Sustainable development has been a controversial global topic, and as a complex concept in recent years, it plays a key role in creating a favorable future for societies. Meanwhile, there are several problems in the process of implementing this approach, like epidemic diseases. Hence, in this study, the impact of climate and urban factors on confirmed cases of COVID-19 (a new type of coronavirus) with the trend and multivariate linear regression (MLR) has been investigated to propose a more accurate prediction model. For this propose, some important climate parameters, including daily average temperature, relative humidity, and wind speed, in addition to urban parameters such as population density, were considered, and their impacts on confirmed cases of COVID-19 were analyzed. The analysis was performed for three case studies in Italy, and the application of the proposed method has been investigated. The impacts of parameters have been considered with a delay time from one to nine days to find out the most suitable combination. The result of the analysis demonstrates the effectiveness of the proposed model and the impact of climate parameters on the trend of confirmed cases. The research hypothesis approved by the MLR model and the present assessment method could be applied by considering several variables that exhibit the exact delay of them to new confirmed cases of COVID-19.

Trends in the development of the main components of financial and economic security of the country indicate their significant variability and dependence on a combination of internal and external factors. An important place among the drivers of influence on the level of financial and economic security is occupied by tax revenues. Given the prolonged national and transnational market turbulence, which is observed in most sectors of the economy, one of the biggest threats to the financial and economic security of most countries is the presence of a significant volume of shadow operations. The consequences of their implementation are the lack of tax revenues in the budget and the reduction of the country's financial viability in financing economic development programs. The purpose of the article is to study the impact of tax gaps on the level of financial and economic security of the country. In the paper, the essence of the financial and economic security of the country, which is proposed to be understood as a complex concept, integrates the features of economic and financial development of the economic system. Based on the systematization of scientific literatures, the main tasks and functions of financial and economic security of the country including realization of goals and objectives of financial policy and formation of favorable conditions for economically sustainable development and growth, highlights the characteristics of this concept are substantiated. The paper identifies three characteristic features of the financial and economic security of the country: as an indicator of its ability to protect the interests of society in a volatile external and internal environment; economically sustainable development and growth; leveling threats to the internal and external environment. The role of tax gaps in reducing the level of financial and economic security of the country is substantiated, the probability of formation of tax gaps in the economy is predicted, measures to minimize tax evasion as components of increasing its financial and economic security are proposed. The established interdependencies should serve as a basis for the transformation of state economic and financial policy in Ukraine in terms of minimizing the negative impact of the shadow sector of the economy on the indicators of economic development of the state.

Transnational power grid interconnection is an important measure to promote the construction of energy Internet. It can meet the global power demand in a clean and green way, promote the UN’s concept of “sustainable energy,” and tackle climate changes. But, transnational power grid projects face many complex and variable risks due to their complex background and lacking experience. According to the characteristics of transnational power grid interconnection projects, a risk assessment index system including 10 indexes such as national relation, public participation, and available transmission capacity is constructed. Then, in order to overcome the shortcomings of traditional risk assessment methods, this paper proposes a risk assessment method combined with risk theory and probabilistic model, which can not only consider the uncertainties but also integrate the probability of accidents with consequences. Therefore, it can effectively assess the transnational power grid interconnection projects under diversified risks. In addition, in order to further magnify the impact of higher risks on such projects, a method combining traditional weighting method with the variable weight theory is proposed. The study in this paper provides certain guidance and decision-making support for different participants such as the government power sector, construction enterprises, and investment enterprises when they launch on sustainable development of the transnational project business, which have obvious practical significance.

The role of the industrial sector in total greenhouse gas (GHG) emissions and resource consumption is well-known, and many industrial activities may have a negative environmental impact. The solution to decreasing the negative effects cannot be effective without the consideration of sustainable development. There are several methods for sustainability evaluation, such as tools based on products, processes, or plants besides supply chain or life cycle analysis, and there are different rating systems suggesting 80, 140, or more indicators for assessment. The critical point is the limits such as required techniques and budget in using all indicators for all factories in the beginning. Moreover, the weight of each indicator might change based on the selected alternative that it is not a fixed value and could change in a new case study. In this regard, to determine the impact and weight of different indicators in sustainable factories, a multi-layer Triangular Fuzzy Analytic Hierarchy Process (TFAHP) approach was developed, and the application of the method was described and verified. The defined layers are six; for each layer, the pairwise comparison matrix was developed, and the total aggregated score concerning the sustainability goal for each alternative was calculated that shows the Relative Importance Coefficient (RIC). The method is formulated in a way that allows adding the new indicators in all layers as the verification shows, and thus, there are no limits for using any green rating systems. Therefore, the presented approach by TFAHP would provide an additional tool toward the sustainable development of factories.

Introduction. In order to implement the decisions of the Rio De Janeiro Conference 1992, the Russian President’s Decrees of 04.02.1994 No. 236 “On the State Strategy of the Russian Federation for Environmental Protection and Sustainable Development” and from 01.04.1996 No. 440 “On the Concept of the Transition of the Russian Federation to Sustainable Development” were adopted. The Russian Urban Planning Codes of 1998 and 2005 laid the foundations for sustainable development of the territories in the field of urban planning. The 2005 Russian Urban Planning Code lacks applied provisions, which present all the requirements for urban documentation, and would set out an applied practical procedure for their preparation. This was due to numerous changes of Code. In accordance with the goals and objectives set in Russia to improve the quality and comfort of the living environment, it is necessary to use scientific and educational activities on the development of the territories and improve the specific requirements for urban planning documentation and its assessment to meet legitimate requirements, including foreign ones. Materials and methods. Comparative analysis of regulatory documents, scientific and practical review of information on the topic of urban planning regulation of sustainable development, based on the international assessment method BREEAM, which was developed in 1990 by the British state organization BRE Global. Results. The foundations of Russian and international urban planning regulation for sustainable development are outlined: overview and facts of the international assessment method BREEAM, incl. BREEAM Communities; basics of urban planning and regulation: information on the demand for urban planning, environmental, interdisciplinary technologies. BREEAM Communities certification for interested participants in urban planning activities is a kind of insurance and separation of responsibility of public authorities for approved (agreed) city planning documents. Conclusions. We believe that the method of certification known abroad as BREEAM, i.e. assessing the compliance of both planned and existing facilities and territories to certain requirements, will gain legitimacy and popularity in the Russian Federation. This is due to the adaptation of the international BREEAM assessment to the domestic regulatory framework (BREEAM RU), as well as to the educational programs for the training of BREEAM, including “BREEAM Communities”.

In the process of economic development, the exploitation and utilization of resources has played an important role, but the subsequent post-mining collapse and the shortage of land resources have affected future reconstruction to a certain extent. Currently, there is a firm belief in sustainable development and its goals to be achieved in the future. Based on the concept of sustainable development, this paper examines the feasibility of rebuilding channels under adverse geological conditions, and studies whether there are risks and the degree of risk. According to the characteristics of the experts’ judgment language and the ambiguity and randomness between various factors, it is proposed that a cloud model is used to improve the AHP (Analytic Hierarchy Process) risk assessment method. At the same time, the traditional matter–element theory is improved through the cloud model, so that the impact of uncertainty and randomness can be comprehensively considered in the evaluation; finally, forming the risk assessment system of the cloud-based AHP and cloud-based matter–elements. The application of examples shows that, compared with the methods in the relevant literature, the evaluation results of this article are more objective, more accurate, have better applicability, and play an important guiding role in channel construction under adverse geological conditions.

Sustainable development is a symbiosis of technological and social progress, as well as responsible environmental management, should not rely on old industries that actively consume non-renewable natural resources, but on new, convergent-technological ones. In this paradigm, the environmental safety of future generations is formed by structural shifts in the economies of advanced countries caused by the expansion of technological convergence. Technological convergence – the result of accelerating scientific and technological progress in the 21st century – has a transformative effect on the economies of developed countries, forming a new type of sectorial genesis. It is not related to the deepening of sectorial specialization or inter-industry cooperation within the framework of the evolution of basic technologies, but to the emergence of technologies of a fundamentally new type, formed as a result of the merger of know-how from different industries. The structural shifts arising from technological convergence do not have the historical analogues and forms of regulation developed by industrial policies of developed countries. The article outlines the key statements of the the impact of convergent technologies on the structural base of sustainable development.
