In this commentary, I propose a framework for thinking about data quality in the context of scientific research. I start by analyzing conceptualizations of quality as a property of information, evidence and data and reviewing research in the philosophy of information, the philosophy of science and the philosophy of biomedicine. I identify a push for purpose dependency as one of the main results of this review. On this basis, I present a contextual approach to data quality in scientific research, whereby the quality of a dataset is dependent on the context of use of the dataset as much as the dataset itself. I exemplify the approach by discussing current critiques and debates of scientific quality, thus showcasing how data quality can be approached contextually.

Scientific research is part of any university mission, at least of big universities, as it represents the complementary element required by the learning process. A learning process based on engendering knowledge is much more valuable and competitive than a learning process which is reduced to a mere transfer of knowledge from the teacher to the students. The important universities consider that “the development of scientific research as a fundamental competence is essential for survival in a more and more competitive environment on global level and that is why, research should be part of the university mission”1. This study aims to highlight how important it is for the university members to be aware of the evaluation criteria for the research projects they undertake. For this purpose, I have interviewed a number of 55 persons, project managers and team members in the projects from the “Research for Excellency” program and the National Plan of Research, Development and Innovation PN II 2007 – 2013. Out of the evaluation criteria for research, the most important ones were considered to be the scientific quality of the project and the quality of the human resources involved in the project.

For the biotechnology executive looking to cut a deal with a pharmaceutical company, it is not the type of new molecule that matters, but the quality of the records and data that back up the new biotechnology drug's efficacy that matters. Executives unprepared for pharma's due diligence weaken their own negotiating hand. This paper presents three key aspects to research data quality that any prospective pharma due diligence will examine. Recommendations within the paper stress the elements of a biotechnology preparation strategy that will not only serve to prove the biotechnology's scientific quality, but will also give the biotechnology company an edge over others competing for a slice of the pharma pie.

The pressure to publish is a fact of life in academia. Academics are expected to demonstrate that they are active researchersand that their work has been vetted by peers and disseminated in reputable scholarly forums. In practice, however, a numberof critical constraints hamper effective publication of scientific research in most developing countries. These include lackof effective mentoring system, poor facilities and inadequate funding for effective research and heavy workload where toomuch time and effort are spent in teaching, grading, meetings and other non-academic activities. In spite of these seeminglyinsurmountable challenges, with proper planning and commitment, one can still conduct research and publish to advanceones career and exchange of knowledge. The paper discusses the critical guiding principles in scientific writing and publishingin an unfriendly research environment as pertains in most universities in the developing world. The overriding principle isto cultivate the discipline of scientific writing consciously and follow it through religiously. This could be achieved if time isallocated for scientific writing in the scheme of weekly schedule of activities and made to be functional through meticulousplanning and commitment. Equally important is to avoid procedural mistakes in scientific writing. While the quality of theresearch is the single most important factor in determining whether an article will be published, a number of proceduralmistakes can help tip the balance against its publication. It should also be noted that when a manuscript is submitted to ascholarly journal, there are two audiences to satisfy: first the editor and external reviewers, and then the journal’s readers.That first group must be satisfied to create the opportunity to appeal to the second. Thus, familiarity with the style and tone ofthe specific journal is crucial.

Research is considered a function aimed at obtaining new knowledge and its application for the solution to problems or questions of a scientific nature, The universities framed in the fulfillment of their social function have a complex task given by training a competent professional who assumes research as part of their training and who learns to ask questions that they are able to solve through scientific research.  Scientific research is an indicator of the quality of processes in the university environment, so it must be increased by virtue of the results of the work carried out by research teachers and students the objective of this work is to know the perception of the teachers of the Faculty of Medical Sciences of the University of Guayaquil about the scientific activity. Objective: to know the perception of the teachers of the Faculty of Medical Sciences of the University of Guayaquil about the scientific activity. Methods: theoretical and empirical level were used, a questionnaire with closed questions aimed at knowing the opinions on the research activity in this institution was applied. Result: that of the sample analyzed 309 (39.3%) said they agreed with the training for the writing of scientific articles. 38.6% said they agree with the training on research projects. Conclusion: that teacher’s research should be enhanced to ensure the formation and development of research skills in students.

Working languages: Russian, English Doctors and candidates of science, scientists, specialists of various profiles and directions, applicants for academic degrees, teachers, graduate students, undergraduates, students are invited to participate in the conference. There is one blind verification process in the journal. All articles will be initially evaluated by the editor for compliance with the journal. Manuscripts that are considered appropriate are then usually sent to at least two independent peer reviewers to assess the scientific quality of the article. The editor is responsible for the final decision on whether to accept or reject the article. The editor's decision is final. The main criterion used in assessing the manuscript submitted to the journal is: uniqueness or innovation in the work from the point of view of the methodology being developed and / or its application to a problem of particular importance in the public sector or service sector and / or the setting in which the efforts, for example, in the developing region of the world. That is, the very model / methodology, application and context of problems, at least one of them must be unique and important. Additional criteria considered in the consideration of the submitted document are its accuracy, organization / presentation (ie logical flow) and recording quality.

Information Product Approach (IP Approach) is an information management approach. It can be used to manage product information and data quality analysis. IP-Map can be used by organizations to facilitate the management of knowledge in collecting, storing, maintaining, and using the data in an organized. The  process of data management of academic activities in X University has not yet used the IP approach. X University has not given attention to the management of information quality of its. During this time X University just concern to system applications used to support the automation of data management in the process of academic activities. IP-Map that made in this paper can be used as a basis for analyzing the quality of data and information.
