Haze pollution has become one of the most important environment problems in China, raising increasing serious public health concerns. When carried out through campaign-style enforcement drives, the nation’s anti-air pollution policy and its implementation require all-levels of government to take measures to improve the air quality in a certain period. In this study, Xi’an, a city in northwest China, where serious haze occurs frequently, was chosen as the research sample. Based on a social network analysis of the Anti-pollution and Anti-haze Work Scheme of Xi’an for 2014 and 2015 as well as in-depth interviews with enforcement officials, we studied the attributes of the enforcement network, including the actors’ respective tasks, the network’s structure, and the ‘centrality’ of the network. Compared to 2014, the goals of the 2015 scheme were clearer and more challenging, with a larger number of specific tasks and tighter time limits. The structure of the enforcement network became flatter, with a ‘horizontal’ management arrangement that involved fewer actors. The core actors were shifted to the more authoritative departments, reflecting the reality that the campaign-style enforcement network structure had been adjusted toward the regulatory hierarchy system and routing administration. The results reveal that the implementation gap was narrowed by clearer and more specific roles and tasks, a simplified, flatter organizational network structure, greater decentralization of authority and responsibility to local departments, and more harmonious coordination among those departments with the most powerful leading actors. This study provides managers with an insight into the external and organizational factors involved in enhancing the effectiveness of anti-air pollution policy implementation.

In the context of the outbreak of coronavirus disease 2019 (COVID-19), strict lockdown policies were implemented to control nonessential human activities in Xi’an, northwest China, which greatly limited the spread of the pandemic and affected air quality. Compared with pre-lockdown, the air quality index and concentrations of PM2.5, PM10, SO2, and CO during the lockdown reduced, but the reductions were not very significant. NO2 levels exhibited the largest decrease (52%) during lockdown, owing to the remarkable decreased motor vehicle emissions. The highest K+ and lowest Ca2+ concentrations in PM2.5 samples could be attributed to the increase in household biomass fuel consumption in suburbs and rural areas around Xi’an and the decrease in human physical activities in Xi’an (e.g., human travel, vehicle emissions, construction activities), respectively, during the lockdown period. Secondary chemical reactions in the atmosphere increased in the lockdown period, as evidenced by the increased O3 level (increased by 160%) and OC/EC ratios in PM2.5 (increased by 26%), compared with pre-lockdown levels. The results, based on a natural experiment in this study, can be used as a reference for studying the formation and source of air pollution in Xi’an and provide evidence for establishing future long-term air pollution control policies.

The aim of this work is to explore the construct of autistic traits through the lens of network analysis with recently introduced Bayesian methods. A conditional dependence network structure was estimated from a data set composed of 649 university students that completed an autistic traits questionnaire. The connectedness of the network is also explored, as well as sex differences among female and male subjects in regard to network connectivity. The strongest connections in the network are found between items that measure similar autistic traits. Traits related to social skills are the most interconnected items in the network. Sex differences are found between female and male subjects. The Bayesian network analysis offers new insight on the connectivity of autistic traits as well as confirms several findings in the autism literature.

The movement of colonies from one nest to another is a frequent event in the lives of many social insects and is important for their survival and propagation. This goal-oriented task is accomplished by means of tandem running in some ant species, such as Diacamma indicum . Tandem leaders are central to this process as they know the location of the new nest and lead colony members to it. Relocations involving targeted removal of leaders were compared with unmanipulated and random member removal relocations. Behavioural observations were integrated with network analysis to examine the differences in the pattern of task organization at the level of individuals and that of the colony. All colonies completed relocation successfully and leaders who substituted the removed tandem leaders conducted the task at a similar rate having redistributed the task in a less skewed manner. In terms of network structure, this resilience was due to significantly higher density and outcloseness indicating increased interaction between substitute leaders. By contrast, leader–follower interactions and random removal networks showed no discernible changes. Similar explorations of other goal-oriented tasks in other societies will possibly unveil new facets in the interplay between individuals that enable the group to respond effectively to stress.

Air pollution in China is a serious problem and an inevitable threat to human health. This study evaluated the relationship between air quality and urban growth pattern in China by conducting empirical research involving 338 prefecture-level and above cities. Spatial regression techniques considering spatial autocorrelation were applied to correct the calculation bias. To obtain local and accurate results, a conception of eight economic zones was adopted to delineate cities into different groups and to estimate regression separately. An additional six urban form and socioeconomic indicators served as controlling variables. Significant and positive relationships between the aggregated urban growth pattern index and air pollution were observed in Northeast China, northern coastal China, and Northwest China, indicating that a high degree of urban aggregation is associated with poor air quality. However, a negative parameter was obtained in southern coastal China, showing an opposite association on urban aggregation and air quality. Nonsignificant connections among the other four zones were found. The findings also highlighted that land use mix, population density, and city size exerted varied and significant influence on air quality across eight economic zones. Overall, this study indicated that understanding the quantitative relationships between urban forms and air quality can provide policymakers with alternative ways to improve air quality in rapidly developing China.

Purpose The purpose of this paper is to appraise the Nigerian Economic and Financial Crimes Commission (EFCC) of their role in tackling systemic corruptions and to associate how institutional and organizational factors influence the performance of the EFCC. Design/methodology/approach Data were gathered through in-depth interviews, non-participatory observations and documentary analysis. Findings The results of the integrative analysis show that the EFCC has apparently been ineffective, and further improvization of the organization is needed. Poor performance of the EFCC was associated with factors such as lack of commitment, inefficient judiciary, insufficient budgets and incompetent personnel. Practical implications This study recommends further improvements in the form of a greater political will, improved legal process and also elevated budgetary funds and recruitment of personnel to the EFCC. Originality/value The study adopted a descriptive, qualitative case study approach to describe the current state of the EFCC in Nigeria.

Abstract. Black carbon (BC) has been identified to play a critical role in aerosol-planet boundary layer (PBL) interaction and further deterioration of near-surface air pollution in megacities, which has been named as its dome effect. However, the impacts of key factors that influence this effect, such as the vertical distribution and aging processes of BC, and also the underlying land surface, have not been quantitatively explored yet. Here, based on available in-situ measurements of meteorology and atmospheric aerosols together with the meteorology-chemistry online coupled model, WRF-Chem, we conduct a set of parallel simulations to quantify the roles of these factors in influencing the BC's dome effect and surface haze pollution, and discuss the main implications of the results to air pollution mitigation in China. We found that the impact of BC on PBL is very sensitive to the altitude of aerosol layer. The upper level BC, especially those near the capping inversion, is more essential in suppressing the PBL height and weakening the turbulence mixing. The dome effect of BC tends to be significantly intensified as BC aerosol mixed with scattering aerosols during winter haze events, resulting in a decrease of PBL height by more than 25 %. In addition, the dome effect is more substantial (up to 15 %) in rural areas than that in the urban areas with the same BC loading, indicating an unexpected regional impact of such kind of effect to air quality in countryside. This study suggests that China's regional air pollution would greatly benefit from BC emission reductions, especially those from the elevated sources from the chimneys and also the domestic combustions in rural areas, through weakening the aerosol-boundary layer interactions that triggered by BC.
