysis in transport infrastructure” in National Transport University will allow significantly increase the analytical potential of transport and road complex and country as a whole. Further development of the object of research – it is the state support for the system of the training of analysts for the transport and road complex of the country and suggested analytical system is the basis for the development of related fields of transport and road industry and support of public initiatives in improving the management toward infrastructure projects and programs and the creation of industry analytical elite.

The article deals with the main methodological aspects of the metrological provision of information and measurement systems in transport infrastructure projects. The object of study is the means of information-measuring systems of electric power objects of transport of Ukraine. The purpose of the work is to study the metrological provision of information and measurement systems at electric power facilities, in particular transport, which allow to solve many problems related to registration of operating modes of power systems, determination of electrical and time parameters, finding damage on power lines, diagnostics of electrical equipment and others. The research method is a systematic analysis of the metrological assurance of reliable, economical and high-quality operation of electric power objects due to the introduction of synchronized measurements on large electric power objects at large electric power objects. The regulatory framework for metrological support is the State Standards and other documents of the State System for Ensuring Unity of Measurements, the relevant normative documents of the State Standard of Ukraine, methodical instructions and recommendations. The technical basis is the system of state standards and standard measuring instruments, which ensures their reproduction with the highest accuracy; a system of working standards and exemplary measuring instruments by means of which the sizes of units of physical quantities are transferred to the working measuring instruments. As well as a system of standard samples of the composition and properties of substances and materials, which ensures the reproduction of units, composition and properties of substances and materials. The purpose of metrological support is to improve quality, increase production efficiency, use of material values and energy resources, as well as scientific research. The most effective way to improve the reliability, economy and safety of power equipment is to use methods and techniques for technical diagnostics. Due to the use of monitoring systems for monitoring and diagnostics of the electrical parameters of the electric power objects of the railways, both the renewal time of the power supply (associated with the restoration of train traffic) and the corresponding economic losses caused by emergency shutdown are minimized, as well as the costs associated with the operational repair works to eliminate the effects of damage. The characteristics of digital registrars and monitoring systems offered by the leading manufacturers in the electricity market are regulated by international standards. The made comparisons of the accuracy of measurements of different devices for recording the parameters of the modes show similar indicators and confirm the possibility of using the system of monitoring the mode parameters in the problems of estimating the state of power systems. The results of the study can be used in technological processes in transport infrastructure projects when using digital devices as a measurement tool for parameter control and monitoring of electric networks both in Ukraine and abroad. The research aims to identify, describe and analyze the institutional foundations of the impact of the expansion of Islamic States on the evolution of the transit economy in them and around the world. Goal. Develop a system of arguments and proposals for the evolutionary development of the transit economy in Russia and other countries, not only in close cooperation with the Islamic States, but also on the institutional basis of the Islamic economy. Tasks. Identify and study the institutional foundations of the Islamic economic system (IES) and develop evidence-based recommendations for their application in Muslim and non-Muslim countries at the pre-sent time, primarily in the field of transit economy development. Describe the historical background and current state of the IES as a transit system in the broadest sense. Consider the Islamic States of Western Asia as major and active participants in the global financial market and sources of investment in Russian infrastructure projects. Methodology. The research uses the methods of evolutionary and institutional theory, the theory of production and technological balance, world-system analysis and historical approach. Results. We have identified, analyzed and systematized the IES institutions that influence and have the ability to influence the development of the transit economy in any state and region. It was noted that the creation and operation of development institutions, Islamic industrial and construction banks that invest in the implementation of innovative infrastructure projects is a key element of the development of transport and transit systems. It is emphasized that the formation of an international Islamic economy, the Islamic world, and a renewed Islamic civilization contributes to the erasing of borders, the facilitation of commodity movement, and the destruction (sharp reduction) of distances. Conclusions. It looks prospective to build an ideal model of the Russian economy based on the principles of the IES. A thorough analysis of the structural and technological processes that will accompany the inevitable reindustrialization of the Russian economy at a new technological level is necessary. In line with the Islamic economic model is the expansion of trade between the Islamic States, the growth of specialization of their national economies with the participation of Russia. At present, the development and application of institutional and organizational tools for resolving the contradiction between personal and social benefits and establishing justice, the formation of a third way of socio-economic development of the modern world, the creation of a non-centralized system with a strong regulatory role of the state and religious and moral restrictions is of particular and urgent importance.

In the context of accelerated globalization, the question of rapid adaptation of information services has arisen. Today, the influence of information is widespread in all dominant industries, thanks to them; the development of automation, there is a departure from the solution of manual and typical problems. All that made possible by the influence of information services, personal computers, smartphones, tablets, etc. For companies – this is a good opportunity, in a clear redistribution of labor, work planning and calculation of accurate time management. For the state – information technology, one of the priority links of development. Almost 5% of GDP makes it possible to fully assume that the IT sector is dominant in the economy of Ukraine and its regions. Further development of the industry will have a positive effect on the financial stability of the country, thanks to the inflow of foreign currency, the opening of startups and the creation of information centers for training. The creation and improvement of information technology training institutes has been introduced. Implement programs to open small and medium-sized businesses related to outsourcing. This, in turn, will increase scientific literature, full access to education services, in particular, access to electronic resources of the entire Internet, facilitate the acquisition of knowledge, working and living conditions, creating comfortable jobs, etc. Accordingly, the overall strategy for the development of information technology in Ukraine is the rapid spread and development of competitive ICT technologies for the entire public sphere of Ukraine and its economy, which will increase productivity, development of information structure, such as the Internet segment. On the basis of the research data’s were: economic status and ease of job search; transport infrastructure; lifetime; population mobility, i.e. the percentage of residents who visited foreign resorts; ecology and safety of living. By 2019, the IT sector had brought almost $ 5 billion to the state treasury and has a favorable outlook for larger exports and GDP. Therefore, there was a problem in analyzing the volume of services provided in Ukraine and regions.

This article describes the conflicted genesis of the Museum Istiqlal, the history of  the creation of the collection, and the state of the institution relative to other Indonesian museums. It emphasizes both  positive developments underway and the historical problems facing the institution. Above all, it focuses on the role the museum was originally intended to serve for the Indonesian Muslim public sphere and the significant potential the museum has to better serve that mission in the national and international sphere. In short, the article emphasizes that in the context of the Government of Indonesia’s current four year plan to revive the museum sector, the problems and opportunities presented at the Museum Istiqlal are symptomatic of endemic national challenges for both the museum and the education sector.

The Strategic Choice of Measures (SCM) approach aims to integrate different perspectives and identify measures to adapt new infrastructure projects to their local context at an early stage of Swedish transport planning. SCM is a loosely structured framework for collaboration between actors from, e.g., municipalities and the Swedish Transport Administration, in order to facilitate the coordination of transport planning and land use planning. This paper aims to explore the consideration of environmental aspects in early-stage transport planning by analyzing the SCM approach. An explorative research approach is applied based on literature studies, semi-structured interviews, and a focus group interview. The result shows that in the SCM process, environmental aspects such as noise and air pollution generated by road traffic in urban areas, engage the actors, whereas aspects related to landscape and water were perceived as poorly addressed and received less attention. The consideration of environmental aspects in the SCM process is affected by the local and national authorities’ different interests and the competences involved. To consolidate environmental aspects in early transport planning, these aspects need to be explicitly addressed in the SCM guidelines and the link between the SCM and preceding and following planning stages needs to be strengthened.
