In the process of economic development, the consumption of energy leads to environmental pollution. Environmental pollution affects the sustainable development of the world, and therefore energy consumption needs to be controlled. To help China formulate sustainable development policies, this paper proposes an energy consumption forecasting model based on an improved whale algorithm optimizing a linear support vector regression machine. The model combines multiple optimization methods to overcome the shortcomings of traditional models. This effectively improves the forecasting performance. The results of the projection of China’s future energy consumption data show that current policies are unable to achieve the carbon peak target. This result requires China to develop relevant policies, especially measures related to energy consumption factors, as soon as possible to ensure that China can achieve its peak carbon targets.

As the world’s largest developing country, and as the home to many of the world’s factories, China plays a crucial role in the sustainable development of the world economy regarding environmental protection, energy conservation, and emission reduction issues. Based on the data from 2003–2015, this paper examined the green total factor productivity and the technological progress in the Chinese manufacturing industry. A slack-based measure (SBM) Malmquist productivity index was used to measure the bias of technological change (BTC), input-biased technological change (IBTC), and output-biased technological change (OBTC) by decomposing the technological progress. It also investigated the mechanism of environmental regulation, property right structure, enterprise-scale, energy consumption structure, and other factors on China’s technological progress bias. The empirical results showed the following: (1) there was a bias of technological progress in the Chinese manufacturing industry during the research period; (2) although China’s manufacturing industry’s output tended to become greener, it was still characterized by a preference for overall CO2 output; and (3) the impact of environmental regulations on the Chinese manufacturing industry’s technological progress had a significant threshold effect. The flexible control of environmental regulatory strength will benefit the Chinese manufacturing industry’s technological development. (4) R&D investment, export delivery value, and structure of energy consumption significantly contributed to promoting technological progress. This study provides further insight into the sustainable development of China’s manufacturing sector to promote green-biased technological progress and to achieve the dual goal of environmental protection and healthy economic growth.

Reducing food insecurity in developing countries is one of the crucial targets of the Sustainable Development Goals (SDGs). Smallholder farmers play a crucial role in combating food insecurity. However, local planning agencies and governments do not have adequate spatial information on smallholder farmers, and this affects the monitoring of the SDGs. This study utilized Sentinel-1 multi-temporal data to develop a framework for mapping smallholder maize farms and to estimate maize production area as a parameter for supporting the SDGs. We used Principal Component Analysis (PCA) to pixel fuse the multi-temporal data to only three components for each polarization (vertical transmit and vertical receive (VV), vertical transmit and horizontal receive (VH), and VV/VH), which explained more than 70% of the information. The Support Vector Machine (SVM) and Extreme Gradient Boosting (Xgboost) algorithms were used at model-level feature fusion to classify the data. The results show that the adopted strategy of two-stage image fusion was sufficient to map the distribution and estimate production areas for smallholder farms. An overall accuracy of more than 90% for both SVM and Xgboost algorithms was achieved. There was a 3% difference in production area estimation observed between the two algorithms. This framework can be used to generate spatial agricultural information in areas where agricultural survey data are limited and for areas that are affected by cloud coverage. We recommend the use of Sentinel-1 multi-temporal data in conjunction with machine learning algorithms to map smallholder maize farms to support the SDGs.

Human survival depends on the sustainable development of agriculture. This study constructs a data-driven evaluation and optimization method of agricultural sustainable development capacity, aiming to better cope with challenges such as environmental pollution and excessive consumption of resources and energy, as well as improve agricultural economic level. Further, an evaluation index system was constructed based on comprehensive consideration of energy and resources utilization, environmental pollution, and agricultural economy. After simplifying and integrating the data, a data envelopment analysis model was constructed to quantitatively evaluate the capability for agricultural sustainable development and its changing trend. Moreover, its influencing factors were analyzed from the perspective of input, which provides accurate countermeasures for improving agricultural sustainable development ability, resource utilization efficiency, and process optimization. This study shows the realization process of the aforementioned method for the agricultural development of six cities in northern Anhui from 2010 to 2019. Our results suggest that the sustainable development ability of northern Anhui is weak, but overall, has a good development trend. Based on our results, some countermeasures were proposed to control production scale reasonably, reduce environmental load, and improve resource efficiency, which provides a reference for policymakers to guide and standardize the development of regional agriculture.

The sustainable development of mankind is a matter of concern to the whole world. Environmental pollution and haze diffusion have greatly affected the sustainable development of mankind. According to previous research, vehicle exhaust emissions are an important source of environmental pollution and haze diffusion. The sharp increase in the number of cars has also made the supply of energy increasingly tight. In this paper, we have explored the use of intelligent navigation technology based on data analysis to reduce the overall carbon emissions of vehicles on road networks. We have implemented a traffic flow prediction method using a genetic algorithm and particle-swarm-optimization-enhanced support vector regression, constructed a model for predicting vehicle exhaust emissions based on predicted road conditions and vehicle fuel consumption, and built our low-carbon-emission-oriented navigation algorithm based on a spatially optimized dynamic path planning algorithm. The results show that our method could help to significantly reduce the overall carbon emissions of vehicles on the road network, which means that our method could contribute to the construction of low-carbon-emission intelligent transportation systems and smart cities.

AbstractPower engineering is one of the key areas of sustainable development. Many countries create new concepts of environmental safety management and modify their energy systems to be in line with the goals of sustainable development in the EU. Sustainable development indicators can be a tool for monitoring the set goals of environmental safety management. The aim of the article is to assess the environmental safety management of the energy sector in Poland in relation to EU as well as presenting the concept of sustainable energy development and indicators used to assess the development of energy in the following dimensions: social, economic and ecological. The indicators used to assess the sustainable development of energy in the following dimensions were compared: sustainable consumption and production, marking the production and consumption of energy; organizations and sites with eco-management and audit scheme (EMAS); registration climate change, marking GHG emissions and the share of renewable energy in gross final energy consumption; sustainable transport, marking the energy consumption of transport relative to GDP. The article will test the hypothesis that the structure of obtaining energy in Poland and the tempo of change in this respect differ from the EU average.

This paper examined the relationship between the energy efficiency and the environmental pollution. By using the data of energy intensity and economic loss caused by environmental pollution (ELP) in China from 1989-2009, a simultaneous equations was developed. The result of two-stage OLS estimation suggested that the energy had exerted positive influences on the decreasing of the environmental pollutions. By enhancing the energy efficiency and adjusting the industrial structure and energy consumption structure, China is exploring a road for sustainable development in the energy conservation.

The emergence of connected autonomous vehicles (CAVs) is not only improving the efficiency of transportation, but also providing new opportunities for the sustainable development of transportation. Taking advantage of the energy consumption of CAVs to promote the sustainable development of transportation has attracted extensive public attention in recent years. This paper develops a mathematical approach to investigating the problem of the optimal implementation of dedicated CAV lanes while simultaneously considering economic and environmental sustainability. Specifically, the problem is described as a multi-objective bi-level programming model, in which the upper level is to minimize the system-level costs including travel time costs, CAV lane construction cost, and emission cost, whereas the lower level characterizes the multi-class network equilibrium with a heterogeneous traffic stream consisting of both human-driven vehicle (HVs) and CAVs. To address the multi-objective dedicated CAV lane implement problem, we propose an integrated solution framework that integrates a non-dominated sorting genetic algorithm II (NSGA-II) algorithm, diagonalized algorithm, and Frank–Wolfe algorithm. The NSGA-II was adopted to solve the upper-level model, i.e., hunting for the optimal CAV lanes implementation schemes. The diagonalized Frank–Wolfe (DFW) algorithm is used to cope with multi-class network equilibrium. Finally, numerical experiments were conducted to demonstrate the effectiveness of the proposed model and solution method. The experimental results show that the total travel time cost, total emission cost, and total energy consumption were decreased by about 12.03%, 10.42%, and 9.4%, respectively, in the Nguyen–Dupuis network as a result of implementing the dedicated CAV lanes.

Oasis city ecological environment and socio-economic development is the only way to achieve regional sustainable development. The paper takes the use of Wuwei City in 2000-2010 statistics to simulate the next 10 years the sustainable development of the Urban System, using SD simulation model in system dynamics to comparative analysis three simulation program of complex systems including population, economy, water resources, land resources, environmental pollution and other subsystems, and explore the problems of Urban System sustainable development in Wuwei City in the future. The results showed that: only when the various factors within the system have maintained stable development trend, that steady economic development, population growth steady, steady increase water consumption, water emissions control increases, so that Wuwei City will maintain the situation of the balance between supply and demand of resources and environmental pollution, and improve and achieve ultimately the sustainable development of complex n Oasis city System.
