There are three strategic levels for successful energy planning in cities: 1) Integration strategy for integrating energy planning into urban planning institutions; 2) Practice strategy for developing suitable energy planning practices in urban planning institutions, and 3) Vision strategy for the creation and integration of energy visions and scenarios required for long-term decarbonisation. The vision strategy is critical but not well researched and is the focus of this article. Using Strategic Energy Planning (SEP) as an analytical framework, the vision strategy of eight forerunner European cities are analysed. Some critical elements of SEP include the use of long-term targets, holistic energy system thinking, and retention of scenarios. The results indicate that the level of understanding and practice of the vision strategy is still deficient in the cities. Cities often use the practice of urban planning, which does not fit very well with energy planning, particularly with the vision strategy. The energy planning in the cities mostly focuses on shorter-term goals and actions, and they often abandon energy scenarios once extracted. However, through trial and error, some cities are finding ways forward. The article concludes with several recommendations, particularly that cities need to see scenarios as retainable long-term servants providing information desired by the planner, rather than serving as a guide to the planner.

Smart energy transition efforts at the municipal level are gaining importance and go far beyond implementing single projects. Decarbonising cities involves complex strategic planning and needs system level thinking and changes. This has been increasingly realised at the municipal level, but challenges remain regarding the tools, involvement of stakeholders and on the development of policies. The focus of the research is on the use of participatory foresight for fostering smart energy transition on a municipal level, the key benefits and success factors that participatory foresight brings, and the replicability of this approach. Within the novel Cities4ZERO framework, an overarching methodology for a smart urban decarbonisation transition, guiding cities through the process of developing the most appropriate strategies, plans, projects, as well as looking for the commitment of key local stakeholders for an effective transition–foresight framework, was developed and tested in five pilot cities. Foresight as applied within the Cities4ZERO framework creates a participatory process which brings stakeholders together to achieve unified scenarios, and a common vision for future urban decarbonisation strategies. The methodology is replicable and increases the quality of strategic energy planning by fostering long-term system thinking.

In accordance with the Paris Climate Agreement (COP21) and Sustainable Development Goals (SDGs), India is greatly focused on deployment of renewable energy (RE) for supplementing the energy requirements of the country. The present article assesses the validity of the promises offered by RE technologies in India and its necessary action to understand the gap between setting goals and the ground situation, which can also show a pathway to other developing countries. Therefore, the long-term projection perspectives on RE growth have been made using the India Energy Security Scenario-2047. In order to achieve the set target for emissions reduction of greenhouse gases (GHGs) i.e., 1209 MT CO2e in support of SDGs to the 2005 level by 2030, three renewable growth scenarios have been tested for transitioning the Indian energy system. Accordingly, the regression analysis reveals that the most desirable growth scenario will require a steady rise of RE contribution in the overall energy mix of India by 2030 from the current ~21% to 68% of the installed capacity. In this view, the present study highlights the exploration of new alternatives in long-term energy planning, and less on one-sided scenario to achieve the emissions’ reduction target.

Abstract The present paper focuses on spatial management regulations in order to carry out investment in the field of airport facilities. The construction, upgrades, and maintenance of airports falls within the area of responsibility of local authorities. This task poses a great challenge in terms of organisation and finances. On the one hand, an active airport is a municipal landmark and drives local economic, social and cultural development, and on the other, the scale of investment often exceeds the capabilities of local authorities. The immediate environment of the airport determines its final use and prosperity. The objective of the paper is to review legislation that affects airports and the surrounding communities. The process of urban planning in Lodz and surrounding areas will be presented as a background to the problem of land use management in the vicinity of the airport. This paper seeks to address the following questions: if and how airports have affected urban planning in Lodz, does the land use around the airport prevent the development of Lodz Airport, and how has the situation changed over the time? It can be assumed that as a result of lack of experience, land resources and size of investments on one hand and legislative dissonance and peculiar practices on the other, aviation infrastructure in Lodz is designed to meet temporary needs and is characterised by achieving short-term goals. Cyclical problems are solved in an intermittent manner and involve all the municipal resources, so there’s little left to secure long-term investments.

Abstract Background Technology support and person-centred care are the new mantra for healthcare programmes in Western societies. While few argue with the overarching philosophy of person-centred care or the potential of information technologies, there is less agreement on how to make them a reality in everyday clinical practice. In this paper, we investigate how individual healthcare providers at four innovation arenas in Scandinavia experienced the implementation of technology-supported person-centred care for people with long-term care needs by using the new analytical framework nonadoption, abandonment, and challenges to the scale-up, spread, and sustainability (NASSS) of health and care technologies. We also discuss the usability and sensitivity of the NASSS framework for those seeking to plan, implement, and evaluate technology-supported healthcare programmes. This study is part of an interdisciplinary research and development project called Patients and Professionals in Partnership (2016–2020). It originates at one of ten work packages in this project. Method The main data consist of ethnographic field observations at the four innovation arenas and 29 interviews with involved healthcare providers. To ensure continuous updates and status on work in the four innovation arenas, we have also participated in a total of six annual network meetings arranged by the project. Results While the NASSS framework is very useful for identifying and communicating challenges with the adoption and spread of technology-supported person-centred care initiatives, we found it less sensitive towards capturing the dedication, enthusiasm, and passion for care transformation that we found among the healthcare providers in our study. When it comes to technology-supported person-centred care, the point of no return has passed for the involved healthcare providers. To them, it is already a definite part of the future of healthcare services. How to overcome barriers and obstacles is pragmatically approached. Conclusion Increased knowledge about healthcare providers and their visions as potential assets for care transformation might be critical for those seeking to plan, implement, and evaluate technology-supported healthcare programmes.

AbstractThis article argues that we need to move beyond the “Atlantic” and “formal” bias in our understanding of the history of slavery. It explores ways forward toward developing a better understanding of the long-term global transformations of slavery. Firstly, it claims we should revisit the historical and contemporary development of slavery by adopting a wider scope that accounts for the adaptable and persistent character of different forms of slavery. Secondly, it stresses the importance of substantially expanding the body of empirical observations on trajectories of slavery regimes, especially outside the Atlantic, and most notable in the Indian Ocean and Indonesian Archipelago worlds, where different slavery regimes existed and developed in interaction. Thirdly, it proposes an integrated analytical framework that will overcome the current fragmentation of research perspectives and allow for a more comparative analysis of the trajectories of slavery regimes in their highly diverse formal and especially informal manifestations. Fourth, the article shows how an integrated framework will enable a collaborative research agenda that focuses not only on comparisons, but also on connections and interactions. It calls for a closer integration of the histories of informal slavery regimes into the wider body of existing scholarship on slavery and its transformations in the Atlantic and other more intensely studied formal slavery regimes. In this way, we can renew and extend our understandings of slavery's long-term, global transformations.

Top-down estimates of surface NOX emissions were derived for 23 European cities based on the downwind plume decay of tropospheric nitrogen dioxide (NO2) columns from the LOTOS-EUROS (Long Term Ozone Simulation-European Ozone Simulation) chemistry transport model (CTM) and from Ozone Monitoring Instrument (OMI) satellite retrievals, averaged for the summertime period (April–September) during 2013. Here we show that the top-down NOX emissions derived from LOTOS-EUROS for European urban areas agree well with the bottom-up NOX emissions from the MACC-III inventory data (R2 = 0.88) driving the CTM demonstrating the potential of this method. OMI top-down NOX emissions over the 23 European cities are generally lower compared with the MACC-III emissions and their correlation is slightly lower (R2 = 0.79). The uncertainty on the derived NO2 lifetimes and NOX emissions are on average ~55% for OMI and ~63% for LOTOS-EUROS data. The downwind NO2 plume method applied on both LOTOS-EUROS and OMI tropospheric NO2 columns allows to estimate NOX emissions from urban areas, demonstrating that this is a useful method for real-time updates of urban NOX emissions with reasonable accuracy.
