Governments across the world spend vast resources on implementing digital technology. Electronic, or digital, government is the use and study of Internet-based information and communication technology in the public sector. A point of departure in this study is that investments in technology are not value-free; they require allocation of limited resources and trade-offs between values. The purpose of this paper was to investigate how values are prioritized in the Swedish digital government. This research was conducted by using quantitative data from a survey administered to Swedish municipalities and national agencies. In addition, qualitative data from a database was used to exemplify value operationalization. The research utilized a theoretical framework based on four value positions: professionalism, efficiency, service, and engagement. The findings reveal that service and quality, and productivity and legality have a high priority, while engagement values are less prioritized. Differences based on organization type and size are also discussed. Moreover, the study suggests that professionalism and efficiency are distinct value positions, while service and engagement are closely related through citizen centricity. The qualitative material suggests that citizen centricity can manifest itself as a form of service logic, but also in the form of educational digital inclusion activities for vulnerable groups. The paper concludes by suggesting that future research should further refine the concept of citizen centricity in relation to digital government values, since its current meaning is ambiguous.

Personal data is increasingly collected with the support of rapidly advancing information and communication technology, which raises privacy concerns among data subjects. In order to address these concerns and offer the full benefits of personal data intensive services to the public, service providers need to understand how to evaluate privacy concerns in evolving service contexts. By analyzing the earlier used privacy concerns evaluation instruments, we can learn how to adapt them to new contexts. In this article, the historical development of the most widely used privacy concerns evaluation instruments is presented and analyzed regarding privacy concerns' dimensions. Privacy concerns' core dimensions, and the types of context dependent dimensions, to be incorporated into evaluation instruments are identified. Following this, recommendations on how to utilize the existing evaluation instruments are given, as well as suggestions for future research dealing with validation and standardization of the instruments.

Digitizing public services is, at the moment, an essential necessity for numerous governments around the world. An improved government through digitization will not only have a growing effect on businesses, but it will also be able to intensify citizen engagement and push for economic growth. During the last 10 years more countries have progressively begun to provide digital services to their citizens. Therefore, in order to address this development, the purpose of this paper is to analyze the evolution of the digital government literature in order to describe the aspects of digital transformation in the public sector and how it is related to knowledge management. In this study the methodology is quantitative and it is based on a review and a survey made with the main goal being the estimation from several collected data on how the digital transformation process in the Public Administration takes place and what its relationship is with knowledge management. The review study is based on articles found on Scopus database and it addresses the role that digital government research plays in the theory and practice of knowledge management. In the survey study, 54 employees working for the services of the two governmental areas of the Portuguese Ministry of the Environment were surveyed. The results show that the research on the theme is still at an exploratory stage due to the lack of studies relating digital government to knowledge management effectiveness in the public sector. The results also show that the success of digital government seems to be related with the quality of the organizations’ knowledge management, complementing each other for significant improvements in the public sector. In terms of originality, this study aims to contribute and stimulate data-driven discussions regarding the impacts of the digital transformation in the public sector and their relation with the implementation of knowledge management practices. The results offer insights into future research needs.

Over the past two decades, governments have used information and communication technologies (ICTs) to integrate their internal functions and improve their delivery of services. Scholars and practitioners have conceptualized these various ICT trends and referred to them collectively as e-government. As the number of citizens using the Internet and mobile technologies increases, the public sector is constantly innovating to keep pace with the changing technologies and citizens’ expectations. This essay reviews the academic literature on e-government among local governments and explores the issues related to its adoption and implementation. Adopting an e-government stages perspective with attention to institutional capacity, the essay examines the factors and determinants of local e-government success. The essay concludes with directions for future research on e-government and innovation in local governments.

This paper sets the stage for this Special Issue covering a set of papers, which try to provide a cross-scale evaluation of the trade-offs and synergies evident among aquaculture, water quality and environment in the empirical context of 8 different countries from Asia and Africa. Having discussed the livelihood and policy significance of the issue of cross-scale trade-offs and synergies, this paper provides an eclectic review of literature to show how this issue has been insufficiently treated in past studies. With a brief overview and synthesis of the papers included in this Issue, this paper also indicates how they overcome the analytical, methodological, and data challenges so as to provide a cross-scale evaluation of the trade-offs and synergies in different empirical settings. After illustrating how the new research insights can be integrated into the public debates and policy processes, this paper concludes with the identification of future research and policy needs.

In the 21st century, one of the dominants of the modern stage of development of states is the elevation of the role of information and communication technologies ( the ICT), which, in turn, are actively implemented and used in the public administration system, creating new effective means of interaction between government bodies, citizens and various commercial structures. A striking example of the interaction between states and people is electronic government (E-government). Digital maturity is a key indicator of the readiness of the state and companies to implement digital solutions in their processes. At the same time, the coronavirus pandemic has already forced large companies to reconsider their strategies in favor of investments in digital technologies.

This paper argues that adopting a stakeholder approach to the study of contracting outcomes produces more rich and rounded representations of the realities of the contracting out of public services. We revisit the research on contracting outcomes, highlighting the public manager perspective as key for gaining deeper, more detailed insights. The public manager perspective is explored in an inductive analysis of answers to open-ended survey questions collected from public managers with contracting experience within the context of municipal park management in Scandinavia. The emerging managerial perspective is summarized in a best-case, worst-case and complex-case scenario highlighting the mix, complexities and trade-offs in a composite set of contracting outcomes. The nature of contracting outcomes as complex and composite rather than unidimensional and clear-cut is one key finding. Furthermore, the importance of some specific outcomes (e.g. learning) complements existing research themes. Our findings sustain the initial argument, demonstrating how the stakeholder approach can produce new insights. A key implication is that future research can benefit from assessing contracting outcomes by providing voice to multiple stakeholders.

Today, under the influence of rapidly developing information and communication technologies, the public administration system is being transformed. The concept of e-government is being replaced by the trend of forming a new model of digital government. It is necessary to have a precise understanding of the essence of the digital government concept for its implementation.The article presents an analysis of the main characteristics and stages of the formation of e-government, as well as the basic principles of digital government. Comparing the two concepts, the author comes to the conclusion that the digital government model is an independent concept based on the achievements of e-government.

This chapter aims to introduce the main concepts behind the dematerialization of business processes, which is relatively new in the academic literature, although there are already empirical evidences of the benefits arising from its implementation, especially in the public sector. The dematerialization of business processes results from the intersection of three other knowledge domains—electronic document management, workflow management, and reengineering of business processes—whose interconnections will be explored in the chapter. It also emphasizes the role of information and communication technologies as an important tool for any organization that intends to improve its performance through the better management of its information workflows. It presents a comparative analysis performed for some tools available in the market (propriety and open-source solutions) in order to help organizations to understand the benefits and commitments arising from the modernization of processes. Finally, the chapter identifies some opportunities for the conduction of future research.

The development of electronic or digital government (egovernment) has varied throughout the world. Although we give it the same name, we know from different studies that, for example, the concept of Information Society can be interpreted in different ways in different cultural settings (Jaeger, Slack, & Williams, 2000; Sancho, 2002). This article provides a general outline of the development of e-government in the West and is primarily based on European and Scandinavian experiences. It is only possible to give an introduction to e-government if we can define what we are talking about. E-government is still a rather new concept, but most people agree that egovernment includes the following features: • E-government is based on information and communication technologies (ICTs). • E-government is taking place in public administration. • E-government concerns electronic ways to perform all kinds of internal administrative tasks. • E-government also concerns the communication between the public administration and the citizens and other actors in the surrounding society (Jaeger, 2003: 50).
