Under the smart city paradigm, cities are changing at a rapid pace. In this context, it is necessary to develop tools that allow service providers to perform rapid deployments of novel solutions that can be validated by citizens. In this sense, the OrganiCity experimentation-as-a-service platform brings about a unique solution to experiment with new urban services in a co-creative way, among all the involved stakeholders. On top of this, it is also necessary to ensure that users are engaged in the experimentation process, so as to guarantee that the resulting services actually fulfill their needs. In this work, we present the engagement monitoring framework that has been developed within the OrganiCity platform. This framework permits the tailored definition of metrics according to the experiment characteristics and provides valuable information about how citizens react to service modifications and incentivization campaigns.

Forced marriage was criminalised in Australia in March 2013, putting the issue on the agenda of policy-makers and social service providers. Increasingly, however, it is being recognised that criminal laws alone cannot address the practice; protective and preventative strategies are also needed. This paper argues that strategies to address forced marriage will be most effective if they are informed by contextualised and emic understandings of the phenomenon, that is, by the perspectives of individuals, families and communities who are directly affected by forced marriage. Primary research is required to obtain such perspectives. Research into forced marriage in Australia is still in its infancy, and primary research is almost non-existent. This paper, then, looks to primary research from the UK and other comparable Western multicultural nations, offering a critique of this body of literature before drawing out what is revealed about why marriages are forced, how marriages are forced, and what people in forced marriage situations want. The implications of criminal prosecution are then considered in light of this emic understanding. The legal definition of forced marriage hinges on the concept of consent: it is consent that distinguishes an arranged marriage from a forced one. In the UK, the notion of consent has been robustly problematised. However this is not the case in Australia at present, and this paper critiques the value of the concept of consent given the social contexts of forced marriage described above. The implications of this critique for the application of Australia’s forced marriage law are then considered. Finally, from a place of contextualised and emic understanding of forced marriage, this paper considers how protective and preventative strategies might be enhanced.

Population concentration in cities brings new risks as an increase in pollution, which causes urban health problems. In order to address this problem, traffic reduction measures are being implemented as pedestrianization areas; they are the definition of Low Emissions Zones (LEZs). When the effectiveness of these types of measures is in doubt, smart city tools provide data that can be used to scientifically asses their impact. This article analyzes the situation of Madrid Central (Spain), a LEZ subject to controversy. We apply statistical and regression analyses to evaluate the effectiveness of this measure to reduce air pollution and outdoor noise. According to the results, this LEZ was able to significantly reduce NO 2 , PM 2.5 , and PM 10 concentration locally, having the same positive impact in the rest of the city. In terms of noise, this measure was able to mitigate background noise levels generated by road traffic.

The COVID-19 pandemic and the recent term of the United States President, Donald Trump, brought the term “fake news” to the attention of the broader community. Some jurisdictions have developed anti-fake news legislation, whilst others have used existing cybercrime legislation. A significant deficiency is the lack of a clear definition of fake news. Just because a person calls something “fake news” does not mean that it is indeed false. Especially during pandemics, the primary aim should be to have misinformation and disinformation removed quickly from the web rather than prosecute offenders. The most widely accepted international anti-cybercrime treaty is the Convention on Cybercrime developed by the Council of Europe, which is silent on fake news, the propagation of which may be a cybercrime. There is an Additional Protocol that deals with hate speech, which the authors consider to be a subset of fake news. Using examples from Southeast Asia, the paper develops a comprehensive definition of what constitutes fake news. It ensures that it covers the various flavours of fake news that have been adopted in various jurisdictions. Hate speech can be considered a subset of fake news and is defined as the publication or distribution of fake news with the intention to incite hatred or violence against ethnic, religious, political, and other groups in society. The paper proposes some offences, including those that should be applied to platform service providers. The recommendations could be easily adapted for inclusion in the Convention on Cybercrime or other regional conventions. Such an approach is desirable as cybercrime, including propagating fake news, is not a respecter of national borders, and has widespread deleterious effects. Abstract In recent years, Poland has seen an increased migration of people to cities, which translates into significant urban population growth. This, in turn, raises new challenges in the performance of cities’ tasks and responsibilities. Additionally, climate changes and the depletion of natural resources necessitate the modification of existing urban practices. Polish cities seek solutions which would enable social, economic and environmental demands to be reconciled so that urban spaces become friendly for the city’s inhabitants and investors. Some Polish cities have applied the smart city concept to solve their problems. Despite the fact that the concept has been the subject of scientific research for many years, no universal definition of the smart city has been agreed upon. Analyzed assumptions of the smart city concept as well as the Polish experiences in the implementation indicate that the concept is dynamic and changes over time. It should be considered as a perpetual process unrestricted by a specific timeframe. This impedes the formulation of uniform, generally accepted assumptions of the concept since its existence is inscribed in the change related to urban development. This article claims that this would be a beneficial approach for formulating the general characteristics of the smart city that could be applicable to any city, and that could be employed regardless of the present challenges cities may face.

Purpose The purpose of this paper is to further develop the construct of service platform and to clarify the definition of service platform in an industrial context. To do so, an understanding of the foundations for service platforms, based on a service perspective, is created. Design/methodology/approach The study has adopted a qualitative case study approach and builds on in-depth interviews with remote service teams in two multinational firms: one in the food processing and packaging industry and the other in the pulp and paper industry. Findings The foundations for successful service platforms consist of modularising resources, integrations and service processes to create value propositions. The value propositions could result in variations of a service or in variations of different services. When defining the concept service platform, the perspective of service needs to be made evident; therefore, the authors define service platform as: value proposition(s) consisting of a modular structure that invites to and facilitates value co-creation between resources, through integration opportunities in a continuous service process. Research limitations/implications The results are based on the perspective of two suppliers in similar industries; only remote services were studied. Firms from different types of industries and other types of services could add to the research on service modularity according to a service perspective. Moreover, information about customers and other actors’ involvement on the platform was gathered from the firms studied, no customers or other actors were interviewed. Practical implications This study shows the importance of a firm involving itself in the value creation of the customer, that is, focusing on value co-creation. This implies a close cooperation between the manufacturer and its customer – not only at a given point in time but also over a longer period of cooperation. Through the different types of modules building up the service platform, value co-creation can take place in various ways. Originality/value This study offers original empirical contributions on platforms from a service perspective. The study contributes to servitisation, service modularity and service (dominant) logic research by developing an understanding of the foundations for service platforms based on a service perspective. It also contributes to platform research more specifically by developing a definition of service platform in an industrial context.

This chapter provides an insight into what is meant by a Smart City and the underlying factors that make a city smart. The authors answer the question of “what constitutes a smart city” by presenting a multi-faceted approach including a detailed analysis of classical smart city definitions, attributes of a smart city, industry viewpoints and efforts by standards developing organizations. Through this approach, a common theme is established which best describes a smart city. The content of this chapter can therefore form the basis of developing a standard definition of a global smart city, and subsequently can be used to develop a framework to measure the performance of a smart city. The authors also propose a definition which in their view provides a reasonably holistic description of a smart city. However, they recognize that a smart city may mean different things to different stakeholders, and therefore has a strong dependence on the “lens” through which a smart city is viewed.

The definition of smart city and its measurement are not shared. Different characteristics define a city as smart, which is strictly linked to urban efficiency and to entrepreneurship spirit in a multifaceted way as well as to citizens' well-being. On the basis of the comparison between city and entrepreneur behaviour and on the definition of Giffinger et al. (2007) of smart city, this chapter verifies the efficiency of a sample of European cities using a stochastic frontier approach. Departing from this analysis, the chapter develops the relative smartness definition based on the efficient use of its own resources and related to the different context. Moreover, as a city becomes close to the optimal value, the frontier will shift upward because of the more attractiveness and a new adjustment mechanism should be followed to become efficient again (virtuous cycle). Then, the concept of smartness becomes dynamic. This definition, taking into account city's performance, is able to sustain the entrepreneurship milieu of a city.
