This study focuses on a modeling framework to support mobility planners and energy providers in the sustainable development of electric mobility in urban areas. Specifically, models are provided to simulate measures for the optimal management of energy demand and thoughtful planning of charging infrastructures in order to avoid congestion on the power grid. The measures, and consequently the models, are classified according to short-term initiatives based on multimodality between electric vehicles and public transport (Park and Ride), as well as medium to long-term initiatives based on the development of an energy-oriented land use of the city. All the models are data-driven, and different sets of floating car data available for the city of Rome (Italy) have been exploited for this aim. The models are currently being implemented in an agent-based simulator for electric urban mobility adopted by the National Agency for Energy and Environment in Italy (ENEA).

Problem setting. Urban revitalization is a complex process of overcoming spatial, economic, social, cultural, ecological crisis phenomena of degraded urban territories functioning. Despite the growing attention in the development of urban policy on sustainable development, substantiation in this context of the goals and effective tools for revitalization of degraded urban areas remains an urgent task of theory and practice in public administration at the present stage. Recent research and publications analysis. Among native scientists engaged in research of various aspects in public management of sustainable territories development, it is necessary to point out: M. Averkin, V. Babayev, Z. Buryk, M. Voychuk, Z. Gerasimchuk, I. Degtyarev, V. Kuybid, O. Matveyev, O. Petroe, O. Sych, D. Tarasenko, V. Udovychenko, A. Chechel. In general, scientists have developed theoretical and methodological principles of the public policy impact on sustainable development in regions and cities. Highlighting previously unsettled parts of the general problem. However, the further development of the public administration science requires the disclosure of methodological tools for specific local policies to ensure sustainable development, particularly the revitalization of the city. This problem has not yet been covered in native science. The purpose of the article is to substantiate the goals and identify effective tools for sustainable development of the degraded territory, which should be used by urban governments in developing a policy of urban revitalization, based on the analysis of the evolution of the concept for world’s sustainable development. Since the end of the twentieth century the concept of sustainable development is reflected at the local level, emphasizing the responsibility of local authorities implementing its goals. In the adopted Agenda for the XXI century (2015) the territorial dimension of sustainable development was emphasized, particularly the importance of endogenous factors and mechanisms of development “from the bottom up”. At the same time, rapid urbanization in the world has highlighted the role of cities in which there is an urgent need to balance development. Thus, in economically developed countries, the revitalization of degraded urban areas is becoming widespread as an instrument of sustainable development policy at the local level. Given the inevitability of urbanization and the growing importance of cities in the global economy, for the first time a separate sustainable development goal – “11. Sustainable development of cities and communities” was identified. Therefore, the actions of public authorities should be aimed to ensure the openness, security and sustainability of cities. In turn, the revitalization of cities should contribute to the achievement of 11 global goals, as well as ensure the implementation of other goals of the Global Agenda. There are many tools to ensure the sustainable development of the degraded area in the process of the city revitalization. In countries, they differ according to their historical, legal, spatial and other conditions. Conclusions of the research and prospects for further studies. Local governments are key players in the implementation of the Global Agenda for Sustainable Development until 2030, including the Sustainable Development Goals. They must develop effective measures to address socially significant issues that hamper sustainable development, including overcoming the degradation of urban areas. The guidelines for the formation of the city’s revitalization policy should be 17 Sustainable Development Goals, as they contain the main tasks of economic, social and environmental nature for the territory development. All Sustainable Development Goals in the process of revitalization of degraded urban areas can be achieved using the following groups of tools: planning, support, market, financial, tax and other legal instruments. Further research should focus on the study of tools for public participation in the development of policies for the city revitalization, which in modern conditions belong to the basic methodological foundations of urban management.

<p>Since 90s of the 20<sup>th</sup> century sustainable development has become a global issue which is receiving increasing attention. Successful sustainable development is only possible from the bottom to the top, which means that the human and environmental mutual relations must be taken into account not only on a global scale as a whole, but also focus on the much smaller territorial units.</p><p>The role of the city as the administrative territorial unit has significantly increased in recent years, the acknowledgment for that can be found in the European Union Cohesion Policy, polycentric development policy, spatial planning policy, etc., in the figures of the rapid population growth in urban areas, about joining of separate scientific disciplines in order to study current issues in the cities.</p><p>In sustainable development studies special attention is paid to mega cities or capitals, which have the most significant impact on the environment, based on certain key indicators - CO2 emissions, the amount of municipal solid waste generated in cities, etc.</p><p>The planning documents, that provide a picture of the specific urban sustainable development priorities, play an important role in ensuring sustainable development.</p><p>The aim of the article is to explore the sustainable development strategies of the city of Rezekne for 2013-2030 in conformity with the five dimensions of sustainable development and to assess the development possibilities of Rezekne.</p><p>During the study the sustainable development strategy of Rezekne for 2013-2030 was evaluated, strategic aims, long-term priorities, and actions were established. As a result, it was concluded that they meet all five dimensions of sustainable development, but in the strategy for these actions, it is necessary to focus on the essence of the concept of sustainable development, that meets the needs of the present without compromising the ability of future generations to meet their own needs [1].</p><p>The evaluation of current performance shows that the strategy of planned targets may not materialize and as a result have a significant impact on sustainable development, so it is necessary to make appropriate adjustments in the operational plans.</p>

In Ljubljana, the capital of Slovenia, surface road traffic prevails and there is a strong need to free urban areas and use underground space for public transport. As a result of excessive use of combustion engines, the concentration of particulate matter and CO2 emissions in Ljubljana is high and is of public concern. For this purpose, several studies have been made in which sustainable development of underground transport has been considered as an alternative for rail, inter-rail and city traffic. The city of Ljubljana lies on quite a diverse geological substratum, consisting of alluvial and lacustrine deposits. A complex hydrogeological situation comprising a high water table and perched water supply zones located within the urban environment presents a particular challenge for underground construction. For this reason, a research study concerning the sustainable development of underground traffic in the Ljubljana Basin was carried out. The results of the study presented in the paper highlight the possible technological conditions for the development of underground transport with a particular emphasis on sustainability and environmental impact.

In the article the system of indicators for assessing the balanced functioning of the complex green zone of the city are suggested and substantiated in accordance with the concept of sustainable development. There are distinguished three groups of criteria: ecological, social, and economical. In accordance with each group of criteria there are criteria categories suggested: bioecological, geoecological, landscape and climate-regulating - ecological group; recreational, educational-cultural, and quality of life - social group; market-based and planning - economical group. Each category corresponds to the system of indicators: 27 indicators for the ecological group criteria, 20 for social and 9 for the economical group. The suggested approach to differentiating the criteria for the assessment of the sustainable functioning of the complex green zone of the city allows to summarize and integrate the data about the green zone of the city, define its strong and weak points, and develop a plan for the management of its territories and  increase resilience to human induced pressures. The assessment of the balanced functioning of the complex green zone of Ternopil city was carried out in accordance with the functional-territorial approach. The main geospatial parameters have been defined: deficit of green planting of the forest-park area of CGZC is 614.5 ha, forestry - 2889.5 ha., the deficit of green planting of restricted use is 12 ha, green planting of special-purpose - 62.5 ha., the level of the greening of the city neighborhoods is 4.5 m2/person (at a standard of 6 m2/person). Based on the results of the functional parameters calculations it has been established that  to «provide oxygen» to the residents of Ternopil it needs to increase the area of forests in the forest-part district of CGZC by 83.5 ha to ensure the optimal indicators of recreational capacity of this area, it is essential to increase the area of parks by 90 ha and forests by 965 ha. In Ternopil, the speed of the maximum flow is 6 million m3/hour with the rainfall intensity of 55 mm/hour, while the sewerage network of the city can only handle the flow of 30 thousand m3/hour . Therefore, it could be argued that the complex green zone of Ternopil city is characterized by the imbalance of the main functional-territorial parameters and requires the implementation of the optimization measures.. This article examines the socio-economic development of monotowns in Kazakhstan on the example of Zhezkazgan city. The authors analyzed the satisfaction of citizens with the living conditions in monotowns, as well as identified the problems of sustainable development and prospects for socio-economic transformation of this region. The results of the study showed that the main problem of a monotown is its dependence on the city-forming enterprise. At the same time, respondents expressed a high desire to migrate to other regions (78% of respondents).

Despite the ‘immense’ water resources available, Nepal has not been able to transform this abundance of water resources into desired economic growth and societal welfare. This paper attempts to analyze the reasons for such incessant challenges that loom over water resources development in Nepal. This paper finds that it is not the resource that limits the development of water resources, but the approaches and wishes that are framed on the foundation of persistent myths. Since urban space is one of the important places that tourism takes place, in order to create stability in tourism, the interaction between tourism planning and urban sustainable development should be investigated with regard to cultural elements. Lifestyle is derived from culture as a social phenomenon and affects it and is a reflection of human thoughts in relation with behavior, ethics and culture. Therefore, this aim of this research is to investigate the role of lifestyle in urban tourism sustainable development in Esfahan city, the third most populous city in Iran. This research’s goal is Practical and developmental and about the origin and method, it is descriptive, analytical and casual that has been done in a field research method. The statistical populations of this research are: tourism custodians, tourism experts, national tourists who have travelled to Esfahan city and local residents of all 15 municipal districts of the city. Simple random sampling method was utilized and 838 questionnaires were gathered from 4 statistical populations. In order to analyze the data, factor analysis test was utilized by smart PLS software. The results show that there are meaningful connections among the variables “lifestyle”, “sustainable development” and “urban tourism”. The most frequent factor that was selected by respondents for the concept of lifestyle in the statistical population was sociocultural factor (such as: visiting relatives and friends and attending soirees, traditional foods and drinks festivals, the desirability of Esfahan city in order to spend leisure time, the willingness toward group entertainment). For the concept “urban tourism”, all the populations chose urban texture significantly (such as: revival of workshops for producing traditional clothes, hand-made attractions, systematizing historical areas, developing sidewalk routes, constructing modern entertaining centers and systematizing landscapes and providing equipment for parks). About the sustainable development and its multi-dimensional nature, however, different factors were selected by respondents which in order of importance and frequency are economic, environmental, urban management, sociocultural, urban texture and political factors. Among the recommendations, a few can be stated: arranging cultural plans with a focus on soiree and elders’ reunions, holding traditional and religious festivals in different parts of the city, improving the condition of the existing theme parks and diversifying leisure and entertainment facilities of Esfahan city and pitching in municipal management and being parallel with plans of different organization in city. Especially by mayoralty as a trustee for city and cultural heritage could be mentioned as a tourism trustee.

The article discusses the issue of the sustainable development of the cross-border market for cultural services in a city divided by the state border. The article uses the example of Cieszyn and Český Těšín, a city divided following the decision of the Council of Ambassadors in 1920. The research carried out so far indicates the main constraints in the harmonious functioning of the cross-border market for cultural services in this city, such as: different cultural policies implemented on both sides of the city, language barriers as well as legal and administrative differences. Therefore, the authors undertook research aimed at recognising the role of Euroregional structures in stimulating the sustainable development of this region. On the basis of the analysis of the Cieszyn Silesia Euroregion's documentation and the results of qualitative and quantitative research, the article describes the role of the Euroregion in building a cross-border market for cultural services. Recommendations were also prepared that could constitute the principles of a common cultural policy not only for Cieszyn and Český Těšín, but also for other European cities in the Schengen Area, which, like Cieszyn and Český Těšín, have been divided by a state border.

The spatial visualization is a very useful tool to help decision-makers in the urban planning process to create future energy transition strategies, implementing energy efficiency and renewable energy technologies in the context of sustainable cities. Statistical methods are often used to understand the driving parameters of energy consumption but rarely used to evaluate future urban renovation scenarios. Simulating whole cities using energy demand softwares can be very extensive in terms of computer resources and data collection. A new methodology, using city archetypes is proposed, here, to simulate the energy consumption of urban areas including urban energy planning scenarios. The objective of this paper is to present an innovative solution for the computation and visualization of energy saving at the city scale.The energy demand of cities, as well as the micro-climatic conditions, are calculated by using a simplified 3D model designed as function of the city urban geometrical and physical characteristics. Data are extracted from a GIS database that was used in a previous study. In this paper, we showed how the number of buildings to be simulated can be drastically reduced without affecting the accuracy of the results. This model is then used to evaluate the influence of two set of renovation solutions. The energy consumption are then integrated back in the GIS to identify the areas in the city where refurbishment works are needed more rapidly. The city of Settimo Torinese (Italy) is used as a demonstrator for the proposed methodology, which can be applied to all cities worldwide with limited amount of information.

Abstract The field of sustainable development has global goals focused on the repletion of wants of natural resources for present-day generations in terms of sustainable consumption so that future generations can meet their needs. Sustainable development can be achieved by substantially transforming national agency systems. The aim of the research is to determine role of monitoring and evaluation in the system of sustainable development of the territory. The methods used in this study are general scientific techniques and methods – analysis, logical access method, monographic and other methods. Some international standards for sustainable development have been adopted today. Monitoring and targeted indicator ratings are measures that promote sustainable development. The following conceptual approaches to monitoring can be distinguished for the purpose of monitoring: 1) monitoring as information and analytical support for the management decision support system; 2) monitoring aimed at generating new knowledge; 3) monitoring as a system for tracking quantitative and qualitative changes; 4) monitoring as sequential activity algorithm; 5) object state on-line monitoring; 6) proactive monitoring. Aims should be set to manage the sustainable development process and evaluate the effectiveness of the tools used to achieve it. Sustainable development indicators are necessary to establish the degree of responsibility of their values to the criteria for sustainable development.
