With the increasing difficulties associated with heating, the new energy industry has become the mainstay for property development. The effective diffusion of leading technologies supplies a social edge for enterprise core technologies, and this is also a necessary topic for industrial transformation and optimization. Within the international context of energy conservation and emission reduction, the scientific and in-depth study of the diffusion mechanisms underlying leading technologies in the new energy industry have vital theoretical significance for the promotion of the diffusion of leading technologies. Based on the introduction of the Bass model and one extension model, this paper constructs the diffusion model of the new energy industry’s leading technology and analyzes its diffusion mechanism. The identified mechanism indicates that in the case of imperfect market and policy environments, the diffusion of the leading technology of the new energy industry is mainly influenced by the “expected utility” of innovators and the “actual utility” of imitators. The diffusion of the leading technology in innovator enterprises of the new energy industry is mainly affected by the “expected utility,” while the diffusion in imitator enterprises is affected by the “actual utility.” These influences are verified by simulation analysis. Based on the diffusion mechanism, several suggestions are presented for the promotion of the diffusion mechanism of leading technology, with the aim to provide references for the government, industry associations, and enterprises for relevant decision-making.

Market allocation mechanism plays a key role in the development of new energy industry .but also cannot do without the support of the government, this paper emphasizes that the government should pay attention to the fundamental role of the market when deciding its own responsibilities. Guiding the industrial layout and coordinate between government investment and private investment is the main responsibilities of government in the development of new energy industry. The paper points out that increasing financial subsidy, encouraging the government procurement and improving tax expenditures are important policy tools to realize government intervention targets.

As an empirical case, this study selected the illegal production process incidents of rabies and DPT (Diphtheria, Pertussis, Tetanus) vaccines by Changchun Longevity Biotechnology Co., Ltd., which occurred in July 2018. Based on the four factors involved in the spread of public opinion, the public health emergency, netizen, network media, and government, Brusselator model, and entropy method were applied to calculate the positive and negative entropy—to verify whether the Internet public opinion system is a dissipative structure. This study verified four evolution mechanisms in Internet public opinion diffusion, among which the trigger point of entropy-control occurred in the germination mechanism, the entropy-controlled disposal point occurred in the outbreak and fluctuating mechanism, and then became latency in the elimination mechanism. It provides a theoretical reference for the government to judge the stage of such diffusion and improve the governance ability of the opinion mentioned above.

Navantia finished the analysis of the concept Industry 4.0 in 2016 and its application to the naval shipbuilding industry, referred to herein as Shipyard 4.0. The implementation process has begun with several projects that involved various technologies. In order to incorporate them in the new project, for naval vessels and systems, special focus has been put in the future F-110 frigate.This document aims to provide an overview of the Shipyard 4.0 model and a brief discussion regarding the projects launched for its implementation in Navantia. The initiative 4.0 is a key development vector across all the industrial sectors in the future and its expected outcomes match the ones established by the Government of Colombia in its “Plan de Transformación Industrial” (Plan of Industrial Transformation). In this context, the new frigate program (PES) is a unique opportunity to engage the local industry, in which Navantia offers its willingness to cooperate.
