This research aims to predict the efficiency of the Sustainable Development Policy for Energy Consumption under Environmental Law in Thailand for the next 17 years (2020–2036) and analyze the relationships among causal factors by applying a structural equation modeling/vector autoregressive model with exogenous variables (SEM-VARIMAX Model). This model is effective for analyzing relationships among causal factors and optimizing future forecasting. It can be applied to contexts in different sectors, which distinguishes it from other previous models. Furthermore, this model ensures the absence of heteroskedasticity, multicollinearity, and autocorrelation. In fact, it meets all the standards of goodness of fit. Therefore, it is suitable for use as a tool for decision-making and planning long-term national strategies. With the implementation of the Sustainable Development Policy for Energy Consumption under Environmental Law ( S . D . E L ) , the forecast results derived from the SEM-VARIMAX Model indicate a continuously high change in energy consumption from 2020 to 2036the change exceeds the rate determined by the government. In addition, energy consumption is predicted to have an increased growth rate of up to 185.66% (2036/2020), which is about 397.08 ktoe (2036). The change is primarily influenced by a causal relationship that contains latent variables, namely, the economic factor ( E C O N ) , social factor ( S O C I ) , and environmental factor ( E N V I ) . The performance of the SEM-VARIMAX Model was tested, and the model produced a mean absolute percentage error (MAPE) of 1.06% and a root-mean-square error (RMSE) of 1.19%. A comparison of these results with those of other models, including the multiple linear regression model (MLR), back-propagation neural network (BP model), grey model, artificial neural natural model (ANN model), and the autoregressive integrated moving average model (ARIMA model), indicates that the SEM-VARIMAX model fits and is appropriate for long-term national policy formulation in various contexts in Thailand. This study’s results further indicate the low efficiency of Sustainable Development Policy for Energy Consumption under Environmental Law in Thailand. The predicted result for energy consumption in 2036 is greater than the government-established goal for consumption of no greater than 251.05 ktoe.

Purpose – The purpose of this paper is to understand the relation among the various enablers of Clean Development Mechanism (CDM) to know their degree of dependence and driving power. As there has been non-agreement among the various stakeholders regarding the benefits of sustainability brought about by CDM, this paper explores the viability of sustainable development in the Indian scenario. Design/methodology/approach – This paper discusses a model to address the issues of sustainable development in the context of CDM. An interpretive structural model (ISM) has been used to model the various parameters of sustainable development in the Indian context. The relevant parameters have been considered as per the existing literature review. Findings – The result shows that sustainable development is achievable if the nation emphasizes on strategic goals and mission because sustainable development is driven by the strategic parameters such as “employment creation” and “long-term economic goals”. Research limitations/implications – The ISM model developed is not statistically validated, therefore structural equation modeling (SEM), also commonly known as the linear structural relationship approach, may be used to test the validity of such a hypothetical model. Practical implications – The government of India has to emphasize on education and inclusive employment to improve the quality of life, which would enable the sustainable development to be achieved. Originality/value – This paper describes one of the few empirical studies conducted in India.

The environmental problems have become global issues. It is a key problem to solve in the near future for human beings to protect the survival environment and to adopt the sustainable development policy. This paper based on property theory analyzes the issues of the current eco-environmental system from the view of property right, points out the limitation of the methods through the property right and the calculation of other fees but not only the price in the market, analyzes the powerful effects when the property right is combined with financial methods from the government, and search some suitable solutions to the advantage of the sustainable development of the society. Finally, the paper analyzes the case of the property right and environmental protection in China.

In order to meet the population's current and future needs,forest management planning needs to ensure the sustainable development of the forest in the long term. Basic conditions for a sustainable development of the forest are set out in officially binding planning regulations. Goals and measures are established in the area of wood production, natural hazards, forest conservation, recreational activities and environment to fulfil the tasks stipulated in the planning regulations. In its turn, the forest planning map shows those forests that are especially important for natural hazard protection, forest conservation and recreational activities. Areas with a «low level of integration» are designated on the map. The adoption of the forest management plan by the government or the Cantonal Council is outstanding.

Purpose – The purpose of this paper is to critically review the contributions made by the articles in this theme issue with reference to the literature and by examining the linkages between global economic change and the sustainable development efforts of tourism-dependent economies. Design/methodology/approach – The paper reviews the theme issue ' s contribution to four key questions: What are the implications of global economic transformation for tourism? Where will the tourists come from in future? Where will they go? What are the implications for tourism-dependent economies? Findings – The paper concludes that success in tourism can only be determined by measuring the long-term benefits to the investors and other stakeholders. As such, tourism businesses cannot be sustained indefinitely unless the government, the investors and other stakeholders are broadly satisfied with the benefits derived. Research limitations/implications – The paper observes that small, tourism-dependent economies need good governance, shrewd management and, in some cases, the determination to leave behind the failed politics of patronage and corruption that have inflicted so much harm in the past. Originality/value – This article discusses the practical implications and action points arising in response to the question: How might small developing nations achieve long-term sustainable development in a world where the balance of economic output and influence is shifting so rapidly to the emerging industrial powers?

Design: Health issues throughout the sustainable development goals have also been integrated into one ultimate goal, which helps to ensure a healthy lifestyle as well as enhances well-being for any and all human beings of all social level. Meanwhile, regarding the clime change, we may take urgent action to its impacts. Purpose: Nowadays, climate change makes it much more difficult to control the pattern of diseases transmitted and sometimes hard to prevent. In line with this, Centres for Disease Control (CDC) Taiwan grouped the spread of disease through its source in the first six main groups. Those are food or waterborne, airborne or droplet, vector-borne, sexually transmitted or blood-borne, contact transmission, and miscellaneous. According to this, academics, government, and the private sector should work together and collaborate to maintain the health issue. This article examines and connects the climate and communicable aspects towards Penta-Helix in Taiwan. Finding: In summary, we have been addressing the knowledge center on the number of private companies throughout the health care sector, the number of healthcare facilities, and the education institutions widely recognized as Penta Helix. In addition, we used hierarchical likelihood structural equation modeling (HSEMs). All the relationship variables among climate, communicable disease, and Penta Helix can be interpreted through the latent variables with GoF 79.24%.

Based on Maslow’s hierarchy of needs theory and customer satisfaction theory, we constructed a satisfaction model for supply–demand satisfaction for community-based senior care (SSCSC) combined with the psychological perspective of the elderly, and four dimensions of basic living needs (BLNs), living environment (LE), personal traits (PTs), and livability for the aged (LA) were selected to construct the model. The data were obtained from 296 questionnaires from seniors over 50 years old (or completed by relatives on their behalf, according to their actual situation). Twenty-two observed variables were selected for the five latent variables, and their interactions were explored using structural equation modeling. The results showed that LA was the most significant factor influencing SSCSC, and it was followed by BLNs and LE. PTs did not show a direct effect on LA, but they could have an indirect effect on SSCSC through influencing BLNs and LE. Based on the current state of community aging satisfaction, we propose to establish a community elderly care service system based on the basic needs of the elderly population, providing differentiated and refined elderly care services and improving the level of aging-friendly communities. This study provides references for the government to formulate relevant policies and other supply entities to make strategic decisions and has important implications for further enhancing community elderly services to become an important part of the social security system for the elderly.

In the process of economic development, the consumption of energy leads to environmental pollution. Environmental pollution affects the sustainable development of the world, and therefore energy consumption needs to be controlled. To help China formulate sustainable development policies, this paper proposes an energy consumption forecasting model based on an improved whale algorithm optimizing a linear support vector regression machine. The model combines multiple optimization methods to overcome the shortcomings of traditional models. This effectively improves the forecasting performance. The results of the projection of China’s future energy consumption data show that current policies are unable to achieve the carbon peak target. This result requires China to develop relevant policies, especially measures related to energy consumption factors, as soon as possible to ensure that China can achieve its peak carbon targets.

As the world’s largest developing country, and as the home to many of the world’s factories, China plays a crucial role in the sustainable development of the world economy regarding environmental protection, energy conservation, and emission reduction issues. Based on the data from 2003–2015, this paper examined the green total factor productivity and the technological progress in the Chinese manufacturing industry. A slack-based measure (SBM) Malmquist productivity index was used to measure the bias of technological change (BTC), input-biased technological change (IBTC), and output-biased technological change (OBTC) by decomposing the technological progress. It also investigated the mechanism of environmental regulation, property right structure, enterprise-scale, energy consumption structure, and other factors on China’s technological progress bias. The empirical results showed the following: (1) there was a bias of technological progress in the Chinese manufacturing industry during the research period; (2) although China’s manufacturing industry’s output tended to become greener, it was still characterized by a preference for overall CO2 output; and (3) the impact of environmental regulations on the Chinese manufacturing industry’s technological progress had a significant threshold effect. The flexible control of environmental regulatory strength will benefit the Chinese manufacturing industry’s technological development. (4) R&D investment, export delivery value, and structure of energy consumption significantly contributed to promoting technological progress. This study provides further insight into the sustainable development of China’s manufacturing sector to promote green-biased technological progress and to achieve the dual goal of environmental protection and healthy economic growth.
