This study explains why the African Union (AU) claims primacy and opposes the UN Security Council’s and the ICC’s efforts to enforce R2P and nonimpunity norms in peacemaking. It draws on the concepts of norm subsidiarity and African agency in global politics and analyses African norm-setting and policy instruments. The central argument is that the AU is a subsidiary actor in the international system and has created subsidiary norms on immunity, the right to protect, and continental sovereignty to defend Africa’s vital security interests. The significance is that existing studies have applied the norm localization model and assumed that the AU is or should be a localizing actor and subordinated African subsidiary norms to international principles. Thus, the current approach has missed the collision of African and international norms we are witnessing. This study contributes to knowledge by enriching the understanding of African subsidiary norms and agency in international relations.

Abstract Geopolitics has become a key site for articulating the limits of existing theories of international relations and exploring possibilities for alternative political formations that respond to the challenges posed by massive ecological change and global patterns of violence and inequality. This essay addresses three recent books on geopolitics in the age of the Anthropocene: Simon Dalby's Anthropocene Geopolitics: Globalization, Security, Sustainability (2020), Jairus Victor Grove's Savage Ecology: War and Geopolitics at the End of the World (2019), and Bruno Latour's Down to Earth: Politics in the New Climactic Regime (2018). The review outlines and compares how these authors pose contemporary geopolitics as a problem and offer political ecology as the ground for an alternative geopolitics. The essay considers these books in the context of critiques of world politics in international relations to shed light on both the contributions and the limits of political ecological theories of global politics. I argue that the books under review encounter problems and solutions posed in Kant's critical and political writings in relation to the concepts of epigenesis and teleology. These provoke questions about the ontological conceptions of order that enable claims to world political authority in the form of a global international system coextensive with the earth's surface.

This article argues anarchy is undertheorized in International Relations, and that the undertheorization of the concept of anarchy in International Relations is rooted in Waltz’s original discussion of the concept as equal to the invisibility of structure, where the lack of exogenous authority is not just a feature of the international political system but the salient feature. This article recognizes the international system as anarchical but looks to theorize its contours—to see the invisible structures that are overlaid within international anarchy, and then to consider what those structures mean for theorizing anarchy itself. It uses as an example the various (invisible) ways that gender orders global political relations to suggest that anarchy in the international arena is a place of multiple orders rather than of disorder. It therefore begins by theorizing anarchy with orders in global politics, rather than anarchy as necessarily substantively lacking orders. It then argues that gender orders global politics in various ways. It concludes with a framework for theorizing order within anarchy in global politics.

Oil and natural gas have frequently been used as instruments of foreign policy. While scholars have given substantial attention to the economics of exports and imports, much less has been paid to theorizing how energy can be its own type of carrot or stick, influencing international relations around the world. Future scholarship should focus on developing foreign policy theories specific to energy, including renewable energy sources and drawing on constructivist theories. In addition, the role of transit states, energy firms, sovereign wealth funds, and civil society should be more carefully theorized. Future theoretical and empirical research should also focus on the use of electricity and renewable energies as foreign policy instruments and their effects on global politics.

In international relations, hierarchy is understood in two related ways. In the most general usage, hierarchy refers to any ranked ordering, most commonly conceptualized in international relations as status rankings. In a more narrow usage, hierarchy refers to relations of authority in which a dominant state sets rules for or possesses more or less authority over one or more subordinate states. So defined, hierarchy in international relations is the antonym to the more common concept of anarchy. This bibliography focuses on the second, more narrow conception of hierarchy. The broader usage is examined in the Oxford Bibligraphies article Status in International Relations by Jonathan Renshon. There have been, of course, historical international systems structured by hierarchy, including the Roman Empire and China, examined by scholars of international relations for their own dynamics or as a contrast to the present international system. We address these historical systems in Hierarchical Systems. Since the Peace of Westphalia in 1648, however, the European international system and, through the diffusion of norms and practices, the global system have been understood as characterized by anarchy, or the absence of any authority higher than the nation-state. While not disputing that the current international system as a whole is anarchic, contemporary scholars of international hierarchy claim it is a fallacy of composition to assume that what is true of the system must also be true of its parts. Rather, this emerging literature allows for relations of authority between states at the level of dyads or sometimes regions. Hierarchy is a form of power but differs from power-as-coercion as understood in theories of international politics. Many studies of international relations place power at the center of their analyses, seeing it as the primary determinant of international diplomacy and bargaining outcomes. Authority, however, implies more than just the ability to coerce or even create incentives for states to alter their behavior. Rather, authority implies a “right to rule” in which subordinates accept that the dominant state can regulate legitimately certain limited actions, that they have an obligation to comply when possible with those regulations, and that the dominant state has the right to enforce its regulations in the event of non-compliance. In this way, authority constitutes a social relationship in which limited duties and obligations are recognized by both dominant and subordinate states. A now substantial literature has emerged that aims to explain when and how hierarchy between states will arise, how it functions, and with what consequences. After outlining works that contribute to this unfolding of hierarchy, we turn to historic international systems that were more clearly organized hierarchically.

In 2014, Germany became the 173rd state to ratify the UN Convention against Corruption (UNCAC) – after more than ten years of disputes in the German parliament. To make sense of the protracted debates about ratifying UNCAC, the article follows the recent introduction of Luc Boltanski’s pragmatic sociology to International Relations (IR). I argue that this approach opens new avenues for researching normativity in hybrid arrangements of multiple, overlapping orders of worth and through ongoing tests of the right evaluation of a situation. I show that the belayed ratification of UNCAC in Germany was the result of the hybridity inherent to norms against corruption. In the debates, members of the German parliament relied on competing normative inventories to translate the term ‘public official’ to the German context and to settle the meaning of corruption. This article contributes to IR norm research by unpacking normative multiplicity and contradictions that undergird international norms and disputes about them.

The article analyses possible scenarios of global world order followed by the outbreak of COVID-19. It assesses to what extend the pandemic will impact the process of transformation of the system of international relations and discusses possible scenario of the global politics for post-COVID period. The article suggests that the expected outcome of the pandemic will be bi-polar world order, which will much differ from the system of the International Relations of Cold War period. The impact of COVID-19 on ongoing processes will be tangible. In the meanwhile, bearing in mind emerging neorealistic tendencies, enhancing role of states as pivotal actors of international system and current level of global inter-dependence, the international relations cannot return to the epoch where political realism had dominant position in global affairs. The article concludes that the pandemic will not drastically change the international order, but it will decently accelerate international processes, started years ago.

Realism, also known as political realism, is one of the most dominant theories of international relations. The school of thought in realism was established in the post-World War II era; however, it is widely associated with the ancient Greek studies, particularly, in the works of Thucydides who allows a more sophisticated analysis of the conception of power and its place in the anarchic international system. Unlike idealism and liberalism, which underline the idea of cooperation in international relations, realism stresses a competitive and confrontational side of human nature and argues that in global politics there is no space for morality. Thus, states show constant readiness to obtain power and achieve their political ends. The article aims at studying the basic approach, the theory of realism is based on. The study has been prepared as a result of examining articles and books written by dominant realist scholars who have influential opinions in the field.

A comprehensive review of the scholarly literature that considers ethical questions surrounding human migration flows across international borders covers themes of membership and belonging, the right to exclude, the liberal impasse with regard to immigration, the role of property rights at the international level, movement through visa categories, and the problem of jurisdiction during migration journeys. Such an examination reveals that migration provokes a particular problem for international relations when the nation-state is the primary unit of analysis, and that the current literature acknowledges yet does little to correct a Western bias at the heart of scholarly work on the ethics of human migration flows. Ethical questions regarding human migration have been at the forefront of news and public debate, particularly in recent years. The implications of human migration for membership in political communities have received much attention in political theory, international relations theory, international law, human rights, and ethics. Migration, by definition, challenges some of the key assumptions, categories, and ways of theorizing international relations (hereafter IR). The conventional assumptions of IR reproduce the notion that states as unitary actors interact with each other in a global sphere or within the confines of the international system and its structure and rules of behavior. In this rendering of the global, there is little room for people who seep outside of state borders, people who move with no national affiliation, or people who retain multiple national affiliations. The embodied contestation of the territorial categories of IR that is practiced by the movement of people is particularly relevant to constructivist IR theory. If the world is constituted through social interactions and intersubjective understandings, when social interactions happen across borders the intersubjective understanding of state units containing human populations is called into question. When people manifest multiple identities, the state-based identities of the international system are called into question. Studies of the ethics of migration flows then must tackle these lines of inquiry.

Norms are one of the most widely studied topics of contemporary International Relations scholarship. Norms scholars have created an extensive theoretical and empirical literature to identify, describe, and analyze the emergence, diffusion, and effect of norms in the international system. However, this scholarship is inconsistent in how it treats state choice and norm diffusion; in particular, it is divided between theories that emphasize continuity and those that allow for change in the process of norm adoption and implementation. This article suggests that the problem can be remedied through a closer examination of the structure of norms themselves. It first shows that the prevailing understanding of contemporary international norms is that they have a tripartite structure, consisting of a problem, a value, and a behavior. These structural components can be combined to create norms as traditionally understood. The article also proposes a new concept — a “norm cluster” — which allows for multiple combinations of conceptually interlinked but distinct values and behaviors, offering multiple acceptable solutions to similar and interlocking problems. The actors that adopt a norm cluster, rather than a single norm or set of norms, may be recognized as a family group: although no cluster adopter need perfectly re-enact the choices of others, the resulting variation in outcomes is accepted as “close enough.” The article argues that focusing on norm components and clusters, rather than on single norms as currently understood, allows for a more precise understanding of how principle-based action diffuses and evolves in the international system.
