Population concentration in cities brings new risks as an increase in pollution, which causes urban health problems. In order to address this problem, traffic reduction measures are being implemented as pedestrianization areas; they are the definition of Low Emissions Zones (LEZs). When the effectiveness of these types of measures is in doubt, smart city tools provide data that can be used to scientifically asses their impact. This article analyzes the situation of Madrid Central (Spain), a LEZ subject to controversy. We apply statistical and regression analyses to evaluate the effectiveness of this measure to reduce air pollution and outdoor noise. According to the results, this LEZ was able to significantly reduce NO 2 , PM 2.5 , and PM 10 concentration locally, having the same positive impact in the rest of the city. In terms of noise, this measure was able to mitigate background noise levels generated by road traffic.

Nowadays, a sustainable and smart city focuses on energy efficiency and the reduction of polluting emissions through smart mobility projects and initiatives to “sensitize” infrastructure. Smart parking is one of the building blocks of intelligent mobility, innovative mobility that aims to be flexible, integrated, and sustainable and consequently integrated into a Smart City. By using the Internet of Things (IoT) sensors located in the parking areas or the underground car parks in combination with a mobile application, which indicates to citizens the free places in the different areas of the city and guides them toward the chosen parking, it is possible to reduce air pollution and fluidifying noise traffic. In this article, we present and discuss an innovative Deep Learning-based ensemble technique in forecasting the parking space occupancy to reduce the search time for parking and to optimize the flow of cars in particularly congested areas, with an overall positive impact on traffic in urban centres. A genetic algorithm has also been used to optimize predictors parameters. The main goal is to design an intelligent IoT-based service that can predict, in the next few hours, the parking spaces occupancy of a street. The proposed approach has been assessed on a real IoT dataset composed by over than 15M of collected sensor records. Obtained results demonstrate that our method outperforms both single predictors and the widely used strategy of the mean providing inherently robust predictions.

Greece, as well as other developed countries, is facing the growing problem of road traffic noise. It stands for a severe problem in the urban areas of the country, including the city of Larissa. The root cause is the huge increase in traffic volume and the lack of adequate urban infrastructure planning. Estimation of the level of road traffic noise is usually conducted using acoustic meters. It is widely accepted that most of the cities’ population is exposed to high noise levels due to controversial traffic capacity. Moreover, high noise levels are strongly related to phycological and neurological diseases. Thus, it is of utmost importance, the road noise levels to be lower than dictated by relevant specification limits. To develop better noise-environment policies, relative research should focus on the measurement of in-situ noise levels, so as appropriate for each case corrective measures to be taken. The present paper examines the noise levels of a center road of the 5th Greek city, in terms of population, compared to worldwide adopted noise specification limits. The clear aim stands for finding the percentage of road noise that exceeds commonly accepted threshold values, namely limit values of European Union and World Health Organization. The results of this research strongly indicate that measured noise values override upper limit values in a certain extent.

In this paper the consequences of road closures considering the introduction of a smart city solution, namely traffic simulation on micro level, are analyzed. The use-case comes from the city of Maribor in Slovenia with about 100 thousand inhabitants. To perform the analyses, the open source road traffic simulation package SUMO (simulation of urban mobility) has been employed to analyze the effects of the introduction of traffic regulations in real environment. Using it by experts in a plan-do-check-act loop, multiple scenarios with lesser impact of traffic regulations, as opposed to ad-hoc scenarios usually employed (e.g., for road works, events, etc.), can be considered and the best one chosen, leading to a smart city solution.

Sustainable transportation is an essential part of a sustainable city; however, modern transportation systems with internal-combustion engines emits unacceptably high level of air-pollutants and noise. It is recognized widely that road-traffic noise has negative health impacts (such as annoyance and sleep disturbance) on exposed population in highly-populated cities. These harmful effects should be removed or at least reduced to guarantee the sustainability of modern cities. The estimation of pollutant levels at a specific location and the extent of the damage is therefore important for policy makers. This study presents a procedure to determine the levels of road-traffic noise at both day and night, and an assessment of the adverse health effects across Gwangju Metropolitan City (GMC), Republic of Korea (ROK). Road-traffic noise maps in 2-D and 3-D were generated, in order to find spatial distribution of noise levels across the city and noise level at the façade of a building-floor, respectively. The adoption of existing assessment models for the highly-annoyed (%HA) and highly-sleep-disturbed (%HSD) leads to building-based estimation of the affected population and spatial distribution of the road networks of the city. Very high noise levels were found to exist along major roads in the day and at night, with little difference between them. As a result, approximately 10% and 5% of the total population (n = 1,471,944) were estimated to experience high-level annoyance and sleep disturbance, respectively.

The application of smart city (especially in the aspect of smart government) in the city of Bandung is still focused on technology development, and seems to ignore the human and institutional dimensions. This study aims to describe and analyze the implementation of smart government policies in order to realize a smart city in the city of Bandung. The researcher used the theory presented by Grindle as a guide related to policy implementation. The researcher used a qualitative method with a descriptive approach. In collecting data, researchers conducted interviews with 37 informants, made observations with the participant as observer method, and collected documents about the implementation of smart government policies in order to realize smart cities. The results showed that (1) implementation of smart government policies in order to realize smart cities in the city of Bandung in general has a positive impact on target groups (target groups). Context of implementation (context of implementation) shows a condition that is not good while Content of policy shows good conditions. In this study the content of policy factor has more influence on outcomes / outcomes than factors of context of implementation. Because the implementation of the smart government policy in the city of Bandung is more influenced by content of policy than context of implementation, the researchers suggested to the Bandung City Government to maximize various conditions in the Content of Policy in order to improve the outcomes of implementing smart government policies that have been implemented.Keywords: Policy Implementation, Smart Government, Smart City

Abstract Exceptional circumstances in the city of Granada due to the COVID-19 lockdown have provided the opportunity to characterise the impact of humans on its urban acoustic climate. Traditional environmental noise management and urban sound planning usually take into account noise sources in the city, such as industrial activities or road traffic noise, in model estimations, as well as in empirical research. But trying to isolate human impact by itself, human activity including social activity, walking, talking or just going around the city, has always been a difficult or even impossible task. The COVID-19 lockdown measures have provided the opportunity to study urban climate as never before, affected just by natural or animal noise sources. Previous soundscape research at some iconic sites in the city of Granada carried out in 2019 before the lockdown and a special measuring campaign carried out at the same locations during the lockdown in 2020 offered valuable information on sound levels and local characteristics in order to carry out this comparison. Results show a great change in environmental noise levels that is interesting not only because of its magnitude, but also for its implications, especially at those sites where social human activity was an identifying characteristic. Natural or animal sounds became surprisingly evident at some study sites, especially where road traffic noise dramatically decreased, leading to significantly lower background noise levels. Important spectral changes are observed before and during the lockdown, suggesting a shift from anthropic to animal sources in the acoustic environment.

This paper describes a study of the relationship between undesired road traffic externalities and residential price values in the Spanish city of Madrid. A large database was gathered, including the price and characteristics of 21,634 flats and road traffic intensity at 3904 different points across the city. The results obtained by a hedonic model suggest that both distance from the traffic measurement point and average daily traffic are significantly related to the price of residential properties, even after controlling for structural and neighbourhood variables. Distance to traffic areas has a positive impact on dwelling prices, whilst these are negatively related to traffic intensity.
