Autonomously driving delivery robots are developed all around the world, and the first prototypes are tested already in last-mile deliveries of packages. Estonia plays a leading role in this field with its, start-up Starship Technologies, which operates not only in Estonia but also in foreign countries like Germany, Great Britain, and the United States of America (USA), where it seems to provide a promising solution of the last-mile problem. But the more and more frequent appearance of delivery robots in public traffic reveals shortcomings in the regulatory framework of the usage of these autonomous vehicles—despite the maturity of the underlying technology. The related regulatory questions are reaching from data protection over liability for torts performance to such mundane fields as traffic law, which a logistic service provider has to take into account. This paper analyses and further develops the regulatory framework of autonomous delivery robots for packages by highlighting legal implications. Since delivery robots can be understood as cyber-physical systems in the context of Industry 4.0, the research contributes to the related regulatory framework of Industry 4.0 in international terms. Finally, the paper discusses future perspectives and proposes specific modes of compliance.

The need to ensure the transition of Russia to the six technological mode, of creation of the adequate conditions for this and effective management of such a transition, make the authors turn to the analysis of modern mechanisms used for this purpose, including the state stimulation of the manufacturing industry, which has a leading role in the consolidation of such a transition. The difficulties faced by our country in this task make us turn to the study of the experience of foreign countries that have succeeded in this transition. These includeGermany,Japanand theUnited States, which have long been the steady leaders in the development and use of advanced technologies and in the development of the manufacturing industry as well. The subject of our study was the assessment of the mechanisms of state incentives for manufacturing industry used in countries with developed market economies, through the prism of the objectives and approaches to the functional purpose of the sector. The aim of the study was a determination of the limits of effective use of the mechanisms of state stimulation of the manufacturing industry inGermany,Japanand theUnited States. The methodological basis of the study was: general scientific methods of cognition and research, including system and logical methods, analysis, synthesis, analogy; branch scientific methods, such as economic comparative studies, etc. The analysis of the use of mechanisms of state stimulation of the manufacturing industry in Germany, Japan and the United States shows that the effective use of well-established and well-known in the world mechanisms of state stimulation of manufacturing industry requires in each case a separate integrated and balanced approach to their application with a clearly defined target focus of such use, as well as taking into account the specifics of the entities to which they are addressed, and the multilevel environment in which they operate.

Many different kinds of automation are saving great amount of time and money in e-commerce. This paper gives an overview of the current applications and future of robots in e-commerce and discusses the various factors that that are important to choosing the best approach in ‘last-mile-delivery’. It discusses advantages and disadvantages of autonomous vehicles, questions about safety and reliability and marketing effect. Automation at earlier stages of supply chain, less visible for clients has more impact on delivery process economics.

In recent years, last-mile delivery has become an increasingly important area in the global supply chain. Practically, there has been an increasing worldwide interest in developing the last-mile delivery robots/vehicles to increase the efficiency of the whole supply chain. Theoretically, several researchers have suggested that using autonomous robots brings more efficiency for delivery. However, almost no current studies consider a specific last-mile delivery activity – transport from supermarkets after loading to pick-up stations before unloading. The goal of this study is to investigate whether and how autonomous vehicles/robots can address the issue of cost and time efficiency. Specifically, this research aims at identifying the time and cost structures of using autonomous vehicles for the delivery along the chosen route – a single way from the Sainsbury’s supermarket to the Amazon pick-up station at Coventry. Furthermore, the research aims to find whether using autonomous vehicles is more efficient in time and/or cost than using vans with drivers for this route.

Статья посвящена изучению зарубежного опыта подготовки кадров для пенитенциарных систем. Его анализ и рассмотрение возможности внедрения отдельных элементов направлены на совершенствование системы подготовки сотрудников для уголовно-исполнительной системы России, повышение их профессионального уровня, что в конечном счете будет способствовать достижению главной цели УИС - исправлению осужденных. Авторы особое внимание уделяют изучению специально-профессиональных и личностных качеств, необходимых сотрудникам пенитенциарных учреждений. В статье рассматриваются особенности подготовки сотрудников пенитенциарной системы в Соединенных Штатах Америки. Важнейшей задачей образовательных учреждений и центров по подготовке кадров для пенитенциарной системы США является обеспечение будущих сотрудников знаниями, необходимыми для выполнения профессиональных обязанностей в рамках предстоящей деятельности. Также авторы подчеркивают важность развития при подготовке будущих сотрудников не только профессиональных, но и личностных качеств.The article is devoted to the study of foreign experience in order to improve the training system for the Russian penal correction system. In particular, the training of prison officials in the United States of America is considered as one of the most developed States in the modern world. The improvement of the training process for the Russian penal correction system implies the development of international cooperation with the prison systems of foreign countries. The study of foreign experience of penitentiary education contributes to the improvement of the professional level of the staff of the Penal Correction Service and, ultimately, to the achievement of the main goal - correction of convicts. The authors pay particular attention to the study of specific professional and personal qualities required by potential prison staff. Since there have been significant positive changes in the formation of professional qualities of the future employee of the Russian penal correction system over the past decade, the main focus of the work is on the formation of personal (universal) qualities of the employee of the Federal Penal Correction Service of the Russian Federation, for which the positive experience of the United States is analyzed.

A transit trip involves travel to and from transit stops or stations. The quality of what are commonly known as first and last mile connections (regardless of their length) can have an important impact on transit ridership. Transit agencies throughout the world are developing innovative approaches to improving first and last mile connections, for example, by partnering with ride-hailing and other emerging mobility services. A small but growing number of transit agencies in the U.S. have adopted first and last mile (FLM) plans with the goal of increasing ridership. As this is a relatively new practice by transit agencies, a review of these plans can inform other transit agencies and assist them in preparing their own. Four FLM plans were selected from diverse geographic contexts for review: Los Angeles County Metropolitan Transportation Authority (LA Metro), Riverside (CA) Transit Agency (RTA), and Denver Regional Transit District (RTD), and City of Richmond, CA. Based on the literature, we developed a framework with an emphasis on transportation equity to examine these plans. We identified five common approaches to addressing the FLM issue: spatial gap analysis with a focus on socio-demographics and locational characteristics, incorporation of emerging mobility services, innovative funding approaches for plan implementation, equity and transportation remedies for marginalized communities, and development of pedestrian and bicycle infrastructures surrounding transit stations. Strategies in three of the plans are aligned with regional goals for emissions reductions. LA Metro and Riverside Transit incorporate detailed design guidelines for the improvement of transit stations. As these plans are still relatively new, it will take time to evaluate their impact on ridership and their communities’ overall transit experience.
