In recent years, universities and public authorities have increasingly focused on creating USOs (university spin-offs) as a method of transferring research results to society and of achieving the sustainable development sought by European institutions. However, the success of these policies depends on the appeal of creating a USO for academics. The aim of this research was to examine the relative importance of certain factors that may boost academic entrepreneurship and, therefore, to guide public policies. To do this, a qualitative study was carried out among 42 researchers from Spanish universities and research centres to understand their motivations for creating a USO. A quantitative study was then carried out, based on Conjoint Analysis and with a sample of 1726 academics, to identify the relative importance of six conditions that influence their predisposition to become entrepreneurs. This technique is seldom used in the field of entrepreneurship and, to the best of our knowledge, has never been used before to analyse academic entrepreneurship. The results of the study show that personal economic benefit is clearly the factor that heightens the intention to create a USO the most. Research benefit, CV benefit, support programmes, teaching reduction and personal cost are of lesser importance. The study also concludes that there are few differences according to the academic’s profile.

This article seeks to analyse good governance decision-making in the environmental context through an understanding and interpretation of the relationship between good environmental governance (evidenced inter alia by decision-making by public authorities) and sustainable development in South Africa.  It critically assesses recent case law in an attempt to understand the way in which our courts are evaluating authorities’ environmental decisions.  In reaching its objectives, this article considers also how environmental decisions are made in the first place and asks the question: what are the value choices underlying government’s decisions and what role does sustainable development play in informing decisions for good environmental governance.

The high rate of global development of economic processes is increasingly strengthening the global nature of the sustainable development concept, which is characterized by the interconnection of environmental, economic, social and institutional problems that are increasingly exacerbated by rapidly changing technological, geopolitical and other factors. In this context, it is necessary to see comprehensive provision and continuous support of sustainable development, which provides for coordinated actions and interaction of governments, business entities, non-profit organizations and society as a whole. Their effective implementation is possible through the creation of an appropriate institutional system, where management institutions occupy one of the key places. The subject of the research is the essence and features of the innovative mechanism for implementing modernization processes in the system of public administration. The purpose of writing the article is to justify the need to develop and implement an innovative mechanism to form a new model of public administration in Ukraine, define its components from the standpoint of system approach and the development of proposals for the promising directions of its implementation. The methodology of the research is the principles of innovation and public administration theories, the concept of service state. On the basis of the system approach, the paper identifies the components of the innovative mechanism of public administration modernization that influence the nature of the decentralization process in Ukraine. Using the methods of statistical and expert analysis, the problems of decentralization in the country are determined. The methods of structuring and synthesis  underpin the developed proposals for strengthening the role of the innovative public administration mechanism in ensuring economic growth and solving social problems. The results of the research is the assessment of progress in decentralization in Ukraine and identification of problems that complicate the achievement of goals and require increased efforts of public authorities to solve problems accumulated in society from the standpoint of innovative approach. Conclusions. The modern Ukrainian economy needs specific, different from the traditional economy approaches to define the objectives of forming a new model of public administration in terms of introducing an innovative mechanism to accelerate the process of developing relations between public authorities and civil society participants. Particular attention is needed for the methodology in developing the components of reforming the public administration innovative mechanism and determining the relationship between them from the point of view of the system approach as well as elaborating tools for their implementation in order to increase the level of manageability in the process of providing citizens with high-quality public services.

The article presents efficiency assessment of sustainable development measures in the region in the face of uncertainty caused by the COVID-19 pandemic. The economic crisis caused by the pandemic is one of the most serious in recent decades. Its global nature is due to the scale of economic and social losses, aggravation of production problems for many industries and enterprises. Like other regions of the Russian Federation, Volgograd region has repeatedly faced crises since the early 2000s, and each of them has become a new challenge for the regional administration system in terms of its ability to develop and take timely measures to overcome negative consequences. In the article, a number of indicators were analyzed for three consequent periods. The first one is 2019 in comparison with 2018. The second period is 2020 in comparison with 2019. The third one is the beginning of 2021 and each of them is characterized by the ratio of various factors that influence the behavior of business entities, population of the region, development and use of managerial decisions aimed at sustainable social and economic development of Volgograd region. The recovery from the pandemic crisis became the most important task for regional authorities, which is reflected in the set of measures aimed at support of the economy and social sphere of the region, incomes of the population and businesses. It became necessary for public authorities to improve new rules of work and decision-making mechanisms in order to respond to the current situation in a timely manner. The authors believe that the main factors of success of the measures implemented by regional authorities were their quality, timeliness and degree of compliance with the set goals. Analysis and generalization of management experience during the corona virus crisis allowed us suggesting long-term measures aimed at the sustainable development of Volgograd region.

The conceptual principles of the implementation of sustainable development at the local territorial level in Ukraine, as well as the institutional mechanisms of its implementation within the decentralization of power have been identified. The importance of reforming the local government is highlighted by using the sustainable development concept, which is necessary for Ukraine to move forward on the path to the European integration. The necessity of carrying out the complex work of creating a framework for managing territorial development has been proved. The article deals with topical, practical issues of implementing and realizing sustainable development at the local level. The theoretical essence and content of the sustainable development concept have been studied. The interrelation of its three main components has been revealed, being ecological, economic, and social ones. The conceptual principles of reforming local government and administrative organization within the decentralization of powers have been offered. The author proves the appropriateness of changes implemented in the local government system, which provide for the realization of sustainable development on the basis of openness and transparency of public authorities, civil society’s active participation in the formation of the state territorial policy, and fulfillment of the citizens’ environmental rights. The principles of sustainable development of local government have been summed up. Strategic guidelines for the development of local government have been identified. Prospects for territorial development have been outlined. Transition to the concept of sustainable development has been substantiated, which would result in constructing a qualitatively new social, ecological and economic model of society development, solving acute problems of the present and future generations.

The present research proposes a new method to analyze the sustainable development goals (SDGs) index using ordered weighted average (OWA) operators. To develop this method, five experts evaluated and designated the relative importance of each of the 17 SDGs defined by the United Nations (UN), and with the use of the OWA and prioritized OWA (POWA) operators, rankings were generated. With the results, it is possible to visualize that the ranking of countries can change depending on the weights related to each SDG because the OWA and POWA operator methods can capture the uncertainty of the phenomenon.

The article analyzes the complex of mechanisms of public management of the initialization of the intellectual potential of the region, which, in the author’s opinion, is the driver of the sustainable development of the region and provides orientation for incorporating the global goals of the millennium sustainable development, approved by the UN and defined in the draft Sustainable Development Strategy of Ukraine until 2030. The algorithm of the process of initialization of the intellectual potential of the region, which combines the stages of its formation, development and reproduction, is substantiated. The mechanisms of public management of the initialization of the intellectual potential of the region, which together constitute an integrated mechanism, the fundamental difference of the structure of which is the logical combination of the system characteristics of the structural elements (the potential of public authorities, personnel of the intellectual sphere of social work, intellectual potential, intellectual potential, innovative processes, technologies, types of innovative products) and institutional ties in the triad of «power – business – civil society», «education – science – innovation», «education – science – production» with the influence of external and internal factors and conditions (institutional, financial, administrative, organizational, social), balanced specific methods, tools and appropriate management decisions.

One of the tasks of central and local administration units is standing up for the sustainable development on their respective territories. Public authorities ought to use all available resources and means to satisfy the needs of the present generation in a way which will not disturb the satisfaction of needs of the generations to come. The aim of the paper is to present a selection of ratios for sustainable development in Poland which reflect the living conditions of the Polish citizens in the context of assumptions and objectives adopted in the UN 2030 Agenda.

Among the economic benefits of tourism development, the negative environmental and socio-cultural impacts caused during tourism activities should be taken into account and carefully managed. In achieving sustainability in the development of tourism, residents, and businesses - tourism service providers should have the right to identify and express concerns and determine the pace and degree of development. The purpose of this study was to identify and analyze the importance of negative and positive economic, socio-cultural and environmental impacts of tourism, based on the perceptions of residents and businesses on the scale of importance, which is a possible action to boost tourism development sustainably. This quantitative study, based on a random sample, was conducted in Kosovo’s territory, using a questionnaire addressed to 338 residents and 221 businesses. The questionnaire results were analysed using the RII test - Relative importance index and the Mann-Whitney test. This study intended to bridge the gap by measuring residents and businesses’ perceptions on sustainable tourism development and their suggestions to promote it.

Ensuring sustainable development at the level of individual territories becomes especially important for Ukraine. At the same time, the management of sustainable development processes should be improved with respect to the key aspects related to innovation. In these circumstances, the concept of innovation landscape helps to focus on creating competitive advantages and, on their basis, on developing strategies for sustainable development. Having analyzed the existing research results, we can conclude that theoretical, methodological and practical aspects of innovation policy development within sustainable development need further specification. Thus, the study in question aims at conceptualizing the innovation landscape in the context of sustainable development. The scientific analysis carried out allows us to suggest a new definition for the innovation landscape, understanding it as an integrative set of indicators, which reflects socio-economic conditions and includes the performance of public authorities, innovative management tools used, the activity of innovative economic entities, the availability and quality of innovation infrastructure, the development of cluster relationships, etc. aimed at solving problems of socio-economic development. Having generalized the research results, including those of the author's research, we can determine that the concept of innovation landscape and an appropriate applied approach based on it open wide opportunities for creating and managing the spatially rooted structures of innovative interactions between science, education, business and communities. It is proved that innovation landscape should be considered both at the regional and territorial level. It is determined that to form an innovative landscape of sustainable development of a region it is necessary to use new innovative practices, opportunities and challenges that arise at the local level in accordance with these trends. It can be done within the innovation audit mechanism recognizing these trends and supporting innovation management.
