Developing countries face the conflict between economic development and environmental protection. Resource misallocation will not only affect the effectiveness of economic development, but also have environmental impacts. Based on two large-scale enterprise databases in China, this paper measured the level of enterprise resource allocation, and further used empirical research methods to investigate the environmental impact of enterprise resource misallocation and specific mechanisms. The results show that the low efficiency of resource allocation will harm the quality of China’s environment. Further investigation, resource misallocation is accompanied by an increase in total energy input, a decrease in the labor-to-energy ratio and the capital-to-energy ratio, and a loss of energy efficiency, which in turn affects the environmental performance of enterprises. China is the largest developing country in the world, and research on China’s environmental and economic issues is important. The conclusions of this paper can provide experience and suggestions for other developing countries to improve environmental quality and promote sustainable development from the perspective of resource misallocation.

Massive amounts of business process event logs are collected and stored by modern information systems. Model discovery aims to discover a process model from such event logs, however, most of the existing approaches still suffer from low efficiency when facing large-scale event logs. Event log sampling techniques provide an effective scheme to improve the efficiency of process discovery, but the existing techniques still cannot guarantee the quality of model mining. Therefore, a sampling approach based on set coverage algorithm named set coverage sampling approach is proposed. The proposed sampling approach has been implemented in the open-source process mining toolkit ProM. Furthermore, experiments using a real event log data set from conformance checking and time performance analysis show that the proposed event log sampling approach can greatly improve the efficiency of log sampling on the premise of ensuring the quality of model mining.

Protection of water environment while developing socio-economy is a challenging task for lake regions of many developing countries. Poyang Lake is the largest fresh water lake in China, with its total drainage area of 160,000 km2. In spite of rapid development of socio-economy in Poyang Lake region in the past several decades, water in Poyang Lake is of good quality and is known as the “last pot of clear water” of the Yangtze River Basin in China. In this paper, the reasons of “last pot of clear water” of Poyang Lake were analysed to demonstrate how economic development and environmental protection can be coordinated. There are three main reasons for contributing to this coordinated development: 1) the unique geomorphologic features of Poyang Lake and the short water residence time; 2) the matching of the basin physical boundary with the administrative boundary; and 3) the implementation of “Mountain-River-Lake Program” (MRL), with the ecosystem concept of “mountain as source, river as connection flow, and lake as storage”. In addition, a series of actions have been taken to coordinate development, utilisation, management and protection in the Poyang Lake basin. Our key experiences are: considering all basin components when focusing on lake environment protection is a guiding principle; raising the living standard of people through implementation of various eco-economic projects or models in the basin is the most important strategy; preventing soil and water erosion is critical for protecting water sources; and establishing an effective governance mechanism for basin management is essential. This successful, large-scale basin management model can be extended to any basin or lake regions of developing countries where both environmental protection and economic development are needed and coordinated.

Using the Heckman procedure with the data of the European Investment Bank on investment projects implemented on the principles of PPP, the paper identifies factors that are significant for the development of PPP. In particular, the use of PPP turned out to be most sensitive to the maturity of economic development, as well as to the state’s budgetary constraints, which do not allow building all the necessary infrastructure for providing public goods at the expense of the budget. At the same time, there has been found no statistically stable relationship between the institutional environment and the implementation of PPP projects, which may be so due to the quality of the sample — for developing countries, the importance of institutional environment factors, as well as macroeconomic stability, would most likely be more obvious.

Purpose The purpose of this paper is to examine resource misallocation among Vietnam’s small- and medium-sized enterprises (SMEs) in the manufacturing sector. The paper also aims to consider selective factors on reducing the level of resource misallocation in SMEs. Design/methodology/approach Resource misallocation and efficiency gains in total factor productivity (TFP) are assessed using Vietnam’s annual enterprise survey data for the period 2000–2015 and an appropriate productivity decomposition framework. Findings Resource misallocation is found to be higher among SMEs than large scale enterprises. TFP is found to 116.3 per cent greater if there is no resource misallocation among SMEs. Smaller scale, lower market concentration, trade liberalisation and corruption control are found to be associated with lower level of resource misallocation in SMEs. Research limitations/implications The major limitation of this study is that it has only decomposed misallocation of resources arising from output and capital distortions and that it focusses on selective factors contribution to reducing misallocation level in SMEs. Originality/value Resource misallocation is attracting attention in both developed and developing countries. However, knowledge about resource misallocation among SMEs is limited, particularly in the context of developing countries. This paper assesses the level of resource misallocation among SMEs in Vietnamese manufacturing sector.

The purpose of this article is to substantiate the nature of the relationship between the development of human capital (HC) and the development of the economy of Ukraine. Using the Granger test and cognitive modeling, the features of the development of HC in modern conditions and its influence on the country's economic development have been determined, and the dominant factors influencing the development and quality of HC have been empirically substantiated. The ambiguous nature of the influence of HC on the country's economy due to the inefficiency of spending in the field of education and health care has been established using the impulse modeling method. The positive impact of the development of HC on the development of the economy is leveled with the growth of investment in education and health care, which is due to the low efficiency of expenditures and the insufficient level of competence of state bodies.

With the advent of High Performance Computing (HPC) in the large-scale parallel computational environment, better job scheduling and resource allocation techniques are required to deliver Quality of Service (QoS). Therefore, job scheduling on a large-scale parallel system has been studied to minimize the queue time, response time, and to maximize the overall system utilization. The objective of this paper is to touch upon the recent methods used for dynamic resource allocation across multiple computing nodes and the impact of scheduling algorithms. In addition, a quantitative approach which explains a trend line analysis on dynamic allocation for batch processors is depicted. Throughout the survey, the trends in research on dynamic allocation and parallel computing is identified, besides, highlights the potential areas for future research and development. This study proposes the design for an efficient dynamic scheduling algorithm based on the Quality-of-Service. The analysis provides a compelling research platform to optimize dynamic scheduling of jobs in HPC.

It is a common belief that entrepreneurship active regions tend to have better economic development. This paper aims to examine what changes have occurred on a region’s social, physical (e.g. air, water, soil or health that can affect human physical survival) and economic conditions during a large scale regional entrepreneurial development. Focusing on the entrepreneurially active region, Zhejiang Province of China, the study finds mixed results based on the published statistics by the Chinese Government and information from the U.S. satellite data during the 1980–2010 timeframe. The findings may have policy implications for China’s further progress, as well as for the progress of other developing countries.

The article deals with analysis of the observations and results that point to the contrast between useful-based and resource-based approaches and the possibilities-based approach, founded by Amartya Sina (Nobel Prize in Economics in 1998). Thus, a possibilities-based approach seeks to remedy the situation by focusing on the ability to achieve specific goals rather than on the means. The nature of real existence has always been of interest to social thinkers for centuries. If the current criteria of economic progress, reflected in a number of ‘turnkey’ statistics, are orientated on the growth of inanimate "comfort objects" (such as GNP and GDP in the basis of countless economic development studies), this focus can only be justified by the impact of these objects on human lives (that they directly or indirectly affect). The interest in replacing them with direct indicators of the quality of life, well-being and freedom that people enjoy is becoming more and more apparent. The article is presented in two parts. In the first part, we will try to highlight the imperfections of traditional currency indicators, as well as the difficulties of measuring various aspects of poverty, especially in developing countries such as Morocco. We argue that poverty is not simply an idea of the inadequacy of an individual's economic means, but rather a fundamental shortcoming that entails deprivations. The second part of the paper focuses on the reorientation of ability to explain the extent to which a possibilities-based approach could be the basis for assessing the level of financial difficulties rather than resource-focused income and wealth.

The Chinese construction industry (CCI) has grown to be one of the largest in the world within the last 10 years. The size of the CCI is on par with many developed nations, despite it being a developing country. Despite its rapid growth, the productivity and profitability of the CCI is low compared to similar sized construction industries. In addition to the low efficiency of the CCI, the minimal documented performance information collected, shows projects being completed over budget, over the scheduled time, with poor quality of work. A literature research was performed on other developing countries similar to the CCI, to identify if there were any solutions that had been proven to improve the productivity and performance of a construction industry. It was found that Vietnam, The Kingdom of Saudi Arabia and India were the closest to China with enough documentation on their construction industry. Both countries identified the Best value Approach (BVA) as the only solution with documented performance showing it could solve the issues developing countries face with their construction industry. This paper proposes that more research should be performed looking into the ability of the CCI to implement the BVA.
